COVID 19 Rapid Gender Analysis Middle East and North Africa Region

The novel coronavirus 2019 (COVID-19) pandemic has been wreaking havoc on the international community in recent weeks and months, leaving almost no corner untouched. As of 8th April 2020, 1,464,852 cases and 85,397 deaths have been recorded in 212 countries1, including all countries in the Middle East/North Africa (MENA) region with the exception of Yemen. MENA is at a critical stage in containing the pandemic. Some countries have been successful in curtailing the spread by utilizing stringent lockdown measures, while other more fragile and conflict-affected countries, that are less equipped for additional crises, are only beginning to face the inevitable spread of the virus, with incredibly diminished health infrastructures. Widespread conflict, displacement, and migration in the region significantly complicates a controlled response to COVID-19, and extreme water scarcity makes
preventative measures even more challenging.
Women and girls in MENA faced numerous barriers to education, mobility, financial and asset control, and public leadership prior to the pandemic, and any positive gains made recently are at risk. They are impacted by losses in the informal labor market, elevated levels of violence and harassment, and increased burdens of caregiving for out-of-school children, sick and elderly family members.
Levels of psychosocial distress, already high in a volatile region are only escalating, with reductions in men’s roles as providers
being felt in a context of strict gender roles and stigmatization. The potential shift in men’s and boys’ role to provide increased
caregiving should be explored in contextually-appropriate manners. Read More...

Pacific COVID 19 RGA March 26 2020

Novel coronavirus 2019 (COVID-19) is having devastating impacts globally. As of 26th March, 414,179 confirmed cases and 18,440 deaths have been recorded across 178 countries. To date, the Pacific has confirmed cases in Guam, French Polynesia, New Caledonia, Fiji, PNG, and suspected cases in Samoa. In most Pacific countries, access to quality health services including intensive care is limited. Food security and livelihoods are particularly vulnerable to shocks due to semi subsistence lifestyles and a high reliance on the informal sector for income.

A COVID-19 outbreak in the Pacific could disproportionately affect women and girls in a number of ways including adverse impacts to their education, food security and nutrition, health, livelihoods, and protection. Women are the primary care givers in the family and are key health care front line responders placing them at increased risk and exposure to infection. Maternal and sexual reproductive health needs continue in an emergency but risk being de-prioritized. COVID-19 risks increasing women’s workloads, caring for children as schools close and the sick. Additionally, there is a risk of increased family violence in a region where pre-existing rates of violence against women are already very high.

Men's gender roles and norms need to be taken into account in order to ensure that men are properly targeted to help reduce their vulnerability to illness and to leverage their roles as leaders and decision makers in the home and in the community to help prevent the spread of the disease. A-Card Preliminary Assessment Report

For smallholder farmers (SHFs) with limited savings and assets, agricultural spending is largely facilitated through two credit models, the micro-finance and bank models. The banking system while enabling access to credit at low interest rates of 9-10% average, has failed to reach 80% of SHFs; as SHFs lack collateral and have limited understanding of various procedural complexities. Micro-credit Programs (MCPs) due to high interest rates of between 25-31%, smaller loan sizes and inflexible and short repayment periods have also failed to address needs of SHFs. Furthermore, since both formal (bank) and informal (MCP) credit is extensively cash-based, there is a tendency for its use in nonfarming activities, negatively impacting agricultural productivity and profitability.

To address these challenges, A-Card was designed to digitalize and re-engineer Micro-Finance to enable formal financial Inclusion of smallholder farmers (SHFs). A-Card model was designed by Mr. Bidyuth Mahalder, Chief of Party of the AESA Project and USAID reserves its IP rights. It was piloted in three USAID’s Feed the Future districts of Bangladesh by three implementing partners-Dhaka Ahsania Mission, Care and mPower. A-Card is a debit card specially designed for SHFs, which facilitates financial access to credit for digital purchase of farm inputs at low interest rate (10%), no collateral requirement and flexible payback period (6 month tenure).

This evaluation was conducted in October-November 2017 on A-Card holders who took and repaid their loans before May 2017 in order to assess the product’s impact on productivity and profitability. The evaluation also involved one to one interviews with 200 SHFs, key informant interviews with 5 input retailers and 2 MFI agents who were all part of A-Card to assess the overall impact beyond productivity and profitability and recommendations for A-Card. Youth Empowerment Project End of Project Narrative Report

Premised on the unifying framework for poverty eradication and social justice, the Youth Empowerment Project (YEP) funded by the Embassy of Sweden in Zimbabwe (EoS) was developed to address individual, household and community level constraints that impact on the ability of youth to move out of poverty. The project was informed by conclusions drawn from the Youth Sector Analysis commissioned by the Embassy of Sweden in 2012 and emerging issues and recommendations from the Kupfuma Ishungu Microfinance Project (KIMFP) final evaluation results/findings. Hunga Tonga- Hunga Ha’apai Disaster Response Program End of Program Evaluation Evaluation Report

This Evaluation Report presents the end of program evaluation (the evaluation) of the Hunga Tonga-Hunga Ha’apai Disaster Response Program (the program), implemented in partnership by CARE Australia, MORDI TT and Talitha Project (the partnership). The evaluation was conducted between July- November 2023 by Iris Low and Leaine Robinson (Collaborate Consulting Pte. Ltd (CoLAB)); Katrina Fatiaki (Tapuaki Mei Langi Consultancy) and Dr. Rev. 'Ungatea Kata and Ofa Pakalani (Tupou Tertiary Institute). The evaluation focused on evaluating the merit and worth of the program implemented by the partners by identifying the achievements of the program, strengths of the partnership modality to build on, and lessons to inform and improve future humanitarian programming.

Based on what stakeholders define as high quality humanitarian response, the evaluation finds that majority of communities, staff, and stakeholders interviewed stated that the assistance provided by CARE, MORDI TT and Talitha Project represents a high-quality humanitarian response as it met affected communities immediate needs (water, agriculture, hygiene kits), reached those in the community who needed assistance the most, was led by local organisations who coordinated and worked with existing national processes and systems in Tonga and who will continue to remain engaged in communities post-disaster to support communities to recover.
Impact: What difference did the program make?
The program has made an impact and positive difference to affected communities in helping to address their immediate needs and quality of living and recovery in the aftermath of the volcano and tsunami disaster. The targeted assistance has contributed to communities improved access to clean drinking water and their knowledge and skills on how to maintain Water, Sanitation and Hygiene (WASH) infrastructure; enhanced food security in communities through more options for healthy eating from the community gardens, helping communities to recover quickly, and increased livelihoods for women who sell the surplus produce; motivated communities to work together so that they are better prepared for future disasters and supported different groups (women, young people, adolescent girls, elderly and persons with disabilities) in the community. The program reached 20,182 people (5,593 women; 4,524 girls; 5,149 men and 4,916 boys) across the affected areas of Tongatapu, ‘Eua and Ha’apai, with material and technical support to restore community rainwater collection systems, a significant impact in the aftermath of the disaster which left communities without access to clean drinking water. Impact Report Empowering Women and Youth for Sustainable Entrepreneurship through Agro Business

The idea of EWYSEA (Empowering Women and Youth for Sustainable Entrepreneurship through Agro-business) project was
conceived with the objective to create opportunities for earning income and becoming self-reliant, for both rural women and
youth groups through avenues of entrepreneurship. Krishi Utsho is a successfully proven supply chain model which has
improved the food security situation of vulnerable farmers and their families. As part of its commitment to improve the
gender parity in rural areas, where women and youth are the most vulnerable segments of society, and to improve the food
security situation in its program areas, KU implemented EWYSEA under its umbrella project to act as a vehicle for support.
This endline study was commissioned to assess the economic and social impact of the project and its initiatives on the target
groups, and the satisfaction level of customers and stakeholders of the EWYSEA project, with direct impact of EWYSEA on
beneficiaries. The endline study was designed as mixed methodology.

In the case of women entrepreneurs, major sources of income were found to be petty trade, agriculture and livestock farming.
All depended on cash income and only 33% on in-kind income. Range of monthly average income varied from BDT 2,100-
9,300, and major expenditures were for food, health, household purchase and children’s education. Most respondents
reportedly take household decisions jointly with their husbands; furthermore as earning members in HH they now enjoy more
decision making authority. Community level participation has increased since EWYSEA started. Women entrepreneurs found
training and awareness sessions conducted by Krishi Utsho highly informative and enlightening, by receiving information on

ECRAS Enhancing Community Resilience and Sustainability Annual Report 2016/2017

The CARE led consortium has been one of the three consortiums implementing partners for the Zimbabwe Resilience Building Fund (ZRBF) UNDP and government of Zimbabwe programme for the July 2016 to June 2017 year. The consortium has been implementing the Enhancing Community Resilience and Sustainability (ECRAS) project in Chiredzi and Mwenezi districts of Masvingo province. The most common hazards for the two districts have been observed to be droughts and mid-season dry spells, crop and livestock pests and diseases resulting poor maize harvests, high cattle poverty death in the province and smallholder farmers getting very low prices for their cattle. Low lying wards in the two districts are prone to flooding. The 2016/17 agricultural season has been an exception. It was characterized by excessive rains which resulted in water logging, leaching and flooding. Potential crop yield was also negatively affected by breaks of armored cricket and fall armyworm. Flooding due to the effects of Tropical Cyclone Dineo resulted in loss of both human and livestock, washing away of some crop fields and damage to property such as houses, school and clinic buildings and destruction of bridges and roads. The cash crisis affecting the country has adversely affected some project interventions especially Village Savings and Lending (VSL). IN THE SHADOWS OF THE PANDEMIC: THE GENDERED IMPACT OF COVID-19 ON ROHINGYA AND HOST COMMUNITIES

Since the onset of global COVID-19 pandemic in December, Bangladesh has been in a state of high alert. The first confirmed case of COVID-19 in Bangladesh was recorded on 8 March 2020. By 26 March, containment measures were implemented, impacting an already vulnerable population. As of 13 September there have been 337,520 total cases, with 4,401 in Cox’s Bazar and 179 across all 34 refugee camps. However, it is highly likely that these low case numbers are more indicative of negligible testing than of the actual
spread of the virus; the true incidence of the disease is unknown. COVID-19 and the accompanying containment measures have had a significant impact on women, girls, men and boys, including female sex workers, transgender persons and people with disabilities,
across all camps, exacerbating existing conditions, such as overcrowding, movement across hilly terrain, uneven access to a limited number of WASH and health facilities and inadequate access to protection and hygiene resources. This has hindered the ability of refugees to take the necessary preventive measures to limit infections. The host community faces similar difficulties, and, moreover, the containment measures had an adverse economic impact on both host and refugee communities.
This Rapid Gender Analysis (RGA) builds on the secondary data analysis done in May 2020 by the Gender Hub, UN Women, CARE and OXFAM. This RGA aims to answer the following research questions:
􀁹 How has COVID-19 impacted women, girls, men and boys and key vulnerable and marginalised groups’ ability to meet their basic needs and entitlements?
􀁹 What achievements made on gender equality and the empowerment of women, girls and LGBTQ+ groups are now at risk of being undone by COVID-19?
􀁹 What new or heightened protection and safety risks are arising from COVID-19?
􀁹 How can women, girls, men and boys, and key vulnerable and marginalised groups articipate and lead in the COVID-19 response?
The research was conducted using primary data collected in Rohingya and host communities in Cox’s Bazar between 15 June and 9 July 2020 to understand the impact COVID-19 has had on age, gender and other social characteristics, and to analyse how the socio-cultural context helps or hinders people’s ability to cope with the crisis. The purpose is to generate evidence to support the design of gender-responsive intervention/strategies for the COVID-19 response in Cox’s Bazar that can be used for advocacy and fundraising purposes. Rapid Ebola Social Safety Net and Economic Recovery (RESSNER) Program

This report (74 pages) presents findings from the end line and end-of-project performance evaluation of the Rapid Ebola Social Safety Net and Economic Recovery (RESSNER) Program. The RESSNER program was designed to ‘provide immediate access to cash for purchase of basic food items and support to local economic recovery through unconditional cash transfers in nine Ebola Virus Disease (EVD) affected chiefdoms across the districts of Bombali (5 chiefdoms) and Tonkolili (4 chiefdoms)’. Overall the program targeted and reached a total of 8,100 extremely poor households with unconditional cash transfers (implemented in both phases) and 900 poor households with a one-off seed voucher (implemented in the 2nd phase only). The end line evaluation therefore covered these two phases of the program to document the extent to which the program contributed to restoring food security, improving economic recovery and reducing the negative coping mechanisms of EVD affected households in Bombali and Tonkolili districts in northern Sierra Leone.

The evaluation findings revealed that the RESSNER cash transfer program achieved its aim of providing support for immediate access to cash for basic food needs; and also resulted in other unexpected outcomes including economic independence, high dietary diversity and low hunger situation for extremely poor and vulnerable households. These achievements were evidenced from outcomes such as reduced negative coping strategies, high dietary diversity scores, low household hunger scale, expanded expenditures and improved economic activities (as sustainability strategies) among extremely poor households across communities in the two intervention districts. Women’s Empowerment Program (WEP) Midterm Report

In 2009, Norad-funded women empowerment programs (WEPs) started implementation in seven countries: Burundi, Mali, Myanmar, Niger, Rwanda, Tanzania, and Uganda. In 2009 and early 2010, an extensive quantitative baseline study was conducted in these countries around a common set of indicators. The present mid-term review (MTR), which was done using qualitative methodology, analysed in depth the process and nature of changes that the programs are contributing towards. In all the program countries, the country WEP team carried out the review internally with the technical assistance of an external consultant and CARE Norway (CN).

With slight variations, the overall objectives of the country WEPs focused on the economic, social, and political empowerment of women. The village savings and loan association (VSLA) methodology was common for all the programs; and these groups create the platform for working on other aspects of the program besides economic empowerment. The initial changes that the programs produce are seen in terms of increased access to savings and loans, employment opportunities, and asset ownership. The ability of the women to earn income, generate their own savings and make financial contributions in the household (HH) has greatly improved their self-esteem, thereby giving them better leverage to involve in and influence HH decision making processes. Men were highly appreciative of the income women were able to bring in to the family as a result of being involved in VSLAs. Through their improved position in the household, women reported being able to negotiate the use of sexual and reproductive health (SRH) services and the abandonment of different harmful practices. Through the use of couples-based approach and engaging men initiatives, HH relationships are beginning to improve; men in these households are reportedly starting to have a more positive attitude towards women’s empowerment and are themselves even taking part in domestic activities in some contexts. The VSLA approach is enabling women to create strong social networks that are becoming an influential force for social change. As a result of increased knowledge on their human rights and increasing leadership skills, women are beginning to understand how they have to position themselves to realize their strategic interests. The VSLA groups and networks also enable women to mobilise support when they are running for elections; this support has increased number of women being elected into different posts. The contribution of women in VSLAs and in community leadership positions is being increasingly recognised and appreciated by local authority figures, which can be seen when they actively seek the advice of women and VSL groups in relation to different community development initiatives.
Through working in partnership with others, the programs are being implemented in a high quality and timely manner. Engagement with strategic partners has occurred effectively in some countries, and been instrumental in enabling the programs to link grassroots evidence to national level advocacy activities which have achieved concrete results.
