SUMMARY REPORT: GENDER-BASED VIOLENCE LOCALIZATION: HUMANITARIAN TRANSFORMATION OR MAINTAINING THE STATUS QUO?

his study adopted a mixed methods approach, including an analysis of multiple quantitative data sources and 45 key informant interviews . In line with the GBV AoR’s mandate, the primary focus of this study was on settings with internally-displaced persons (IDPs). Four priority countries were identified as focal contexts for this research, including: Iraq, Nigeria, South Sudan, and the Whole of Syria/Turkey hub.

The researcher for this work collected data from a range of local and international actors participating in GBV coordination, including GBV Sub-Cluster coordinator(s) and representatives from civil society organizations (CSO), national non-governmental organizations (NNGOs), international non-governmental organizations (INGOs), and other global leaders engaged in the localization debate . Cost-efficiency analysis Conditional Cash for Education and Protection

This case study summarizes an analysis conducted by CARE using the Dioptra tool to generate cost-efficiency estimates for Conditional Cash for Education and Protection in Jordan. The analysis revealed that:
● Conditional Cash for Education and Protection cost $1,474 per child on average, across nine projects within the program portfolio.
● Tweaking the transfer size and frequency can affect cost-efficiency by more than 30 percent. It can free up funds to reach at least 40 percent more children with conditional cash, or allow existing recipient households to benefit from other economic resilience interventions.
● Providing awareness sessions on the importance of education is a small cost component of conditional cash that could be cost-effective.
● Different interventions are required for different groups of children. At minimum, the children receiving conditional cash should be differentiated by age: young (6-11) and old (12-16).
● Providing conditional cash for the full school year of at least 10 months is believed to be more effective and protective for children in need.
● Despite its effectiveness, cash incentives are unlikely to be a sustainable intervention to ensure children’s school attendance. It could benefit from other supporting interventions that address social barriers preventing children from attending school.
● Based on further assessments on different approaches and best practices, the program team intends to test a gradual reduction in transfer amounts for 10 months per year over 3 years, differentiated by age group, including livelihoods support for all recipient households, and referrals to Emergency Cash Assistance for highly vulnerable households.

Working for impact in Papua New Guinea: CARE International’s portfolio review

This review focuses on CARE International’s program portfolio in Papua New Guinea (PNG) over the past five years (2013-2018). CARE’s goal in PNG is to achieve significant, positive and lasting impact on poverty and social injustice in remote, marginalised rural areas through the empowerment of women and their communities and through effective partnerships. CARE has worked in PNG since 1989 and now has offices in Goroka in Eastern Highlands Province, Mt Hagen in Western Highlands Province, Buka in the Autonomous Region of Bougainville (ARB) and an office in Port Moresby.

Over the past five years, CARE’s program in PNG has worked in multiple areas: sexual, reproductive and maternal health, community health promotion, awareness and behaviour change; inclusive governance; women’s economic empowerment; climate change adaptation and disaster risk reduction; and emergency response. These programs have been implemented in PNG’s particularly challenging operating environment.

Two underlying elements in CARE’s programs in PNG have been an emphasis on promoting gender equality and supporting inclusive governance. This review thus focused closely on CARE’s gender and governance approaches: what impacts were seen, what lessons learned, and what promising approaches are emerging to inform better programming by CARE and other players. Gender and Power Analysis Report: Disaster Ready Project, Timor-Leste 2018

Timor-Leste is subject to a range of disaster events, including rapid onset high winds, landslides, flash floods and minor earthquakes, which tend to happen frequently but have a limited humanitarian impact. Higher risk natural disasters include slow onset events such as prolonged rains or droughts, which are particularly severe in La Niña/El Niño years, increasingly affecting communities throughout Timor-Leste. These emergencies are likely to increase in frequency and/ or severity in coming years as a result of climate change. With approximately seventy percent (70%) of the population living in rural areas, reliant on subsistence agriculture and with poor access to infrastructure, services and markets, communities are highly vulnerable to disasters. The high prevalence of malnutrition and inadequate water and sanitation pose additional challenges and impact on communities’ ability to prepare for natural disaster and adapt to the changing environment.

The primary goal of the Gender and Power Analysis is to gain a broader understanding of gender and power dynamics that will affect the success of the Disaster READY project. The objectives of the analysis are to:

- understand how gender and social norms and beliefs influence women and men's ability to prepare and respond to disasters;
- identify gender inequalities and harmful social and cultural norms that affect women and men's ability to prepare and respond to disasters;
- identify positive trends, factors and role models that can be used to promote and drive transformation of harmful gender norms and practices;
- identify actions that Disaster READY can implement to promote equality in women and men's ability to prepare and respond to disasters;
- apply the analysis to strengthen existing activities and ensure that they are not gender blind.

Disaster READY is a 4.5 year, $42.5m Australian Government funded program to help Timor-Leste and Pacific Island communities prepare for and build resilience to disasters.

Implemented by Australian NGOS with their local partners, Disaster READY has a specific focus on strengthening the ability of local communities and organisations in the Indo Pacific region, with an initial focus in Fiji, Solomon Islands, Vanuatu, PNG and Timor-Leste.

Learning for Change (L4C): Strengthening Women’s Voices in East Africa (Ethiopia, Rwanda, Uganda)

CARE Austria, together with CARE Ethiopia, CARE Uganda and CARE Rwanda, has been implementing a three-year regional programme, “Learning for Change (L4C): Strengthening Women’s Voices in East Africa”, financed by the Austrian Development Agency (ADA) and CARE Austria. The programme started from 1st April 2016 to 31st March 2019. The core of this programme was organisational capacity development to support transforming gender norms.
The objective was: “268,622 women and girls are meaningfully participating in decision-making at household, community,
local and national levels”. The programme theory of change defined three expected results areas (ERs) to reach this objective:
ER 1: Improved organisational climate in partner organisations and CARE reflects transformative GED and psychosocial wellbeing.
ER 2: Programmes and knowledge systems reflect an integrated gender transformative approach in the design, implementation and reporting of CARE and partners.
ER 3: Women’s voices influence strategic forums concerning women, peace and security at national and international levels (contributing to the implementation of UN Security Council Resolutions 1325 and 1820). The L4C programme partners have included: CARE Austria; CARE Ethiopia with 5 government partners; CARE Uganda with 7 NGO partners; and CARE Rwanda with 6 NGO partners.
The main objective of the evaluation is to assess, measure and present the progress and success of the implementation of the L4C program (outputs and outcomes), draw out lessons learnt and provide recommendations based on these findings. The methodologies of the evaluation have included documents review; key informant interviews, focus group discussions, and self-completed most significant change (MSC) tools; reflection and review workshops; qualitative analysis; and presentation at a validation workshop. Productive Water Technologies to enhance resilience for smallholder farming households in Chiredzi and Mberengwa Baseline Report

CARE International in Zimbabwe is implementing the Productive Water Technologies to enhance Resilience for Smallholder Farming Households initiative, within two existing CARE resilience building projects. The LDSC-funded intervention will complement the software components of two ongoing CARE projects funded by the Zimbabwe Resilience Building Fund (ZRBF), which is managed by the United Nations Development Programme (UNDP). The two CARE projects, Enhancing Community Resilience and Sustainability (ECRAS) running from July 2016 to March 2021, and Enhancing Community Resilience and Inclusive Market Systems (ECRIMS) running from September 2017 to October 2020, are being implemented in Chiredzi (and Mwenezi) and Mberengwa (and Zvishavane) districts respectively.
The current projects mainly focus on software (training, capacity-building, etc.), with limited establishment of water infrastructure. Specifically, the new initiative will support year-round access to productive water for smallholder farming households in Chiredzi and Mberengwa districts through the establishment/construction and rehabilitation of water infrastructure and related production assets. Year-round water access will address challenges relating to livestock and crop production, thus helping improve food and nutrition security for smallholder farming households, including those headed by women and youth. Some of the water points also will provide safe drinking water. In each of the two districts (Mberengwa and Chiredzi), the proposed project interventions will be layered on and integrated with the two ongoing CARE projects to enhance resilience and sustainability. Pastoralist Areas Resilience Improvement and Market Expansion (PRIME) Project Impact Evaluation

The Pastoralist Areas Resilience Improvement and Market Expansion (PRIME) project was implemented from October 2012 to September 2017 in one of the most shock-prone areas of the world, the drylands of Ethiopia. A key project goal was to enhance the resilience of households to shocks. In particular, it aimed to enable households to withstand and recover from the recurrent climate-related shocks—mainly drought—to which they are exposed.

This report has drawn on the data collected as part of the PRIME Impact Evaluation (IE) Baseline and Endline Surveys, as well as two Recurrent Monitoring Surveys, to meet three objectives:
(1) Document the changes that have taken place over the project’s implementation period in key resilience-related variables (shock exposure, livelihoods, resilience capacities, coping strategies, wellbeing outcomes, and resilience);
(2) Determine whether the project’s resilience-strengthening interventions served to strengthen households’ resilience to shocks;
(3) Identify which resilience capacities—including specific absorptive, adaptive, and transformative capacities—were strengthened, and by which types of interventions, in order to inform and enhance the effectiveness of future resilience-strengthening projects.

The PRIME impact evaluation was conducted in two of the three project areas: Borena in the regional state of Oromiya and Jijiga in Somali, for a sample of 2,750 panel households. Umodzi – Men, Women, Boys and Girls in Alliance to Achieve Gender Equality Final Narrative

Umodzi was a two-year action research project to test the effectiveness and scalability of a gender-synchronized, transformational approach that is integrated into existing school-based life skills (LS) and sexuality education programs for 10- to 19-year-old adolescent boys and girls. The purpose of Umodzi was to enhance the sustained empowerment of adolescent girls in rural communities in Central Malawi to exercise their sexual and reproductive health (SRH) rights and ultimately achieve better life outcomes.
