Call to Action Field Implementation (CAFI) II

CAFI seeks to catalyze the Call to Action on Protection from Gender-Based Violence in Emergencies (CTA) on the ground. The project works with women-led organizations (WLOs) to drive change and foster Gender-Based Violence (GBV) prevention, risk mitigation, and response in humanitarian emergencies.

In 2013, governments, donors, and humanitarian organizations launched the CTA, to fundamentally transform how GBV prevention, risk mitigation, and response are addressed. The CTA aims to strengthen accountability in policies, systems, and mechanisms.
The partnership has grown to more than 100 members, but consolidating CTA implementation in the field is a key gap that needs to be addressed. As a result, CAFI was launched to advance the Call to Action 2021- 2025 Road Map on the ground.
What are the main objectives of CAFI?
● Catalyze increased representation and leadership of women and girls, specifically WLOs, in decision making structures and humanitarian assistance
● Amplify GBV expertise: scaling existing capacity of WLOs
● Address GBV root causes and coordinate effective response and risk mitigation
How does CAFI work?
CAFI aims at contributing to WLO strengthening through capacity-sharing approaches between partners. WLOs are engaged from the beginning, allowing them to co-create and adapt the project according to their needs and contexts and ensuring
accountability and women’s voice and leadership throughout the whole project cycle.

CAFI works through a consortium of 10 WLOs across Latin America and the Caribbean, West and Central Africa, the Middle East/North Africa, and Europe, who coordinate national networks of WLOs: Arab Women Organization (AWO) of Jordan, Baghdad Women Association (BWA) in Iraq, Center Women’s Perspectives (CWP) in Ukraine, Comité des Jeunes Filles Leaders (COJEFIL) in Niger, Dynamique des Femmes Juristes (DFJ) in the Democratic Republic of the Congo, Fundación
para el Desarrollo en Género y Familia (GENFAMI) in Colombia, Global Media Campaign (GMC) in Mali, Himaya Daeem Aataa (HDA) in Lebanon, and Tinta Violeta in Venezuela. SELAM 1 Early Recovery and Socio-Economic Stability in Tigray: FPI MONITORING REPORT

In June 2023, Altai Consulting, the Third-Party Monitor (TPM) for the EU FPI, was tasked by the Nairobi Regional Team (RT) to research and
communicate the progress and impact on the ground of the project NDICI CRISIS FPI/2021/427-921 – “SELAM 1 Early Recovery and Socio-Economic Stability in Tigray”, implemented by CARE and REST.

The project is implemented in Tigray as part of a cluster of projects alongside CST and MdM projects also montiroed by Altai during this visit. These interventions focus on responding to Tigray’s post-war challenges, mostly related to livelihoods support, access to health services, and trauma healing.

The monitoring team looked to capture progress towards the project’s intended objectives at the mid-stage of its implementation. During an earlier monitoring conducted in December 2022, the Altai team found that progress had stalled due to security challenges on the ground but that the projects were gaining momentum due to the peace agreement signed in November 2022. Takunda Resilience Food Security Activity (RFSA) Outcome Mapping Baseline report

The main objective of Progress Marker Monitoring/Outcome Mapping is to assess, the extent to which gender transformative changes are taking place in Takunda Program areas among men, women, and youth based on age, life stage, socio-cultural norms, and religious practices. Takunda acknowledges that gender inequality is both a cause and consequence of food insecurity; hence gender equality is at the heart of the Takunda Program. To challenge gender norms that fuel food insecurity, the Program implements Social Analysis and Action (SAA), a key gender transformative approach that triggers shifts in gender norms at the individual, household, community, and policy level. This progress marker assessment specifically measured behaviors and practices at play for the different study participants before Takunda’s Social Analysis and Action (SAA) interventions and it confirmed some of the findings of the Takunda gender Analysis study held in December 2021. The progress marker assessment measured gender outcomes/behaviors as defined by the communities, whereas the gender analysis assessed program-wide challenges experienced by different groups as defined by the program. Final Report for the Final Evaluation of OFDA Response program

This report presents the final evaluation of the United States’ Agency for International Development (Office of Foreign Disaster Assistance ( Response Program implemented by CARE Turkey and its partners in Aleppo and Idleb governorates of Northwest Syria. The evaluation aimed to assess the program’s relevance, efficiency, effectiveness, impact, sustainability and coordination using the Organization for Economic Co operation and Development's Development Assistance Committee (OECD DAC) evaluation criteria and was carried out from July to October 2021.

Estudio sobre la situación de la seguridad alimentaria y las prácticas de alimentación infantil en hogares del ámbito de intervención del proyecto “Ella Alimenta el mundo”

CARE Perú es una Organización No Gubernamental que ha venido trabajando por mas de 50 años en intervenciones comunitarias para mejorar la nutrición y desarrollo en niñas y niños, alrededor de todo el país.
El presente estudio, buscó obtener información de primera mano sobre el estado actual de algunos de los indicadores del componente nutricional del proyecto del proyecto “Ella Alimenta al Mundo”, con la finalidad analizar los posibles efectos que pudieron darse un año después de la Línea de Base y considerando los potenciales factores influyentes en estos indicadores de estudio, en el contexto de la pandemia por COVID-19.
Ante ello, la consultora responsable del estudio diseñó y adaptó un protocolo adecuado con las variables de estudio que pudieran ser medidas de manera online (vía telefónica) como lo han venido haciendo otras intervenciones y estudios en salud pública alrededor del mundo, dado el contexto de la pandemia. La recolección de datos se dio entre los meses de junio y julio del 2021 bajo la modalidad telefónica teniendo en cuenta las restricciones de tránsito y recomendaciones vigentes de los organismos gubernamentales para evitar la propagación de COVID-19 en el país. Se reclutó un equipo de 11 encuestadores con formación de nutrición, quienes fueron designados a tres equipos según ámbito de estudio: i) Piura (Sullana), ii) Ica (San José de los Molinos y Subtanjalla) y iii) –Lima (Pachacámac), quienes aplicaron las encuestas bajo la supervisión de los especialistas y practicantes de cada ámbito, además de la consultora, asegurando la total objetividad y precisión de la información recolectada.
El estudio recolectó información de 569 niños menores de 5 años acerca de sus indicadores sociodemográficos e inseguridad alimentaria, así como también información en prácticas de alimentación infantil en un total de 115 niños menores de 24 meses.
El presente informe final de la evaluación de medio tiempo, resume los resultados de esta información según los indicadores clave y por distritos.

Information for Adaptation in Vietnam (InfoAct)

Enhanced livelihoods and increased resilience of poor ethnic minority women and men rural areas to the effects of climate change and variability.
The “Information for Adaptation in Vietnam” Project (InfoAct) is funded by the Federal Ministry of Economic Cooperation and Development, abbreviated BMZ, and jointly implemented by CARE Vietnam (CVN) and three local partners, named Center for Community Development (CCD), Lai Chau Department of Agriculture and Rural Development (DARD) and Lai Chau provincial Vietnam Women’s Union (VWU). The project sites include four communes of Dien Bien province and four communes of Lai Chau province, namely: Muong Phang and Pa Khoang communes (Dien Bien district); Ang Cang, Ang Nua communes (Muong Ang District); Than Thuoc, Trung Dong, Ho Mit and Nam So Communes of Tan Uyen district, Lai Chau province. The overall objective of the InfoAct Project is to enhance livelihoods and increase the resilience of poor ethnic minority women and men in rural areas to the effects of climate change and variability. This is to be accomplished through a specific objective (outcome) to ensure ethnic minority households in rural areas have improved access to and use of climate information, and resources to help increase their climate resilience. The InfoAct Project is focusing mainly on two target groups: (1) 5,000 ethnic minority households, especially women, in Dien Bien and Lai Chau provinces and (2) government authorities and service providers, namely Department of Hydro-Meteorology, Department of Agriculture and Rural Development (DARD) and the provincial VWU and CCD. As InfoAct was going to phase out after three years’ implementation and close all its activities by November 2021, an independent final evaluation was conducted to understand the project’s impacts/outcomes and key lessons learned.
The Final Evaluation applied a mixed-method approach by using qualitative and quantitative data from primary and secondary sources. The primary data was collected from the key informants and household survey. The household survey was implemented with 363 and 266 people in Dien Bien and Lai Chau provinces, respectively. Ghana: Inequalities in Food Insecurity

Food insecurity is a global health challenge, especially among low- and middle-income countries. The Sustainable Development Goal (SDG) 2.1 targets to: “End hunger and ensure access by all people, in particular the poor and vulnerable people, including infants, to safe, nutritious and sufficient food all year round by 2030.” In Ghana, the situation worsened in 2022. The number of individuals in food crisis surged from 560,000 in 2021 to 823,000 in 2022, marking a 47% increase in individuals suffering from lack of food access, availability, and utilization. As per the Food and Agricultural Organization, in terms of the prevalence of moderate or severe food insecurity in Ghana, 12.9 million people, or 39.4% of the total population, were affected in 2022. Global Covid-19 Supplemental Campaign: A case study to assess the efficacy of CARE and the coalition’s advocacy strategies

Between December 2021 and late March 2022, CARE and five close allies led an ad hoc coalition advocating for US government approval of $17B in supplemental funding for global COVID-19 relief, specifically for resources to support vaccine delivery and front-line health workers. The purpose of this case study is to assess the effectiveness of the advocacy strategies employed by CARE and allies and draw out lessons to (1) inform future campaigning and (2) better integrate this type of assessment in CARE’s MEL activities. COOPERER III Relèvement et renforcement Financier des populations vulnérables affectées par la COVID 19 RAPPORT DE L’ÉTUDE DE BASE

CARE International au Cameroun a obtenu à travers CARE France un soutien financier du Centre de Crise et de Soutien (CDCS) du Ministère français de l'Europe et des Affaires Etrangères, pour implémenter le projet : « Relèvement et renforcement Financier des populations vulnérables affectées par la Covid-19 », en abrégé « COOPERER III » ou encore « ResCOV-19 », sur le corridor Kaélé-Touloum-Yagoua dans la région de l’Extrême-Nord du Cameroun, sur la période du 1er Avril 2021 au 31 Mars 2022. S’inscrivant dans la continuité de ses actions entrepris à travers les projets COOPERER I et COOPERER II dans ces localités (Kaélé, Touloum et Yagoua), CARE se propose de poursuivre le soutien de la résilience économique et de protéger les moyens de subsistance des femmes et des jeunes touchés directement ou indirectement par la Covid-19, en valorisant les acquis des précédents projets.
L’action de CARE Cameroun dans ces Communes est de : « Contribuer à l’accès aux services sociaux de base en matière d’accès à l’eau et aux opportunités économiques des femmes et des jeunes touchés par la pandémie de la COVID-19 dans la Région de l’Extrême-Nord du Cameroun, Axe Kaélé-Touloum-Yagoua ». De manière spécifique il sera question de : (1) Renforcer et sensibiliser le personnel des communes et les communautés sur la protection Covid et la gouvernance autour des infrastructures sociales de base (point d’eau, hygiène), dans les communes de Kaélé, Touloum et de Yagoua, (2) Améliorer l’accès des femmes et les jeunes dans les zones Kaélé, Touloum et Yagoua, aux opportunités économiques via une approche de sensibilisation et développement économique.
Les principales recommandations issues de cette étude vont dans le sens de :
▪ Poursuivre la sensibilisation des CGPE sur l’importance de leur adhésion à la micro-assurance ;
▪ Organiser un recyclage/formation des membres des CGPE et de la micro-assurance sur leurs rôles et responsabilités ;
▪ Accompagner les bureaux de micro-assurance à l’élaboration des statuts et règlements intérieurs (pour celles qui n’en disposent pas) ;
▪ Définir clairement les responsabilités des communes vis-à-vis de la micro-assurances des forages ;
▪ Faire un plaidoyer auprès de l’exécutif municipal pour qu’ils apportent un appui au fonctionnement de la micro-assurance notamment en ce qui concerne l’acquisition d’un bureau ;
▪ Renforcer la dynamique associative à travers la redynamisation/création des réseaux d’AVEC fortes et interconnectées ;
▪ Poursuivre le processus d’autonomisation des femmes via le renforcement des capacités en matière de leadership, d’entrepreneuriat y compris le pouvoir de négociation. Read More...

PROHORI: Combating Intimate Partner Violence in Bangladesh in the Context of COVID-19

In July 2021, CARE Bangladesh and its local partner GBK launched the Prohori project to prevent intimate partner violence (IPV) and respond to survivors of violence through safe spaces, behavior change communication and capacity building approaches that address gender norms and practices. The 12-month project was generously funded by Voices Against Violence: The Gender-Based Violence Global Initiative, a public-private partnership led by Vital Voices and funded with support from the State Department and the Avon Foundation. The project targeted female garment workers and their male partners in Gazipur District, and female agricultural workers and their male partners in Rangpur District. CARE implemented activities in four locations in Gazipur, a peri-urban industrial area in central Bangladesh, and GBK implemented activities in five locations in Rangpur in northwest Bangladesh. Prohori used a blend of community-based, participatory approaches to prevent IPV, improve IPV survivors’ linkages to post-GBV referral services, and strengthen the capacity of first responders to respond empathetically to people who disclose they have experienced GBV. The project built 9 Women and Girls’ Safe Solidarity Spaces (WSSSs, adding to the 18 that CARE had already established in Gazipur) and strengthened GBV services through capacity building and referral service coordination.
