Strengthening the Economic Resilience of Female Garment Workers during COVID19 – Phase 2

This is the End of Project Evaluation Report for the Strengthening the Economic Resilience of Female Garment Workers during COVID19 – Phase 2 (SER) Project which was implemented in Phnom Penh, Kandal and Kampong Speu provinces. The Project commenced in July 2021 and concluded in February 2022. The goal of the project was to strengthen the economic resilience of female garment workers who are socially and economically marginalized in Cambodia to cope with the negative impacts of COVID-19. In order to conduct the evaluation, data was collected through a comprehensive literature review and fieldwork. The literature review was conducted reviewing reports and documents from the SER Project and also other relevant external publications. The evaluation interviewed 400 people and was conducted in January 2022.
• It should be noted that the project was not wholly a humanitarian type intervention project, which tend to have a short implementation period, rather the project had knowledge, capacity and resilience training elements which require a longer timeframe to implement. For this reason, as well as the delay to the start of the project and the impact of the COVID-19 pandemic, project staff were faced with a high workload within a challenging environment. Specifically, a longer time period would have given more time to prepare for project interventions such as the training, baseline and rapid situation assessment of the labour market. With more time the baseline and rapid situation assessment of the labour market could have been used to better tailor and inform the development of the training materials and curriculum.
• The focus on social protections in the project interventions was a relative new topic especially for factory workers, who are mostly only aware of the NSSF and the IDPoor. As highlighted as an unexpected result of the project, many project participants directing enquiries to local authorities about social protections. While local authorities are aware of social protections in general, they do not have detailed knowledge, especially since many social protections are administered at the national level and not at the village level. Therefore, more cooperation with local authorities should have been sought in order to prepare the local authorities for this situation.
• The delay in the signing the project’s administrative contract, caused the project to miss opportunities to use the findings of the baseline survey and the rapid situation assessment of the labour market to better inform the development of the project’s training activities.
• The evaluation found that while knowledge of GBV improved, the same was not the case for sexual harassment. Indeed, respondents who could not identify sexual harassment increased from 32% (114/356) at the baseline to 38% (139/362) at the endline. Project staff reported that this was not an unexpected finding as CARE’s previous sexual harassment projects had encountered similar such resistance to changing attitudes.

MY RIGHT TO MY FUTURE – WOMEN’S PARTICIPATION IN PEACE BUILDING AND CONFLICT RESOLUTION

CARE International, presented by CARE WBG, collaborated for a second time with Women’s Affairs Technical Committee to implement the action “My Right to My Future – Women’s Participation in Peace Building and Conflict Resolution”. The action was implemented between April 2015 and September 2017, in all governorates of the Gaza Strip and nine governorates from the West Bank. The final beneficiaries were from political parties, local media outlets and 220 young activists from the twenty communities were involved in the different stages of the project.

The project aimed at establishing the conditions for the advancement of the peace process by strengthening the political and societal participation of women leaders for a just and lasting peace. This overall goal was planned to be achieved through the two specific objectives; 1) promote women leadership to play influential role within political parties; 2) shifting social attitudes towards women’s political participation and empowering youth and specifically young women to play an active role in civil society peace building and reconciliation.

Development Initiative for Northern Uganda (DINU) End of Project Report

The Development Initiative for Northern Uganda (DINU) was a 38-month project implemented between January 2020 and February 2023, with an aim to improve food security, maternal and child nutrition, and household incomes for smallholder farmers in 11 districts of Kitgum, Katakwi, Kaabong, Karenga, Kotido, Moroto, Napak, Nabilatuk, Nakapiriprit, Amudat, and Abim. The project was implemented by a consortium led by CARE Denmark, alongside partners such as Catholic Relief Services (CRS), Gulu Agricultural Development Company (GADC), Dynamic Agro-Pastoral Development Organization (DADO), and Soroti Rural Development Agency (SORUDA). The project had three major outcomes: increased production of diversified food by both men and women smallholder farmers, enhanced market accessibility for these farmers, and improved nutrition and Family Planning services through gender-responsive community-based approaches.

The Project employed an Inclusive Market Development-Based approach, emphasizing economic gender equality, women empowerment, youth engagement, and community-based nutrition, while also focusing on the value chain. This strategy involved multi-stakeholder engagement and synergizing with existing government and development partner initiatives like DADO, CRS, and SORUDA. By implementing this approach, the project provided smallholder farmers with opportunities to enhance their incomes through the cultivation of high-value crops, such as sesame, cotton, soybean, and iron-rich beans. Additionally, measures were taken to ensure sustainability, including integrating activities into the government's PDM approach, building capacity among extension staff, and linking VSLA/SILC/YSLA/PMGs groups to financial institutions and agro input service providers.
A crucial aspect of the project was empowering women and youth, often marginalized in agriculture and rural development. Women were trained in Climate-Smart Agriculture and offered access to markets and finance through VSLA/SILC groups. Furthermore, Role Model Men were involved in raising awareness on gender-responsive actions, family planning, and women empowerment within smallholder farmers' households, fostering attitudinal changes towards gender equality and encouraging women to play an active role in agricultural production.

To achieve success, the project effectively engaged both public and private extension workers, disseminating information on Climate-Smart Agriculture practices to smallholder farmers and boosting production and income. Additionally, collaboration with Tillage Service Providers promoted entrepreneurship among youth and reduced manual labor burdens for smallholder farmers.

Gender and Power Analysis Report: Disaster Ready Project, Timor-Leste 2018

Timor-Leste is subject to a range of disaster events, including rapid onset high winds, landslides, flash floods and minor earthquakes, which tend to happen frequently but have a limited humanitarian impact. Higher risk natural disasters include slow onset events such as prolonged rains or droughts, which are particularly severe in La Niña/El Niño years, increasingly affecting communities throughout Timor-Leste. These emergencies are likely to increase in frequency and/ or severity in coming years as a result of climate change. With approximately seventy percent (70%) of the population living in rural areas, reliant on subsistence agriculture and with poor access to infrastructure, services and markets, communities are highly vulnerable to disasters. The high prevalence of malnutrition and inadequate water and sanitation pose additional challenges and impact on communities’ ability to prepare for natural disaster and adapt to the changing environment.

The primary goal of the Gender and Power Analysis is to gain a broader understanding of gender and power dynamics that will affect the success of the Disaster READY project. The objectives of the analysis are to:

- understand how gender and social norms and beliefs influence women and men's ability to prepare and respond to disasters;
- identify gender inequalities and harmful social and cultural norms that affect women and men's ability to prepare and respond to disasters;
- identify positive trends, factors and role models that can be used to promote and drive transformation of harmful gender norms and practices;
- identify actions that Disaster READY can implement to promote equality in women and men's ability to prepare and respond to disasters;
- apply the analysis to strengthen existing activities and ensure that they are not gender blind.

Disaster READY is a 4.5 year, $42.5m Australian Government funded program to help Timor-Leste and Pacific Island communities prepare for and build resilience to disasters.

Implemented by Australian NGOS with their local partners, Disaster READY has a specific focus on strengthening the ability of local communities and organisations in the Indo Pacific region, with an initial focus in Fiji, Solomon Islands, Vanuatu, PNG and Timor-Leste.

The MTE was planned and implemented over the period from late October 2017, through mid-June, 2018, with information gathering and preliminary analysis undertaken in Bangladesh from February 12 through March 12. The SHOUHARDO III Program is being implemented in 947 villages in 115 unions in 23 upazilas in 8 districts1 in northern Bangladesh. The goal of the program is to achieve improved gender equitable food and nutrition security and resilience for vulnerable people living in the flood-prone Char and Haor Regions of Bangladesh by 2020. The program is specifically targeting people defined by their communities as poor or extreme poor (PEP), expecting to have lasting impact by the end of its life on around 675,000 persons. The overall program value is USD 80 million3 from the United States Government with a complementary funding of USD 7,707,490 million from the Government of Bangladesh (GoB). A total of 126,810 Metric Tons (MTs) of commodities are planned for monetization over the life of the program, and 11,540 MT of commodities are planned for distribution under the maternal and child health and nutrition component (Purpose 2) of the program.
