Empowering Women to Claim their Inheritance Rights: Post-Project Impact Analysis

Between January 2013 to June 2016, CARE International Egypt implemented a project addressing “Empowering women to claim Inheritance Rights (WIN)”. This project was funded by the European Commission under the Gender Equality Programme and aimed to strengthen the access of women particularly those in Upper Egypt to gain access and control over their economic rights, resources and opportunities through their lawful inheritance.

The objectives of this impact evaluation was to:
1. Quantify the Impact achieved as the result of the Amended Inheritance Law in terms of people whose rights to a life free from (economic) violence is being fulfilled to a greater degree than before the amended Inheritance law.
2. Assess and analyse if/how the introduction of criminalization and penalties in the Inheritance Law have enhanced the application of the amended Inheritance Law to date and provide recommendations on how its application can be further improved/strengthened.
3. Identify and analyse non intended effects both positive or negative, of the Amended Inheritance Law with regards to women property rights through inheritance.

Extrapolating the model to the published data on vital statistics, agricultural statistics and income expenditure published by the Central Agency for Public Mobilization and Statistics of 2016 through 2019 reveals that the application of the new amendment of the law potentially results in nearly 34,000 more women who can have access to their inheritance annually.

Based on feedback from women’s’ activists interviewed, the effect of COVID-19 and the closure of courts on the number of women affected was believed to be negligible. Many of these cases are extremely complex and usually take many years in courts and hence would not be significantly affected by this delay.

As inferred from the feedback of key informants, it is too early to to identify positive impacts of the law amendment, however, they highlighted some threats that might hinder the achievement of the desired impact of the law amendment.

External ex-post evaluation of the “Multi-sectoral Protection Response for Vulnerable Populations in Ecuador affected by the Humanitarian Crisis” Project executed by CARE, Alas de Colibrí Foundation and Diálogo Diverso between 2019 and 2020

To respond to the migration crisis CARE Ecuador (CARE), Diálogo Diverso (DD) and Alas de Colibrí Fundation (ACF) associated to implement, with funding from the Bureau of Population, Refugees, and Migration (PRM) of the U.S. Department of State (that finances assistance actions for vulnerable refugee and migrant populations around the world), the “Multi-sectoral Protection Response for Vulnerable Populations in Ecuador affected by the Humanitarian Crisis” Project (PRM Project), from September 1, 2019 through August 31, 2020. The Project aimed at improving health and physical and psychological well-being of the forced-to-migrate Venezuelan population (and other nationalities), both migrants and refugees; as well as of the vulnerable local population, particularly LGBTIQ+ individuals and women survivors of gender-based violence, through a multi-sectoral intervention that includes: health care, legal and psychosocial advice, shelter, and comprehensive support interventions for the migrant humanitarian crisis. The project also generated advocacy actions to strengthen the capacities of public officials and institutions related to migratory processes, and to promote the restitution of migrants and refugees’ rights.

Participatory community development projects in indigenous communities of the highlands of Ecuador, Peru and Bolivia (GERMAN)

Since 1994 CARE Deutschland e.V. (hereinafter CARE) has been carrying out participatory community development projects in the Andean region with the support of the BMZ. Target groups of these projects were Andean indigenous communities in the highlands of Ecuador, Peru and Bolivia. The projects were implemented by local NGOs: Yachachic (1994-2006) in Ecuador, Acción Andina Peru (1997-2018) in Peru and Asociación Acción Andina Bolivien (2010-2017) in Bolivia. As these long-term interventions have so far not been systematically analyzed, it was decided to conduct this evaluation to assess their direct and indirect effects, to analyze the project approach and to formulate recommendations for future CARE projects in the Andean region.

Rwanda Influencing local government planning process to address GBV

strengthening demand- and supply side local governance processes to ensure that local decision-makers incorporate and implement measures for GBV prevention and response into the district level development planning process, which is known as imihigo in Rwanda. This programming experience has highlighted the importance of strengthening women’s and marginalized groups’ participation in the imihigo process and ensuring that district level performance contracts include budgetary allocations for GBV prevention and response activities.
Influencing the imihigo process must however be understood as a long-term advocacy objective. To date, CARE Rwanda’s programming interventions have contributed to changes in the attitudes of local leaders in terms of their understanding of GBV as a development issue and their responsibility for ensuring downwards accountability to their constituents.
The starting point for this influencing process was the implementation from 2010 to 2013 of the Great Lakes Advocacy Initiative across six districts in southern Rwanda. This project aimed to increase national and local leaders’ accountability for the implementation of national GBV policy, as well as building the capacity of women and men activists to receive cases of GBV and to provide referrals to appropriate services and to advocate for quality, affordable and available services in the community. GLAI and subsequent women’s empowerment programming interventions by CARE Rwanda (GEWEP and Umugore Arumvwa – ‘A Woman is Listened To’) which also focussed on GBV prevention and response, provided the foundation for CARE Rwanda to build an understanding of the socio-political context shaping the implementation of GBV legislation at the national and local level and to develop effective working relationships with key ministries such as MIGEPROF.

Making Advocacy Count: GBV Advocacy in Rwanda

Over the past 9 years CARE Rwanda has implemented a series of programming interventions designed to promote women’s empowerment and to address Gender-Based Violence (GBV) in Rwanda. Learning from these programmes informed the development of a holistic approach for community based GBV prevention, which is now being scaled up by the Government of Rwanda’s Ministry for Gender Equality and Family Promotion (MIGEPROF) with the intention of reaching national coverage within the next 3-4 years. Towards Economic and Sexual Reproductive Health Outcomes for Adolescent Girls (TESFA) Ex-Post Evaluation Report

TESFA project (Towards Improved Economic and Sexual Reproductive Health Outcomes for Adolescent Girls) was launched in 2010 which targeted ever-married adolescent girls’ economic status and reproductive health. The project envisioned to mitigate the effects of early marriage among ever-married adolescent girls in two woredas, Farta and Lay Gayint, of South Gondar zone in the Amhara regional state of Ethiopia. The project aimed to reach five thousand adolescent girls having marital history under the age of 19 in 25 kebeles in the two woredas, with the goal of achieving measurable positive change in their economic empowerment and sexual and reproductive health status. The project operated through four programmatic arms: Economic empowerment only (EE only), Sexual and reproductive health only (SRH-only), Economic empowerment with sexual and reproductive health (combined) and a delayed implementation arm (Delayed comparison).

This sustainability assessment (Ex-Post Evaluation) was conducted in the areas where TESFA project was implemented for three years to improve economic (EE-only), and sexual and reproductive health (SRH-only) outcomes for ever‐married adolescent girls (10 - 19 years old). The Ex-post evaluation is conducted four years after the completion of TESFA project to assess the sustainability and auto-replication of original girls groups formed by TESFA project. Qualitative approach with purposive sampling method was employed in this sustainability study. Ever married girls groups from the former TESFA project SRH and EE arms, SAA group members (Adult male and female community members) in the SRH Arm, and different level government officials such as Kebele Officials, Health Extension Workers (HEW) and experts from different government offices were participants in the study. Detail information about the group was pulled from archived documents at field office and mapping exercise was done by identifying the girl groups with the help of CARE field office and SAA members in each kebele prior to the focus groups and key-informant interviews. CARE – FANRAPAN Post-Project Evaluation of Climate Resilient Agriculture Practices

CARE and FANRPAN share common approaches to sustainable economic and social development. We jointly recognize the challenges to inclusive agricultural development in Africa. We also recognize the importance of agriculture research, policy advocacy and capacity strengthening, all of which are needed to improve agricultural production and productivity. This study is an integral part of these shared objectives and is a collaborative effort of the CARE and FANRPAN teams in Mozambique.

Post Distribution Monitoring Report: Cash for Non-Food Item Distribution to IDPs

This Post-Distribution Monitoring (PDM) assessment was carried out by CARE ENSAF project staff on 14 –Sep -2107 in Kabul province. The distribution of Cash for NFI to 28 displaced households was carried out in Aug, 2017 by CARE ENSAF project. Afghanistan Joint Response 2 post-project

The Afghanistan Joint Response 2 Project 2017 is implemented in Nangrahar and Laghman Provinces funded by DRA and implemented by CARE/ Development & Humanitarian Services for Afghanistan-DHSA in order to provide emergency response to the needy and most vulnerable IDPs and returnees as undocumented for the year 2017 including the most affected children and women to be covered under UCG and CFW. This Post Assessment report is drafted to state to analyze, measure and understand the impacts of the project over IDPs, Returnees and female headed households, who were identified by meeting the set criteria’s Care/DHSA in coordination with DoRR & CARE Kabul as approved.
