The Men and Boys as Partners in Promoting Gender Equality and Prevention of Youth Extremism and Violence in the Balkans or the Young Men’s Initiative II (YMI II) project is a follow-up to CARE’s comprehensive and programmatic effort to fight interpersonal and gender-based violence (GBV), as well as to improve gender equality in the region and address preventative issues related to youth extremism and violence.

Variations in Village Savings and Loan Association (VSLA) Practices: An Assessment of Dynamics and Impacts in Zomba and Mangochi Districts – Titukulane Project

This assessment investigates variations in the practices of Village Savings and Loan Associations (VSLAs) in Zomba and Mangochi districts. While the VSLA model has been transformative in promoting financial inclusion and community empowerment in rural areas, there have been noticeable deviations from the CARE VSL methodology, commonly referred to as the standard methodology. With Titukulane's support for these VSLAs, it becomes imperative to comprehend the reasons and implications behind these changes.

The rapid assessment was instrumental in understanding the VSLA practices across selected districts. Qualitative data on the VSLA methodology variations were randomly drawn from 8 out of the 19 Traditional Authorities (TAs) where Titukulane is implementing interventions. Within this sample, the assessment encompassed diverse voices from VSLA members, Community Development Agents, Village Agents, and Titukulane staff. The research utilized a rapid assessment approach to gain a comprehensive overview of the VSLA practices in Zomba and Mangochi in a time-efficient manner. This methodology was chosen for its ability to capture immediate, relevant insights without necessitating the extended time frame typical of more intensive research methods. The rapid assessment prioritized direct interactions with participants, ensuring their experiences and perspectives were central to the data collected. This direct engagement proved invaluable, especially when exploring sensitive topics related to financial practices and internal group dynamics. Through this approach, the assessment aimed to offer a nuanced understanding of current VSLA practices and the motivations underpinning their variations. In the context of this study, variations refer to the distinct differences in approaches, outcomes, or practices observed among the groups, while deviations denote departures from the expected or standard methods prescribed by Titukulane, potentially indicating unique adaptations or challenges faced by certain groups.
Key Findings: VSLAs in both districts have adopted varied practices. Some VSLAs, for example, emphasize equal shares for every member, while others note disparities in contributions. Lending strategies, such as offering loans to non-members, also emerged, aiming to bolster financial inclusivity. However, such innovative strategies sometimes come with their own set of challenges, like difficulties in accurate record-keeping or financial strains from settling older debts using newer contributions. External influences, cultural beliefs, and regional dynamics also play key roles in these variations. Below is a complete list of the variations and deviations noted in the two districts:

• Shares and Savings: While some VSLAs continue to advocate for standardized shares per member to ensure equality, others experience disparities due to inconsistent contributions. For instance, in some groups members are allowed to purchase more than 5 shares at a time, with some purchasing up to 100 shares.
• Loan Practices: Innovative loan practices, including lending to non-members, aim to enhance financial inclusivity.
• Documentation and Record-Keeping: Challenges in maintaining accurate records are pervasive, with different approaches to record-keeping observed.
• Emergence of Digital Financing Platforms replacing cashboxes: In younger VSLA demographics, there's a rising adoption of digital financing platforms, such as Airtel Money and TNM Mpamba. However, this shift poses challenges for older members, who are less familiar with digital technologies.
• Religious and Cultural Adjustments: Deep-seated religious beliefs influence some VSLAs to refrain from charging interest.
• Influence of External Entities: VSLAs display adaptability and responsiveness to external influences, including NGOs and community initiatives.

NEW SCHOOLS PROGRAM: a final evaluation

The New Schools Program (NSP) was a school-based reform project implemented by CARE International in collaboration with the Ministry of Education and Education directorates in the governorates of Beni Suef, Fayoum and Minia. NSP was charged with increasing school access and enrollment of girls in underserved communities in Minia, Beni Suef, and Fayoum Governorates. The focus on access and enrollment of girls was enhanced through efforts to improve the teaching and learning, mobilize the local community around the importance of education (i.e., particularly that of girls), innovative and deliberative school construction (primary, preparatory, and community multi-grade schools) processes, and adult literacy initiatives. NSP had an extensive partnership that included both Egyptian government agencies, the private sector, Egyptian NGOs and international NGOs.
The purpose of this evaluation was to examine and report on NSP’s effectiveness in addressing the following Intermediate Results: IR 1-- Access to education increased for girls in targeted areas; IR 2: Improved teaching and learning practices in USAID-supported schools; and IR 3: Increased community participation in girls’ education. The Effectiveness of Cash Assistance Integrated into Gender-Based Violence Case Management for Forced Migrants, Refugees, and Host Nationals in Norte de Santander, Colombia: A Quasi-Experimental Mixed-Methods Evaluation

As a complement to core aspects of GBV case management, preliminary evidence finds that cash and voucher assistance (CVA) may strengthen survivors’ capacities to recover from GBV and enable access to services. For example, CVA can help a GBV survivor to pay the costs associated with fleeing an abusive relationship, such as temporary accommodation and transportation, and to access legal assistance. There may also be indirect pathways in which CVA could be used by survivors and individuals at risk to reduce their exposure to GBV, such as decreasing their financial dependence on abusive partners or family members and shifting power dynamics in intimate relationships. Gender Equality & Women’s Empowerment Program III (GEWEP) Midterm Study GLOBAL SYNTHESIS REPORT

Across six countries, this study examines the effect of a men’s and boys’ engagement intervention—aiming to change men’s and boys’ attitudes and behaviors around gender equality, women’s empowerment, and positive masculinities; including participants’ own masculine identity—and the state of civil society’s rights and protections, tracing improvement and erosion since 2020. Importantly, this is not an evaluation, rather this is a midterm study that comes alongside the Gender Equality & Women’s Empowerment Program III (GEWEP) implemented by CARE International. Instead of evaluating this program, this study focuses narrowly on the attitudinal and behavioral impact of this model intervention for engaging men and boys. GEWEP also sought to contribute to the civil society space, and thus we conclude this study with a discussion of the unique experiences of women’s rights and women-led organizations that did and did not partner with GEWEP teams.
To generate this global report, the Research Team both drew on the six country reports which accompany this study and engaged in entirely new analyses. Analysis for this global report pooled data from all six countries, while using analytical techniques to identify where any one country unduly influenced findings at the global level. To strike this balance between common tendencies across countries, and differences between countries, this study takes care to identify and report country-specific results alongside global findings. This is especially true where we identified countries as unique outliers.
For the section on men’s engagement, the Research Team leveraged an experimental design, advanced statistical methods, and multiple sources and types of data, including a multi-country survey with 3,226 respondents, to investigate the relationship between men’s engagement, including their level of engagement (“treatment saturation”), in program activities and associated changes in their attitudes and behaviors towards women and girls, gender equality, violence against women and girls, and masculinity. Across six countries—Afghanistan, Burundi, the Democratic Republic of the Congo (DRC), Mali, Niger, and Rwanda—the Research Team explores common factors that influence treatment effect, positively and negatively.
