Water for Food Security, Women’s Empowerment and Environmental Protection Project (SWEEP) Gender Assessment II

East and West Belesa woredas (districts) are located in the central Gondar zone of Amhara Regional State, Ethiopia. The people of East and West Belesa woredas are dependent on subsistence farming and rain fed agriculture in a context of recurrent drought and severe land degradation. The overwhelming majority live in extreme poverty and face food shortages as a result of the frequent shocks these conditions expose them to. The condition is more devastating for women, girls and marginalized households – for example, female-headed households and households including persons with disability who are often excluded from social and economic entitlements.
CARE, with the financial support from the Austrian Development Agency (ADA) and funds from Austrian Development Cooperation (ADC) has implemented a three years' (October 2017 to September 2020 – then extended to February 2021) project titled "Water for Food Security, Women's Empowerment and Environmental Protection (SWEEP)" to address the socio-economic and environmental problems causing food insecurity in 20 kebeles of east and west Belesa woredas. The project was implemented by CARE in collaboration with local government, communities and universities. To increase the resilience of households, the SWEEP project followed an integrated and holistic project implementation approach, which put marginalized people at the center.
At the end of the project period, a gender assessment was conducted to see and capture the changes in the lives of women; especially the results of the women empowerment and the social norms change components of the project. Findings from the Rapid Gender Assessment (May 2017) and In-depth gender Assessment (May 2018) were used as a baseline to compare the before and after situation of women in the community. STEP-UP TO EMPOWER WOMEN & END VIOLENCE (SEEV) PROJECT IN SOUTH KORDOFAN STATE

Step-Up to Empower Women & End Violence (SEEV) Project in South Kordofan State Sudan was funded by the Dutch Ministry of Foreign Affairs. The project was developed and planned to be implemented during the period December 2019 – to March 2021 and later extended to June, 2021 (including the 3-month non –cost extension).

SEEV directly contributes to the achievement of Sustainable Development Goals “Reduced Inequalities” no. 10, “Decent work and Economic growth” no. 8, “Zero Hunger”, no 2, and Peace, “Justice and Strong Institutions” no.16. It is in line with the principles of UN Security Council Resolution 1325. Furthermore, the project is in line with the priorities of the Dutch Ministry of Foreign Affairs as outlined in their Policy Document on Foreign Trade and Development Cooperation; reducing poverty social inequality, preventing conflict and instability, promoting sustainable and inclusive growth and climate action.
The Final Evaluation of SEEV project was undertaken during the period 15 August 2021 – 30 September, 2021). Curiosity Collective : Evidence of Social Changes for Women in Savings Groups

CARE has been working with Village Savings and Loan Associations (VSLA) since it first launched the model in Niger in 1991. Over the years, VSLAs have reached more 7.6 MILLION members to form 357,000 groups in 51 countries. 81% of these members are women.

The economic impacts of the groups are well documented. Women and men in VSLA groups save between an estimated $400 and $700 million each year. In West Africa, 3.2 million women participate in VSLA. The savings and credit can be transformational, helping women start businesses, pay school fees, and access emergency loans when they have a crisis in the family. A randomized controlled trial of VSLAs conducted by Innovations for Poverty Action showed that VSLAs substantially increased women’s access to financial services, income, and ability to start businesses.

Perhaps more important, but less formally documented, is the impact that VSLAs have on women themselves, and the social fabric of their communities. Anecdotally, women themselves often point to increases in self-confidence, independence, and a greater belief in their own ability to change things in their lives, as the VSLA impacts that are most important to them. For example, one woman in Niger says, “[VSLA]1 has opened my eyes
and now I do not hide anymore and I speak a lot.”

Mainstreaming of Social Accountability in The Emergency Labor Intensive Investment Project: Evaluation Study

Social accountability is one of the forms of accountability resulting from the activities of citizens and civil society organizations (CSOs) to hold government agencies accountable. The World Bank was the first to use the term “social accountability” (SA) to describe a set of procedures and mechanisms that enable citizens, civil society, and mass media to hold the government and public sector officials accountable. The term also represents the procedures adopted by the government, CSOs, mass media, and other social stakeholders to promote or facilitate such efforts. Therefore, SA is a form of social participation that transforms communities from being service receivers to a key partner throughout all stages, including needs assessment, pre-planning of activities, monitoring of service delivery, up to evaluation and improvement.

Social accountability aims at enabling stakeholders to access the best services. As such, it relies on mechanisms for giving voice and participation. Over the past decade there were many examples that revealed that citizens could express their viewpoints and actively participate in urging the public sector to be more responsive and accountable.

COVID-19 Bangladesh Rapid Gender Analysis

Whilst lifesaving, the COVID-19 lockdown is disproportionately impacting women as existing gender inequalities are exacerbating gender-based disparities between women, men, girls and boys in terms of access to information, resources to cope with the pandemic,
and its socio-economic impact. It is therefore essential to undertake a gendered impact analysis of COVID-19.

The Gender in Humanitarian Action (GiHA) Working Group in Bangladesh has undertaken this Rapid Gender Analysis to inform national preparedness and response. Given the social distancing measures, RGA desk review contrasts pre-COVID-19 gender information and demographic data against new gender information from a multitude of surveys and qualitative sources. It examines the immediate impact of COVID-19 on pre-existing structural social and economic vulnerabilities of women, girls and diverse
gender groups, and the challenges faced by these groups in accessing information and health, education, and WASH, protection and Gender-Based Violence (GBV) services as well as support for livelihoods. The gendered impact of COVID-19 is evident in following six broad areas:
• Increased risks and evidence of GBV in the context of the pandemic and its responses;
• Unemployment, economic and livelihood impacts for the poor women and girls;
• Unequal access to health, education and WASH services;
• Unequal distribution of care and domestic work;
• Women and girls’ voices are not being included to inform a gender-targeted response; this is particularly the case for those most left behind;
• Policy response mechanisms do not incorporate gender analytical data or gender-responsive plans. Read More...

Don’t Leave Them Behind: Global Food Policies Continue to Fail Women (December 2021)

811 million people in the world are going hungry, half a million of whom are on the brink of starvation. Clearly, current approaches are simply not enough to meet the scale of the crisis we are facing. If we continue to do what we have always done, we will continue to see the same problem: people going to bed hungry. We must find better solutions to prevent and end hunger—especially if we are going to meet the Sustainable Development Goal of Zero Hunger by 2030.

One of the first things we can do is consider who is going hungry. Using the term “people” hides part of the problem: gender inequality. Globally, women are 10% more likely to go hungry than men, and that gap is growing. In Somalia, for example, men are eating smaller meals; women are skipping meals altogether. We see this inequality play out at the international level, too—global solutions consistently ignore women, their rights, and the critical role women play in food systems.

Of 84 global policies and plans designed to address hunger released between September 2020 and December 2021, only 4% refer to women as leaders who should be part of the solution or provide funding to support them. 39% overlook women entirely. This is unacceptable. Ending hunger will take everyone’s talents, opinions, and work. It requires promoting equality, respecting rights, and truly listening to the people who are on the frontlines of the problem. Local food producers and leaders—especially women—must be a core part of the solution.

Mujeres Líderes en Emergencias Análisis Rápido de Género y Poder Pamplona, Norte de Santander, Colombia

Este informe de Análisis Rápido de Género (ARG)sobre el Poder examina el liderazgo de las mujeres en la respuesta humanitaria de Venezuela en Pamplona, Colombia. La crisis venezolana ha afectado a los ciudadanos venezolanos y colombianos, siendo las mujeres y las comunidades marginadas las más afectadas. Mediante entrevistas e investigación documental, se puso de manifiesto que las mujeres no participan adecuadamente en los espacios formales e informales en los que pueden influir en las decisiones que se adoptan en relación con el plan de respuesta humanitaria dirigido por el Gobierno de Colombia y los organismos de ayuda humanitaria. Las normas sociales patriarcales son una gran barrera, ya que se espera que las mujeres se queden en casa debido al control que ejercen los hombres sobre sus movimientos y la opinión de que las mujeres deben cuidar a los niños, el hogar y cocinar los alimentos, limita el tiempo de que disponen las mujeres para participar. La necesidad de encontrar una forma de ingresos también limita el tiempo de que disponen las mujeres para participar en los espacios de acción colectiva. La falta de conocimiento y conciencia sobre los derechos que tienen como mujeres y como migrantes, y sobre los spacios existentes en los que pueden participar es una barrera adicional. Para muchas mujeres migrantes, la situación irregular en Colombia hace que permanezcan en la sombra y no busquen ayuda ni participen en espacios de toma de decisiones por temor a la deportación. La discriminación sexual, calla las voces de los miembros de la comunidad LGBTIQ+, lo que da lugar a una respuesta humanitaria que no aborda adecuadamente sus necesidades.
Si bien hay barreras que enfrentan las mujeres colombianas y venezolanas afectadas por la crisis, existen oportunidades para aumentar su participación, por ejemplo, por parte de organizaciones femeninas y feministas ya existentes en la región, las organizaciones comunitarias informales de migrantes, y la participación en las mesas del GIFMM como método para que las mujeres actúen conjuntamente para exigir atención y recursos para sus prioridades y directamente afectadas por la crisis. POWER Ex-Post Evaluation Final Report

Description of the document: Promoting Opportunities for Women’s Economic Empowerment in Rural Africa (POWER Africa) aimed to increase the financial inclusion of direct beneficiaries and their households in Ethiopia, Rwanda, Cote d’Ivoire and Burundi through forming savings groups, providing financial education, and linking mature groups to formal financial institutions. In Burundi, CARE worked in partnership with the local NGO, Great Lakes Inkinga Development, to target adolescent girls; the hardest hit by a combination of poverty, conflict, violence, societal disintegration, and sexual exploitation. The evaluation focuses on the program’s contribution to the empowerment of adolescent girls in Burundi with a particular focus on assessing the contribution of program activities to supporting adolescent girls develop income-generating activities. POWER Africa adapted their approach to ensure the intervention and engagement strategies were tailored to working with adolescent girls in Burundi. POWER Africa accomplished this through sensitization sessions to gain community acceptance of the program, by adapting the VSLA training schedule, by changing meeting times, and by responding to challenges encountered by girls during implementation. Positive outcomes reported by CARE related to business success were also supported by interviews conducted in the field. However, the extent to which participation resulted in adolescent girls establishing one or more IGA varies and CARE monitoring data shows that at least 1 in 5 girls did not establish IGAs. It was confirmed that key factors that contribute to IGA success, as identified by CARE, still hold. Girls without support are less able to establish IGAs and have relatively less successful IGAs. However, they are not necessary conditions. For example, the four girls that did not have continuous family support attributed overcoming their difficulties to being a member of the VSLA. Findings that girls who are in school reported higher incomes, that girls with community support are more able to invest in livestock, and that girls with access to land have more IGA opportunities, still hold. POWER Africa’s identification that male control of female-owned assets, loss of assets upon marriage, household responsibilities and constraints on mobility are key constraints for adolescent girls to benefit from IGA opportunities, still holds. During program implementation, many girls encountered barriers as a result of their newfound economic independence. The program actively sought to address these constraints with some success, however there is evidence to suggest a number of challenges remain. This is to be expected as social norms can take time to change. Lastly, regarding sustainability, the field research supported the idea that some of the IGAs created by the girls as a result of POWER Africa VSLA membership are sustainable as all of the girls said they still have their IGAs and plan to continue them in the future. All of the girls also planned to continue their membership of the VSLAs. Findings also suggest that the POWER Africa program positively influenced social norms relating to what activities are considered acceptable for girls to take part in, male control over assets and that participants are more resilient to environmental and economic shocks as a result of their improved financial position.
