Don’t Leave Them Behind: Global Food Policies Continue to Fail Women (December 2021)

811 million people in the world are going hungry, half a million of whom are on the brink of starvation. Clearly, current approaches are simply not enough to meet the scale of the crisis we are facing. If we continue to do what we have always done, we will continue to see the same problem: people going to bed hungry. We must find better solutions to prevent and end hunger—especially if we are going to meet the Sustainable Development Goal of Zero Hunger by 2030.

One of the first things we can do is consider who is going hungry. Using the term “people” hides part of the problem: gender inequality. Globally, women are 10% more likely to go hungry than men, and that gap is growing. In Somalia, for example, men are eating smaller meals; women are skipping meals altogether. We see this inequality play out at the international level, too—global solutions consistently ignore women, their rights, and the critical role women play in food systems.

Of 84 global policies and plans designed to address hunger released between September 2020 and December 2021, only 4% refer to women as leaders who should be part of the solution or provide funding to support them. 39% overlook women entirely. This is unacceptable. Ending hunger will take everyone’s talents, opinions, and work. It requires promoting equality, respecting rights, and truly listening to the people who are on the frontlines of the problem. Local food producers and leaders—especially women—must be a core part of the solution.

Strengthening Non-State Actors for Peace in Kayah State: Mid-Term Review

Emerging Markets Consulting (EMC) was commissioned by Care Myanmar to carry out a midterm review (MTR) of its Strengthening Non-State Actors for Peace (SNAP) in Kayah State. CARE’s project goal is to enable non-state actors, particularly the Karenni State Women’s Network (KSWN), to support women’s organizations and grassroots members in representing their constituents’ interests in governmental and peace processes. The overall objective of the MTR is to assess the project’s progress in achieving its objectives and outcomes, in addition to facilitating a process to increase the capacity of key stakeholders in all steps of the learning cycle. Somali Girls Education Promotion Project Transition (SOMGEP-T) Baseline

CARE International launched SOMGEP and, following its successful completion, continued its programming through Somali Girls’ Education Promotion Project – Transition (SOMGEP-T). The project, which began on May 1 2017 and is expected to close on October 31 2021, builds on evidence from SOMGEP and seeks to further address barriers and challenges Somali girls face related to attendance and learning outcomes. At proposal stage, the project was expected to reach a total of 27,146 marginalised girls; calculations based on up to date enrolment data indicate that the project is estimated to reach 27,722 in-school girls across 148 primary schools and 53 secondary schools in Somaliland, Puntland, and Galmudug, as well as 5,140 out-of-school girls in the same locations.
SOMGEP-T aims to bring about sustainable improvements to the learning and transition outcomes of marginalised Somali girls. To address barriers and the causes of marginalisation, the SOMGEP-T Theory of Change (ToC) focuses on four key outputs: (1) Improved access to post-primary options, (2) Supportive school practices and conditions for marginalised girls, (3) Positive shifts on gender and social norms at community and individual girl level, and (4) Enhanced MoEs’ capacity to deliver quality and relevant formal and informal education. Outputs are expected to contribute to the achievement of the project’s four intermediate outcomes of attendance, retention, improved quality of teaching, and life skills development, which will in turn contribute to the long-term goals of improving learning outcomes, boosting transition rates, and ensuring the sustainability of changes brought about by the project.
The SOMGEP-T evaluation uses a mixed-methods, quasi-experimental design, involving a longitudinal panel of girls with a non-randomly assigned comparison group. Sustainable Transformation of Egypt’s Aquaculture market System (STREAMS)

The Sustainable Transformation of Egypt’s Aquaculture Market System (STREAMS) project was designed with the overall goal to increase production of inexpensive, nutritious and safe fish from sustainable aquaculture systems to help improve the health and nutrition of Egypt’s resource-poor while creating employment and increasing incomes along the aquaculture value chain. The project was funded by SDC, under domain 2 “Economic Growth” and managed and implemented by WorldFish in partnership with CARE as a sub-contractor and in cooperation with the Ministry of Agriculture and Land Reclamation in five governorates namely: Kafr-El-Sheikh, Fayoum, Behera, Sharkia and Menia. Supporting meaningful civic engagement for improved accountability by leveraging digital technologies (Ref: ISAF-II) 2019-2023

This is the end of project Evaluation for CARE’s Implementation of Social Accountability Framework (ISAF) Project. Phase two of the ISAF was implemented in five target provinces (Ratank Kiri, Mondul Kiri, Koh Kong Kratie, and Stung Treng) over 50 months (2019-2024). ISAF II aimed to reduce poverty through democratic, inclusive, and equitable local governance and more accessible and equitable public service delivery. ISAF II worked with local Non-governmental Organisation (LNGOs) that were provided grants through the project and citizens of the five targeted provinces who received improved services (commune, health centres and primary schools).
Objective of the Evaluation
The overall objective of the end of project evaluation is to provide a full assessment of the intended goals and objectives of the action including the treatment of key evaluation questions and using the six Organisation for Economic Co-operation and Development / Development Assistance Committee (OECD DAC) criteria; relevance, coherence, effectiveness, efficiency, impact, and sustainability. The evaluation also aims to capture best practices, challenges, and lessons learned during the project intervention, and provide clear recommendations for CARE, the National Committee for Sub-national Democratic Development (NCDD), European Union (EU), World Bank and other relevant Development Partners and stakeholders for future interventions. The evaluation will measure the impact and progress against the project’s logical framework. The evaluation will assess all three sectors (commune administration, health centres, and school services) in all five selected provinces under CARE’s mandate.
End of project respondents were chosen from key project participants: citizens, youth (aged 15 to 30 years old), local authorities/services providers (commune and district levels, healthcare centres and primary schools) and Community Accountability Facilitators (CAFs). Emergency Assistance and Safe Spaces for Crisis Affected People in Jordan

After the outbreak of the Syrian conflict in 2011, millions of Syrians fled to neighboring countries in search of refuge. Over 668,123 fled to Jordan, of which 8 in 10 are living outside of refugee camps. Since 2011, CARE Jordan has taken a leading role in responding to the needs of this population, conducting annual assessments of the Syrian urban refugee population in Jordan to tailor programming to refugees’ most pressing needs. Building upon these findings, CARE Jordan launched the Emergency Assistance and Safe Spaces for Crisis Affected People in Jordan project with funding from the Australian Government’s Department of Immigration and Border protection (DIBP) between July 2016 and July 2018. CARE Jordan partnered with local CBOs to implement the project, which has an overall goal of enhancing socio-economic wellbeing and quality of life for the refugee and host population in Jordan. Specifically, the project aimed to: (1) increase access to sustainability livelihoods for Syrian refugee and host community women; (2) improve the psycho-social coping mechanisms of vulnerable individuals; (3) increase the access of Syrian refugees and vulnerable Jordanian host populations to emergency cash assistance; and (4) increase the access of Syrian refugees and vulnerable host populations to information, case management and protection support. Somali Girls Education Promotion Project – Transition (SOMGEP-T) Midline Round 2

The long-term goal of SOMGEP-T is to bring about sustainable improvements to the learning and transition outcomes of marginalised Somali girls. Marginalised girls who are targeted under SOMGEP-T are expected to exhibit meaningful improvements in learning outcomes (literacy, numeracy, and financial literacy) and transition outcomes (transition rate) as compared to a comparison group; targeted schools, communities and government institutions are expected to demonstrate indications of sustainability. The project targets the underlying causes of marginalization, specifically through influencing stakeholder attitudes and promoting social change at the household, school, community and policy/governance levels.

Three general observations emerge from the aggregate learning analysis. The first is the program’s apparent impact on financial literacy. When using the pure longitudinal panel of all the individuals who overlap between Baseline and Midline Round 2, the impact is a substantive 8.4 percentage in favour of intervention schools. Secondly, increases in numeracy outcomes are systematically higher among intervention girls. The panel consisting of girls who have been enrolled since baseline has improved their results on average by 4.6 points more than the comparison group since the baseline. This divergence has almost entirely occurred between the two midline evaluation rounds, likely because impacts of the program in this regard are not immediate. Thirdly, despite indications of program impact in financial literacy and numeracy, literacy outcomes in comparison schools have often shown more marked improvement than intervention schools since the baseline. EMERGENCY ASSISTANCE FOR CONFLICT-AFFECTED AND VULNERABLE COMMUNITIES Yemen

CARE Yemen has been implementing an OFDA-supported “Emergency assistance for conflict-affected and vulnerable communities” project in four districts (As Sudah, As Sawd, Jabal Yazid, and Maswar) of Arman Governorate and two districts (Mabyan and Ash Shagadirah) of Hajjah Governorate, Yemen. The goal of the project is to improve the basic living conditions, and facilitate early recovery and resilience of internally displaced persons and host communities affected by conflict in Yemen. This project seeks to meet the critical WASH and basic living needs of the most vulnerable households living in the targeted districts so that lives are saved, suffering is alleviated, and human dignity is maintained. The specific objectives of the project are: reduce morbidity from WASH-related diseases of vulnerable IDPs and host communities; enable the most vulnerable IDPs and host communities to meet their basic and immediate needs, and increase their asset base; and improve the food security and nutritional status of the most vulnerable host communities.
In order to measure the changes in key outcomes of the project through comparing with the benchmark values, an end-line survey was conducted with 729 beneficiary households living in the six project operational districts of the Amran and Hajjah Governorates in January 2019.
