The Power to Lead Alliance (PTLA): Empowering Girls to Learn and Lead Final Evaluation

This 73-page final report on the Power to Lead Alliance (PTLA) was funded by USAID for implementation in six countries: Egypt, Honduras, India, Malawi, Tanzania, and Yemen over the course of three years. The project, which began in September 2008 and ended in September 2011, focused on 10- to 14-year-old girls as the target population. The primary goal of PTLA was to promote girl leaders in vulnerable communities. Three objectives were formulated to address this goal:

“In the Eye of the Storm”: Assessment of how Culture, Customs and Conflict are Deepening Protection Risks in Northwest Syria

Across Syria, there are estimated to be 6.9 million IDPs and a total of 14.6 million people in need of humanitarian assistance – an increase of 1.2 million from 202113 in NWS, around 4 million people, including around 3 million IDPs14, need regular humanitarian aid to meet their basic needs. This includes 1.72 million people residing in 1,397 last-resort sites, of whom 80 percent are women and children15.
According to OCHA’s Multisectoral Needs Assessment (MSNA) data from August 2021, the income gap has widened everywhere in Syria, with average household expenditure exceeding income by fifty per cent. Only 10 percent of households have an income above the cost of Syria’s Minimum Expenditure Basket. Across the country, food insecurity remains extremely high – with an estimated 12 million severely food-insecure people, Syria ranked amongst the ten most food-insecure countries globally in mid-202116. More recent data, from Humanitarian Situation Overview in Syria (HSOS)17 in May 2022, and from Mercy Corps’ research18 into the wider impacts of the conflict in Ukraine, suggest a significant deterioration in 2022.

Additionally, in September 2022, Government of Syria declared the Cholera outbreak. As of the 29th of October, a total of 4526 suspected cholera cases have been reported from NWS with 1517 (33.5%) suspected cases reported from IDP camps.26
It is essential to note that these emerging pressures have specific – and different – impacts on men and women; CARE’s commitment to Gender Equality as both a goal and an impact area (Vision 2030 Gender Equality Impact Strategy) reflects an understanding of the differing social positions of men and women, and the disproportionate impacts of conflicts, crises and disasters on women and girls27. Aligned with CARE’s commitment to Gender Equality, Gender is the primary axis of disaggregation and as such, this PNA recognizes that the consequences of increasing food insecurity, increasing prices, and the on-going impact of public health crises have implications for women and girls, not least their increased exposure to gender-based violence28. This PNA, therefore, gives dedicated attention to the specific vulnerabilities of women and girls.
The PNA is further disaggregated by age, and diversity, in alignment with CARE’s commitment to accounting for intersecting vulnerabilities, inequalities and diversity, and recognizing the varying protection needs that arise from these. The data is also analysed through the lenses of age and disability particularly, to ensure that the distinct risks and needs of different groups are both identified and addressed. This means, for example, that the specific needs of boys (gender + age) are recognized and articulated, with the acknowledgement that child labour has a particular impact on adolescent boys, ending their education and putting them at risk of injury, recruitment into criminal activity, and isolating them from support. Child marriage is recognized as a specific concern for adolescent girls as both a mechanism of attempted ‘protection’ and as a way of reducing the resource needs of a family. Women and men with disabilities have protection needs related to their gender, in relation to care (the giving and receiving of), to employment and income-generating opportunities, and to their exposure to sexual exploitation and abuse. These risks and needs are explored throughout this report.

CARE Türkiye has been providing humanitarian programs in NWS since 2013.To deliver its programs in NWS CARE currently works in partnership with five Syrian NGOs and implements directly in Jarablus, Aleppo governorate. CARE’s expertise lies in emergency response (implemented via cash, vouchers, and in-kind assistance); water, sanitation, and hygiene services; shelter and settlement; sexual and reproductive health services; protection and gender- based violence response, prevention, and risk mitigation; livelihoods and economic recovery assistance.

In December 2021, CARE Türkiye commissioned SREO Consulting to conduct a comprehensive protection needs assessment (PNA) in NWS. The main goal of this PNA was to assist CARE, as well as other protection and non-protection actors, in developing protection-responsive humanitarian interventions and addressing NWS's complex humanitarian situation. The assessment aimed to include an age, gender, and diversity (AGD) lens to better understand critical protection concerns and needs of the diverse groups in the targeted communities. Particularly, the specific protection needs, concerns, and service access barriers of adolescents and youth, as well as persons with disabilities, have been assessed to inform well-tailored and well-targeted humanitarian responses. Krishi Utsho 2017 Annual Report

Krishi Utsho has emerged as a transformative social enterprise over the past several years as a way to identify and bring about progressive advancement in the lives of small holder farmers. As a social enterprise Krishi Utsho (KU) is equivalent to a hybrid of social sector intervention and pure business entrepreneurship, a social venture that can address problems of self-sustainability in a social intervention initiative. To succeed, these ventures must adhere to both social goals and financial viability. Typically, this project’s aim is to benefit small holder farmers, in particular women. It aims to permanently transform their lives by altering a prevailing socioeconomic equilibrium that works to their disadvantage. More importantly, the beneficiary group is an economically disadvantaged or marginalized segment of society that doesn’t have the means to transform its social or economic prospects without assistance. Women, Youth and Resilience Project Final Evaluation Outcome Harvesting: Understanding Changes in livelihoods, Gender Based Violence (GBV) and Government Accountability for Gender Equality.

The project was implemented by CARE International in Austria, Care International in Uganda, and two local partners, the Community Empowerment for Rural Development (CEFORD) and THRIVEGulu between 2021 and 2024 and is being followed up by a similar five-year project called the Gender Equality and Resilience Project (GEAR) to be implemented in Uganda and Rwanda. This is important to note as the findings from this final evaluation have implications for the programming of GEAR.
The main objective of this final evaluation is to assess effectiveness, impact and sustainability of the WAYREP project. It offers an understanding of the extent to which WAYREP achieved its stated objectives and it answers the five evaluation questions set out in the Evaluation Matrix (see Annex 2). The evaluation results will inform the programming of GEAR, WAYREP’s follow on program in Uganda and Rwanda.
The project successfully met its planned objectives, expected results, and indicators, demonstrated through the results below.
1.1: Enhanced Sustainable and Dignified Livelihood for Women and Youth
Over the five years, WAYREP significantly increased the average weekly income (49.6%) and by the end of the project, income gains surpassed the national average (Finding A). The increase in income was closely tied to an increase in confidence and self-reliance. While various groups of beneficiaries (e.g., refugees, youth, older beneficiaries, GBV survivors) experienced increases in their confidence, it was young women who experienced more significant gains in their self-confidence. These wins stemmed from their membership to savings groups and their newfound ability to earn an income (Finding H).
Although income gains were seen across beneficiary groups, gender and youth disparities were observed; men reported higher average earnings across Income Generating Activities (IGAs) compared to women

(Finding C) and younger beneficiaries in the 15-19 age group reported heightened engagement in income generation activities, compared to beneficiaries in the 20-30 age bracket (Finding B). While young people appear to have experienced more significant wins in participation, their average weekly income was lower than older beneficiaries (Finding D). Younger adults (20-30) were also less likely to develop business plans compared to older participants (31-45) (Finding E).
Specific differences were observed in Omugo Settlement in terms of income earning opportunities. Overall, in Omugo Settlement beneficiaries participated less in savings groups (Finding F) and were able to save less money compared to their peers in Arua City, Gulu City and Omugo Sub County. This is important, as the lower savings values have the risk of limiting refugees' ability to access capital to grow their businesses (Finding I). That said, South Sudanese refugees in Omugo settlement experienced unique wins from their increased economic status and improved their relationships with the host community. This is significant as it highlights the project's positive impact on social cohesion, particularly in locations where relationships between the refugee and host community relationships were strained (Finding F).
The final evaluation found that financial management practices and savings habits improved across all four locations. While most savings groups still preferred traditional savings systems that included a locked box kept in a member’s house, in Gulu and Arua City savers were experimenting with mobile savings that offered increased security, flexibility and accountability (Finding G). This points to the potential for greater exploration of mobile savings systems in GEAR, WAYREP’s follow on program, especially in locations which have already started to adopt this practice.
1.2: Evidence of WAYREP Achieving Reduced Acceptance for Gender Based Violence in Communities
The final evaluation found a decrease in experience of GBV from 28% at baseline (2021) to 20.7% at endline (2024) and a similar rejection of intimate partner violence (IPV), from 71.6% at baseline, to 77.1% at endline (Finding J). The project's strong focus on economic empowerment (Section 1.1 above) had a positive effect on the confidence and self-resilience of women and young (Finding H) which intern contributed to a positive shift in social norms and facilitated a reduction in the acceptability of violence (Finding K).
1.3: Evidence of WAYREP Providing Enhanced Support to GBV Survivors
The increase in GBV reporting (Finding L) suggests that survivors felt more comfortable coming forward, due to the project's efforts to raise awareness and improve survivors access to support. Beneficiaries reported there was now more support available for survivors of violence (Finding L) and improved access to mechanisms for expressing dissatisfaction with inappropriate treatment by local authorities or service providers (Finding M). The findings suggest that the project empowered survivors to seek help and enabled them to hold service providers to account (Finding L, M).
1.4: Evidence of WAYREP Achieving Increased Accountability by the Government of Uganda to Implement Relevant Frameworks for Women and Girls’ Protection and Rights
Women and girls across all four locations reported increased capacity to advocate for their rights (Finding N). The project had a strong contribution to this result and motivated and supported the Government of Ugandan (GoU) and key religious and cultural leaders to implement or strengthen frameworks to protect women's and girls' rights (Finding O). Integrated Family Health Initiative: Catalysing change for healthy communities

Recent trends in the Infant Mortality Rate (IMR), Maternal Mortality Rate (MMR), nutritional status, immunization and family planning, as highlighted in Figure 1, 2, 3 and 4, indicate that there are substantial gaps in achieving related MDG goals 4 and 5.

Despite recent gains and commitments from the Government of Bihar (GoB) and active leadership of key stakeholders to improve health infrastructure and outcomes, deep-rooted problems limit the government’s ability to affect lasting change. Persistent barriers include poor quality and availability of frontline and primary health center level services and staff, limited access to services by neglected and marginalized populations, lack of accurate data, lack of effective program management, weak training systems, absence of supervision in health facilities, poor functional integration of interventions, inadequate public health infrastructures, and an underdeveloped and unregulated private sector.

With support from the Bill and Melinda Gates Foundation, the Integrated Family Health Initiative (IFHI) program seeks to support the GoB to improve family health outcomes statewide as well as build their leadership and ownership towards these services. Siaya Maternal and Child Nutrition Nawiri Project

The Siaya Maternal and Child Nutrition Nawiri Project was a 36-months intervention on maternal and child nutrition. The project was executed in partnership with CARE (the coordinator), Family Health Options Kenya (FHOK) and the Kisumu Medical and Education Trust (KMET) in Siaya County with funding support from the European Commission (EC), the Austrian Development Agency (ADA) and CARE. The overall objective of the project was to contribute to improving maternal, infant and young child nutrition (MIYCN), including nutrition of women of reproductive age, in Siaya County.

The specific objectives of the end-term evaluation of the Nawiri Project were to: (1) assess against the project goal, objectives and expected results based on the indicators of the project log-frame; (2) assess the project objectives and proposed outcomes by measuring performance against each indicator under each result area and analyze key determinants that were positively or negatively critical for obtaining these results; (3) assess the efficiency of the process of achieving results. Under this objective, the evaluation would determine the contribution of the adopted gender equality Social Analysis and Action (SAA) Model and rights based approach project, community score card strategy for social accountability, advocacy strategies for political commitment, role of mother to mother support groups, male champion curriculum and training, role of MIYCN Trainer of Trainers (ToTs), impact of community outreaches, food demonstration sessions, public participation by CHVs during budget development process towards achieved results; (4) evaluate the efficiency of the organizational set‐up for the project (partnership arrangement) and systems used in the delivery of the project and to what extent these contributed to or inhibited the delivery of the project outcomes; (5) assess how gender aspects have been considered and included in the implementation (with specific focus on gender mainstreaming, setting of gender equality goals), inter alia, how women had participated or were represented meaningfully in decision-making and feedback; (6) assess the level of sustainability (financial, institutional and social) of the individual project components, and identify critical areas that may affect sustainability; and (7) provide recommendations on future project design including how to ensure effectiveness of log frames. In 2010, the Bill & Melinda Gates Foundation launched the Family Health Initiative in Bihar, India (now named “Ananya”, a Sanskrit word meaning “unique” or “unlike others”). The goals of the Ananya program (2010–2015) are to reduce maternal, newborn, and child mortality; malnutrition; fertility; and morbidity from infectious diseases by developing and implementing innovative and integrated health solutions that involve both the public and private sectors. Bringing Agroforestry to Scale for Improved Livelihood in Care-Harande resilience zones (BrASIL)

The BrASIL project is a collaboration between the World Agroforestry Centre (ICRAF) and CARE Mali (HARANDE Program) for maximizing synergies. The Goal of the Harande program, which means ‘food security’ in Peulh, is “Sustainable food, nutrition and income security for vulnerable household members in Youwarou, Tenenkou, Bandiagara and Douentza in Mopti region. The collaboration under BrASIL aim at ensuring a better intervention that takes full account of adaptation to climate change, optimal natural resource management and reduction of target communities’ vulnerability to climate change.
