How Bangladesh Is Getting COVID-19 Vaccines to the Last Mile

Bangladesh has been one of the fastest countries receiving COVAX support to scale up vaccines, delivering more than 221 million vaccines by March 14, 2022. 54% of Bangladesh’s population is fully vaccinated, and another 22% have received at least one dose. Bangladesh is on track to meet its goal of 70% of the population fully vaccinated by September 2022.

Close coordination across multiple actors—from the Government of Bangladesh to INGOs like CARE to local health entrepreneurs—have been one of the keys to success. Working closely with the government-led National Vaccination and Deployment Plan and innovating when there have been gaps and challenges have helped achieve this success. Implementation of Social Accountability Framework (ISAF): Interim Report

The Implementation of Social Accountability Framework (ISAF) project is managed by CARE and its local NGO partners and involves priority actions including Information for Citizen (I4C) activities, budget awareness raising, and facilitation of the community scorecard approach and self-assessments. Significant progress was made towards achieving the I-SAF project goal during this reporting period from 01 November 2017 to 30 April 2018. The Implementation Plan of the Social Accountability Framework specifies the following implementation arrangements, which determines the roles and participation of the various actors and stakeholders. 272 Local None Governmental Organization (LNGO) partners were successfully recruited which 20 NGOs are implementing partners, four horizontal partners and three specialized training partners.
On all levels of government, national and sub-national levels, most authorities have shown an enthusiasm for the I-SAF project, particularly services providers at the district level. During the reporting period, Community Accountability Facilitators (CAFs) were completed refresher training in Module1-3 and ISAF cycle was readjusted to fit with CARE’s financial year. The inception meetings and I4C awareness meetings were conducted in all of CARE’s allocated districts, which were attended by government officials from the commune council, primary school, and health centre. IMAGINE Baseline Analysis Report

CARE has partnered with the Bill & Melinda Gates Foundation to implement IMAGINE, a project that examines how to support married adolescent girls and their families. The project aims at helping young women in Niger and Bangladesh to delay their first birth and to envision, value, and pursue alternative life trajectories. IMAGINE’s goal is two-fold: to identify, design, and test interventions that hold promise for delaying the timing of first birth among married adolescents and to document and share learning from this initiative with the wider development community to inform others working to address the issue of adolescent childbearing. Building Resilience of the Urban Poor Baseline Report

CARE Bangladesh, with the support from C&A Foundation, has been implementing a project titled ‘Building Resilience of the Urban Poor (BRUP)’ through CARE’s partner organization- Village Education Resource Center (VERC) in two wards (Tongi and Konabari) of Gazipur City Corporation. The overall goal of the project is to achieve enhanced resilience of targeted urban communities and targeted institutions to prepare for, mitigate, respond to, and recover from shocks and stresses. NIRAPAD (Network for Information, Response And Preparedness Activities on Disaster) has been commissioned to conduct the baseline study and to develop a Monitoring and Evaluation (M&E) framework for the project. Bersama Menuju Keadilan (BUKA) or Towards Fairness Together SELF-EVALUATION REPORT

Bersama Menuju Keadilan (BUKA) or Towards Fairness Together is a Yayasan Care Peduli (CARE) project which was implemented in West Java from July 2018 to October 2020.1 The project was implemented in Sukabumi and Bandung districts and was implemented by CARE and the Trade Union Rights Center (TURC). The project partnered with 7 trade unions in 21 factories across the two districts.
The goal of the project was to improve working conditions in garment factories in West Java through evidence-based negotiation and collective bargaining between unions and factory management using publicly available data. The project aimed to improve the capabilities of women garment workers and their unions to collect, analyse and use publicly available data in negotiation and collective bargaining with factories, resulting in particular in more gender-responsive Collective Bargaining Agreements (CBA). The project was designed on the assumption that publicly-available data could be used as the basis for evidence-based negotiation and bargaining between unions and factories, and that this form of evidence-based bargaining based on public data would lead to more successful bargaining and improved working conditions. The project also aimed to ensure that the evidence-base, data and lessons learned from the project became accessible to the wider labour movement and civil society in Indonesia.
An emphasis on gender justice was mainstreamed within the project objective, outcomes and activities. Women constitute the majority of the garment sector workforce in Indonesia and they are disproportionately impacted by worker’s rights abuses and face differential impacts on the basis of their gender. Women are also inadequately represented within union leadership and in collective bargaining, resulting in their voices and experiences not being reflected in the outcomes of bargaining. The project prioritised building the capabilities of women union members in particular on data and bargaining skills, encouraging the presence of women within negotiation and bargaining teams, developing a peer network of women leaders, strengthening union understanding and identification of the disproportionate and differentiated impacts of poor working conditions on women, and supporting the agreement of CBAs which are more responsive to those realities. Growing Nutrition for Mothers and Children (GROW) Program Baseline

CARE is currently implementing the Growing Nutrition for Mothers and Children (GROW) program, with funding provided by Global Affairs Canada, in the East Hararghe and West Hararghe Zones of Oromia Region (six Woredas in each Zone) and in Afar Region (two Woredas). In total, GROW is being implemented in 164 Kebeles found in 14 Woredas. The goal of the program is to improve the nutritional status of women of reproductive age and boys and girls under 5 years in Ethiopia. Mid-term Evaluation of the USAID Agricultural Extension Support Activity

The purpose of the USAID Agricultural Extension Support Activity (AESA) mid-term evaluation is to 1) review and analyze the effectiveness of AESA project in achieving the program objectives and 2) analyze if the project is contributing to the improved agricultural service provision which in turn will lead to increased productivity of farmers.

The AESA project is organized into three components that together contribute to the AESA goal: "a strengthened agricultural extension system in southwest and central Bangladesh." Component 1 is premised on the empowerment of smallholder farmers (with an emphasis on women farmers), through development of farmer producer groups (FPGs) around six non-cereal value chains in central and southwest Bangladesh: jute, chili, mung bean, fish farming, beef-fattening and dairy. Component 2 enhances networking, linkages and access to information for farmers and extension agents through development and introduction of new information communication technology (ICT) capacity. Component 3 addresses transformational change within the public and private extension services, so they not only have the capacity to provide the most relevant and up-to-date technical information, but smallholder farmers have equal access to all government and non- government infrastructure and services in their area. The Cost of Delivering COVID-19 Vaccines in Zambia

While Zambia aims to deliver COVID-19 vaccines to 70% of its people by June 30, 2022, the road to getting there is uncertain. The Zambian Ministry of Health reports that, as of February 21, 2022, 21.6% of people were fully
vaccinated. Vaccine doses available in the country are slowly rising, with 6.2 million doses arrived as of February 11, but less than half of those doses have made it into people’s arms. By February 23, only 2.77 million doses had gotten to people. By December 31, 2021, only 7.2% of people had gotten a vaccine, compared to a goal of 40%. Without significant investments in last mile delivery, especially for people at highest risk, Zambia risks missing its next COVID-19 vaccine targets.
CARE estimates that in Zambia, vaccine delivery costs a minimum of $17.18 per fully vaccinated person, or $7.30 per dose delivered. That is 7.2 times more than current global estimates. Even with its robust childhood vaccination system—93% of Zambian children got their first measles vaccine in 2019—Zambia has not been able to get enough COVID-19 vaccines to the last mile. FINAL REPORT – MIDLINE EVALUATION PARTNERS FOR LEARNING (P4L)

The Partners for Learning (P4L) project is implemented by CARE in collaboration with 20 partner organizations and 465 schools since November 2013. P4L’s goal is to identify, enroll, and retain 50,000 out-of-school girls and boys (OOSGB) in the Haitian education system. After three years of implementation, this midline evaluation was conducted to assess the prevalence of OOSGB in targeted areas, given contextual changes such as the destruction caused by Hurricane Matthew; analyze the contribution of P4L training activities on teaching practices; and assess the validity of P4L’s strategies.

The recommendations from the midline are:
- Increase mobilization efforts to identify and enroll OOSGB in areas of high out-of-school prevalence;
- Need to reinforce the project strategy to strengthen retention, as dropout remains a major issue in targeted areas;
- Mobilize other actors in the education sector (MENFP, NGOs through CEC, civil society associations, etc.) to design a national strategy to address retention issues;
- Promote VSLA in each area to support families to enroll and keep their children in school;
- Mobilize funds and create partnerships to improve infrastructure conditions in partner
