Moving Urban Poor Communities in the Philippines Toward Resilience(MOVE UP 3)

An external evaluation was conducted from 10 October 2020 to 21 December 2020for the third phase of the Moving Urban Poor Communities in the Philippines toward Resilience (MOVE UP 3) Project in the Philippines. Contributing to the resilience building of urban poor populations in highly urbanized cities that are most vulnerable to disasters, MOVE UP 3 specifically aimed at increasing the preparedness and risk reduction capacities of the local populations and government units through the replication and scaling up of interrelated urban resilience strategies on alternative temporary shelters (ATS) and resilient livelihoods (RL) including social protection and risk transfer, in hazard-prone, urban poor communities in Marikina City and Taguig City in Metro Manila, Cebu City in the Visayas, and Cotabato City in Mindanao. The external evaluation determined if the project has achieved its intended objective; identified the contextual factors that have enabled or hindered the delivery of the expected outcomes; assessed the overall performance of MOVE UP 3; and provided recommendations on how the project could further be scaled up or replicated. PCTFI Baseline Study Report 2015

PCTFI baseline study explored the existing barriers and opportunities for increased girls` participation, leadership and continuation of girls` education. It also investigated the existing and possible roles and responsibilities of different stakeholders who are important to improve the situation. Baseline data has been categorized under 27 key queries which have been summarized here into three parts; barriers and opportunities of girls` participation, underneath reasons behind not transforming into secondary education, an exploration of social and gender norms among the parents, SMCs, teachers and boys. It has also examined the attendance, dropout, promotion and progression rate of the students to explore the present scenario of girls` education both in primary education and transition to secondary level. According the PCTFI baseline study most of the girl students informed that they do not have adequate opportunities to participate in the school activities. Baseline data also shows very low participation of the girls in the extracurricular activities in school and lack of social environment for girls. Lack of encouraging environment and poor leadership capacity are pushing back the girls’ from school. Data shows the average score regarding participation and leadership is 1.7 out of 4 which depicts low participation and leadership of the girl students. In addition, a conducive environment at home to study is one of the hindrances that the study revealed. Distance from home and shortage of secondary school in the community is another significant barrier for the continuation of girl education. During the baseline study (2015) most of the parents and SMC members informed that while primary school is available almost in every village, secondary school is far from home. It has been also noted that the unsafe way to school aggravated by long distance from home thus parents are not interested to send their daughters to the secondary school. Baseline data also shows high score among boys and girls including parents regarding aspiration for higher study however, school data shows low attendance of both boys and girls especially of the fourth and fifth graders. Having 22.33 school days girls and boys attended an average of 14 and 11 days respectively which indicates lack of enthusiasm of the parents regarding their children`s education. On the other hands, Government’s limitation in attracting good teaching staffs, there is an evident inadequacy in the teaching capacities in general as well as specific to incorporating gender parity in teaching methods. Social norms continue to socialize teachers who are yet to believe in the concept of girls’ emancipation and leadership. Most of the girls do not enjoy fearless environment and usually hesitate to speak out in front of teacher. Mid-term Review/Evaluation REPORT – Support to Development of Agricultural Cooperatives

The project Support to Development of Agricultural Cooperatives is funded by the European Union and implemented by CARE and Macedonian Enterprise Development Foundation (MEDF). The project started in December 2017 and will run until February 2021.

As overall goal, the proposed Action aims at contributing to higher productivity and competitiveness of agriculture sector, as one of the most important sectors of the Macedonian economy. In order to improve the current situation, predominantly in the segment of agricultural production of individual farmers, the project intends to utilize recommendations of the latest assessments of the efficiency of domestic agriculture and work on the specific objective: to increase market competitiveness and cooperation among farmers in Macedonia, through creating favorable conditions for the development of the existing and creation of new agricultural cooperatives.

As agreed by the project team and described in the ToR, the mid-term review/evaluation was conducted in November and December 2019 by CARE Balkans Gender Programme Coordinator for the first 21 month of the project implementation with an aim to provide an answer on what has proved to be successful so far, what should be addressed and improved until the end of the project and which segments in particular have the highest sustainability potential. Supporting meaningful civic engagement for improved accountability by leveraging digital technologies (Ref: ISAF-II) 2019-2023

This is the end of project Evaluation for CARE’s Implementation of Social Accountability Framework (ISAF) Project. Phase two of the ISAF was implemented in five target provinces (Ratank Kiri, Mondul Kiri, Koh Kong Kratie, and Stung Treng) over 50 months (2019-2024). ISAF II aimed to reduce poverty through democratic, inclusive, and equitable local governance and more accessible and equitable public service delivery. ISAF II worked with local Non-governmental Organisation (LNGOs) that were provided grants through the project and citizens of the five targeted provinces who received improved services (commune, health centres and primary schools).
Objective of the Evaluation
The overall objective of the end of project evaluation is to provide a full assessment of the intended goals and objectives of the action including the treatment of key evaluation questions and using the six Organisation for Economic Co-operation and Development / Development Assistance Committee (OECD DAC) criteria; relevance, coherence, effectiveness, efficiency, impact, and sustainability. The evaluation also aims to capture best practices, challenges, and lessons learned during the project intervention, and provide clear recommendations for CARE, the National Committee for Sub-national Democratic Development (NCDD), European Union (EU), World Bank and other relevant Development Partners and stakeholders for future interventions. The evaluation will measure the impact and progress against the project’s logical framework. The evaluation will assess all three sectors (commune administration, health centres, and school services) in all five selected provinces under CARE’s mandate.
End of project respondents were chosen from key project participants: citizens, youth (aged 15 to 30 years old), local authorities/services providers (commune and district levels, healthcare centres and primary schools) and Community Accountability Facilitators (CAFs). Inter-agency Rapid Gender Analysis and GBV Assessment – DRC Refugee Influx, Uganda

Overstretched and underfunded, the humanitarian response for the influx of DRC refugees into Uganda is struggling to meet the large basic needs. This Inter-Agency Rapid Gender Analysis and Gender-Based Violence (GBV) assessment was conducted with the objective of understanding the gender dimensions of the crisis, and needs and vulnerabilities of the refugees in order to inform a more gender responsive humanitarian response. In particular, it aimed to identify the specific GBV risks and vulnerabilities facing the affected population, and provide targeted recommendations to both CARE and other humanitarian actors on how to address these gaps and vulnerabilities.
GBV is a daily reality in Eastern DRC – both within and outside of the ongoing conflicts. Sexual violence has been a longstanding weapon of war used by parties to the conflicts and, increasingly, this sexual violence has extended through to every-day perpetration by civilians. This violence is situated within a society with deeply rooted discriminatory gender norms, in which women suffer entrenched inequality in all spheres of life and where a man’s worth is largely based on his capacity to provide for and protect his family. The sustained conflicts within the country have resulted in decreasing opportunities for men to perform this role, similarly so in displacement in Uganda, where livelihood opportunities are severely diminished.
This assessment found that in conflict, in transit, and in displacement in Uganda, the Congolese refugee population is facing numerous highly traumatic forms of human rights abuses, including various forms of GBV. In the conflict in DRC, sexual violence is systematically perpetrated against women and girls; and kidnapping, physical assault, torture and massacres are used against men and boys. Promoting Human Rights and Inclusion of Roma Women and Youth Final Evaluation

The following report represents the external evaluation conducted on the implemented EuropeAid/EIDHR project: Promoting Human Rights and Inclusion of Roma Women and Youth.
The project lasted 21 months, and has been implemented by CARE Deutschland e.V. / CARE International Balkans, office in Sarajevo. The project aimed at the promotion and protection of civil, political, social, economic, and cultural rights of the Roma minority by strengthening Roma civil society organizations and democracy activists in BIH. More specifically, the objective of the respective project was to protect and enhance the social, cultural, and economic rights of Roma women and youth and increase their influence in decision making processes.
The project has been implemented with co-applicants’ organizations Romani Ćej- Romska djevojka from Prnjavor and Roma association Jačanje - Zuralipe- from Vitez, and with the participation of local stakeholders like municipal departments responsible for social issues as well as economic departments from Vitez, Travnik, Donji Vakuf, Prnjavor, Modriča and Vukosavlje municipalities. The action has derived from the rich experience of CARE in working with grass root organizations, CSOs, and local stakeholders to promote political, social, and economic rights of the Roma minority with a clear focus on women’s and youth’s empowerment. CARE has been active in implementing Roma inclusion and capacity building projects since 2005.
The objectives of the external evaluation process are to: evaluate the achievement of the overall impact, evaluate if all partners worked toward the aims and objectives of the project.

The Siaya Maternal and Child Nutrition Nawiri Project was a 36-months intervention on maternal and child nutrition. The project was executed in partnership with CARE (the coordinator), Family Health Options Kenya (FHOK) and the Kisumu Medical and Education Trust (KMET) in Siaya County with funding support from the European Commission (EC), the Austrian Development Agency (ADA) and CARE. Rapid Gender Analysis Khanki, Sharya, and Derabon Districts, Duhok Governorate, Iraq September 2022

CARE International in Iraq (CARE Iraq) with the support of The Directorate General for European Civil Protection and Humanitarian Aid Operation (DG ECHO) is providing life-saving support in Protection and WASH to highly vulnerable persons in acute displacement in Duhok Governorate, Iraq. CARE Iraq is directly implementing WASH activities, while Protection activities are implemented through CARE’s local partner, The Lotus Flower (TLF). CARE Iraq aims to understand different gender norms, roles, and dynamics, in addition to the specific needs of women, girls, and vulnerable people in the project locations to ensure safe, equitable, and dignified access to the services.

The conflict in Iraq and the protracted humanitarian crisis have had a severe impact on infrastructure and service delivery in general, which together with the COVID-19 pandemic and the rise of the unemployment rate has led to an increase in existing Gender Based Violence (GBV) and protection risks. The continuance of political, and economic instabilities and the decline of humanitarian aid are having a huge effect on the population as a whole; however, conflicts and emergencies impact women and girls differently, and understanding different roles, dynamics and needs will help improve the quality of and access to those services. Dohuk Governorates hosts 155,300 IDPs, including 105,500 living in camps and 45,700 in approx. 401 informal sites.
Key findings
 Around 40% of women in the targeted communities don’t feel that their hygiene needs are being met.
 Around 70% of women in the targeted communities don’t get consulted about their needs by aid organizations
 Women and girls face limited mobility which mainly due to cost of transportation, security, and cultural acceptance
 Water resources are controlled and allocated to families by the Mukhtars.
 Household decision making pertaining to finance are mainly controlled by men, whereas domestic decisions are jointly made. Read More...

RESI – Rural Economic Sustainability Initiative

The Rural Economic Sustainability Initiative (RESI) aimed to support inclusive and sustainable rural economic development in four target municipalities in Kosovo: Prishtinë/Priština, Novo Brdo/Novobrdë, Kamenicë/a and Ranil(l)ug. It was financed by Austrian Development Cooperation (ADC) and the Municipality of Prishtinë/Priština and implemented by CARE International in Kosovo.
The approach utilised built on a very successful previous project and featured grants to MSME in agriculture, capacity development of municipality agriculture departments and a special focus on empowerment of women and socio-economically vulnerable groups.
The final evaluation of the RESI took place between 6th October and 11th November 2019. The evaluation aimed to make an independent assessment of the outputs, outcomes and impact of the project towards the end of its 36 month cycle. Host Community Situation Analysis Impact of Rohingya Influx on Host Communities in Ukhia and Teknaf

Bangladesh became host to what is now the biggest refugee camp in the whole world. By November 2017 836,487 FDMN (Forcefully Displaced Myanmar Nationals) fled across the Myanmar-Bangladesh border to settle here mostly in two Upazilas:Ukhia and Teknaf of Cox's Bazar district. By January 2018, it became clear that this would be a prolonged crisis lasting years as the Myanmar government continued dithering about taking them back, and as also the FDMN expressed their unwillingness to go back fearing persecution. As a result of this huge and sudden influx, lives and livelihoods of the host communities have been affected in many ways. Therefore, this Situational Assessment aims to assess both the visible economic and the subtle social impacts of the recent influx on the host communities. Using Oxford’s integration conceptual framework, this assessment has been conducted to chalk out CARE Bangladesh’s future response to the refugee crisis by involving the host communities in the process and addressing their concerns so that the tension between the two communities is defused rather than intensified.
Presence of the refugees has brought about many social and economic changes creating massive pressure on the host communities. Economic activities in the two upazilas have gone through transitions, leading to the emergence of a new market system and reducing employment opportunities for the host communities.
On one hand prices of essentials have shot up almost twice as much, and on the other, due to an unpredictably large number of refugees entering the local labor market wages for day laborers have gone down. Though refugees are living in highly congested camps, they are getting aid materials as well as economic opportunity in the local market. On the contrary, the host communities are finding themselves pitted against the refugees as either their work have been taken away or their earnings significantly reduced. It is true that a few locally influential people owning large tracts of land and businesses are benefitting from the availability of cheap labor, but the poor and the ultra-poor from the host communities are bearing the brunt of these changes. Access to administrative, educational and healthcare needs has diminished. Reduced access and availability of CPR-resultant scarcity of timber, bamboo for shelter, food & cooking fuel created insecurity of accessing resources. Due to security risk of woman and girls mobility has goes down, women income earning opportunity getting reduced; all of this has evidently created tension between the host and the refugee communities and within host community households. If left unaddressed, this tension is likely to rise to the extent of creating potential threats of ethnic conflicts.
In response to these findings of the situational analysis possible types of interventions could be Gender specific livelihoods strengthening initiatives based on diversification of off/on farm activities, Transformative approach to build life free from GBV, Promoting youth leadership and Strengthening service delivery and demand side functions through Inclusive governance.
