ENDLINE EVALUATION COVER PAGE Adolescent Empowerment Project (AEP) IN KAJIADO & MUKURU

CARE implemented the Adolescent Empowerment Project (AEP) in Kenya, funded through the Patsy Collins Trust Fund Initiative from 2015 to 2020. The project aimed to empower adolescent girls and boys from chronically insecure households to fully exploit their potential, take advantage of opportunities, and fulfil their aspirations. Over a 5-year implementation period, the project targeted adolescents (aged 10-19) in urban Mukuru (within Nairobi county) and rural Kajiado county with a suite of activities and services delivered through partners Hope Worldwide Kenya (HWWK) and Neighbors Initiative Alliance (NIA). Inputs were designed to expand life choices and empower participants to become engaged citizens and include activities on leadership skills development, adolescent sexual and reproductive health (ARSH), economic empowerment, ICT skills, and quality education.

Supporting Meaningful Civic Engagement for Improved Accountability by Leveraging Digital Technologies Baseline Assessment

The baseline assessment for the “Supporting meaningful civic engagement for improved accountability by leveraging digital technologies” project was conducted to develop values for baseline indicators and provide evidence with regards to the degree of satisfaction and level of dialogue target beneficiary groups have with public service providers. Data from this baseline assessment will enable comparisons between start, during the course of the project and at the end of project. Donor for this project is the European Union via European Instrument for Democracy and Human Rights (EIDHR).
The overall objective for this Action is to develop effective, accountable and transparent institutions at all levels and ensure public access to information and fundamental freedoms. The overall objectives will be achieved through activities, which empower young ethnic minority community citizens to demand the government for more participatory, transparent, responsive and accountability in leveraging digital technologies. RAPPORT DEFINITIF BASELINE PROSPER II Thriving Cocoa Community Cargill

Cette étude dont l’objectif était de déterminer la situation actuelle des ménages producteurs de cacao dans les treize (13) nouvelles communautés sélectionnées du Projet PROSPER II sur les quatre (04) axes d’intervention du projet : (i) la gouvernance communautaire ; (ii) l’inclusion financière et des compétences entrepreneuriales des femmes ; (iii) la diversification des sources de revenus des ménages agricoles incluant la nutriton ; (iv) les solutions alternatives communautaires au travail des enfants ; afin que puissent être mesurés les changements qui interviendront après les trois (03) prochaines années de mise en œuvre, en utilisant la même approche, a démontré que la situation actuelle desdits ménages n’est guère réluisante. CARE Mali Harande FY20 Participants Based Survey PaBS Annual Report

Harande program, implemented the annual monitoring survey through the M&E Unit and Program team supported by the CARE USA Regional M&E Advisor. The methodology is based on the Participants Based Survey (PaBS survey) guidelines expressed in Feed the Future PABS guideline1. It has been conducted using the latest BHA participants-based survey methodology guidance. All fourteen (14) annual survey indicators have been computed using weighting procedures. Except for, gross margin, value of incremental and yield indicators that used more complex formulas, standard errors and confidence intervals have been established for the remaining indicators. FY20 Data collection has been made during the period of July 15 - 29, 2020 and methodology comply with the PaBS FtF guideline as recommended by BHA. The PaBS have been implemented in the following four (4) communes: Dourou, Dandoli, Douentza and Koubewel Koundia, and a total of 48 villages have been reached through these communes for data collection.

A total of 1,733 participants have been sampled for this PaBS. Within them 11% refused the survey and 72% were female. That bring the total participant who responded to the survey in all the frames without double counting to 1,529. Participants who overlap between frames during the survey were counted once. It appears that 28% of participants were youth. Out of a total of 1,529 interviewed respondents 1,265 come from households and 18% of them were household heads. Empowering Sri Lanka’s Tea Plantation Communities Final Evaluation

In May 2017 Chrysalis in partnership with CARE International UK began implementing the Empowering Sri Lanka’s Tea Plantation Communities Project funded by Twinning’s adopting Community Development Forums (CDFs) pioneered by CARE International Sri Lanka. These platforms seek to enhance worker-management relationships so to achieve social and commercial benefits in 7 tea estates in Sri Lanka by May 2019. Since inception the project has reached over 3,500 tea estate workers living in estates operated by three plantation companies with the help of the CDFs, while indirectly providing benefits to over 16,000 worker family members. At its core CDFs seek to transform relationships between management and estate workers, while also providing the estate community with a platform through which to directly influence and shape their development priorities and solutions. Further it serves to help link the community with a host of service providers and socioeconomic opportunities. Undertaken in July and August 2019 the overall objective of the end of project evaluation was to assess the degree to which the project had achieved its intermediate and the final goal and to develop key lessons so to enhance future programming in the sector. The evaluation used a contribution analysis, and a mixed method approach to collect data (e.g. household surveys, focus group discussions, key informant and structured interviews). Data was collected from 7 participating estates operated by 3 companies: Bogawanthalawa Plantations (Bogawana Estate, Kotiyagala Estate, Lethenty Estate and Fetteresso Estate), Malwatte Valley Plantations (Uva Highlands) and Agarapathana (Nayabedde Estate and Dambetenna Estate). Using the proportionate random sampling technique 241 respondents were selected for household surveys, 12 managers were interviewed using structured interviews and 7 focus group discussions were held consisting of 86 representatives from the 7 CDFs. This current study was proposed to garner further analysis on the current situation across the five States in Darfur, to better understand the level of women’s meaningful participation and leadership in peace building mechanisms. The research questions focused on the four key areas of CARE International Sudan’s framework for gender equality: advance her human capital; avail the space; engage men and boys; and create an enabling environment.

The recommendation of the study focuses on (1) addressing the negative impact of male authority on women participation in CBRMs, (2) generating new knowledge and values that favour women’s participation in the public domain, (3) educating and building women’s leadership capacities, (4) addressing issues of SGBV through prevention, protection and service provision programs Read More...

Evaluación Final del Proyecto BMZ- Madre de Dios “Fortalecimiento de comunidades y organizaciones indígenas de la región de Madre de Dios para el desarrollo local sostenible, defensa y abogacía de sus derechos”

Específicamente, este proyecto busca que “las comunidades indígenas de la RCA diseñen procesos locales de desarrollo de manera independiente y sostenible; y que las organizaciones indígenas apoyan y defienden los derechos e intereses de la población indígena de Madre de Dios activamente ante agentes y tomadores de decisión políticos y sociales a nivel local, regional y nacional”. Para esto el proyecto planificó actividades alrededor de 4 componentes (resultados):

• R1. Las organizaciones indígenas regionales capacitadas y fortalecidas en el acompañamiento de los procesos de desarrollo local y gestión de los derechos e intereses de la población indígena de las comunidades de la RCA.
• R2. Las comunidades nativas de la Reserva Comunal Amarakaeri capacitadas y fortalecidas en el diseño participativo e independiente de procesos de desarrollo local sostenible con enfoque particular en la protección de los recursos naturales y la prevención de conflictos sociales.
• R3. Las actividades económicas sostenibles de las comunidades nativas de la Reserva Comunal Amarakaeri en el sector productivo de la castaña han sido fortalecidas, profesionalizados y promovidos en su desarrollo.
• R4. Estructuras para la gestión sostenible del territorio y de riesgos en el contexto del cambio climático son creadas a nivel de comunidades nativas, y los conocimientos respectivos están ancladas en las organizaciones indígenas.

CARE Perú encargó la realización de una evaluación externa del proyecto. El propósito de la evaluación fue medir el avance en el cumplimiento de los objetivos y resultados esperados del proyecto, así como determinar los principales factores que incidieron, positiva o negativamente en esos resultados. La información generada en la evaluación será de utilidad tanto para verificar el impacto obtenido en la población meta, así como para propósitos de aprendizaje, generando a su vez recomendaciones apropiadas para el diseño e implementación de futuras intervenciones. Strengthening Rural Development Models in Georgia (ENPARD II) Midterm Evaluation

Strengthening Rural Development Models in Georgia seeks to build on the success found by Mercy Corps, CARE and People in Need as they introduced the LEADER model for rural development to the municipalities of Borjomi, Lagodekhi and Kazbegi. In addition to continuing to implement this community-led local development approach, they were tasked with providing more national-level support for other Georgian LEADER implementations with the support of ELARD, a Europe-based not for profit organisation.

A series of interviews and focus groups held with beneficiaries, implementing agencies and other stakeholders provided a very positive picture of the impact being delivered by the LEADER model in these three municipalities, particularly in terms of increased engagement with local governance, community cohesion and economic participation.

Results further suggested that the growing presence LEADER in Georgia’s rural municipalities was positively moving Georgian rural governance in the direction envisioned by the Georgian Government and the Delegation of the European Union, that is, towards a state of alignment with the European Common Agricultural Policy.

The main difficulty identified is that Georgian Government policy looking forward appears to be wavering with regards to its commitment to the LEADER model, despite the levels of investment provided by the EU. Read More...

Le but global du projet a été de renforcer la stabilité socio-économiques des populations dans les communautés à travers la promotion des mécanismes de gestion et prévention des conflits, de bonne gouvernance et les moyens de subsistances avec un accent particulier sur le statut de la femme. Le but de cette évaluation a été de mieux comprendre les stratégies qui ont bien marché et les changements produits au cours de l’exécution du projet ‘Tufaidike Wote’ afin de mieux informer la programmation d’un tel projet dans le futur. De manière spécifique, l’évaluation a voulu déterminer dans quelle mesure le projet a eu un impact, notamment en ce qui concerne la dynamique sociale et la dynamique économique et évaluer dans quelles conditions et contextes et pourquoi ces changements ont eu lieu. Elle a voulu aussi analyser la mise en œuvre de la stratégie à réponse rapide par le mécanisme de fonds flexible, si oui ou non elle a contribué à la cohésion sociale dans les communautés à potentiel conflictuel.
