EXAMINING WOMEN AND GIRLS’ SAFE SPACES (WGSS) IN HUMANITARIAN CONTEXTS: Research Findings from Northwest Syria and South Sudan

Gender-based violence (GBV) in humanitarian contexts represents a global issue of grave concern, disproportionately affecting women and girls. In light of its detrimental impact on the health, well-being and development of survivors, the international community has placed a strong priority on combatting and responding to GBV in all its forms.
Women and Girls’ Safe Spaces (WGSS) are among the most widely implemented GBV prevention and response programming interventions globally. In spite of their popularity and potential to increase the well-being, safety, and empowerment of women and girls, there is a lack of rigorous evidence regarding the role of these spaces in the lives of participants. Building an evidence base is particularly crucial in order to understand the impact and effectiveness of WGSS as an intervention and determine ways in which existing programming can be adapted to increase overall quality.
In response to the crucial need for evidence around WGSS programming globally, CARE USA conducted a study to examine the effectiveness of WGSS in the lives of women and girls in two conflict-affected settings, Northwest Syria and South Sudan. These locations are particularly relevant for this research as the selected study sites are home to a large number of internally displaced persons (IDPs), and are settings in which women and girls face a significant risk of experiencing GBV. Learning from Failure 2020

Part of striving for the deepest and most sustainable impact at the biggest scale possible is understanding what doesn’t work. CARE’s commitment not only to the highest quality programming, but also to continual improvement, drives us to celebrate our successes and to examine our failures. In 2019, CARE published our first Learning From Failure report, where we looked at what project evaluations told us was going wrong, and areas where we can strengthen our programming to improve our impact. By analyzing broader trends across several projects CARE can get a broader sense of systemic weaknesses that lead to failures in specific cases. We pair this with our podcast with individual case studies where we look at specific examples of failures and how to address them so we can illustrate trends with illustrative examples. That gives us the space to make bigger strategic changes to address underlying causes of failure and support teams to improve work at all levels. One example of this is targeting CARE’s investments in Monitoring Evaluation, Accountability, and Learning (MEAL) systems and capacity building to address common failures we found. SEMI-DURABLE SHELTER CONSTRUCTION AND THE TRIPLE NEXUS A study of the multisector ECHO-funded PAMUNOR project in southern Chad

LA CONSTRUCTION D’ABRIS SEMI-DURABLES ET LE TRIPLE NEXUS Une étude portant sur le projet d’assistance multi-sectorielle d’urgence financé par ECHO pour les réfugiés centrafricains et les communautés hôtes (PAMUNOR) au sud du Tchad

En novembre 2019, deux membres de l’équipe mondiale chargée des abris d’urgence de CARE International Royaume Uni a effectué une visite de deux semaines dans le sud du Tchad afin d’évaluer la composante Abris dans le cadre du projet PAMUNOR (Projet d’Assistance Multisectorielle d’Urgence pour les Nouveaux Réfugiés Centrafricains et des Communautés Hôtes) qui est financé par ECHO et géré par CARE Tchad. Ce projet cherche à promouvoir un environnement sûr et sécurisé, notamment en fournissant des abris semi-durables, et à favoriser les moyens de subsistance pour améliorer la sécurité alimentaire et atténuer les stratégies d’adaptation négatives adoptées par les réfugiés centrafricains (RCA) nouvellement arrivés, ainsi que par les membres vulnérables au sein de la communauté hôte. L’un des objectifs spécifiques visant à promouvoir un « environnement sécurisé » consistait à réduire les risques de violence basée sur le genre (VBG) et à assurer une médiation intra et intercommunautaire afin de garantir la coexistence pacifique – condition préalable indispensable à la protection et à la mise en œuvre de l’autosuffisance. L’évaluation s’est intéressée aux détails techniques et opérationnels de la composante Abris et a cherché à comprendre comment cette dernière s’intégrait à une approche programmatique plus large dans le contexte local. Elle a également examiné ses liens avec les différents mécanismes communautaires bénéficiant du soutien du projet. Le succès de la mise en œuvre s’explique par cette approche intégrée qui répond à la fois aux besoins urgents et fondamentaux en termes d’abris et de réduction des risques liés à la VBG, jette les bases pour la sûreté et la sécurité, et génère un environnement propice au développement des moyens de subsistance et favorable à la naissance d’aspirations et d’ambitions en termes d’éducation, de formation et d’apprentissage. Il est important de mentionner l’éventail de mécanismes qui a été mis en place par la communauté pour atténuer les conflits communautaires et la violence basée sur le genre, fruit d’un processus inclusif qui favorise la viabilité et l’appropriation. Les processus de renforcement de la coexistence pacifique, de la cohésion sociale et visant à favoriser l’intégration locale font partie intégrante de l’approche suivie par le projet, l’objectif recherché étant l’autosuffisance, et ils incarnent incontestablement le « troisième côté du triangle » au cœur du nexus Humanitaire-Développement-Paix. De ce point de vue, le projet permettrait de tirer de précieux enseignements programmatiques qui pourraient s’avérer pertinents dans d’autres contextes, au Tchad ou dans d’autres pays, connaissant des déplacements prolongés, un conflit communautaire de faible intensité, des besoins humanitaires et des opportunités de renforcement de la résilience, de l’autosuffisance et de la viabilité.

Two members of CARE International UK’s global Emergency Shelter Team conducted a two-week visit to southern Chad in November 2019 to evaluate the shelter component of CARE Chad’s ECHO-funded PAMUNOR project (Projet d’Assistance Multisectorielle d’Urgence pour les Nouveaux Réfugiés Centrafricains et des Communautés Hôtes / Project to provide multisectoral emergency assistance to newly displaced Central African Republic refugees and host communities). This project seeks to support safe and secure living environments, including through the provision of semi-durable shelters, and to stimulate livelihoods, improving food security and reducing negative coping mechanisms amongst newly arrived refugees from Central African Republic (CAR) as well as vulnerable members of the host community. A specific focus on supporting a “secure environment” was through reducing the risks of genderbased violence (GBV) and mediating within and between communities to ensure peaceful coexistence as a necessary pre-requisite for protection and the establishment of self-sufficiency. The evaluation was achieved by looking closely at the shelter component in technical and operational detail as well as by probing its connection to a broader programmatic approach within the local context and its links to various community mechanisms supported through the project. Effective implementation has been achieved through this integrated approach that simultaneously addresses urgent and fundamental needs for shelter and GBV-risk reduction while laying the foundations for safety and security and creating an enabling environment for the development of livelihoods and the growth of aspirations and ambitions for education, training and learning. Of particular note is the range of mechanisms to reduce community conflict and gender-based violence established through a highly effective community-led and inclusive process that brings sustainability and ownership. Processes of strengthening peaceful co-existence, social cohesion and stimulating local integration run through the project’s approach, seeking to catalyse self-sufficiency, and arguably represents the “third side of the triangle” within the humanitarian-development-peace nexus. In this regard, the project could provide valuable programmatic lessons to other contexts in Chad or elsewhere where protracted displacement, low-level community conflict, humanitarian needs and some opportunities for strengthening resilience, self-sufficiency and sustainability are present. Integrating Local Knowledge in Humanitarian and Development Programming: Perspectives of Global Women Leaders

This report examines local knowledge integration in the context of global development and humanitarian aid work. It builds upon a recently published report by the U.S. Agency for International Development (USAID) called "Integrating Local Knowledge in Development Programming". That report sought to “share knowledge of how development donors and implementing organizations leverage local knowledge to inform programming.”2 This study aims to extend the original methods to better understand grassroots actors’ own interpretations of local knowledge and its integration into programming in their communities. It examines the perspectives of 29 grassroots leaders from women-led organizations around the world, looking deeply at the ways in which they conceptualize local knowledge and local knowledge stakeholders, their approaches to designing their own projects based on local knowledge, and their experiences sharing knowledge with international actors and donors. This builds the broader evidence base on integrating local knowledge to incorporate the perspectives of grassroots actors into the same conversation as the original study.
Key takeaways from this research span two broad categories – how local leaders conceptualize local knowledge and what the effective use of local knowledge in practice looks like to them. Within these categories, interviewees explored the many challenges they face in identifying and sharing knowledge; their various approaches to designing projects based on local knowledge; some of the tensions they often find themselves balancing; unique ways of measuring the contribution of such knowledge to the success of an intervention; and experiences with and strategies for sharing their knowledge with non-local actors.
In terms of how women leaders tend to conceptualize local knowledge, the research reveals three distinct but interconnected definitions of the term: 1) knowing what a community is like; 2) knowing what a community needs and where the solutions lie; and 3) having a profound connection with the community. The first definition indicates knowing a community well enough to understand the dynamics within it. The second goes a bit further to say that local knowledge means knowing both the specific needs present in a community as well as the relevant solutions for addressing them. As one respondent told us, “Contextual expertise is having experience in a certain context and being able to solve problems based on it.” And the third conceptualization indicates having a deeply rooted connection with the community or the grassroots. Some described this as “having your heart” in the community. Key to this third definition appears to be both consistency and the ability to perceive change over time. Interviewees said that local knowledge depends on people having gone through different “contexts, histories, processes, and experiences” together, and having learned from them collectively. Therefore, it is difficult, if not impossible, for international actors to acquire the same level of investment in communities that is quasi-synonymous with local knowledge unless they have lived, worked, and built relationships within them long enough to meet this consistency standard. Learning From Failure 2019

Driven by a wish to learn more from what goes wrong in our programming, and to examine where changes to the broader organization and system can improve our programming and impact globally, in 2019 CARE undertook its first evaluations-based failure meta-analysis. This analysis draws learning and evidence from 114 evaluations of CARE’s work from 2015-2018 to understand the patterns and trends in what goes wrong. This helps us take a data-driven approach to strategic investments and action plans to live out CARE’s commitment to high program quality and continuous improvement across the board.
The review draws from project specific data, but deliberately anonymizes the data and focuses on overarching trends to remove blame for any specific project team or set of individuals. This exercise is designed to help us learn more about how we can change our processes and patterns of support and engagement around weak areas to improve our work. CARE is using this data to build action plans and next steps to continuously improve our programming.

Final Report On End Line Study of Promoting Gender Equality and Empowerment of Women and Girls in Clothing Industry Project

Employing more than 2.5 million women (60%), the RMG sector in Bangladesh is one of the largest sources of employment for women. CARE Bangladesh and UN Women partnered to undertake the Promoting Women Worker’s Empowerment Project as a 5 months pilot to help workers, particularly women, develop their skills and experience and access leadership opportunities which may lead to career advancement, improved work environment for the workers. Recipe for Response: What We Know About the Next Global Food Crisis, and How to Fight it

The genesis of the present hunger crisis goes back farther than February 2022 and is due to a combination of global and localized factors. Globally, climate change has compromised agricultural livelihoods and led to displacement, especially in regions like the Horn of Africa and Central America’s Dry Corridor, where famers struggle to produce yields that meet the needs of local markets. The global economic fallouts associated with COVID-19, and inadequate social safety nets, have led to record unemployment and growing poverty—especially for women and women-led households (UN Women 2021)—so that even where food is available, high prices put basic items out of reach for many. Armed conflict is also driving food insecurity, for example by making it difficult for farmers to cultivate their lands, or damaging or disrupting vital agricultural infrastructure—such as transportation, storage and distribution sites—and reducing access to markets and assistance.
Women and girls are disproportionately impacted by food insecurity and related shocks. Gender norms and roles mean that women are often responsible for their households’ food security, including shopping for and preparing food, yet they might also be the ones to eat “last and least” in their household. Women are also more likely to be excluded from decision-making when it comes
to addressing hunger in their communities (CARE 2020). These types of gendered imbalances hurt entire communities: in a 2021 assessment in Sudan, CARE found that 82% of people living in female-headed households reported recently skipping a meal, compared with 56% of people living in male-headed households. COSACA 1 Final Evaluation

The COSACA consortium composed of Save the Children, Concern, Oxfam and Care International implemented with DFID funding from 1st of October 2013 to 30th of September 2016, but extended to 30th of November 2016, a project called - Floods Emergency Response and from 15th of December 2015 to 30th of October 2016, extending until 30th of November 2016 a Preparedness and Drought Response Project. The consortium was set up with the aim of making intervention modalities efficient and effective in emergency response issues regarding prevention and mitigation of the impact of natural disasters in the country.
This report presents the results of the level of project implementation in the two components: drought and floods. The purpose of the evaluation is to examine the effectiveness, efficiency, relevance, impact and sustainability of the activities implemented by COSACA, so that, on the basis of best practices and lessons learned, recommendations should stand out that will serve as a model for other consortia in Mozambique, in other African countries, and on the other hand, to improve future strategies for coordination and management of the consortium, as well as to propose better ways to implement future successful activities.
