LINK UP Final Project Evaluation

This report focuses on the potential of linkages between formal financial services and savings groups to create change for the savings groups, banks, and households. One of the projects that is involved in this work in LINK Up, a project supported by CARE, Access Africa and the Bill and Melinda Gates Foundation. LINK Up is a 3.5 year project working with savings groups in Tanzania and Kenya.
We use multiple datasets to explore trends over time that can answer the three guiding learning questions embedded in the LINK Up project.
(1) What is the impact of access to formal financial services on savings groups?
(2)What does the account performance look like for these groups and how does this affect the associated banks’ business models.
(3) What value do the people involved derive from gaining access to formal financial services?

For the Project of Financial Linkage for Inclusion: Remote Ethnic Minority Women

In line with CARE Vietnam’s program priorities, Financial Linkage for Inclusion – a project funded by VISA - focuses on empowering ethnic minority women in Dien Bien through financial inclusion. The programme was implemented from July 2015 until March 2018. This project aims to increase Remote Ethnic Minority Women’s access to formal financial products and services to increase their financial inclusion. Under FinLINK, CARE International in Vietnam entered into a partnership with LienVietPost Bank to deploy the solution. It focuses on piloting a product is ViViet to support ethnic minority women VLSA members with access to formal financial services including savings and micro-loans.

The greatest impact of the project is to help the women know how to save money and manage their families’ finance. This would have huge downscale impacts in terms of families being able to improve their family health, education status etc. 97.6% of the VSLA group members said that they could save money on a regular basis. Among the increased income sources, 85.5% of the women (the highest proportion) said that their families’ income increased thanks to their shares contributed to the VSLA groups and their interests. Because of a habit of saving, 65.9% of the women said that they always managed to keep cash for urgent and emergent situations like sickness, paying children’s tuition fees, buying
fertilizer/pesticide in the event of a pest attack. The project clearly impacted not just at the level of building knowledge but there is an evidence of actual change in the behavior. Read More...

CARE Guatemala Food Security Rapid Assessment 2022

EVALUACIÓN RÁPIDA DE INSEGURIDAD ALIMENTARIA SAN BARTOLOMÉ JOCOTENANGO, QUICHÉ

Rural families in Guatemala face one of the most severe food shortage seasons, mainly due to the high cost of meeting their basic needs, the effects of international conflicts and COVID-19 prevention measures, low hiring of temporary labor, the slow recovery of the impact of storms Eta and Iota, and the rainy season 2022 that has started with rains above normal, causing water saturation in the soil, which affects subsistence agriculture. This is worst for families who live in the dry corridor.

In this context, the Municipal Coordinator for the Disaster Reduction –COMRED- and the Municipal Directorate of Comprehensive Disaster Risk Management -IMGIRD of the municipality of San Bartolomé Jocotenango, department of Quiché, with the technical support of CARE Guatemala and TECHO, surveyed 163 households in 33 rural communities to know the availability and access to food, the economic situation, gender roles and strategies of survival that families are implementing. This report shares the results of the analysis of the data collected in July 2022

• 42% of households do not have any remaining grain from the previous harvest, and a further 33% only have remaining grain reserves for further 3 months or less.
• Women earn 56% less than men. On average, men earn $143 per month, and women earn $62.
• 21% have gone into debt to be able to buy food
• 38% are reducing the size of their meals; 22% of people are eating less (or have stopped eating) to make sure their children can eat
• 31% are now skipping at least one meal per day
• 3.7% have spent entire days without eating
• 2% have sold their land to buy food
• In 45% if the households, at least one member has migrated outside the community to find jobs elsewhere.
• Women and young girls are doing 94% of the work preparing food, cleaning, and taking care of family members. Read More...

EVALUATION REPORT FOR THE YOUTH EMPOWERMENT PROJECT IN ZIMBABWE

This study is a final evaluation for the Youth Empowerment Project (YEP), a three year project implemented by CARE International in Zimbabwe (CARE), in partnership with various implementing partners in 11 districts of Masvingo, Manicaland, Matabeleland South and Harare provinces. The implementing partners in the project were Caritas Masvingo and the Diocese of Mutare Community Care Programme (DOMCCP). Empretec was identified as the technical partner, while VIRL Rural and Social Services and CBZ Bank Limited were the financial partners. Other partners included Simukai Outreach Chipinge Children's Hope in Chipinge, United Church of Christ in Zimbabwe (UCCZ) in Chipinge and Family AIDS Caring Trust (FACT) in Chiredzi, who are vocational training institutions roped in to conduct Internal Savings and Lending (ISALs) training. Government Ministries, which include the Ministry of Youths, Indigenisation and Economic Empowerment (MYIEE), the Ministry of Small and Medium Enterprises and Cooperative Development (Ministry of SMEs), and the Ministry of Women Affairs, Gender and Community Development were also involved in the project. The project was aimed at ensuring that there is increased economic and social participation of male and female youths in Zimbabwe. It focused on the development of youth skills, including technical, business management and interpersonal skills and also facilitated community dialogues to ensure that families and communities support youths to participate in economic activities. A-Card Pilot Initiative Impact Assessment

mSTAR/Bangladesh, working with the Agriculture Extension Support Activity (AESA) led by Dhaka Ahsania Mission (DAM), conducted pre- and postassessments in Faridpur district to understand the impact that a micro-credit product (called A-Card) delivered to smallholder farmers through Bank Asia’s agent banking had on participating farmers, associated ag-input retailers, and other relevant stakeholders, as well as to understand what further action can be taken to improve uptake of these services.
This report includes findings from the pre- and post-assessment surveys, beginning with farmers and retailers’ demographic information, including age, sex and education; as well as their mobile phone ownership, access and usage patterns. It also examines the knowledge and perceptions that stakeholders have of digital financial services (DFS), in addition to their perceived benefits from A-Card, associated challenges, and opportunities to scale up. Global Partnership for Social Accountability- Strengthening Social Accountability in Education Baseline Survey

The purpose of this report is to present findings from baseline survey that was done concerning indicators for the Strengthening Social Accountability in the Education Sector in Malawi (SSAES). The baseline was done to provide the benchmark against the project’s key indicators for the purposes of monitoring, evaluation and learning.
The SSAES is a 3-year World Bank funded project being implemented by CARE Malawi, in partnership with the Civil Society Education Coalition (CSEC). The project is funded through the Global Partnership for Social Accountability (GPSA), a World Bank facility that supports civil society and governments to work together to solve critical governance challenges in developing countries. The SSAES project will be achieved through two key objectives, namely: - i) increased level of efficiency, transparency and accountability in the procurement processes; and ii) decreased teacher absenteeism. The project has a crosscutting component of Advocacy, Knowledge Management and Learning. The project is covering a total of 90 schools in six districts of Mzuzu City, Kasungu, Dedza, Balaka, Mwanza, and Mulanje.

The baseline was a cross sectional study using both qualitative and quantitative research methods. Primary data was done using five data collection tools: School questionnaire, household questionnaire, Focus Group Discussions (FGD), Key Informants Interviews (KII) and Observational methods. Women’s Economic Empowerment through Gender Transformative Approaches – Evidence from CARE’s Experience in Middle East & North Africa

CARE defines women’s economic empowerment (WEE) as the process by which women increase their right to economic resources and the power to make decisions that benefit themselves, their families and their communities. Our Theory of Change (as discussed in CARE’s WEE Strategy Document) outlines three conditions necessary for genuine and sustainable economic empowerment for women: increased capabilities, decision-making power and an enabling environment. An integrated approach across all three conditions is required to achieve genuine and sustainable change. Increasing individual women’s capabilities can lead to temporary increases in their economic opportunities and income. However, women’s economic empowerment can only be achieved through also transforming unequal power relations and discriminatory structures.

This Learning Brief is created to provide practical learning and present existing tools applied by CARE Country Offices (COs) in the Middle East and North Africa (MENA) region to encourage a more gender transformative approach to WEE and livelihood programming. This is highly relevant for practicioners from the whole sector working on economic empowerment and livelihood porgramming in fragile settings anywhere in the world. This document can aid a better understanding of gender transformative concepts by livelihood staff, as well as better understanding of the principles of sound economic empowerment by gender staff. This Learning Brief contains many practical insights and allows practicioners to understand how theory and frameworks can have an impact on the actual programming and results on the ground. The Hub encourages teams and practicioners to use this Brief, and the different overviews and examples provided, to reflect on their own work on gender integration, and take steps to move beyond gender responsive programming towards a truly transformative approach for our impact groups.

Learning insights incorporated in the document are based on the learning accumulated by CARE MENA Country Offices (COs) in the last five years under our women’s economic empowerment/livelihood programming. It focuses on two main components of WEE gender transformative programming: economic advancement and gender equality, along with approaches related to engaging men and boys. The evidence of these lessons learned is based on: 1) revision of documentation of more than 12 long term and short term WEE/livelihood programs implemented by CARE in Jordan, Syria, Egypt, West Bank & Gaza, Caucasus and the Balkans, 2) interviews with key informants including gender champions from these COs along with other global CARE gender experts who collectively searched for answers to questions in the themes of gender transformative approaches in WEE programming.
