Kore Lavi Safety Net Beneficiary Resilience Assessment

As part of its mandate, the Kore Lavi program has developed and established a food voucher-based social safety net model for the poorest households in conjunction with the Haitian Government – through the Ministry of Social Affairs and Labor (MAST). This Resilience Assessment contributes to a stronger understanding of the current food security and resilience situations of the most vulnerable program beneficiaries.

Based upon the data collected, the social safety net members – which is considered as the study sampling universe – are mainly affected by Illness, death and drought, respectively. The experiences shared by the respondents also revealed that they often face several types of shocks and stressors simultaneously.

The food voucher had a very positive impact and helped a lot during each key moment: before the shock or stressor affected the respondent, immediately after, sometime after and now. In the different stories that were shared, a certain number of respondents mentioned that they have no other means to ensure their food security - other than the Kore Lavi food vouchers. With regard to the food vouchers indirect contribution, it is important to highlight that 59% of
respondents used the money they saved to pay school fees and 28% to pay medical fees. 36% save it in their Village Saving and Loans Association (VSLA). Yet, there is also an emerging group that used the money to invest in agricultural endeavors and start-up income generating activities.

When comparing the three main types of assets (personal, social and physical-financial resources), it could be observed that especially vulnerable respondents tended to rely on social resources. Generally, the respondents used more negative coping mechanisms that compromise their food security like eating less or less preferred meals per day (58%), reducing expenditures related to household needs (32%), producing charcoal (33%), reducing agriculture production area (20%) and livestock (19%) or selling assets.

The study identified that 22% of VSLA members followed resilient pathways versus 16% of non VSLA respondents. In almost all the signifier questions, there were found small differences between both groups, but not as much as it was initially expected by the Kore Lavi team. Read More...

Strengthening Productive Safety Net Program (PSNP) Institutions and Resilience II (SPIR II) Gender Analysis

Ethiopia’s current estimated population is around 123 million; out of which, approximately 50% are women, and 41% are under the age of 15 (The World Bank). Despite Government's efforts to close the gender gap, women and girls still do not have the same opportunities as men and boys. For instance, in Ethiopia girls and women aged 10 and above spend about 19.3% of their time on unpaid care and domestic work in comparison to only 6.6% spent by men (UN Women). This situation limits their ability to enter and remain in the labor force, which in turn hinders economic growth and development.

World Vision (WV), CARE Ethiopia, IFPRI, and ORDA Ethiopia are jointly implementing Strengthening Productive Safety Net Program (PSNP) Institutions and Resilience II (SPIR II) – a five- year program funded by the USAID. SPIR II's goal is aligned with the Government of Ethiopia’s Productive Safety Net Program 5 (PSNP 5), that aims to address the pervasive issues of food and nutrition insecurity in Ethiopia’s Amhara, Oromia, and Tigray regions. SPIR II targets 531,788 PSNP clients in nine, eight and fours woredas in the Amhara, Oromia and Tigray, respectively.

In March 2023, SPIR II conducted a Gender Analysis (GA) to identify gender and social inequalities that could negatively affect the achievement of SPIR II project objectives and to ensure that the design and interventions to increase women’s empowerment, equity for women, men, boys and girls, and other vulnerable groups (including the elderly, PWDs1, IDPs2) do not exacerbate existing power or abusive gender relations. Rapid Ebola Social Safety Net and Economic Recovery (RESSNER) Program

This report (74 pages) presents findings from the end line and end-of-project performance evaluation of the Rapid Ebola Social Safety Net and Economic Recovery (RESSNER) Program. The RESSNER program was designed to ‘provide immediate access to cash for purchase of basic food items and support to local economic recovery through unconditional cash transfers in nine Ebola Virus Disease (EVD) affected chiefdoms across the districts of Bombali (5 chiefdoms) and Tonkolili (4 chiefdoms)’. Overall the program targeted and reached a total of 8,100 extremely poor households with unconditional cash transfers (implemented in both phases) and 900 poor households with a one-off seed voucher (implemented in the 2nd phase only). The end line evaluation therefore covered these two phases of the program to document the extent to which the program contributed to restoring food security, improving economic recovery and reducing the negative coping mechanisms of EVD affected households in Bombali and Tonkolili districts in northern Sierra Leone.

The evaluation findings revealed that the RESSNER cash transfer program achieved its aim of providing support for immediate access to cash for basic food needs; and also resulted in other unexpected outcomes including economic independence, high dietary diversity and low hunger situation for extremely poor and vulnerable households. These achievements were evidenced from outcomes such as reduced negative coping strategies, high dietary diversity scores, low household hunger scale, expanded expenditures and improved economic activities (as sustainability strategies) among extremely poor households across communities in the two intervention districts. COVID-19: Impacts, Attitudes, and Safety Nets in Haiti (April 2021)

In April 2021, CARE conducted interviews with savings group members and leaders to understand their experiences of COVID-19, and how it was changing their lives. The survey included 364 women and 175 men, for a total of 539 respondents. This follows a survey done in June 2020 to understand what was happening at that time for members of savings groups. The surveys covered Artibonite and Grand Anse.

COVID-19 continues to have important impacts for women and men in savings groups. In general, men and women in these groups were reporting similar challenges across the sample. 86% of women and men are reporting impacts in their livelihoods, and 98% of people say that COVID-19 is affecting their ability to save. 64% say they can’t meet family needs and hunger has gone up. 90% of people are reporting that COVID-19 is impacting their social lives. More women than men report that Gender Based Violence has gone up. While women are more likely to have lost influence in the household than men (39% compared to 33%), men are more likely to report that they lost social status in the community (48% compared to 43%). LIVELIHOODS FOR RESILIENCE ACTIVITY ENDLINE INTERMEDIATE RESULTS (IR) ASSESSMENT

The Feed the Future Ethiopia-Livelihoods for Resilience Activity (L4R) is a 6.5-year USAID project led by CARE, with the goal of improving food security for 97,900 chronically foodinsecure households in multiple Ethiopian regions. It aims to achieve resilient livelihoods through four main objectives. Zerihun Associates was contracted to and conduct an Endline Assessment using mixed methods, and managed data collection of the endline, ensuring quality through rigorous processes. Despite challenges, Zerihun Associates successfully gathered data from 1802 out of 1849 sampled households. However, the study faced limitations due to external factors, seasonal variations, and methodological inconsistencies, potentially impacting findings' comparability. Using both cross-sectional and panel data, the study reveals a mix of success and challenges.
Income
Devaluation of the birr during the project period, combined with rising inflation and cost of inputs, negatively impacted household’s net inflation-adjust income over time. While in unadjusted terms net incomes increased 154%, when adjusted for inflation, net incomes experienced a 19% decline among cross-sectional households from baseline to endline. At endline, there was an increase in the proportion of households earning income from crop and livestock production and transfers and other sources, but a decline in households earning income from off-farm and wage employment, compared to baseline. There was a slight increase in the average number of income sources per
household between baseline and endline (1.5 and 1.7 sources respectively).
Household Assets
The longitudinal analysis of household assets among both cross-sectional and panel data reveals a generally upward trend in overall household asset values and, particularly, in livestock assets over the period from the baseline to the endline. When adjusted for inflation, the overall asset value showed a 43% increase in the cross-sectional data and a 25% increase in the panel data. Livestock assets consistently played a pivotal role in this growth. This rise is particularly notable given the challenging economic conditions, including conflicts.
On-Farm livelihoods
The cross-sectional analysis on household livelihood activities, specifically focusing on Value Chain (VC) engagement, reveals a complex pattern of participation over time. Initially, there was a promising uptick in households engaged in at least one prioritized VC, increasing from 49.5% at baseline to 71.0% in Year 3. This was followed by a decline, reaching 45.9% by the endline. EVALUATION FINALE: Projet d’accès à des services de protection pour les populations déplacées par le conflit du Nord-Ouest et du Sud-Ouest du Cameroun et des populations hôtes à l’Ouest du Cameroun (PASEPRO)

Le Projet d’Accès à des Services de Protection pour les populations déplacées par le conflit du nord-ouest et du sud-ouest du Cameroun et des populations hôtes à l’Ouest du Cameroun (PASEPRO) a été mis en oeuvre par un partenariat noué entre CARE Cameroun, récipiendaire principal et Horizons Femmes, pour une période de15 mois qui s’étend du 15/10/2022 au 30/03/2024 dans les départements de la Mifi et de la Menoua. L’objectif général de ce projet était d’améliorer l’accès à des services essentiels de protection pour les populations les plus vulnérables affectées (populations déplacées et hôtes) par les conflits des régions du Nord-ouest et Sud-ouest au Cameroun, dans les zones avoisinantes (Ouest), grâce à une réponse humanitaire coordonnée.
Deux résultats spécifiques étaient attendus de ce projet : (i) au moins 8935 personnes déplacées internes ainsi que les populations vulnérables de la communauté d'accueil exposées ou affectées par les VBG sont sensibilisées et bénéficient d’une prise en charge intégrée de qualité ; (ii) les acteurs humanitaires et locaux se coordonnent pour améliorer la qualité des services VBG dans le respect des principes humanitaires et do no harm.
Rendus à la fin du projet, il s’est avéré pertinent de conduire une évaluation externe. Il s’agissait de fournir une appréciation de la performance du projet en faisant le bilan des actions / réalisations y relatives ; ce, afin de mesurer et d’apprécier le niveau d’atteinte des objectifs et résultats de l’action, tels que fixés dans le cadre logique.
Après production et validation de la note méthodologique, la collecte des données s’est déroulée du 23 au 29 janvier 2024 dans les districts de santé de Santchou et de la Mifi. La méthodologie de l’étude était participative et alignée sur les standards de protection, la sauvegarde des enfants et des jeunes. Au total, pour cette évaluation 527 personnes ont été consultées (278 femmes et 249 hommes) dont 412 lors des enquêtes individuelles par questionnaires.
Il est constaté que le projet a pu fournir une aide humanitaire de manière sûre, accessible, responsable et participative comme l’affirment 74,03% des répondants (80,37% des hôtes et 69,88% des PDIs) soit 61,92% dans le district de la Mifi et 94,74% à Santchou. L’ensemble des personnes identifiées comme victimes de VBG dans les districts cibles ont obtenu au moins un service de prise en charge appropriée. Le projet a réussi ainsi à porter à la hausse, la majorité de valeurs prévues, aussi bien au niveau des indicateurs des objectifs et résultats qu’au niveau des indicateurs des activités.
En effet, 77,78% des indicateurs ont été atteints, 8,89% n’ont pas atteint la cible prévue (obtention des actes de naissance1, etc.) et 13,33% n’ont pas été mesurés ni documentés en raison de la non disponibilité des SOV (Sources Objectivement Vérifiables).On note également que 42,22% des indicateurs ont été réalisés à plus de 100% sur les activités suivantes : la formation des femmes vulnérables sur les premiers secours psychologiques en communauté ; les soutiens d’ordre juridique, psychosocial et médical ; les consultations de psychologue individuelle ; le référencement par les mécanismes communautaires de protection ; et, les causeries éducatives et groupes de paroles. Final Performance Evaluation of the Kore Lavi Development Food Assistance Project in Haiti

In FY 2013, the US Agency for International Development’s (USAID) Office of Food for Peace (FFP) issued an award to a consortium of three organizations, CARE, Action Contre La Faim (ACF), and the United Nations World Food Programme (WFP) to implement a Development Food Assistance Project (DFAP). World Vision (WV) later joined the consortium. The four-year project, titled ‘Kore Lavi’ (‘supporting life’ in Haitian Creole) started in August 2013. Following a two-year extension granted in 2017, the projected ended in September 2019.

The overall purpose of Kore Lavi was to support the Haitian Government in creating a social safety net for food and nutrition security that prioritizes consumption of locally grown quality products. The overall goal was to contribute to reducing food insecurity and vulnerability in targeted communities by establishing a replicable safety net system and expanding government capacities to prevent child under nutrition.

COVID 19 Rapid Gender Analysis Global Trends June 2020

In the three months since CARE released its first Rapid Gender Analysis of COVID-19, the situation has evolved quickly and spread globally. CARE has continued to closely monitor this situation, by conducting context-specific analyses in 5 regions covering 64 countries. This has included conversations and data collection with more than 4,500 women.
This new analysis confirms the initial findings and predictions of the first analysis. It also reveals new areas of high priority for women and girls—and for men and boys—as the crisis deepens. Our recent research reveals:
• The highest immediate priorities 3 months into the crisis are food, income, and rights—including concerns around Gender Based Violence, caregiving burdens, and mobility. Women and girls show these needs most acutely, but they also rise to the top of men and boys’ priorities in COVID-19.
• Women’s burdens are increasing. As frontline workers in the health system, as survivors of Gender Based Violence, as the people primarily responsible for food, cleaning, and childcare—especially with schools closed, women confirm that their burdens are rising, and so is the stress around them.
• Women are displaying remarkable leadership, but are still unable to access most decision-making, around COVID-19 and around daily life. They are also quickly approaching the end of their safety nets.
In this context, this document provides updated recommendations to focus on lessening the immediate impact on women and providing the chance to build back equal. These recommendations cluster around:
• Urgently addressing top priorities of food, income, and rights by expanding safety nets—both in the immediate response and in long-term ways for all people to provide their own food and livelihoods.
• Reducing women’s burdens by providing extra support for caregiving, services for GBV prevention and response, and investing in women healthcare workers.
• Prioritizing women’s leadership by creating space for women leaders at all levels of the response, and consistently listening to women’s perspectives and data as the crisis evolves.

Gender Implications of Cash Transfers in Malawi

The government of Malawi operates a national safety net program targeting the poorest 10% of the population with unconditional cash transfers and the next poorest 15% with conditional cash transfers through a Cash for Work (CfW) program and vouchers for subsidized agricultural inputs. In 2019 the Government, with support from development partners, has started implementation of an ultra-poor graduation program in nine districts which support ultra-poor households with livelihood grants and complementary services. This safety net is designed to quickly scale to more people or to provide more money to existing participants in case of emergencies.
CARE Malawi set out to identify the gendered implications of this cash programming and how participants’ experiences of cash transfers affected gender equality. To do so, CARE used a combination of literature review and primary data collection with stakeholder consultations, key informant interviews, and focus group discussions (FGDs) at national, district, and community levels. Because of the large-scale cash response to Cyclone Idai in 2019—largely operated through international nongovernmental organizations (NGOs)—the study also compared gendered impacts of the government program and NGO humanitarian response.
