Labour Rights for Female Construction Workers Cambodia

CARE International in Cambodia (CARE) implemented the three-year Labour Rights for Female Construction Workers (LRCW) project, with funding from the European Union and the Austrian Development Agency, from January 2016 to December 2018 to enhance the protections for women in the construction sector. The project aimed to strengthen the capacity of female construction workers, civil society and government, and increase the voice and influence of female construction workers. The LRCW project partners included the Ministry of Labour and Vocational Training (MoLVT), Cambodian Women for Peace and Development (CWPD), Legal Support for Children and Women (LSCW) and the Building and Wood Workers Trade Union Federation of Cambodia (BWTUC). The target areas included seven districts in Phnom Penh.
The purpose of the evaluation was to assess the progress towards the project’s goal and
outcomes, to evaluate the relevance, effectiveness, efficiency, impact and sustainability of the
project, to capture lessons learnt, and generate key recommendations for future programming.
The evaluation included quantitative and qualitative methods involving a desk review, interviews
with 171 female construction workers, separate group discussions with 26 female and male
construction workers, and individual interviews with 21 project partner staff and other key
stakeholders. The evaluation took place from 25 January to 25 March 2019, including visits to

PENNIES TO POWER FINAL REPORT

Globally, women have access to 10% of the available credit, 7% of the training on productive activities and are 40% less likely to have access to agricultural inputs than men. Women also have limited technological inputs and market access, and only 4.3% of women have access to agricultural extension services. Although women provide about 50% of the agricultural workforce, they still lack equal access to productive resources.

Due to looming threats including climate change, an estimated 20% increase in hunger is predicted by 2050. The COVID-19 pandemic and its economic aftermath likely will push 426 million more people into poverty in the next three to five years. Responding to these challenges requires creative solutions that prioritize the most vulnerable, including women and young people. To this end, CARE implemented the Pennies to Power program with generous support from the Arthur M. Blank Family Foundation. This final report describes the program’s accomplishments over the full implementation period (June 1, 2019 to June 1, 2022).

Pennies to Power played a critical role in building resilience and increasing the capacity of people to cope with crises. Moreover, it helped create thriving and sustainable communities, where farmers prosper, people are empowered, and the planet is healthier. CARE implemented the program in Malawi, Nigeria and Tanzania to build resilience, unlock market access for women and youth, and ensure they are economically and socially empowered through savings groups known as village savings and loan associations (VSLAs). Sustainable Development Goals (SDGs): No Poverty (SDG 1), Zero Hunger (SDG 2), Gender Equality (SDG 5), and Climate Action (SDG 13).

Emergency Assistance and Safe Spaces for Crisis Affected People in Jordan

After the outbreak of the Syrian conflict in 2011, millions of Syrians fled to neighboring countries in search of refuge. Over 668,123 fled to Jordan, of which 8 in 10 are living outside of refugee camps. Since 2011, CARE Jordan has taken a leading role in responding to the needs of this population, conducting annual assessments of the Syrian urban refugee population in Jordan to tailor programming to refugees’ most pressing needs. Building upon these findings, CARE Jordan launched the Emergency Assistance and Safe Spaces for Crisis Affected People in Jordan project with funding from the Australian Government’s Department of Immigration and Border protection (DIBP) between July 2016 and July 2018. CARE Jordan partnered with local CBOs to implement the project, which has an overall goal of enhancing socio-economic wellbeing and quality of life for the refugee and host population in Jordan. Specifically, the project aimed to: (1) increase access to sustainability livelihoods for Syrian refugee and host community women; (2) improve the psycho-social coping mechanisms of vulnerable individuals; (3) increase the access of Syrian refugees and vulnerable Jordanian host populations to emergency cash assistance; and (4) increase the access of Syrian refugees and vulnerable host populations to information, case management and protection support. Baseline Study of the Food for Peace Development Food Assistance Project in Mali Final

The U.S. Agency for International Development (USAID) Office of Food for Peace (FFP) awarded a contract for a development food assistance project in Mali in fiscal year (FY) 2015 to CARE International. The Human Capital, Accountability and Resilience Advancing Nutrition Security, Diversified Livelihoods and Empowerment (HARANDE) Project is implemented by CARE and its partners: Save the Children; Helen Keller International; Yam Giribolo Tumo; Sahel-Eco; and the Research and Technical Applications Group. The goal of the HARANDE Project—which means food security in Peulh—is to provide access to sustainable food, nutrition, and income security for 310,855 vulnerable household members in four districts (Bandiagara, Douentza, Tenenkou, and Youwarou) of the Mopti region in Mali by 2020. FFP contracted ICF to conduct a baseline study of the HARANDE Project in 2016 as the first phase of a pre-post evaluation cycle. The second phase will include a final evaluation, inclusive of an endline survey, in approximately five years. The baseline study includes a representative population-based household survey to collect data for key FFP indicators and a qualitative study to add context, richness, and depth to the findings from the household survey. Don’t Leave Them Behind: Global Food Policies Continue to Fail Women (December 2021)

811 million people in the world are going hungry, half a million of whom are on the brink of starvation. Clearly, current approaches are simply not enough to meet the scale of the crisis we are facing. If we continue to do what we have always done, we will continue to see the same problem: people going to bed hungry. We must find better solutions to prevent and end hunger—especially if we are going to meet the Sustainable Development Goal of Zero Hunger by 2030.

One of the first things we can do is consider who is going hungry. Using the term “people” hides part of the problem: gender inequality. Globally, women are 10% more likely to go hungry than men, and that gap is growing. In Somalia, for example, men are eating smaller meals; women are skipping meals altogether. We see this inequality play out at the international level, too—global solutions consistently ignore women, their rights, and the critical role women play in food systems.

Of 84 global policies and plans designed to address hunger released between September 2020 and December 2021, only 4% refer to women as leaders who should be part of the solution or provide funding to support them. 39% overlook women entirely. This is unacceptable. Ending hunger will take everyone’s talents, opinions, and work. It requires promoting equality, respecting rights, and truly listening to the people who are on the frontlines of the problem. Local food producers and leaders—especially women—must be a core part of the solution.

PROMOTING A SUSTAINABLE AND FOOD SECURE WORLD (PROSPER) – FINAL EVALUATION – REPORT

CARE and Cargill have built on their fifty years partnership in implementing PROSPER Project: Promoting a Sustainable and Food Secure World in seven countries. Two phases of the project have already been implemented during globally and in Egypt. In Egypt, the Phase II work called the Origination and Development of Soya Bean Smallholder Farmers project. The project addressed the food and livelihood security of farming families in the three governorates of Minia, Behera and Beni Suef, and ended in July, 2017.

CARE and Cargill has launched a third phase of the project in 2018. The goal for Phase III is to create a more inclusive socio-economic environment along the soybean value chain for small-scale farmers in Egypt. The project targeted 3000 farmers.

The evaluation focused on providing an overview of the project’s relevance, efficiency, effectiveness, impact and sustainability. The evaluation assessed assess the status of achievement of project indicators, identified implementation challenges, derived lessons learned and recommendations for future phases of the project.

Somali Girls Education Promotion Project Transition (SOMGEP-T) Baseline

CARE International launched SOMGEP and, following its successful completion, continued its programming through Somali Girls’ Education Promotion Project – Transition (SOMGEP-T). The project, which began on May 1 2017 and is expected to close on October 31 2021, builds on evidence from SOMGEP and seeks to further address barriers and challenges Somali girls face related to attendance and learning outcomes. At proposal stage, the project was expected to reach a total of 27,146 marginalised girls; calculations based on up to date enrolment data indicate that the project is estimated to reach 27,722 in-school girls across 148 primary schools and 53 secondary schools in Somaliland, Puntland, and Galmudug, as well as 5,140 out-of-school girls in the same locations.
SOMGEP-T aims to bring about sustainable improvements to the learning and transition outcomes of marginalised Somali girls. To address barriers and the causes of marginalisation, the SOMGEP-T Theory of Change (ToC) focuses on four key outputs: (1) Improved access to post-primary options, (2) Supportive school practices and conditions for marginalised girls, (3) Positive shifts on gender and social norms at community and individual girl level, and (4) Enhanced MoEs’ capacity to deliver quality and relevant formal and informal education. Outputs are expected to contribute to the achievement of the project’s four intermediate outcomes of attendance, retention, improved quality of teaching, and life skills development, which will in turn contribute to the long-term goals of improving learning outcomes, boosting transition rates, and ensuring the sustainability of changes brought about by the project.
The SOMGEP-T evaluation uses a mixed-methods, quasi-experimental design, involving a longitudinal panel of girls with a non-randomly assigned comparison group. Strengthening Non-State Actors for Peace in Kayah State: Mid-Term Review

Emerging Markets Consulting (EMC) was commissioned by Care Myanmar to carry out a midterm review (MTR) of its Strengthening Non-State Actors for Peace (SNAP) in Kayah State. CARE’s project goal is to enable non-state actors, particularly the Karenni State Women’s Network (KSWN), to support women’s organizations and grassroots members in representing their constituents’ interests in governmental and peace processes. The overall objective of the MTR is to assess the project’s progress in achieving its objectives and outcomes, in addition to facilitating a process to increase the capacity of key stakeholders in all steps of the learning cycle. More specifically, the MTR assesses the efficiency and effectiveness of the project in making progress towards achieving areas of impact, and assesses the likely achievement of expected results and specific objectives as specified within CARE’s logical framework.
