ANALYSIS OF GENDER EQUALITY AND SOCIAL INCLUSION (GESI) IN WASH NATIONAL POLICIES AND STRATEGIES IN TIMOR-LESTE

This report presents findings of a Gender Equality and Social Inclusion (GESI) Analysis in relation to Water, Sanitation and Hygiene (WASH) in Timor-Leste, from a national and municipal level perspective. The GESI Analysis aims to improve understanding of marginalization in the WASH sector, be it on the basis of gender, age, disability, ethnicity, religion, poverty or other. The analysis generates practical inputs to improve national policies and strategies and thereby ensure that the project improves conditions for equality in terms of access to and use of WASH services while striving to apply “do-no-harm” and non-discrimination principles.

Gender equality is an enabler for achieving sustainable development in Timor-Leste. Recognized in the National Strategic Development Plan (2011-2030) and overseen by the national machinery – the Secretary of State for Equality and Inclusion (SEII) – achieving gender equality is the responsibility of all government agencies and development partners.

Global COVID 19 Rapid Gender Analysis April 1

On 11 March 2020, the World Health Organisation classified COVID-19 as a pandemic.1 Disease outbreaks affect women, girls, men, boys, and persons of all genders differently, to say nothing of the wide variety of at-risk and marginalised groups. The compounding complexities of development and humanitarian contexts can have disproportionate effects on women and girls, as well as those at-risk and vulnerable groups. CARE International identified the need to highlight the gender and intersectional impacts of the COVID-19 crisis.
To achieve this, CARE first developed a policy brief to review lessons learned from previous public health emergencies. CARE then adapted its Rapid Gender Analysis toolkit to develop the Global Rapid Gender Analysis on COVID-19, conducted in consultation with the International Rescue Committee (IRC). This report is for humanitarians working in fragile contexts that are likely to be affected by the COVID-19 crisis. It is organised around broad themes and areas of focus of particular importance to those whose programming advances gender equality and reduces gender inequalities. Umeed-e-Nau Project Health and WASH Support project for drought affect people of Umerkot, Sindh

This report present the external evaluation of Umeed-e-Nau project - Health and WASH Support project for drought affect people of Umerkot, Sindh. The project was implemented by CARE International in Pakistan (CIP) through its partner CWSA under UNOCHA’s PHPF-III from February – December 2019.

The evaluation of the CIP’s Umeed-e-Nau project has been carried out as per the DAC criteria such as Relevance/appropriateness, Effectiveness, Efficiency, Impact and Sustainability. However, CIP has included an additional criteria i.e. Project Management.

Findings of the final evaluation indicate that CIP rightly identified the needs in holistic manner, as the people in the target area were struggling for water and vulnerable to different health related hazards. The community appreciated all the project activities particularly the MMCs due to quality services, equipment and medicines. Innovations introduced by CIP and donor’s flexibility to understand and approve required changes was also an important factor for paving a smooth path towards achieving successful results of the project. The capacity building and awareness raising activities like health & hygiene training, nutrition awareness has inbuilt sustainability. In both WASH and Health interventions, the impact on behaviors and practice can be observed with passage of time. The trend of use of latrines, water filtrations, consultation with qualified health practitioners, realization of importance of health care especially maternal health and last but not the least hygiene awareness are likely to impact positively on beneficiaries’ individual and communal lives for many years.

Étude sur les filières porteuses des communes de Beaumont, Jérémie et Roseaux

Diagnostic & Development Group S.A. (DDG) a été recruté par CARE Haïti pour réaliser une étude sur les filières porteuses dans les communes de Jérémie, Beaumont et Roseaux, dans le cadre du projet d’Appui à la Sécurité Alimentaire, au Renforcement Agricole et à l’Amélioration Nutritionnelle dans la Grand’Anse (ASARANGA), implanté par CARE, Action Aid Haiti (AAH) et Konbit Peyizan Grandans (KPGA).
Une approche mixte, c’est-à-dire combinant des techniques de collecte de données quantitatives et qualitatives, a été adoptée pour réaliser l’étude. En plus de données secondaires, essentiellement obtenues dans des rapports d’études pertinentes, des données primaires ont été collectées, au cours des mois de juillet et août 2019, via une enquête de ménages, un inventaire d’associations et de coopératives, une enquête de marché, des groupes de discussion avec des planteurs et des entrevues individuelles avec des représentants d’institutions financières dans les trois communes d’intérêt.
Nous avons étudié huit filières pour les sections communales cibles des communes de Jérémie, de Roseaux et de Beaumont. Il s’agit des produits vivriers igname, manioc, banane et le haricot ; le maïs, l’arachide et deux filières d’exportation traditionnelles : le café et le cacao. Le processus de sélection a tenu compte du nombre de planteurs qui pratiquent ces cultures, de l’importance de la filière dans la sécurité alimentaire et l’environnement et enfin de leurs potentiels de revenu. ROM Review: Initiative REVANCHE: Résilience et Adaptation aux Variabilités Climatiques, pour une Sécurité Alimentaire et Nutritionnelle Durable au Tchad, Régions de Wadi Fira, Guera et Ouadaï.

PERTINENCE. La mise en oeuvre de l’action REVANCHE a confirmé la pertinence de la stratégie PRO-ACT Résilience qui a été à l’origine de sa conception et du choix du mode d’exécution du projet permettant la sortie de l’urgence et l’ancrage d’un développement durable au sein des communautés cible. Les réponses proposées sont appropriées pour satisfaire les besoins des bénéficiaires et soutiennent la Plan nationale de renforcement de la résilience des populations tchadiennes. La pertinence est maintenue tout au long de l’exécution car le projet répond aux besoins des plus vulnérables par des actions à effets immédiats par du cash qui permet l’accès
à l’alimentation et aux soins de santé.

EFFICIENCE. La mise en oeuvre s’est révélée efficiente et propice à une bonne progression vers la réalisation des résultats recherchés. Le projet a connu un retard dans son démarrage mais dont les causes relèvent, pour la plupart d’entre elles, de facteurs externes au projet lui-même.

EFFICACITÉ. Le projet a été efficace à livrer la majeure partie des produits planifiés, notamment ceux consistant en travaux et réalisations d’ouvrages physiques et en appuis méthodologiques et logistiques aux parties étatiques et ONG partenaires.

DURABILITÉ. La problématique de la durabilité se pose encore en termes de capacité des communautés à s’approprier les apports du projet. Quatre ONG nationales ont pris part à l’exécution du projet REVANCHE et ont bénéficié d’un paquet de formations et du coaching progressif de CARE et OXFAM. Mais les organisations communautaires de base (organisations paysannes, groupements féminins, artisans réparateurs de pompes, groupe pour le système d’alerte précoce, GIE d’ouvriers maçons, …) qui constituent le socle de la stratégie de durabilité de l’action sont encore à un stade embryonnaire et requièrent des appuis et une mise en réseau entre eux et avec les services publiques Read More...

Terminal Evaluation of “Safe Motherhood Promotion Project Phase II”

This report details the findings from a quasi-experimental terminal evaluation of the Safe Motherhood Promotion Project (SMPP) conducted in the Narsingdi district of Bangladesh. SMPP is a Japanese aid-funded technical cooperation project aimed at developing local capacities to tackle maternal and newborn health problems in rural areas. The project aims to have a favorable impact on women’s access to and knowledge of maternal health care during pregnancy and childbirth. The project comprises a package of interlinked interventions to facilitate safe motherhood practices at primary and secondary care levels. Measuring Social Norms and Girls’ Empowerment Report of the SenseMaker study of the

This report presents the findings from a SenseMaker story collection process conducted as part of a qualitative evaluation of CARE International’s Tipping Point project in Sunamganj, Bangladesh. Tipping Point aims to reduce the incidence of child marriage through shifting social norms at the community level, addressing the root causes of the practice and seeking to holistically effect change at the level of individuals, communities, and the broader enabling environment. The SenseMaker study was conducted by the Overseas Development Institute and researchers from Jahangirnagar University, in close cooperation with Tipping Point’s two local implementing
partners, JASHIS and ASD in Sunamganj district. The evaluation team collected 875 stories in total: 325 from girls; 214 from boys; and 336 from mothers and fathers of adolescents.

The primary analytical approach for assessing the nature of change within Tipping Point communities was comparing the data from Boundary Partners (girls and boys who participate in Tipping Point ‘Fun Centre’ groups, and parents of adolescents who participate in Fun Centre groups) with data from non-Boundary Partners from the same village. Accelerating Localisation through Partnerships-Endline Report

Accelerating Localisation through Partnerships was implemented in four focus countries: Myanmar, Nepal, Nigeria and South Sudan, with an aim to change the way international NGOs work in partnership with local and national NGOs in humanitarian action, so that these partnerships support the move towards localisation and ultimately reach those affected by crises more effectively and efficiently. The programme was guided by national steering committees (NSC) and existing NGO Fora in each of the focus countries and managed by a consortium of 6 INGOs: Christian Aid, CARE, Tearfund, ActionAid, CAFOD, Oxfam who have worked together for several years to look at partnerships and localisation through the Missed Opportunities series of reports and research1.

Accelerating Localisation through Partnerships: South Sudan

This research was commissioned by the Accelerating Localisation Through Partnerships programme – a multi-agency consortium programme funded by the European Commission’s Civil Protection and Humanitarian Aid department (ECHO) over two years (2017-2019) – to establish what operational elements of partnerships between local, national and international NGOs are most likely to foster localisation of humanitarian action. The research was underpinned by a mixed methods approach using qualitative and quantitative data collection approaches. In-depth consultations were conducted in three locations across South Sudan to reach a varied sample of local and national actors: Wau, Bor, and Juba City. In total, 96 NGOs were consulted for this research in South Sudan; 85% of which were local or national NGOs. The findings reflect experiences from a rich diversity of local and national NGOs in South Sudan and provide valuable insights that can assist humanitarian organisations in ensuring partnership practices accelerate localisation of humanitarian action. Accelerating Localisation through Partnerships-A Learning Review

The Accelerating Localisation through Partnerships programme is an ECHO- funded programme, which has been implemented for two years (Nov 2017 – Oct 2019) in four countries: Myanmar, Nepal, Nigeria and South Sudan. Christian Aid leads the consortium of 6 INGOs (Christian Aid, CARE, Tearfund, ActionAid, CAFOD and Oxfam); in each country, programme implementation has been guided by a National Steering Committee (NSC), made up of local and national NGOs and the consortium members.

This Learning Review constitutes the final output of the programme and is meant to assess its effectiveness and impact, and more broadly to capture learning for the consortium members and humanitarian stakeholders in the four programme countries and beyond. While a follow-on programme, Phase 2, is yet to be confirmed or funded, this review will support the design of any such programme.
