Gender and Power Analysis: Mudansa Klimatika iha Ambiente Seguru (MAKA’AS) Project

CARE’s Mudansa Kilimatica iha Ambiente Seguru (MAKA’AS) project aims to build the adaptive capacity of women and men in vulnerable households living in seven sukos in Liquiça District on two highly degraded watersheds. The project goal is to increasing resilience to the impacts of climate change through improved water management and water resource protection, improved land management and agricultural practices and micro-to-meso level processes that support natural resource management at the watershed level. The project will be implemented by a consortium led by CARE with WaterAid and four local partners; Centro do Desenvolvimento da Economia Popular (CDEP), Naroman Timor Foun (NTF), Malaidoi, and Hafoun Timor Lorosae (HTL).

The Gender Analysis found that men and women often shared productive workload, although there were some gender specific activities such as fishing for men and seed storage for women. Men and women share the burden of agricultural work, coffee harvesting and caring for home gardens. However, in terms of the domestic or reproductive sphere there is generally little change from traditional gender roles where women care for children, cook and clean and pay attention to household food security. Men are starting to undertake some household tasks such minding children and collecting water but addressing the burden of work shouldered by women within the household is essential in order to enable them to participate in other community activities. RANO WASH Final Evaluation

Rural Access to New Opportunities in Water, Sanitation, and Hygiene (RANO WASH) is a five-year
$30 million bilateral United States Agency for International Development (USAID) water, sanitation, and hygiene (WASH) activity in Madagascar. Its period of performance is June 2017 to June 2022. CARE International leads the consortium implementing the project, and sub-awardees include Catholic Relief Services (CRS), WaterAid, BushProof, and Sandandrano. The program aims to reach 250 rural communes in six high-priority regions of Madagascar: Vatovavy Fitovinany, Atsinanana, Alaotra Mangoro, Amoron’i Mania, Haute Matsiatra, and Vakinankaratra. RANO WASH is built around three interconnected strategic objectives (SOs):
• SO 1: Strengthening the governance and monitoring of water and sanitation
• SO 2: Increasing the engagement of the private sector in the delivery of WASH services
• SO 3: Accelerating the adoption of healthy behaviors and the use of WASH service

The Water, Sanitation, and Hygiene Partnerships and Learning for Sustainability (WASHPaLS) project completed a mid-term evaluation between April and August 2021 to assess whether the approaches employed and activities undertaken are successfully contributing to the program’s goal of increasing equitable and sustainable access to WASH services.
Overall, the Evaluation Team assessed the program to be complex, ambitious, and innovative; perceived positively by a large majority of stakeholders; and seen as a sector leader. While water supply provision through the public private partnership (PPP) model is substantially off-track, there are plausible reasons for these delays, and important lessons to be learned. Child Friendly Secondary Schools 2008/2009 Assessment Review & Report

CARE has had a Child Friendly Secondary Schools project operating in Ratanakiri for 2 years. In 2007/2008 it was an 18 months program as a sub grant of the World Education led ESCUP program and there were five Lower Secondary Schools involved: Borkeo, O’Chum, Virakchey, Ta Pang Chres, and Ta Pang Krohom. In 2008/2009 CARE received funding through the ANCP program and continued and expanded the project after the completion of the ESCUP project. Since January 2020, Syria's economic future is increasingly becoming uncertain. Regional actors and local commmunities, who were previously acting as an economic bridge to the outside world, are facing their own economic turmoil and leaving Syria isolated with unprecedent depreciation of the Syrian Pound. Humanitarian Project in South Waziristan Tribal District (SWTD): End of Project Evaluation Report

Over five million persons were displaced from the tribal districts of ex-FATA region over the last decade. Over 90% of these persons have now returned and face massive humanitarian needs. CARE International in Pakistan (CIP) is implementing a humanitarian project in SWTD focused on WASH activities. In October 2019, CIP commissioned a joint independent evaluation to assess its relevance, effectiveness, efficiency, impact and sustainability. The evaluation collected information through a desk review of key documents, 9 FGDs and 200 household interviews with men and women in the project locations, 6 key informant interviews and physical observations. The migration discourse has not remained confined to focusing upon the mobility of people from low income countries to high income countries. There has been growing attention to migration from higher-income countries to lower-income countries. The current literature, however, is increasingly taking note of human movements within any of the two regions – the higher income countries and the lower income countries, also described as the global north and the global south respectively. Based on the level of development of the countries of origin and destination, the United Nations has therefore identified a typology of two inter-regional and two intra-regional streams of contemporary international migration: south-north and north-south, south-south and north-north (United Nations 2013). EDUCATION SECTOR PROGRAM IMPLEMENTATION GRANT (ESPIG) Endline Report

Global evidence has shown that the type and quality of education can either fuel marginalization, alienation, poverty and vulnerability of children and young people or strengthen societal resilience. After the fall of the state in 1991 and the outbreak of conflict, the education system in Somalia remains fragmented and underfunded – with only 0.25 percent of Somalia’s GDP invested in the education system. Significant barriers to accessing quality education in Somalia include minimal capacity to provide in-teacher training; insufficient salaries for educators; high student to teacher ratio; low ratio of textbooks to students; inadequate school infrastructure (e.g., gender appropriate WASH facilities or access to electricity); marginalization of pastoralist communities and minority clans; and an inability to appropriately accommodate students with disabilities.
In response the Ministry of Education, Culture and Higher Education (MOECHE) of the Government of Somalia and CARE have implemented the Education Sector Program Implementation Grant (ESPIG) funded by the Global Partnership for Education (GPE). Aligned with the Federal Government of Somalia’s Education Sector Plan 2018-2020 (ESSP), the overall objective of ESPIG is to increase access to quality education for out of school children; enhance the quality of primary education; and improve the capacity of the Ministries of Education (MOEs) at the Federal Member State (FMS) and district level to regulate and better manage the education sector.
This endline evaluation aimed to assess the extent to which the stated objectives and ESPIG components were achieved (or not) during the course of the project. This study also aimed to identify and explore the factors affecting the achievement of the ESPIG outcomes. For instance, it sought to identify factors affecting access to primary education, as well as the quality of teaching. Lend With Care (LWC) Assessment Project Akhuwat Islamic Microfinance Report

This report is part of the Lendwithcare (LWC) assessment project and focuses on the evaluation of LWC Pakistani partner, the microfinance institution AIM Islamic Microfinance (AIM). The report was prepared by the University of Portsmouth (UoP), partner in the project, after a second wave of a household survey to a sample of AIM clients who have been supported by the LWC crowdfunding platform.

The study sample included 500 new AIM clients and 100 non-clients, first interviewed in 2015 by a team of independent interviewers recruited from local universities. A Lifesaving GBV, Women’s Leadership, and SRMH Support for Refugees, in Uganda, Arua District, West Nile ENDLINE EVALUATION – FINAL REPORT

CARE International in Uganda commissioned an endline evaluation to establish the performance of the GAC 3 project on outcome indicators and related information to determine reasonable targets and guide for assessing the outcomes of the project interventions. This report presents the results of the end term evaluation for the GAC 3. The results are from the two sampled refugee settlements of Rhino and Imvepi in Madi Okolo and Terego District formerly Arua District in West Nile Uganda. Overall the end term evaluation survey reached a total of 280 household respondents (186F, 94M) within both settlements.
Fieldwork was conducted for five days, using mixed quantitative and qualitative data collection and analysis methods. Quantitative data was obtained through a household survey using mobile data collection devices. A detailed questionnaire was developed, pre-tested for incorporation of relevant information. Primary qualitative data was obtained through six Focus Group Discussions (involving women, girls, boys and men) and twenty Key Informant Interviews that comprised of GAC 3 project staff, district local government officials, health workers, health partners, Office of the Prime Minister, among others. Qualitative data from mainly key informant interviews and FGDs were analyzed using thematic analysis techniques and the findings were used to strengthen the interpretation of the quantitative findings.
The end line evaluation findings indicate that there is improved feeling of safety and dignity. This was measured at household and community level. There was an improved feeling of safety and dignity as shown by the survey at 91% (92%F, M89%). Further interrogated, the respondents indicated that they felt safe at both household and community levels. At the community level people feel safe at 86% (86%F, 86%M) and at the household level they feel safe at 93% (94%M, 91%F). Baseline Evaluation: Partners for Learning – P4L

Key results of the project evaluation

In the P4L intervention areas, we estimated that approximately 5.7 % 1 of children are out of school girls and boys (OOSGB) who come from most rural households (72%), in female-headed households (63%), and extremely poor and their education expenses consume a large part of their global expenses (59%). Most of the surveyed OOSGB are between the ages of 7-14 (66%) without a large difference regarding their sex (girls or boys).

The dropout situation was measured; it is estimated to at a level of 3% mostly in the rural areas (77%) and more frequent among older children from 15-17 years (6.6%). The reasons for non-enrollment or dropout are varied and among others we will mention: High domestic workload for the children; Children’s participation in agricultural activities; Lack of economic means to pay fees, material, textbooks, shoes, and/or uniform; Lack of identification documents (baptismal certificate / birth certificate / national ID) for enrolment; Repeated teacher absences, caused often by strike; Hunger (absence of school feeding program); Distance between home and school.

Main recommendations / perspectives

Considering the results obtained from the data analysis some keys actions are recommended such as more campaigns for providing a ID document to each children; more awareness campaigns to reduce children’s workload until the total elimination of the child labor exists; more awareness activities for enrolling children at the normal school age (5-6 years) regardless of their sex; sensitization for parents around community-based retention and consistent attendance of their children at school; and by increased support to families to raise their household income.
