Gender and food security in Fiji A community-based gender analysis in Macuata Province, Vanua Levu

This report presents the results of a community-based gender and food security analysis that was carried out by ADRA Fiji in partnership with CARE International with funding from the WPHF, administered and supported by UN Women. The main purpose of the gender analysis is to gain a better understanding of the varying gender dynamics and socio-cultural contexts that can positively and negatively impact household and community food security and resilience in the context of climate change and disasters.
The findings and recommendations of the analysis are intended to strengthen the gender equality impacts of ADRA Fiji’s Vakarau Wai 1 Pro-Resilience Project, as well as inform the agency’s other programming. As part of the wider project the intention is also to more broadly share and discuss the findings to strengthen awareness among food security and livelihood stakeholders that localised social and gender context analysis is critical to ensure effective and sustainable food security in Fiji’s ever-changing climate environment and to also ensure food security and livelihoods (FSL) initiatives, foster gender equality and support women’s meaningful participation in decision-making in homes and communities across Fiji.
For this study data was collected and analysed from two communities, an iTaukei village and a settlement largely comprised of Fijians of Indian descent in Macuata Province, Vanua Levu. The aim was to identify gender specific needs, vulnerabilities and capacities, particularly among high risk and marginalised groups, and how these dimensions affect food security and household and community resilience and women’s empowerment. A total of 71 people (35 female and 36 males) ranging in age from 20 – 83 years old contributed their views for this study, including six people with impairments (four with difficulty walking and two with varying levels of visual impairment), as well as four widows and two widowers. EMERGENCY FOOD SECURITY PROGRAM: FINAL EVALUATION REPORT

This report provides the results of the final evaluation of the Emergency Food Security Program (EFSP) implemented in twelve districts within the four regions of Sool, Sanaag, Galgaduud and Mudug that was conducted during July and August 2019.

Over and above the program performance parameters, the beneficiaries overwhelmingly indicated that the program had had significant positive impacts. The program was considered timely as it was delivered when beneficiaries were getting into months of food insecurity. When asked whether the cash transfer had improved their livelihoods, 93% of the household survey respondents reported that their livelihoods had improved, mainly in terms of improved purchasing power (93%), ease of meeting their basic needs (78%), better social status (22%), better and more recognition (17%), taking children to school (14%), access to healthcare (9%) and in other (non-described) areas (7%). In the household survey, 94% of the respondents received three cycles of the correct amount, whilst 5% who were targeted under the Rapid Response Fund (RRF) received two cycles enabling households to purchase their preferred foods, at least 25Kg of rice, 25Kg of sugar, 25kg wheat flour, 3kg of cooking oil, 10kg of pasta and some vegetables.

The program had a positive impact on the 52,299 households enrolled. The programme resulted in a reduction of distress coping strategies, with an average rCSI of 12.8 reducing from 20.4 at the program baseline. This supports the effectiveness of the program in enabling the beneficiaries to reduce the number of negative coping strategies that they were previously employing in order to meet basic household needs. In addition, as planned, all the households used the cash transfer to meet their basic needs, with 97% of them using the cash transfer to purchase food for the household, indicating that the cash intervention has directly contributed to the enhancement of the household food security during the drought. Trend analysis shows that throughout the program there was a downward trend of the rCSI scores, while there was an increase of household dietary diversity index to 20.4 compared to the baseline of 12.8. Similarly, an analysis of household hunger shows that in general the beneficiaries were experiencing little to no hunger, with only 13% experiencing moderate hunger and 86% of households experiencing little to no hunger. This again indicates that the programme has achieved positive outcomes.

While the evidence suggests that the program generated a number of positive impacts, across many domains, demonstrating effective and efficient implementation, and that the beneficiaries used the cash as per the original objectives of the program, households continue to faces challenges in their capacity to fully recover from the impacts of conflict and drought. Increasing the scale of interventions and developing additional holistic livelihood strategies for the target areas, creating linkages with market-based interventions and improvement in access to water, education and healthcare, experimenting with graduation models combined with local savings (VSLAs) were among some of the areas identified for improving future programming. The primary objective of this impact evaluation was to assess the impact of N@C intervention on nutrition outcomes among women of reproductive age group (15-49years) and children under two years old. AGRO SOURCE PROJECT

The AgroSource project in Ghana was initially designed as a two and half year project implemented between July 2018 and December 2020. The COVID-19 pandemic, however, necessitated a 6-months extension, thus making it a 3-year project that extended into 2021. The project aimed to support smallholder women farmers to:
• Increase availability and access to good quality agricultural inputs in rural communities by 50% through a private sector-led agro-dealership scheme that will establish and support 50 women and men rural agro-dealers by the year 2020.
• Increase availability of and access to certified seed through a community seed production system in partnership with the private sector, which will engage 200 smallholder women, farmers, as out-growers.
• Improve utilization of good quality agricultural inputs by enhancing knowledge of smallholder farmers through input fairs, demonstration plots, and training.
• Create an enabling environment for women in agri-input systems through improving gender responsiveness of both private and government sector partners. Read More...

CARE Rapid Gender Analysis Northeast Nigeria – Borno

Borno is a state in northeast Nigeria. Borno has been the epicentre of the Organized A since it began its insurgency in 2009. Records of Boko Haram operations show that thousands of people have either been murdered or kidnapped as a result of the group’s activities from July 27, 2009, through late 2019.
For Borno, COVID-19 is a “crisis within a crisis” and presents a range of challenges in a context with limited resources. In most localities (named local government areas or LGAs), access to quality health services, including intensive care, is limited. Non-Communicable Diseases (NCDs) e.g. malaria, water borne illnesses (including cholera) and malnutrition represent the main cause of premature mortality in the state. In addition, food security and livelihoods are particularly precarious due to semi-subsistence lifestyles and heavy dependence on the informal sector for income.
Because Borno has been in a protracted crisis since 2009, gender has been a key consideration in the response. However, an outbreak of COVID-19 in Borno continues to disproportionately affect women and girls in a number of ways, as women are more likely to stay home to help with the increased domestic tasks. With the fear of contracting COVID-19, permission granted by men to access health services is decreasing which is negatively affecting women and girls’ access to maternal, sexual and reproductive health services. In addition, Gender Based Violence (GBV) service providers in Borno have reported a heightened risk of increased domestic violence in areas where pre-existing rates of violence against women in IDP camps are already very high. Additionally, with the recent loss of livelihoods, strained humanitarian interventions and inadequate field feedback handling mechanisms, Prevention of Sexual Harassment Exploitation and Abuse (PSHEA) and mitigation is a pressing concern as people in need are left vulnerable in the face of insufficient food and resources. LIVELIHOOD RAPID MARKET ASSESSMENT REPORT Ninawa Governorate

Gender-balanced implementation structures (including vetting committees comprised of local leaders, community representatives and local partner institutions) will be established and they will determine the criterion for identification of vulnerable vocational trainees. CARE will advertise the program in strategic locations, inviting beneficiaries to apply. Vocational training beneficiaries (including those carrying out agricultural production) will be identified through inclusive processes that rank applicants according to a vulnerability criterion. Selected beneficiaries are then provided vocational training, start-up kits and apprenticeships, based on the conducted market assessment.
Supporting micro-business enterprises: Applicants for business trainings will be shortlisted and identified by committees made up of community leaders/local partners, in a similar process to the selection of vocational trainees. Training materials will be developed and finalized. Beneficiaries will be trained in running a small business and gender and gender-based-violence awareness. Trainees that successfully complete the program will be supported in designing and applying for microbusiness pre-financing, which a gender inclusive committee will award to awardees.
Providing cash for work (CFW) on public works projects: CFW projects will be conducted over three-month periods, engaging 300 workers in each of the two project sites of Rabia and Zummar. The CFW projects will be described to and prioritized with relevant stakeholders there, which include local community leaders, community and religious leaders and lowest government administrative structures involved in selecting CFW public works projects and understand community needs.

STEP-UP TO EMPOWER WOMEN & END VIOLENCE (SEEV) PROJECT IN SOUTH KORDOFAN STATE

Step-Up to Empower Women & End Violence (SEEV) Project in South Kordofan State Sudan was funded by the Dutch Ministry of Foreign Affairs. The project was developed and planned to be implemented during the period December 2019 – to March 2021 and later extended to June, 2021 (including the 3-month non –cost extension).

SEEV directly contributes to the achievement of Sustainable Development Goals “Reduced Inequalities” no. 10, “Decent work and Economic growth” no. 8, “Zero Hunger”, no 2, and Peace, “Justice and Strong Institutions” no.16. It is in line with the principles of UN Security Council Resolution 1325. Furthermore, the project is in line with the priorities of the Dutch Ministry of Foreign Affairs as outlined in their Policy Document on Foreign Trade and Development Cooperation; reducing poverty social inequality, preventing conflict and instability, promoting sustainable and inclusive growth and climate action.

Gender Assessment Cash and Voucher Assistance Feasibility Study in the Solomon Islands

Feasibility study partner CARE Australia commissioned a qualitative gender-sensitive analysis to inform the overall development of the Solomon Islands Cash and Voucher Assistance (CVA) Feasibility Study. The gender analysis was conducted with the support of Oxfam, Save the Children, World Food Programme, CARE Australia, Live and Learn and World Vision with funding support from DFAT through the Australian Humanitarian Partnership (AHP) Disaster Ready Program. The study’s gender analysis is the first evidence produced in the Pacific region that examines the effect of CVA on women’s well-being and empowerment, aligned with the “Agenda for Collective Action” that was agreed following the Cash and Learning Partnership (CaLP) symposium on “Gender and Cash and voucher assistance” in Nairobi, Kenya in February 2018.

There is a growing body of research on the effects of cash and voucher assistance on protection and women’s empowerment outcomes in relation to development programming; however, less so in humanitarian settings and particularly relating to short-term CVA. Cash and voucher assistance is considered to be one of the most significant recent developments in humanitarian assistance, in addition to being poorly understood in some regions, including the Pacific. As a result, it is likely that many interventions fail to capitalize on opportunities to foster positive gender impacts or possibly lead to negative externalities, including gender-based violence affecting women and girls. For these reasons, the rise in CVA in humanitarian programming must be accompanied by an equal interest in ensuring CVA does not cause harm to women and girls or lead to a deterioration of gender relations in the home. It is important to undertake a gender analysis to understand context-specific gender norms and the implications of CVA on men, women, boys, girls, and other vulnerable groups in order to inform effective and high-quality programming. Somalia Resilience Program Third Party Monitoring: Midline Assessment

The Somalia Resilience Program (SomReP) is a consortium of seven international non-governmental organisations (INGOs). The aim of the consortium is to enhance the resilience of vulnerable households and communities in Southern Somalia against cyclical shocks and stressors. The program’s activities focus on securing livelihoods and increasing adaptive capacities of communities and households in Somalia.

Overall, positive developments from the baseline was noted for most of the indicators analyzed in this report. Most of these positive developments could be attributed to different programme interventions. The attribution was tested through statistical correlation analysis and by synthesizing programme documents and the data collected at various stages throughout the project. The food security status of the respondents had improved, both in terms of food consumption and coping strategies. For example, the proportion of the respondents categorized as having an acceptable level of the Food Consumption Score (FCS) had increased from 48.5% in the baseline to 80.4% in the midline. The income of the respondents had also improved with both a significantly higher average income as well as more diversified income being reported. Those respondents that were part of a savings scheme as well as those that had received cash distributions through Cash for Work (CfW) or Unconditional Cash Transfers (UCT) reported higher FCS than those who had not. Respondents that had received cash distributions were also positively associated with higher incomes. As such, it is recommended that both VSLA and cash programming interventions should be sustained and if possible scaled-up. It is worth noting that livelihoods were still largely climate sensitive, with day labour in agriculture being the most common and important livelihood strategy, especially for male respondents.
