Projet de Résilience Inclusive et Durable des Agriculteurs et Pasteurs du Mali (RIDAP)

Le secteur de l’agriculture et l’élevage est fortement fragmenté, prédominé par l'agriculture de subsistance et l’élevage extensif itinérant. Selon le dernier recensement agricole de 2004, le Mali compte environ 800.000 fermes qui emploient 8,9 millions de personnes. La plupart sont des petites exploitations. Soixante-huit % des producteurs travaillent sur des exploitations inférieures à 5 hectares (ha), tandis que 18 % disposent de 5 à 10 hectares de terres, mais manquent de matériel indispensable à leur activité. L’effectif du cheptel est estimé à 11 419 900 bovins, 17 400 000 ovins, 24 023 800 caprins, 561 500 équins, 1 099 900 asins et 1 192 900 camelins selon la DNPIA en 2017 avec un PIB au prix curant pour l’élevage et la pêche estimé à 1 214 milliards de F CFA contre 3 412 milliards pour tous le secteur primaire. En outre, une grande partie du réseau de pistes rurales qui permet l'accès au bassin de production agricole, n'est pas praticable pendant la saison des pluies, ce qui empêche les producteurs d'accéder aux marchés urbains et d'exportation. Ce qui fait que les exploitations agricoles familiales restent en marge des opportunités de croissance. Derrière cette absence d'intégration des exploitations agricoles familiales au détriment d'une plus grande productivité - chaines de valeur créatrices et génératrices de valeur (notamment à travers la transformation de produits), se cache également un faible niveau d'organisation et de capacité des marchés. Mid-Term Strategic Review of the Livelihoods for Resilience Activity

CARE commissioned a Mid-Term Strategic Review (MTSR) of the Livelihoods for Resilience Activity to formulate recommendations for the remaining life of the project to increase effectiveness in achieving sustainable impact. The Livelihoods for Resilience Activity is being implemented in 27 Woredas in the three regions of Tigray, Amhara, and Southern Nations, Nationalities and Peoples and is just over the midway point in its five-year life from December 5, 2016, through December 3, 2021. The purpose of the Livelihoods for Resilience Activity is to reduce food insecurity and increase resilience for 97,900 chronically food insecure households that are enrolled in the fourth cycle of the Government of Ethiopia’s Productive Safety Net Program (PSNP4), enabling them to graduate with resilience from the PSNP4.

The MTSR for the Livelihoods for Resilience Activity was a formative evaluation exercise intended to provide guidance on ways to improve the effectiveness of the program in achieving intended impact.

Relative to the four global learning questions for the MTSR (see page 4), the MTSR found that the model that the Livelihoods for Resilience Activity is implementing is effective for achieving graduation with resilience, but because frontline delivery is constrained by the number of staff, their technical capacities and the degree of supervision and support that they receive, interventions are not always going deeply enough to ensure behavioral change. The program is empowering women both economically and socially through the VESA platform, but there are significant variations between regions; and outside of the VESA, there is some evidence to suggest that women’s empowerment has not yet been well incorporated, especially in value chain participation and MFI linkages. Progress is certainly being made in transferring ideas and knowledge to PSNP counterparts, but that has not yet translated into practice mainly because of resource constraints. Key approaches that need to be added or strengthened in the coming two years include expanding frontline delivery capacities, expanding efforts to ensure that strategies and approaches are well understood by implementation staff at all levels in all partners, ensuring that women’s empowerment is included in all approaches by all partners, and looking for new ways to facilitate access to jobs, either through self-employment or wage employment, for youth from PSNP households.

The Livelihoods for Resilience Activity is already doing some very nice work in starting to achieve sustainable impact. The project has strong potential to be recognized as a “great” project if it can make some adjustments.

MAWE TATU Évaluation Finale Phase I et Étude de base partielle phase II

Ce rapport est le livrable final de l’évaluation finale phase I du projet Mawe Tatu et l’étude de base phase II du projet.
Pour rappel, Mawe Tatu est un projet financé par le gouvernement néerlandais (de Décembre 2015 à Mai 2019) et mis en oeuvre dans les provinces du Nord-Kivu et du Sud-Kivu. L’objectif général du programme est que, d’ici 2019, les femmes, les hommes et les jeunes (hommes et femmes) des cinq territoires concernés du Nord-Kivu et du Sud-Kivu deviennent des acteurs clés dans la promotion de relations plus égales entre hommes et femmes qui empêchent les VBG(Violences basées sur le genre), favorisent une meilleure gestion économique des ménages et des comportements plus sains en matière de santé sexuelle et reproductive (tels que la planification familiale, dans une perspective trans-générationnelle).
Trois résultats contribuent à atteindre cet objectif :
• 23 900 femmes, organisées en associations villageoises d'épargne et de crédit (AVEC) et en réseaux AVEC (RAVEC), améliorent leur statut social et économique et influencent la promotion et l'application de leurs droits,
• 10 000 hommes adoptent des attitudes et des comportements qui contribuent à améliorer les relations de pouvoir et à réduire la violence sexiste,
• 24 655 filles et garçons développent des relations saines et travaillent ensemble pour promouvoir l'égalité des sexes.
Les responsabilités des organisations sont liées aux trois résultats du projet et sont définies comme suit :
• CARE Nederland était responsable de la gestion des contrats et du contrôle de la qualité
• ADJ était responsable du résultat 1 relatif à l’autonomisation des femmes,
• COMEN était responsable du résultat 2 et de la partie du résultat 3, centrée sur les hommes et les garçons s'engageant dans une masculinité positive et luttant contre la violence sexiste.
• CARE RDC était responsable de la partie du résultat 3, axée sur l’éducation sexuelle complète (CSE), et

ENHANCING THE FOOD SECURITY AND LIVELIHOODS COPING MECHANISMS FOR CONFLICT AFFECTED COMMUNITIES IN IMOTONG STATE

CARE South Sudan has been operating in the former Eastern Equatoria State (now Imotong State) since 2015. Since fiscal year to 2017 to 2018, CARE South Sudan, received funds from SDC to support improve the resilience capacity of food insecure and conflict affected communities of Torit County and Pageri Administrative Area of Imotong State, South Sudan. The project was aimed to improve the food security, livelihoods, gender relations at household level and peaceful coexistence among 2,900 households (approximately 17,400 individuals). Rapport d’évaluation Finale du Projet Fagnoitse

Financé par OFDA et opérationnalisé par CARE International à Madagascar, le projet Fagnoitse a pour objectif de renforcer la résilience des populations vulnérables touchées par la sécheresse dans le sud de Madagascar. Son budget total s’élève à 1 262 725 USD pour une durée de 12 mois.
L’intervention vise au total 42 000 individus directs et se concentre sur trois volets dont :
1. Amélioration de la production agricole et de la sécurité alimentaire en fournissant : des intrants adéquats (semences/plants améliorés et résistants à la sécheresse), des outils, une formation aux techniques résilientes au climat (12,000 personnes) ; formation et mise en place d’installations de stockage pour la sécurité des semences et des productions agricoles (12,000 personnes) ; fourniture de petits ruminants/volaille, coupons d’alimentation/fourrage, formation technique (6,000 personnes);
2. Soutien de la reprise économique et des systèmes de marché en restaurant les moyens de subsistance (6,000 personnes) ; le soutien au développement de nouvelles entreprises en fonction de la mise en place de groupe d’épargne et de crédit (12,000 personnes) et le soutien à la transformation agricole/produits de la pêche (12,000 personnes) ; élaboration de business plans (9,000 personnes) ;
3. Promotion de l’accès à l’eau et l’hygiène par la mise en place/opérationnalisation de 120 comités de gestion des transports d'eau, la fourniture de charrettes à boeufs et des futs (12,000 personnes) ; fourniture d'équipements de stockage d’eau (900 personnes), la fourniture de séances de sensibilisation/information sur l’hygiène, l'alimentation et la nutrition (36,000 personnes), et la fourniture de kits Wash (bidons d’eau, seaux d’eau, gobelet, barres de savon) (3,000 personnes). LIVELIHOODS FOR RESILIENCE ACTIVITY ENDLINE INTERMEDIATE RESULTS (IR) ASSESSMENT

The Feed the Future Ethiopia-Livelihoods for Resilience Activity (L4R) is a 6.5-year USAID project led by CARE, with the goal of improving food security for 97,900 chronically foodinsecure households in multiple Ethiopian regions. It aims to achieve resilient livelihoods through four main objectives. Zerihun Associates was contracted to and conduct an Endline Assessment using mixed methods, and managed data collection of the endline, ensuring quality through rigorous processes. Despite challenges, Zerihun Associates successfully gathered data from 1802 out of 1849 sampled households. However, the study faced limitations due to external factors, seasonal variations, and methodological inconsistencies, potentially impacting findings' comparability. Using both cross-sectional and panel data, the study reveals a mix of success and challenges.
Income
Devaluation of the birr during the project period, combined with rising inflation and cost of inputs, negatively impacted household’s net inflation-adjust income over time. While in unadjusted terms net incomes increased 154%, when adjusted for inflation, net incomes experienced a 19% decline among cross-sectional households from baseline to endline. At endline, there was an increase in the proportion of households earning income from crop and livestock production and transfers and other sources, but a decline in households earning income from off-farm and wage employment, compared to baseline. There was a slight increase in the average number of income sources per
household between baseline and endline (1.5 and 1.7 sources respectively).
Household Assets
The longitudinal analysis of household assets among both cross-sectional and panel data reveals a generally upward trend in overall household asset values and, particularly, in livestock assets over the period from the baseline to the endline. When adjusted for inflation, the overall asset value showed a 43% increase in the cross-sectional data and a 25% increase in the panel data. Livestock assets consistently played a pivotal role in this growth. This rise is particularly notable given the challenging economic conditions, including conflicts.
On-Farm livelihoods
The cross-sectional analysis on household livelihood activities, specifically focusing on Value Chain (VC) engagement, reveals a complex pattern of participation over time. Initially, there was a promising uptick in households engaged in at least one prioritized VC, increasing from 49.5% at baseline to 71.0% in Year 3. This was followed by a decline, reaching 45.9% by the endline. Rapid Ebola Social Safety Net and Economic Recovery (RESSNER) Program

This report (74 pages) presents findings from the end line and end-of-project performance evaluation of the Rapid Ebola Social Safety Net and Economic Recovery (RESSNER) Program. The RESSNER program was designed to ‘provide immediate access to cash for purchase of basic food items and support to local economic recovery through unconditional cash transfers in nine Ebola Virus Disease (EVD) affected chiefdoms across the districts of Bombali (5 chiefdoms) and Tonkolili (4 chiefdoms)’. Overall the program targeted and reached a total of 8,100 extremely poor households with unconditional cash transfers (implemented in both phases) and 900 poor households with a one-off seed voucher (implemented in the 2nd phase only). The end line evaluation therefore covered these two phases of the program to document the extent to which the program contributed to restoring food security, improving economic recovery and reducing the negative coping mechanisms of EVD affected households in Bombali and Tonkolili districts in northern Sierra Leone.

The evaluation findings revealed that the RESSNER cash transfer program achieved its aim of providing support for immediate access to cash for basic food needs; and also resulted in other unexpected outcomes including economic independence, high dietary diversity and low hunger situation for extremely poor and vulnerable households. These achievements were evidenced from outcomes such as reduced negative coping strategies, high dietary diversity scores, low household hunger scale, expanded expenditures and improved economic activities (as sustainability strategies) among extremely poor households across communities in the two intervention districts.
