SUMMARY REPORT: GENDER-BASED VIOLENCE LOCALIZATION: HUMANITARIAN TRANSFORMATION OR MAINTAINING THE STATUS QUO?

In line with the GBV AoR’s mandate, the primary focus of this study was on settings with internally-displaced persons (IDPs). The researcher for this work collected data from a range of local and international actors participating in GBV coordination, including GBV Sub-Cluster coordinator(s) and representatives from civil society organizations (CSO), national non-governmental organizations (NNGOs), international non-governmental organizations (INGOs), and other global leaders engaged in the localization debate . HER VOICE: Listening to Women in Action

COVID-19, climate change, and conflict are exacerbating the resilience of the most vulnerable communities and groups, especially women and girls. 53% of women and 50% of men reported an impact on their livelihood; since March 2022, women and men reported livelihood impact increased to 64% of women and 58% of men.

Food insecurity is rising; since March 2022, 52% of women and 29% of men reported an impact on food security. Women are more likely to eat less and not eat at all.

Crises are intensifying insecurity and gender-based violence, and the different livelihoods, food security, work burden, and increased violence affect women’s mental health. More women than men are reporting stress and mental health issues. Women are showing remarkable leadership and supporting their families and communities – 64% of women and 50% of men are focusing on actions to provide food for their households.

Women are helping to lead community response, but the space for their participation and leadership is shrinking. The best way to understand what is happening to crisis affected populations—especially for people who often do not get a chance to inform the global conversation—is to listen to their voices and experiences.

This report represents 6,299 respondents (4,610 women) from nine countries and provides quantitative and qualitative insights from countries that CARE conducted assessments in 2022. Read More...

Working for impact in Papua New Guinea: CARE International’s portfolio review

This review focuses on CARE International’s program portfolio in Papua New Guinea (PNG) over the past five years (2013-2018). CARE’s goal in PNG is to achieve significant, positive and lasting impact on poverty and social injustice in remote, marginalised rural areas through the empowerment of women and their communities and through effective partnerships. CARE has worked in PNG since 1989 and now has offices in Goroka in Eastern Highlands Province, Mt Hagen in Western Highlands Province, Buka in the Autonomous Region of Bougainville (ARB) and an office in Port Moresby.

Over the past five years, CARE’s program in PNG has worked in multiple areas: sexual, reproductive and maternal health, community health promotion, awareness and behaviour change; inclusive governance; women’s economic empowerment; climate change adaptation and disaster risk reduction; and emergency response. These programs have been implemented in PNG’s particularly challenging operating environment.

Two underlying elements in CARE’s programs in PNG have been an emphasis on promoting gender equality and supporting inclusive governance. This review thus focused closely on CARE’s gender and governance approaches: what impacts were seen, what lessons learned, and what promising approaches are emerging to inform better programming by CARE and other players. Response to the Influx of refugees and returnees from Niger in Diffa Region

Les refugiés et les retournés sont arrivés au Niger par vagues de 20 à 30 personnes selon les moyens de transport disponibles. Généralement le départ de la zone d’origine est précipité du fait d’une explosion de violence avec des attaques meurtrières, des incendies de villages entiers et des exactions. Une fois sortis des zones de violence ouverte, les 1ers regroupements se font dans des auto-gares formelles ou informelles. Certaines familles passent des jours et des nuits cachées dans la brousse, privées de nourriture et d’eau avant de trouver un moyen de transport. C’est généralement à l’arrivée sur les 1ers sites de destination qu’on commence à rechercher sur-place, des parents ou des connaissances susceptibles d’offrir un hébergement. Certaines personnes déplacées ne trouvent pas immédiatement leurs parents ou leurs connaissances et passent des jours et des nuits d’incertitude dans les autos gares. Les familles d’accueil sont généralement le premier soutien aux retournés et refugiés. Aucun accueil ou appui des acteurs humanitaires ou du gouvernement n’est disponible dès les 1ers jours d’arrivée des personnes déplacées. Ce sont donc les familles d’accueil qui offrent abris, vêtements, couchettes/nattes, nourriture et 1ers soins. Les premiers moments de détresse passés, les personnes déplacées cherchent une maison à louer ou en prêt selon leurs moyens. Cette situation fait qu’il y a des refugiés et retournés qui sont soit dans des familles d’accueil, soit relogés dans des maisons prêtées soit relogés dans des maisons louées.

Gender and Power Analysis Report: Disaster Ready Project, Timor-Leste 2018

Timor-Leste is subject to a range of disaster events, including rapid onset high winds, landslides, flash floods and minor earthquakes, which tend to happen frequently but have a limited humanitarian impact. Higher risk natural disasters include slow onset events such as prolonged rains or droughts, which are particularly severe in La Niña/El Niño years, increasingly affecting communities throughout Timor-Leste. These emergencies are likely to increase in frequency and/ or severity in coming years as a result of climate change. With approximately seventy percent (70%) of the population living in rural areas, reliant on subsistence agriculture and with poor access to infrastructure, services and markets, communities are highly vulnerable to disasters. The high prevalence of malnutrition and inadequate water and sanitation pose additional challenges and impact on communities’ ability to prepare for natural disaster and adapt to the changing environment.

The primary goal of the Gender and Power Analysis is to gain a broader understanding of gender and power dynamics that will affect the success of the Disaster READY project. The objectives of the analysis are to:

- understand how gender and social norms and beliefs influence women and men's ability to prepare and respond to disasters;
- identify gender inequalities and harmful social and cultural norms that affect women and men's ability to prepare and respond to disasters;
- identify positive trends, factors and role models that can be used to promote and drive transformation of harmful gender norms and practices;
- identify actions that Disaster READY can implement to promote equality in women and men's ability to prepare and respond to disasters;
- apply the analysis to strengthen existing activities and ensure that they are not gender blind.

Disaster READY is a 4.5 year, $42.5m Australian Government funded program to help Timor-Leste and Pacific Island communities prepare for and build resilience to disasters.

Implemented by Australian NGOS with their local partners, Disaster READY has a specific focus on strengthening the ability of local communities and organisations in the Indo Pacific region, with an initial focus in Fiji, Solomon Islands, Vanuatu, PNG and Timor-Leste.

Learning for Change (L4C): Strengthening Women’s Voices in East Africa (Ethiopia, Rwanda, Uganda)

CARE Austria, together with CARE Ethiopia, CARE Uganda and CARE Rwanda, has been implementing a three-year regional programme, “Learning for Change (L4C): Strengthening Women’s Voices in East Africa”, financed by the Austrian Development Agency (ADA) and CARE Austria. The programme started from 1st April 2016 to 31st March 2019. The core of this programme was organisational capacity development to support transforming gender norms.
The objective was: “268,622 women and girls are meaningfully participating in decision-making at household, community,
local and national levels”. The programme theory of change defined three expected results areas (ERs) to reach this objective:
ER 1: Improved organisational climate in partner organisations and CARE reflects transformative GED and psychosocial wellbeing.
ER 2: Programmes and knowledge systems reflect an integrated gender transformative approach in the design, implementation and reporting of CARE and partners.
ER 3: Women’s voices influence strategic forums concerning women, peace and security at national and international levels (contributing to the implementation of UN Security Council Resolutions 1325 and 1820). The L4C programme partners have included: CARE Austria; CARE Ethiopia with 5 government partners; CARE Uganda with 7 NGO partners; and CARE Rwanda with 6 NGO partners.
The main objective of the evaluation is to assess, measure and present the progress and success of the implementation of the L4C program (outputs and outcomes), draw out lessons learnt and provide recommendations based on these findings. The methodologies of the evaluation have included documents review; key informant interviews, focus group discussions, and self-completed most significant change (MSC) tools; reflection and review workshops; qualitative analysis; and presentation at a validation workshop. Yen Sore Final Evaluation

The Yensore programme is a continuation of CARE Denmark and CARE Ghana’s support to Ghanaian civil society. The first phase of Yensore was implemented from 2013 to 2017. The second phase, which was implemented 2018 – 2021, continued to support four partners, KASA, Wacam, Civic Response, and UCSOND. The programme focused on organisational development and natural resource advocacy in the areas of mining, oil & gas, forestry and climate change. For the second phase the overall objective was to ensure that “the rights of vulnerable communities to natural resources essential for their food security and resilient livelihoods are respected, protected and fulfilled through inclusive and responsible governance of natural resources”. Umodzi – Men, Women, Boys and Girls in Alliance to Achieve Gender Equality Final Narrative

Umodzi was a two-year action research project to test the effectiveness and scalability of a gender-synchronized, transformational approach that is integrated into existing school-based life skills (LS) and sexuality education programs for 10- to 19-year-old adolescent boys and girls. The purpose of Umodzi was to enhance the sustained empowerment of adolescent girls in rural communities in Central Malawi to exercise their sexual and reproductive health (SRH) rights and ultimately achieve better life outcomes. Gender and Power Analysis Report: Water for Women Project, Timor-Leste 2018

This is a Gender and Power Analysis for the Australian Aid DFAT funded, Water for Women (WfW) Project commencing July 2018-December 2022. The project will be implemented in Manufahi, Liquica municipalities of Timor-Leste by a consortium of Water Aid and CARE International, who both have strong country presence.

The project will equip each municipality to lead gender transformative, nutrition-sensitive, inclusive, sustainable WASH services to contribute to improvements in health, gender equality and social inclusion. The project will mainstream gender equality and social inclusion approaches by developing and implementing gender and inclusion responsive national and sub-national platforms. Addressing gender inequalities and social exclusion is fundamental to WASH and is embedded in each of the four outcomes of the project:

- Gender equality and social inclusion integrated into effective national WASH systems.
- Women and men share roles and responsibilities in decision making in the household and at
the community level, with a particular emphasis on WASH.
- Municipalities use gender transformative approaches to deliver nutrition sensitive, inclusive,
sustainable WASH services.
- Strengthened National WASH sector knowledge management and learning systems, including
effective exchange between relevant sectors.

End Phase Evaluation: Epidemic Control and Reinforcement of Health Services (ECRHS) Phase II Project in Sierra Leone

The Epidemic Control and Reinforcement of Health System Services (ECRHS) project is funded under the German Financial Cooperation (BMZ) with Sierra Leone through KfW. Two phases have been successfully completed during the project implementation. The first phase of the project was launched in November 2015 and ended in 2018. The first phase was originally designed to respond to the Ebola outbreak. The second phase of the ECRHS project was considered an extended phase of the ECRHS I; and started in January 2019. Whereas the primary focus of ECRHSI was on public health emergency response, the aim of phase II of ECRHS is the sustainable establishment of an epidemiological control system, whilst also strengthening the performance of the health system with a focus on reproductive health / self-determined family planning. The purpose of this report therefore is to present findings of the final evaluation of the ECRHS II programme evaluation which was carried out with the general objective of ‘assessing the result and impact of the project goal and outcomes in targeted northern region of Sierra Leone’.
