Terminal Evaluation of “Safe Motherhood Promotion Project Phase II”

This report details the findings from a quasi-experimental terminal evaluation of the Safe Motherhood Promotion Project (SMPP) conducted in the Narsingdi district of Bangladesh. SMPP is a Japanese aid-funded technical cooperation project aimed at developing local capacities to tackle maternal and newborn health problems in rural areas. The project aims to have a favorable impact on women’s access to and knowledge of maternal health care during pregnancy and childbirth. The project comprises a package of interlinked interventions to facilitate safe motherhood practices at primary and secondary care levels. This evaluation means to assess the achievements and implementation process based on five Development Assistance Committee (DAC) criteria consist of Relevance, Effectiveness, Efficiency, Impact, and Sustainability. Measuring Social Norms and Girls’ Empowerment Report of the SenseMaker study of the

This report presents the findings from a SenseMaker story collection process conducted as part of a qualitative evaluation of CARE International’s Tipping Point project in Sunamganj, Bangladesh. Tipping Point aims to reduce the incidence of child marriage through shifting social norms at the community level, addressing the root causes of the practice and seeking to holistically effect change at the level of individuals, communities, and the broader enabling environment. The SenseMaker study was conducted by the Overseas Development Institute and researchers from Jahangirnagar University, in close cooperation with Tipping Point’s two local implementing
partners, JASHIS and ASD in Sunamganj district. The evaluation team collected 875 stories in total: 325 from girls; 214 from boys; and 336 from mothers and fathers of adolescents.

The primary analytical approach for assessing the nature of change within Tipping Point communities was comparing the data from Boundary Partners (girls and boys who participate in Tipping Point ‘Fun Centre’ groups, and parents of adolescents who participate in Fun Centre groups) with data from non-Boundary Partners from the same village. Accelerating Localisation through Partnerships-Endline Report

Accelerating Localisation through Partnerships was implemented in four focus countries: Myanmar, Nepal, Nigeria and South Sudan, with an aim to change the way international NGOs work in partnership with local and national NGOs in humanitarian action, so that these partnerships support the move towards localisation and ultimately reach those affected by crises more effectively and efficiently. The programme was guided by national steering committees (NSC) and existing NGO Fora in each of the focus countries and managed by a consortium of 6 INGOs: Christian Aid, CARE, Tearfund, ActionAid, CAFOD, Oxfam who have worked together for several years to look at partnerships and localisation through the Missed Opportunities series of reports and research1.

Accelerating Localisation through Partnerships: South Sudan

This research was commissioned by the Accelerating Localisation Through Partnerships programme – a multi-agency consortium programme funded by the European Commission’s Civil Protection and Humanitarian Aid department (ECHO) over two years (2017-2019) – to establish what operational elements of partnerships between local, national and international NGOs are most likely to foster localisation of humanitarian action. The research was underpinned by a mixed methods approach using qualitative and quantitative data collection approaches. In-depth consultations were conducted in three locations across South Sudan to reach a varied sample of local and national actors: Wau, Bor, and Juba City. In total, 96 NGOs were consulted for this research in South Sudan; 85% of which were local or national NGOs. The findings reflect experiences from a rich diversity of local and national NGOs in South Sudan and provide valuable insights that can assist humanitarian organisations in ensuring partnership practices accelerate localisation of humanitarian action. Accelerating Localisation through Partnerships-A Learning Review

The Accelerating Localisation through Partnerships programme is an ECHO- funded programme, which has been implemented for two years (Nov 2017 – Oct 2019) in four countries: Myanmar, Nepal, Nigeria and South Sudan. Christian Aid leads the consortium of 6 INGOs (Christian Aid, CARE, Tearfund, ActionAid, CAFOD and Oxfam); in each country, programme implementation has been guided by a National Steering Committee (NSC), made up of local and national NGOs and the consortium members.

This Learning Review constitutes the final output of the programme and is meant to assess its effectiveness and impact, and more broadly to capture learning for the consortium members and humanitarian stakeholders in the four programme countries and beyond. While a follow-on programme, Phase 2, is yet to be confirmed or funded, this review will support the design of any such programme.

Learning from the SAFE Justice Community Score Card: Final Learning Report

The SAFE Justice Community Score Card process was a local adaptation of Community Score Card models used globally and in Nepal in other sectors. Its design was led by CARE Nepal, through a participatory process with DFID and IP-SSJ partners, and focused on GBV response services provided by the Nepal police and Judicial Committees. This report details the final reflections of CARE Nepal and partner project staff on how the process worked and what could be strengthened in future. It also provides a set of recommendations for the sustainability and institutionalization of the CSC in the justice sector.

The CSC models introduced within SAFE Justice and in Search for Common Ground’s Pahunch project (around the same time) were the first to be trialed in the justice sector in Nepal. The CSC model CARE has implemented through SAFE Justice was informed by CARE’s extensive global experience with CSCs, but is also heavily based on the outputs of a co-design workshop with CARE Nepal, Search for Common Ground Nepal, SAFE Justice partners, and DFID Nepal, in Kathmandu in August 2017.1 This local model was documented and set out in a bespoke manual (SAFE Justice Community Score Card: A Field Guide for Nepal),2 and that manual was then updated and re-issued based on findings from a review and adaptation process in 2018, and then again based on the final reflection process outlined in this report (in August 2019).3
Overall, the chosen sectoral focus of the justice sector, and in particular the application of the CSC model in the midst of Nepal’s transitioning subnational governance structure, was an ambitious choice within SAFE Justice. Despite this, the process has demonstrated strong positive results, particularly in terms of improved police-community relations and community awareness of, and connection to, the new Judicial Committees.
However, the context did necessitate a particularly flexible and adaptive approach, in order to shift the structures and stakeholders involved with the CSC, in step with major political changes. While the CSC was not set up as a formal ‘pilot’ per se, CARE tried to treat it as such, scheduling deliberate junctures to reflect on the functioning of the model, hear from frontline staff on what is working and what is challenging, making and documenting concrete adaptations along the way. Literature Review of Gender and Power Analyses in the Provinces of North and South Kivu Kivu, DRC

This report is a literature review of gender and power analyses in the provinces of North and South Kivu in the Democratic Republic of Congo (DRC). It was commissioned by CARE DRC. CARE DRC aligns with the CARE 2020 Program Strategy1, which emphasizes that ‘at its root, poverty is caused by unequal power relations that result in the inequitable distribution of resources and opportunities between women and men, between power-holders and marginalized communities, and between countries'. CARE believes that poverty cannot be overcome without addressing those underlying power imbalances.

Incorporating a gender and power analysis3 to inform programming is the first commitment of CARE International Gender Equality Policy4. CARE DRC’s Strategic Plan5 highlights its experience in programming for gender justice and reducing GBV as a strength. Therefore this contextual analysis of gender and power relations in the provinces of North Kivu and South Kivu aims to ‘provide elements to update the problems, the underlying causes, aspirations and specific potentials for women and men, girls and boys, male and female youth in these two provinces’ so that CARE DRC programs, especially the future GEWEP III and MAWE TATU II programs (see brief description in Box 1) as well as any new proposals, will in the future be more transformative. Civil Action for Socio-Economic Inclusion (CASI) Programme Vietnam: Learning & Documentation Review

In Vietnam, the Civil Action for Socio-Economic Inclusion (CASI) Programme is one of the pioneering initiatives in the field of strengthening civil society. It is in a position to strive for increased rights and give a voice to marginalized people among ethnic minorities in the northern region of Vietnam. In December 2017 CARE decided to field a Review Team (RT) to carry out a “Learning and Documentation Review.” The purpose of the Review was to “Draw out, synthesize and document some of the major achievements and lessons learned from the CASI programme support.” The review focuses on four core issues that are relevant beyond Vietnam: i) partner-driven approach and advocacy; ii) contribution to civil society strengthening; iii) approaches to support ethnic minorities and iv) lessons learned from the phase-out approach. The NGO Health Service Delivery Project 2012 – 2018

Bangladesh is the tenth most densely populated country in the world.3 Despite its growing economy—it is expect- ed to become a middle-income country by 2020—the Government of Bangladesh (GOB) has not been able to invest sufficient resources in its health system. To close the gap, the Ministry of Health and Family Welfare (MOHFW) has formally integrated the non-governmen- tal organization (NGO) sector into the national health system. A significant proportion of this plan has included the Surjer Hashi (SH), or Smiling Sun, network, a group of NGOs supported by the United States Agency for In- ternational Development (USAID) and its implementing partners since 1997.
From 2012 to 2017, USAID supported the SH network through the NGO Health Service Delivery Project (NHSDP). The UK Department for International Devel- opment (DfID) provided additional funding beginning in the second project year. Led by Pathfinder International, NHSDP provided material and technical support to 25 NGOs, who served a catchment area of 26.3 million peo- ple through a network of 399 static and 10,872 satellite clinics and 11,842 community service providers.
