Youth Skills Development Impact Brief

Globally, an estimated 282 million young people (aged 15-24) are not employed, in education, or in training (defined as NEET),1 and young people are three times as likely as adults to be unemployed.2 Nearly 75% of the world’s 1.8 billion young people lack the skills needed for the labor market.3 Strong economies hinge upon youth having the skills to secure meaningful, well-paid work. Baseline Study of GAC Project WASH Recovery Assistance to Earthquake- Affected Communities of Dhading and Sindhupalchowk, Nepal

CARE Nepal is implementing the Global Affairs Canada (GAC) funded project Wash Recovery Assistance To Earthquake-Affected Communities of Dhading and Sindhupalchowk form February 7, 2017. The goal of the project is to see improved well-being and resilience of women, men, girls and boys in targeted earthquake-affected areas of Nepal. A baseline study was conducted in order to collect baseline data for the logical model based on the indicators set in the Performance Measurement Framework (PMF) which will guide to set forth the project target and against which the success can be measured at the end-line.

Pastoralist Areas Resilience Improvement and Market Expansion (PRIME) Project Impact Evaluation

The Pastoralist Areas Resilience Improvement and Market Expansion (PRIME) project was implemented from October 2012 to September 2017 in one of the most shock-prone areas of the world, the drylands of Ethiopia. A key project goal was to enhance the resilience of households to shocks. In particular, it aimed to enable households to withstand and recover from the recurrent climate-related shocks—mainly drought—to which they are exposed.

This report has drawn on the data collected as part of the PRIME Impact Evaluation (IE) Baseline and Endline Surveys, as well as two Recurrent Monitoring Surveys, to meet three objectives:
(1) Document the changes that have taken place over the project’s implementation period in key resilience-related variables (shock exposure, livelihoods, resilience capacities, coping strategies, wellbeing outcomes, and resilience);
(2) Determine whether the project’s resilience-strengthening interventions served to strengthen households’ resilience to shocks;
(3) Identify which resilience capacities—including specific absorptive, adaptive, and transformative capacities—were strengthened, and by which types of interventions, in order to inform and enhance the effectiveness of future resilience-strengthening projects.

The PRIME impact evaluation was conducted in two of the three project areas: Borena in the regional state of Oromiya and Jijiga in Somali, for a sample of 2,750 panel households. Enhancing Mobile Populations Access to HIV and AIDS Services Information and Support (EMPHASIS) Endline Report

CARE’s Enhancing Mobile Population’s Access to HIV/AIDS Services Information and Support program (EMPHASIS) is a 5 year program, which began in 2009, implemented in CARE Country offices in India, Nepal and Bangladesh. EMPHASIS aims to address cross-border mobility-related vulnerabilities focusing primarily on HIV and AIDS and gender programing for mobile and at-risk populations. EMPHASIS is funded by the Big Lottery Fund, UK.
The CARE EMPHASIS project team identified key project and outcome indicators to measure the success of the project. These indicators were drawn from the project log-frame; EMHPASIS specifically designed its interventions to achieve measurable progress across these indicators. The primary goal of the end-line survey activity was to collect the required data to measure the progress of these key project and outcome indicators longitudinally to the baseline data and between purposefully selected control populations at the end-line activity. NUTRITION AND HYGIENE: END OF PROJECT REPORT (2013‐2019)

In alignment with USAID’s resilience strategy to mitigate recurrent shocks on vulnerable populations in Mali, the overall goal of the Integrated Rural Program to Improve Nutrition and Hygiene – USAID Nutrition and Hygiene – project (2013‐2019) was to improve the nutritional status of women and children, with a special emphasis on building resilience through the prevention and treatment of undernutrition.
The project – which was implemented by a CARE‐led consortium that included Family Health International (FHI 360), the International Rescue Committee (IRC) and a Malian non‐governmental organization (NGO) called Yam‐Giribolo‐Tumo (YA‐G‐TU) – targeted three regions in Mali: Mopti, Ségou and Koulikoro. These regions are all characterized by drought and climate‐related chronic food insecurity and high acute malnutrition rates. The project was implemented in nine districts across these three regions: Nara (Koulikoro Region), Niono (Ségou Region), Mopti, Bandiagara, Bankass, Tenenkou, Youwarou, Koro and Djenne (Mopti Region). In 2016, the
project received additional funding from Feed the Future to reinforce its agriculture component in the Mopti region.
The project aimed to reach children during the 1,000‐day “window of opportunity” period between conception and the first two years of life through the promotion of community and health sector services, improved agricultural practices, nutrition education and social behavior change communication. Our approach addressed both the immediate causes of malnutrition – such as inadequate dietary intake and infectious diseases, including diarrheal diseases – and the underlying root causes of malnutrition – such as poor hygiene, inadequate sanitation infrastructure and barriers to the access to and consumption of quality, diverse foods. Strengthening the Economic Resilience of Female Garment Workers during COVID-19 – Phase 2

This is the End of Project Evaluation Report for the Strengthening the Economic Resilience of Female Garment Workers during COVID19 – Phase 2 (SER) Project which was implemented in Phnom Penh, Kandal and Kampong Speu provinces. The Project commenced in July 2021 and concluded in February 2022. The goal of the project was to strengthen the economic resilience of female garment workers who are socially and economically marginalized in Cambodia to cope with the negative impacts of COVID-19. In order to conduct the evaluation, data was collected through a comprehensive literature review and fieldwork. The literature review was conducted reviewing reports and documents from the SER Project and also other relevant external publications. Summative Evaluation for Food Sufficiency for Farmers

The evaluation primarily focused on assessing the overall performance of the project, ultimate and intermediate outcomes and the way in which they individually and collectively contribute to ultimate outcomes of the project in particular and overall goal of PSNP in general. In addition, this evaluation seeks to capture the project lessons learned at different levels including drawing out the rationale of why and how the project results were achieved. The evaluation covers, West Hararghe, East Hararghe, and South Gondar zones that are intervention areas of the project results from 2013-14 and 2017-18.

Supported and funded by the GAC, the five-year FSF project has been implemented by CARE Canada and CARE Ethiopia in close partnership with relevant government intuitions and private sector partners from 2013-14 and 2017-18. With a budget of CAD$13,052,440, of which CAD$ 12,000,000 was contributed by GAC and CAD$ 1,052,440 by CARE, the project was implemented in a total of 11 woredas within Oromia and Amhara Regions. In the Oromia Region, the project was active in two zones, West Hararghe (in Odabultum, Doba, Messela and Tullo woredas) and in East Hararghe (Kurfa-Chelle, Haromaya, Meta and Deder woredas). In the Amhara region, South Gondar Zone, the project was implemented in Simada, Ebinat and Tach-Gayant woredas. The overall objective of the project is to increase the beneficiary household’s income to equal CAD$ 400 over the life of the project and to ensure beneficiaries are food secure. The project’s total primary beneficiaries’ number is 42,887 PSNP households and out of these, 34,310, including 5,000 Female Headed Households (FHH), are expected to achieve sustained graduation from food aid. When Time Won’t Wait (Spanish, French, and Arabic)

Humanitarian crises can offer a ‘window of opportunity’ to transform unequal gender relations and shift harmful gender norms. Integration of gender into humanitarian programming ensures that the specific vulnerabilities, needs, capacities and priorities of women, girls, men and boys — related to pre-existing gender roles and inequalities, along with the impacts of the crisis — are recognised and addressed.
Sound gender analysis and programming from the outset is critical to effective crisis response in the short-term, and equitable and empowering societal change in the long-term. CARE’s Rapid Gender Analysis (RGA) approach and tool, developed during the humanitarian response in Syria in 2013, aims to drive a shift to locally driven and women-centered needs assessment which influences how needs are defined and responses are developed. The approach aims to provide essential information about gender roles and responsibilities, capacities, and vulnerabilities together with programming recommendations in situations where time is of the essence
and resources can be scarce. The ultimate goal of such an approach is to influence humanitarian response, program design and implementation to ensure that it supports not only the immediate needs of women and girls but also upholds their rights. CARE’s RGA has now been used in over 50 crises around the word and is featured as good practice in the Inter-Agency Standing Committee’s (IASC) Gender Handbook for Humanitarian Action. With rapidly increasing interest in and adoption of CARE’s RGA approach, discussion and questions continue as to whether increased awareness of gender, power and disaggregated data sets are translating into safer, more responsive, and effective aid.
To answer these questions, CARE commissioned an external evaluation to ‘provide an analysis of the effectiveness and influence of the RGA approach on adapting programming to improve gendered outcomes for crises-affected communities.’ The scope of the evaluation was global and focused on rapid gender analyses and related humanitarian programming over the period 2015-2020. Strengthening Productive Safety Net Program (PSNP) Institutions and Resilience II (SPIR II) Gender Analysis

Ethiopia’s current estimated population is around 123 million; out of which, approximately 50% are women, and 41% are under the age of 15 (The World Bank). Despite Government's efforts to close the gender gap, women and girls still do not have the same opportunities as men and boys. For instance, in Ethiopia girls and women aged 10 and above spend about 19.3% of their time on unpaid care and domestic work in comparison to only 6.6% spent by men (UN Women). This situation limits their ability to enter and remain in the labor force, which in turn hinders economic growth and development.

World Vision (WV), CARE Ethiopia, IFPRI, and ORDA Ethiopia are jointly implementing Strengthening Productive Safety Net Program (PSNP) Institutions and Resilience II (SPIR II) – a five- year program funded by the USAID. SPIR II's goal is aligned with the Government of Ethiopia’s Productive Safety Net Program 5 (PSNP 5), that aims to address the pervasive issues of food and nutrition insecurity in Ethiopia’s Amhara, Oromia, and Tigray regions. SPIR II targets 531,788 PSNP clients in nine, eight and fours woredas in the Amhara, Oromia and Tigray, respectively.

In March 2023, SPIR II conducted a Gender Analysis (GA) to identify gender and social inequalities that could negatively affect the achievement of SPIR II project objectives and to ensure that the design and interventions to increase women’s empowerment, equity for women, men, boys and girls, and other vulnerable groups (including the elderly, PWDs1, IDPs2) do not exacerbate existing power or abusive gender relations. Hamenus Mortalidade no Risku ba Inan (HAMORIS – 2017-2021) BASELINE CI Timor-Leste

The HAMORIS project is managed and implemented by Care International Timor-Leste (CITL) and funded by the Australian aid program. The HAMORIS project goal is to contribute to lasting reductions in maternal mortality and morbidity by increasing the number of women in targeted communities utilizing appropriate and quality Sexual, Reproductive Maternal Health and Rights (SRMHR) services. The project aims to enable this by improving gender relations at the family and community level. HAMORIS started in July 2017 and has been extended to June 2022.


The baseline data has been collected to provide the team and key stakeholders to the project with a clear understanding of context at the initiation of the project. It will help the team assess changes in knowledge, attitudes and practice of participants and their approach to SRMHR services and changes in gender relations, social and power norms of participants and within the broader community.
