RAPPORT D’EVALUATION FINALE DU PROJET D’ASSISTANCE MULTISECTORIELLE AUX REFUGIES, RETOURNES ET AUX COMMUNAUTES HOTES DANS LE SUD DU TCHAD EN MATIERE DE SECURITE ALIMENTAIRE, NUTRITION, PROTECTION ET WASH DE GORE ET DE MOISSALA.

CARE International est l'une des principales organisations humanitaires internationales de lutte contre la pauvreté dans le monde. Elle est présente au Tchad depuis 1974 et intervient dans la zone de Biltine, MARO, GORE, MOISSALA et dans le LAC. Au Sud du Tchad, ses interventions visent principalement les populations réfugiées, les retournés tchadiens de la République Centrafricaine ainsi que les communautés locales les plus pauvres et vulnérables. Suite à l’afflux des nouveaux réfugiés centrafricains au sud du Tchad principalement dans le Département de la NYA-PENDE et du MANDOUL dû à la crise centrafricaine, CARE a obtenu l’appui de BPRM pour le financement du projet dénommé « Projet d’Assistance Multisectorielle aux Refugies, Retournes Et Aux Communautés Hotes Dans Le Sud Du Tchad En Matiere De Securite Alimentaire Et Nutrition, Protection Et Wash à GORE et de MOISSALA».
La mise en œuvre dudit projet BPRM a démarré en septembre 2019 et a ciblé 48158 bénéficiaires (réfugiés, retournés et communautés hôtes vulnérables). Les actions essentielles envers ces différents bénéficiaires s’articulent autour de la sécurité alimentaire et nutritionnelle, accès à la protection et aux mécanismes Wash pour une amélioration du niveau de vie des populations cibles. Après,12 mois de mise en œuvre, une évaluation a été menée auprès des bénéficiaires de l’action pour évaluer les résultats et les effets induits du projet.

McGovern-Dole Food Fore Education Program HATUTAN – Midline Evaluation

The HATUTAN program (Hahán ne’ebé Atu fó Tulun ho Nutrisaun no Edukasaun or Food to Support Nutrition and Education) is a five-year initiative to build a partnership between schools and communities in order to improve literacy, learning, healthy, and nutrition for children and adults in Timor-Leste. The program works in partnership with the Government of Timor-Leste and development stakeholders to address two strategic objectives: improved literacy of school-aged children and increased use of health, nutrition, and dietary practices. The HATUTAN program is funded by the U.S. government through the Foreign Agricultural Service of the United States Department of Agriculture under the McGovern-Dole International Food for Education and Child Nutrition Program. The program is implemented by a consortium led by CARE International with Mercy Corps and WaterAid. The lead Timorese government partner is the Ministry of Education, Youth, and Sports, in collaboration with the Ministry of Health, Ministry of State Administration, and Ministry of Agriculture and Fisheries.

To achieve these objectives, the program supports, among a variety of activities, the Government of Timor-Leste’s school feeding program (SFP) to fully operate in all basic education and preschools throughout the school year. Key project activities include strengthening and supplementing the government-sponsored SFP and building school capacity through trainings for teachers and administrators and provision of resource materials. Additionally, the HATUTAN program seeks to support farmers to boost the production of local produce to increase yields and help create sustainable sources of nutritious food for local schools. In addition to activities related to literacy and SFPs, HATUTAN seeks to conduct trainings related to nutrition, health, and other topics, and to promote gender equality and the reduction of gender-based violence.

This report presents the midline evaluation of the HATUTAN program, which began in early 2019. It is important to note that restrictions due to the COVID-19 pandemic have had a substantial impact on program activities and target outputs and outcomes. In March 2020, HATUTAN field activities were halted, field offices were temporarily closed, and staff began to work from home due to a State of Emergency issued by the Government of Timor-Leste. This State of Emergency remains in effect to date, with varying levels of restriction on school activities, movement, and group gatherings. PROGRAMME DE RENFORCEMENT DES CAPACITES D’ACTIONS DES FEMMES

Leaders de l’agrobusiness en milieu rural dans la plupart des pays et représentant entre 70 et 80% de la main d’œuvre, les femmes se lancent dans diverses activités de production et sur les marchés de commercialisation des produits en s’efforçant de surmonter les inégalités de genre pour obtenir des succès durables. Mais leur situation est toujours défavorable par rapport à celle des hommes. Des données publiées en 2O15 par les Nations Unies sur cette situation montrent qu’elle est due entre autres à des pratiques discriminatoires à l’encontre des femmes . Or, l’amélioration des conditions de vie des ménages dépend en général de la contribution de chaque composante de la société, c’est à dire des hommes et des femmes.
Les femmes du Bénin à l’instar d’autres n’échappent pas à cet état des choses. En effet, elles ne sont pas toujours intégrées dans les prises de décisions à divers niveaux (ménage, communauté, etc.) en raison des stéréotypes et considérations qui les réduisent à l’obéissance voire à la soumission aux hommes. Depuis quelques décennies, des mutations s’opèrent et des efforts sont faits pour favoriser leur participation active dans la gestion des affaires de la cité et leur conférer l’autonomisation nécessaire à la cohésion sociale. Malgré ces efforts et les engagements pris par les Etats relativement aux ODD en faveur des femmes, leur accès aux ressources productives reste marginal et leur participation aux espaces de dialogue social encore très insignifiante.

HATUTAN in Timor-Leste Baseline

The HATUTAN program (Hahán ne’ebé Atu fó Tulun ho Nutrisaun no Edukasaun) or “Food to Support Nutrition and Education” in English) is a five-year initiative to build a partnership between schools and their communities to improve literacy, learning, health and nutrition for children and adults in Timor-Leste. Working in partnership with the Government of Timor-Leste (GOTL) and key development stakeholders, the HATUTAN program focuses on two strategic objectives: (1): Improved literacy of School-Aged Children, and (2): Increased Use of Health, Nutrition and Dietary Practices. The HATUTAN program is funded by the US Government through the Foreign Agricultural Service of United States Department of Agriculture (USDA) under the McGovern Dole International Food for Education and Child Nutrition Program. The Ministry of Education, Youth and Sports is the lead government of Timor-Leste (GOTL) partner, in collaboration with the Ministries of Health (MOH), State Administration (MSA) and Agriculture and Fisheries (MAF). The program is implemented by a consortium led by CARE International in Timor-Leste together with Mercy Corps and WaterAid.
The program will work in four municipalities namely: Ainaro, Ermera, Liquica and Manatuto. Support for the School Feeding Program will operate at the national and municipal level and in all the schools covered by the GOTL School Feeding Program in the four municipalities (estimated at 440 schools). The priority is to support the government SFP to fully operate in all basic education and preschools throughout the school year as per plan. McGovern-Dole Food for Education and Child Nutrition Program in Timor-Leste HATUTAN Sustainability Study Liquica

The United States Department of Agriculture (USDA) has supported Timor-Leste through the McGovern-Dole Food for Education and Child Nutrition Initiative since 2018. The McGovern-Dole funded Hahán ne’ebé Atu fó Tulun ho Nutrisaun no Edukasaun/ Food to Support Nutrition and Education program – HATUTAN - supported 455 schools and surrounding communities in four of Timor-Leste’s most disadvantaged municipalities: Ainaro, Ermera, Liquica, and Manatuto. Between 2018 and 2023, HATUTAN reached 431,244 students, out of whom 109,065 received school meals.

HATUTAN’s final evaluation show that the integrated intervention has achieved remarkable results, including:
-A gain of 4.8 percentage points in literacy scores, over and above the comparison group.
-A major reduction in teachers’ use of traditional practices: the proportion of students who spent the class copying from the board declined by 15 percentage points over and above the comparison group, while the proportion of students repeating after the teacher declined by 25 percentage points; and
- A major improvement in infant feeding practices, reducing by 13.6 percentage points in the proportion of mothers feeding formula to babies under six months of age.

In 2023, the schools14 in the municipality of Liquica – 101 in total, out of which 35 receiving the full intervention15 - graduated out of the program following demonstrated improvements in school management, SFP delivery, increased use of participatory teaching practices and reduction in negative teaching practices, and improvements in hygiene and sanitation. Among other results, the final evaluation showed that 91% of the schools in Liquica had reading corners in grade 2, compared to HATUTAN’s 65% average; the average attendance rate reached 78%, compared to a 64% average; and teacher attendance rate reached 85%. The second phase of the program has continued to support schools in Ainaro, Ermera, and Manatuto since 2023, and expanded operations to Oé-cusse in 2024. Read More...

HATUTAN II Baseline McGovern Dole Food for Education

In this report, we present findings from the baseline assessment of the HATUTAN II (Hahán ne’ebé Atu fó Tulun ho Nutrisaun no Edukasaun or Food to Support Nutrition and Education) program. This program is a five year (2022 – 2027), US$26.5 million initiative that will work in partnership with the Government of Timor-Leste and development stakeholders to address two strategic objectives: improved literacy of school-aged children and increased use of health, nutrition, and dietary practices. The program will operate in 378 schools and communities within four of Timor-Leste’s most deprived municipalities, Ainaro, Ermera, Manatuto, and Oe-cusse, to support an estimated 171,232 target beneficiaries including school-aged children, teacher, school administrators, and community members. Key activities will include support for the government-run School Feeding Program (SFP) and trainings targeting teachers, school administrators, and community members.

The baseline assessment finds that grade 2 students’ literacy abilities are very weak and many students remain unable to read words. The average overall score on the literacy assessment was only 10.9% for intervention students, and only 18.2% of intervention students demonstrated the ability to read and understand the meaning of a grade-level passage. Scores were highest—though still low in absolute terms—for letter recognition, at 21.8% for intervention students. Furthermore, many grade 2 students have no literacy abilities, with 21.8% of intervention students scoring 0% overall on the literacy assessment.

We find moderate use of engaging teaching practices in most intervention municipalities, with relatively more frequent use of these practices in Ermera and less frequent use in Oe-cusse. However, across all municipalities, substantial potential remains to continue improving the use of engaging teaching practices, as well as reducing the use of traditional, unengaging teaching practices including copying from the board and repeating after the teacher. Furthermore, corporal punishment was still observed to be used by some teachers in intervention schools and is likely underreported in our data due to social desirability bias. Read More...

Running between 2018 and 2023, the program worked in partnership with the Government of Timor-Leste and development stakeholders to address two strategic objectives: improved literacy of school-aged children and increased use of health, nutrition, and dietary practices. The program operated in 443 schools and communities within four of Timor-Leste’s most deprived municipalities, Ainaro, Ermera, Liquica, and Manatuto, supporting an estimated 105,967 target beneficiaries including school-aged children, teacher, school administrators, and community members. At the last mile: Lessons from Vaccine Distributions in DR Congo

The Democratic Republic of the Congo (DRC) has one of the lowest COVID-19 vaccination rates in the world, with just 0.87% of people in DRC having received even one dose. While the country has received 8.2 million doses of COVID-19 vaccine, it has managed to administer 528,000 of them—just under 11% of vaccines available. In April of 2021, DRC became one of the first countries to return 1.3 million COVID-19 doses to COVAX because they could not deliver them to people before the vaccines expired.

The challenges that risked more than a million doses expiring are still in play for most of the country. In both January and February 2022, 114,705 vaccines expired in country because there was not enough investment in systems and health workers to deliver vaccines. To reach 70% of the population—62.7 million people—DRC will need to drastically scale up and accelerate COVID-19 vaccination.

CARE is working with 4 vaccination sites—2 in Butembo and 2 in Goma—to support with community mobilization in partnership with local leaders, health center operations, and training. With joint action and communication plans developed with chiefs, religious leaders, and local authorities, and additional equipment to protect health workers, those sites had vaccinated 1,132 people. In those 4 sites, we have also conducted several rounds of research and problem-solving using community dialogues between health workers and clients using the Community Scorecard, as well as the Social Analysis and Action tools, which provides the insights for this case study. The team has also supported local vaccination teams with IT infrastructure, personnel costs, and creating locally adapted COVID-19 communications plans.

La République démocratique du Congo (RDC) possède un des taux de vaccination les plus bas dans le monde avec la lutte contre COVID-19. Seulement 0,87% des personnes en RDC ont reçu même une seule dose du vaccin. Alors que le pays a reçu 8,2 millions de doses de vaccin contre la COVID-19, il n’a réussi qu’à en administrer 881,204, soit un peu moins de 11% des vaccins disponibles administrés. En avril 2021, la RDC est devenue l’un des premiers pays à restituer 1,3 million de doses de COVID-19 à COVAX parce qu’elle ne pouvait pas les administrer aux personnes avant l’expiration des vaccins.

Les défis qui risquaient d’expirer plus d’un million de doses sont toujours en jeu pour la majeure partie du pays. En janvier et février, 114,705 doses ont expiré dans le pays parce qu’il n’y avait pas assez d’investissements dans les systèmes et les agents de santé pour livrer des vaccins. Pour atteindre 70 % de la population, soit 62,7 millions de personnes, la RDC devra considérablement intensifier et accélérer la vaccination contre la COVID-19.

CARE travaille avec 4 sites de vaccination – 2 à Butembo et 2 à Goma – pour soutenir la mobilisation communautaire en partenariat avec les leaders et structures locaux, les opérations des centres de santé et la formation. Ces sites avaient vacciné 1 132 personnes. Dans ces 4 sites, nous avons également mené plusieurs séries de recherches et de résolution de problèmes à travers des dialogues communautaires entre les prestataires des services et les clients avec la Carte Communautaire et l’analyse et l’action sociale, à l’aide de la carte de pointage communautaire, qui fournit les informations nécessaires à cette étude de cas. On a aussi appuyé les missions de supervisions avec l’infrastructure pour la connexion internet, la motivation des prestataires, et l’élaboration des plans de communication adaptes aux contextes.
