Learning From Failure 2019

Driven by a wish to learn more from what goes wrong in our programming, and to examine where changes to the broader organization and system can improve our programming and impact globally, in 2019 CARE undertook its first evaluations-based failure meta-analysis. This analysis draws learning and evidence from 114 evaluations of CARE’s work from 2015-2018 to understand the patterns and trends in what goes wrong. This helps us take a data-driven approach to strategic investments and action plans to live out CARE’s commitment to high program quality and continuous improvement across the board.
The review draws from project specific data, but deliberately anonymizes the data and focuses on overarching trends to remove blame for any specific project team or set of individuals. This exercise is designed to help us learn more about how we can change our processes and patterns of support and engagement around weak areas to improve our work. CARE is using this data to build action plans and next steps to continuously improve our programming.

Final Report On End Line Study of Promoting Gender Equality and Empowerment of Women and Girls in Clothing Industry Project

Employing more than 2.5 million women (60%), the RMG sector in Bangladesh is one of the largest sources of employment for women. CARE Bangladesh and UN Women partnered to undertake the Promoting Women Worker’s Empowerment Project as a 5 months pilot to help workers, particularly women, develop their skills and experience and access leadership opportunities which may lead to career advancement, improved work environment for the workers. Recipe for Response: What We Know About the Next Global Food Crisis, and How to Fight it

The genesis of the present hunger crisis goes back farther than February 2022 and is due to a combination of global and localized factors. Globally, climate change has compromised agricultural livelihoods and led to displacement, especially in regions like the Horn of Africa and Central America’s Dry Corridor, where famers struggle to produce yields that meet the needs of local markets. The global economic fallouts associated with COVID-19, and inadequate social safety nets, have led to record unemployment and growing poverty—especially for women and women-led households (UN Women 2021)—so that even where food is available, high prices put basic items out of reach for many. Armed conflict is also driving food insecurity, for example by making it difficult for farmers to cultivate their lands, or damaging or disrupting vital agricultural infrastructure—such as transportation, storage and distribution sites—and reducing access to markets and assistance.
Women and girls are disproportionately impacted by food insecurity and related shocks. Gender norms and roles mean that women are often responsible for their households’ food security, including shopping for and preparing food, yet they might also be the ones to eat “last and least” in their household. Women are also more likely to be excluded from decision-making when it comes
to addressing hunger in their communities (CARE 2020). These types of gendered imbalances hurt entire communities: in a 2021 assessment in Sudan, CARE found that 82% of people living in female-headed households reported recently skipping a meal, compared with 56% of people living in male-headed households. SERVE Rwanda Value Chain Analysis 1 – Agricultural value chain analysis for SERVE

As of November 2023, agriculture employs 48 percent of the total labor force in Rwanda (NISR, 2024). Within this sector, the gender gap in productivity persists, with female-man-aged farms 11.7 percent less productive that male farms. The SERVE project identified four key factors behind this productivity gap: namely; poor business practices, difficulties in accessing agricultural lending, heavy reliance on informal sector lending, and cultural and social norms preventing women and youth from entering and succeeding in the agriculture sector. Addressing these challenges, the SERVE project, aligned with the Mastercard Foundation Young Africa Works strategy, is led by CARE International in collaboration with partners such as DUHAMIC-ADRI, PFTH, AMIR, and Urwego Bank. Over five years, SERVE aims to establish a resilient, sustainable, and gender-equitable entrepreneurial environment in the agricultural sector across ten districts in Rwanda.
With a focus on fostering inclusive growth for youth-led agricultural Micro and Small Enterprises (MSEs), SERVE aims to enhance productivity, access to finance, entrepreneurship, and market linkages in selected value chains. Simultaneously, the project aims to influence policies and social norms to reduce barriers and enhance equity, particularly for female youth. Collaborating with government ministries, civil society organizations, and the private sector, SERVE leverages strategic alliances to develop tailored financial products, bridge the gendered digital divide, and connect female youth with mentors and potential buyers.
Targeting approximately 45,500 female youth, including refugees and those with disabilities, SERVE emphasizes strengthening existing employment opportunities and generating new ones within the agricultural sector for individuals aged 18 to 35. Entry points include existing Village Savings and Loans Associations (VSLAs) and Farmer Groups (FG), primarily comprising young people, as well as exploring youth cooperatives and collective agribusi-nesses outside the VSLA network.
The aim of this report is to provide a comprehensive market analysis of the targeted value chains of tomatoes, chili, green beans, and poultry, as well as four additional potential value chains. This includes evaluating the current status of gender mainstreaming, and climate adaptation and mitigation efforts across all nodes of the prioritized value chains, as well as a critical examination of existing and projected agricultural financing and environmental policies and climate adaptation plans for National Determined Contributions to be able to set a strategic transformational plan for the prioritized value chains. The report provides information on existing opportunities and constraints across the targeted value chains and about current advantages and challenges within the chosen value chains. COSACA 1 Final Evaluation

The COSACA consortium composed of Save the Children, Concern, Oxfam and Care International implemented with DFID funding from 1st of October 2013 to 30th of September 2016, but extended to 30th of November 2016, a project called - Floods Emergency Response and from 15th of December 2015 to 30th of October 2016, extending until 30th of November 2016 a Preparedness and Drought Response Project. The consortium was set up with the aim of making intervention modalities efficient and effective in emergency response issues regarding prevention and mitigation of the impact of natural disasters in the country.
This report presents the results of the level of project implementation in the two components: drought and floods. The purpose of the evaluation is to examine the effectiveness, efficiency, relevance, impact and sustainability of the activities implemented by COSACA, so that, on the basis of best practices and lessons learned, recommendations should stand out that will serve as a model for other consortia in Mozambique, in other African countries, and on the other hand, to improve future strategies for coordination and management of the consortium, as well as to propose better ways to implement future successful activities. PROMOTING HEALTHIER LIFESTYLES AMONG YOUTH IN BOSNIA AND HERZEGOVINA BY CHALLENGING GENDER STEREOTYPES II – YOUNG MEN INITIATIVE PROJECT II (YMI II)

Young Men Initiative – Promoting Healthier Lifestyles among Youth in Bosnia and Herzegovina by Challenging Gender Stereotypes II or Young Men Initiative II (YMI II) project builds upon CARE´s comprehensive and programmatic effort to fight interpersonal and gender-based violence (GBV) as well as to improve gender equality in Bosnia and Herzegovina and address preventative issues related to youth extremism and violence. The project’s overall goal was to increase the uptake of healthy, nonviolent and gender-equitable lifestyles among young men and young women in Bosnia and Herzegovina.
The endline survey is carried out to contribute to a comprehensive understanding of the overall project progress focusing on changes in knowledge, attitudes and behaviors related to gender-based violence, gender equality, healthy lifestyles among young men and young women from Bosnia and Herzegovina who were participating in the ‘Program Y’ in target schools in the period from 2018-2020. It assessed whether there were differences in attitudes, knowledge and behavior of young men and young women before and after the completion of the project activities in high schools. The endline survey examined the effects of project activities on the following spheres: views regarding gender relations; health of young men and young women, including mental health and the use of psychoactive substances; knowledge about sexual and reproductive health; experience of youngsters with suffered and perpetrated violence.
The project is organized and supported by CARE International, the Swiss Agency for Development and Cooperation (SDC) and the Oak Foundation. Knowledge Attitude & Practice (KAP) Survey of WASH Services Project in Dadaab Refugee Camps

The European Commission Directorate General Humanitarian Aid & Civil Protection (ECHO) funded CARE to implement Water, Sanitation and Hygiene (WASH) project in Ifo, Dagahaley and Hagadera refugee camps in Dadaab. The overall objective of the project was self-reliance in the provision of essential WASH services for persons of concern in Dadaab refugee camps.
Specifically, the project focused on provision of potable water, managing solid waste disposal and delivering a comprehensive environmental sanitation program that incorporated vector control and health/hygiene promotion for refugees and COVID-19 response. The overall objective of this survey was to examine knowledge, attitudes and practices of the beneficiaries, gaps in the WASH activities in Dagahaley, Ifo and Hagadera camps and to provide information that would improve future programming.
The survey adopted a cross-sectional descriptive research design, and employed quantitative and qualitative methods of data collection which included: Literature Review, 392 Household Surveys, four Key Informant Interviews (KIIs), three Focus Group Discussions (FGDs) and direct observations.

Community-led Resource Mobilization & Early Warning Systems Process Assessment: Titukulane Project

This report examines the motivation and willingness of Village Civil Protection Committees (VCPCs) and communities to mobilize resources at community level for Disaster Risk Management (DRM). To do this, a participatory action research (PAR) approach was utilized, facilitated by SWOT analyses, in combination with focus group discussions (FGDs) and key informant interviews (KIIs). The findings revealed that communities had prepositioned resources to prepare for disaster response as part of risk reduction. Participants identified their ability to mobilize themselves as a community; to mobilize funds and food; well trained and knowledgeable structures, good agricultural practices, and good governance as major strengths. Opportunities for resource mobilization included enterprise, piece work (ganyu), irrigation farming, access to safety net programs, and youth participation. Weaknesses included the disorganization of some community structures, lack of support or political will from community leaders and the government, lack of accountability from VCPC members, and reluctance to adopt improved agricultural practices. Community-based early warning systems, although available, are insufficient to provide effective risk reduction for natural disasters. There is a lack of documentation concerning indigenous early warning systems, which impedes the development of effective and contextual strategies for risk reduction. The recommendations include increasing awareness among traditional leaders, defining resource mobilization structures, documenting guidelines and transactions for transparency, investing in early warning infrastructure and capacity building, documenting indigenous early warning signs, and intensifying watershed restoration and conservation to increase disaster preparedness.
