CONEX Balkan Project Rapid Gender Analysis Report Western Balkan Region – Albania, Bosnia & Herzegovina, Kosovo, Montenegro, North Macedonia, and Serbia

CONEX is a regional project implemented in six Balkan countries designed to support the marginalized groups of people in the targeted communities that have suffered the most during the Covid-19 crisis, namely the elderly, unemployed women, minorities, refugees, internally displaced persons (IDPs) and persons with disabilities to transition from relief to recovery and onwards to development.
The Rapid Gender Analysis (RGA) has been conducted to provide essential information about gender issues and concerns that should be addressed and will not only be used to define concrete action points and possible adaptations of project design but also as a learning tool and advocacy platform with national NGO networks and local/national authorities. The RGA objectives are to:
 Assess the ways and the extent to which women and other vulnerable groups are affected by social and economic deprivation due to consequences of the COVID-19 crisis;
 Explore how the prevailing gender norms and roles relate to the project activities and objectives, in particular with regard to the access to information, ability to access services, employment and effects of gender based violence (GBV) and
 Increase the gender analysis and integration related capacities of project staff (gender-sensitization, RGA data collection training).
The RGA was conducted in the period May-October 2021 and consisted of three main segments facilitated by the CARE team: 1. Capacity building of partners on gender and how to conduct the RGA; 2. Coordination of data collection, analysis, and validation 3. RGA report writing.
In total, 28 implementing partners’ staff members from nine organizations in 21 locations in six target countries organized and facilitated 53 events (focus group discussions - FGDs and key informant interviews -KIIs) during which they directly talked to 195 persons (66% female), 21% ethnic minority (Roma and Ashkali), over 29% persons from rural areas and 11% persons with disabilities – PWD. Somali Girls Education Promotion Program Transition (SOMGEP-T) Midline

Despite ongoing efforts, learning outcomes in Somalia remain among the lowest in the region, particularly for girls. Boys and girls contend with different gender and social norms that tend to undermine their ability to stay in school, study and advance from grade to grade. Girls in Somalia are living in an environment undergoing deep transitions in social and gender norms, where traditional norms expecting women to primarily care for children in the home and assume responsibility for household tasks, and placing little value or emphasis on education for women coexist with new roles for women as entrepreneurs, heads of household and main breadwinners at home, thus increasing demand on girls’ education. Since the time of the baseline, rural-rural migration has increased, predominantly as a result of economic hardship that has persisted among households that have been most heavily affected by drought. At the level of national government, MoE personnel tend to change frequently, leading to lack of continuity over time, but there is also increased funding for educational initiatives. It is in this context that CARE International launched SOMGEP and, following its successful completion, continued its programming through Somali Girls’ Education Promotion Project – Transition (SOMGEP-T). The project, which began on May 1 2017 and is expected to close on October 31 2021, builds on evidence from SOMGEP and seeks to further address barriers and challenges Somali girls face related to attendance and learning outcomes. At proposal stage, the project was expected to reach a total of 27,146 marginalised girls; calculations based on up to date enrolment data indicate that the project is estimated to reach 27,722 in-school girls across 148 primary schools and 53 secondary schools in 22 target districts in Somaliland, Puntland, and Galmudug, as well as 5,140 out-of-school girls in the same locations.
SOMGEP-T aims to bring about sustainable improvements to the learning and transition outcomes of marginalised Somali girls. To address barriers and the causes of marginalisation, the SOMGEP-T Theory of Change (ToC) focuses on four key outputs: (1) Improved access to post-primary options, (2) Supportive school practices and conditions for marginalised girls, (3) Positive shifts on gender and social norms at community and individual girl level, and (4) Enhanced MoEs’ capacity to deliver quality and relevant formal and informal education. Outputs are expected to contribute to the achievement of the project’s four intermediate outcomes of attendance, retention, improved quality of teaching, and life skills development, which will in turn contribute to the long-term goals of improving learning outcomes, boosting transition rates, and ensuring the sustainability of changes brought about by the project.
The SOMGEP-T evaluation uses a mixed-methods, quasi-experimental design, involving a longitudinal panel of girls with a non-randomly assigned comparison group. The present study describes the results after four months of exposure to the intervention for in-school girls and presents the baseline findings for girls attending an alternative learning program (ALP). EMERGENCY FOOD SECURITY PROGRAM-EFSP II

This end-of-project evaluation study was carried out between August and September 2021. The overall purpose of the evaluation was to assess the extent to which the program had achieved its strategic objective of improved food security for drought-affected households in the target locations. Somali Girls Education Promotion Project Transition (SOMGEP-T) Endline Evaluation

The Somali Girls’ Education Promotion Project – Transition (SOMGEP-T), funded by UK’s Foreign and Commonwealth Development Office (FCDO) and USAID, was implemented from 2017-2022 in rural and remote areas of Somaliland, Puntland, and Galmudug, reaching an estimated 20,000 girls and 10,000 boys directly and another 20,000 students through indirect benefits. The implementation of SOMGEP-T followed on the successes of SOMGEP (2013-17, funded by FCDO), with a particular focus on enhancing learning outcomes and transition rates for marginalised adolescent girls. SOMGEP-T was implemented by a consortium formed by CARE International, ADRA, local women’s rights network NAGAAD, and local non-governmental organisations HAVOYOCO (a youth-led committee) and TASS. The project’s activities were conducted in close collaboration with state- and national-level Ministries of Education, responding to priority areas identified in state and Federal-level sector development plans.
SOMGEP-T used a mixed-methods, quasi-experimental design for impact measurement. The endline evaluation sample included 69 primary schools, split between 37 intervention and 32 comparison schools. Additionally, a pre-post evaluation design was used to assess progress on accelerated education programming. Data collection took place in an additional 32 Alternative Learning Programme (ALP) centres and 35 Accelerated Basic Education (ABE) centres, which are located in the same communities as SOMGEP-T intervention schools. In total, the endline sample included 1,802 girls and their households, 965 of whom were re-contacted from the baseline and interviewed successfully. The endline data collection took place in December 2021.
Learning
A few key findings emerged from the learning analysis. Firstly, although improvements were observed in numeracy, Somali literacy, English literacy, and financial literacy amongst girls in intervention schools, these improvements were also simultaneously observed in girls in comparison schools. Secondly, learning improvements occurred largely within the first two years of the programme, prior to the ML2 evaluation – a finding which can largely be attributed to the COVID-19 pandemic and the resulting long-running school closures that occurred between the ML2 and endline evaluations.
At the endline, it became evident that SOMGEP-T had a much larger impact on learning among a few specific groups of ultra-marginalised girls, especially those marginalised along multiple overlapping axes, such as girls from relatively poor or pastoralist households who were out-of-school at the baseline, girls with physical disabilities, and the lowest-performing students at the baseline. For instance, girls from pastoralist households who were out-of-school at baseline gained an average of 10.8 percentage points in Somali literacy, over and above the comparison group. A similar, but less stark, pattern was observed in average numeracy scores (3.9 percentage points over and above the comparison group). Análisis de Contexto Sobre Necesidades Humanitarias Bajo Escenario de Inseguridad Alimentaria Honduras, América Central.

Honduras es un país vulnerable a distintas amenazas naturales. Las tormentas se han hecho cada vez más frecuentes solo en la temporada de huracanes del Atlántico de 2020 fue la más activa de la historia y la quinta consecutiva en superar el promedio de actividad. Se registraron 30 tormentas tropicales con nombre, de las cuales 13 se convirtieron en huracanes, de estos 2 afectaron directamente Honduras (Eta e Iota en aproximadamente 10 días ambos meteoros azotaron el país, generando impactos adversos y evidenciando las condiciones de vulnerabilidad. En los últimos años se ha registrado un aumento significativo de afectación por fenómenos naturales, sociales, políticos, económicos que han puesto en evidencia las necesidades humanitarias de la población. Al respecto la Oficina de Coordinación Asuntos humanitarios (OCHA) de Naciones Unidas en abril 2020 estimaba que poco más de 2.7 millones de personas afectadas y de éstas al menos 1.3 millones de personas con necesidades humanitarias inmediatas, las principales afectaciones estaban asociadas con una pobreza endémica, unos desastres y choques climáticos recurrentes, y una violencia crónica endémica de difícil control.

La Unidad Técnica de Seguridad Alimentaria y Nutricional (UTSAN) estimó que de diciembre 2020 a marzo de 2021, por lo menos 2.9 millones de personas (31% de la población analizada) se encuentran en crisis alimentaria o peor, Fase 3 o superiora según la Clasificación Integrada en Fases de la Seguridad Alimentaria (CIF) y por tanto requieren acciones urgentes, esto asociado tanto efectos actuales por las tormentas y la pandemia como a la sequía prolongada en corredor seco y problemas estructurales como la pobreza y la desigualdad, entre otros. Ante ese escenario tan complejo de necesidades humanitarias se desarrolla un esfuerzo conjunto entre CARE, ASONOG, ADEPES, CASM, OCDIH para realizar en el periodo de mayo-junio del año en curso un proceso de análisis que contribuya a tener una actualización sobre las necesidades humanitarias en relación a inseguridad alimentaria en poblaciones en municipios y departamentos de influencia, así como la identificación de soluciones desde la perspectiva local frente a la problemática multidimensional que está propiciando un deterioro en la calidad de vida las poblaciones más vulnerables y de privación de derechos básicos. Final Evaluation of Climate Change Adaptation of Women Smallholders and Cotton Producers from Vidarbha Region, Maharashtra

CARE India’s project on “Environmentally Sound and Climate Resilient Cotton Production Practices (ESCRCPP)”, supported by Group Galeries Lafayette, was implemented from 2018 to 2021 in 10 villages of Jalgaon Jamod block of Buldhana district in Vidarbha region of Maharashtra, aimed to promote environmentally sound, climate-resilient and inclusive cotton production. The location of the project was guided by the fact that Vidarbha accounts for half of the cotton area of Maharashtra, which has one third of cotton growing area in India and Buldhana district is the major cotton producing area in Vidarbha. The cotton based agricultural economy of the region faces challenges like water stress, climate variability and issues related to farming practices and technology. These result in low productivity, frequent crop failure, poor management of water resources, and high indebtedness of farmers.
The project had three purposes (sub-objectives or outcomes) and six expected results (outputs). The outcomes were: women small holders have the capacity to engage in environmentally sound and climate-resilient cotton production; strengthened collectives for building solidarity, promoting gender equity, and facilitating access of women smallholders from poor and vulnerable households to resilience building resources, services, and opportunities; and enabling environment in the form of supportive cotton value chain actors.

Lafiyayyan Yara (Healthy Child) – Reducing Infections Disease Among Children Under Five (RIDCU) Bade LGA, Yobe State

The Lafiyayyan Yara (Healthy Child): Reducing Infectious Disease among Children under Five (RIDCU-5) project was a 27-month private donor funded project implemented from October 2021 through December 2023. The project strengthened health systems in Bade Local Government Area (LGA) of Yobe state by providing required equipment and medication for health facilities, increasing capacity of health personnel to use approved diagnostic methods, and engaging the community to improve uptake of health services.
The primary objective of the evaluation was to assess the project's performance and document its achievements, challenges, and best practices to guide future similar programming; and provide recommendations to CARE Nigeria and its partners to make informed decisions and enhance the effectiveness and efficiency of future initiatives.
Effectiveness
Evidence from the desk review showed that the project made remarkable progress towards reducing mortality in under-5 children through a community-based health systems strengthening approach that ensures that communities receive a core package of services. The major factors that influenced the effectiveness and achievement of the project results were the use of community structures (community health volunteers, model mothers, and community-based surveillance focal points), capacity building, the referral system and the Social Analysis and Action (SAA) approach through community dialogues, supportive supervision, routine monitoring visits and facility health promotion session. The SAA approach also helped to shift practices related to family planning, immunization and poor health seeking behavior, as evidenced from the qualitative findings.
Efficiency
In both the design and implementation of the project activities, CARE International RIDCU5 team ensured that the project was efficient. The project design allowed the RIDCU5 project to train and work with community members as volunteers and adequately build their capacity and work collaboratively with local partners and relevant stakeholders. The use of community structures and local partners made the project implementation cost effective and created the opportunity for sustainability.

The project’s design engaged community volunteers1 to serve as model mothers, community-based surveillance focal points, feedback and accountability volunteers, and community health volunteers, has enabled the project to increase community mobilization through a cost-effective approach. Through the community referral system, and health promotion sessions, many women were reached through the activities of the community volunteers.
Impact
Findings showed that the objectives and activities of the CARE RIDCU5 project were relevant in addressing the humanitarian needs of Bade Local Government communities. The weekly dialogue session with model mothers helped to address social norms and practices that negatively impact maternal and child health and the strengthened detection and referral of infectious disease (acute respiratory illness, malaria, diarrhea, and measles) through community-based surveillance (CBS) that included door-to-door visits and referrals for care. Also, health promotion sessions and supportive supervision in the 22 health facilities of the implementation contributed to quality of services. The project was able to respond largely to the needs of the target groups, including Community Health Workers (licensed and volunteers); children under five and their caregivers; pregnant and postpartum women and adolescent girls through support to strengthen referral systems, community engagement approaches to improve health behaviors and accountability of the health system as well as capacity building and provision of supplies and equipment to improve health service delivery.
Sustainability
The involvement of community volunteers assisted in the community ownership of the project. At present, community volunteers and community leaders, who benefited from the training conducted by CARE International, are engaged in community mobilization and awareness creation among community members on various aspects of the project. Respondents reported that that through the knowledge gained from CARE international, they were able to strengthen their cooperation among each other. The project has also built the capacity of the local partners and community members in a sustainable way through supportive supervision and training for health care workers and volunteers to improve and enhance their capacity to diagnose and detect infectious diseases. SANI (Southern Africa Nutrition Initiative)

The Southern Africa Nutrition Initiative (SANI) is a $29,487,135 CAD project to address undernutrition in women of reproductive age (15-49) and children under 5 years in Malawi, Mozambique and Zambia. A partnership between CARE, Cuso International, Interagency Coalition on AIDS and Development (ICAD) and McGill University and the Governments and communities of implementing countries, SANI aimed to improve the nutritional status of women of reproductive age (15-49 years) and children under-5 years old. SANI was designed to align with national health and nutrition strategic priorities of Malawi, Mozambique and Zambia, and has been implemented in close collaboration with the Ministries responsible for Health, Agriculture, and Gender in each country, as well as national and district-level nutrition coordination committees (NCC and DNCC). Between June 2016 and March 2021, SANI contributed directly to the improved health of 234,000 women, children and men directly and over 498,000 individuals indirectly.
This final report covers the implementation period of the original SANI contribution agreement and project implementation plan finalized in February 2017.
Key project achievements:
Outcome 1100 aimed to improve nutrition practices and services for women of reproductive age, boys, and girls under 5 by strengthening the delivery of community-based nutrition services at the intersection between community health and the health system. Growth Monitoring and Promotion (GMP) and Community Management of Acute Malnutrition (CMAM) programs built this link, working on the continuum of prevention of malnutrition and early detection and treatment of moderate and severe acute malnutrition. Training and support on Maternal, Infant, and Young Child Nutrition (MIYCN), CMAM, and GMP was provided to health service workers and community health workers, and Care groups were established to support families to learn about and apply gender-sensitive MIYCN practices. Interactive teaching was also done at scale through participatory education theatre and cooking demonstrations using local nutritious foods. Social Analysis and Action (SAA) dialogues encouraged families involved in the program to identify, discuss, and challenge traditional social norms and practices that affect women’s health, nutrition, and empowerment.
Endline data revealed the following increases in nutrition-specific indicators from baseline:
- All three countries had considerable increases in rates of exclusive breastfeeding of children up to 5 months, increasing by 15-percentage points in Zambia (from 70% to 85%), 25- percentage points in Malawi (from 61% to 86%) and 17-percentage points in Mozambique (from 65% to 82%)
- Minimum Acceptable Diet (MAD) for children 6 to 23 months increased by 24-percentage points for boys and girls in Malawi (from 7% to 31%) and in Zambia by 7-percentage points for boys (from 24% to 31%) and by 13-percentage points for girls (from 17% to 30%)
- Knowledge of men and women on MIYCN practices improved by 6-percentage points for men (from 79% to 85%) and 4 percentage points for women in Malawi (from 90% to 94%), by 12- percentage points among women (from 59% to 71%) in Mozambique, and by 11-percentage points for women (from 81% to 92%) and 14-percentage points for men (from 72% to 86%) in Zambia. An Operational Learning Brief on Integrating Cash Assistance into Gender-Based Violence Programming in Ocaña, Colombia

With the deterioration of the economic and political situation in Venezuela, a humanitarian crisis has spilled into 16 countries across Latin America and the Caribbean, including Colombia. Colombia hosts 2.4 million Venezuelans as at
2021. Internal displacement and confinement escalated in 2019, due to a variety of armed non-state actors competing for income from narcotrafficking, human trafficking, and illegal mining.2 Despite being increasingly overshadowed by the Venezuelan migration crisis, the preexisting internal conflict in Colombia has ensured that the country has the second-largest number of internally displaced persons in the world (after Afghanistan), with an estimated 9.2 million people experiencing protracted displacement. Tigray Rapid Gender Analysis

The Tigray conflict that began in November 2020 has culminated in widespread displacement of people, with some villages completely emptied. The conflict has resulted in the death of thousands of people as well as the displacement of over 417,152 people predominantly women and children. 4.5million people in Tigray are in need of humanitarian assistance. The conflict has also paralyzed the health system and most infrastructure. All of this comes in a context where Ethiopia is facing over 185,641 COVID-19 cases as of March 20, 2021, decreased food production because of a locust infestation, and a year of school closures due to COVID-19.

This Rapid Gender Analysis draws from focus group discussions and individual and key informant interviews with 94 people (67% of whom are women), secondary data sources, and CARE’s research in the region to understand the specific challenges people of all genders are facing.
