ECONOMIC STRENGTHENING FOR A SUSTAINABLE RETURN TO KOSOVO

This report is an external evaluation of “Economic Strengthening for a Sustainable Return to Kosovo* ” project, implemented by CARE Interrnational Balkan, Serbia Office and two co-applicants – NEXUS Vranje and the City of Vranje, financed by the European Union (IPA/2017/154545-2/7, Contract no. 2018/397-386). Lead applicant of the project was CARE Deutschland-Luxemburg e.V. Project implementation period under review was from the 11th July 2018 to 10th September 2020. The evaluation was carried out by the external evaluator in the September 2020.
Overall objective of the project was to enable IDPs and returnees from the readmission process exercise full rights, supported by enabling migration policies and processes in Republic of Serbia. This overall goal was planned to be achieved through reaching the specific objective - Support the prospect of sustainable return to Kosovo by increasing the skills and employability of IDPs and readmissants in their current place of living to provide the necessary basis for an eventual return when the political situation has altered in a way that return becomes more realistic.
This project was well designed, led and implemented. The results achieved until the end of the implementation of the project have been assessed as fully accomplished. The entirety of planned activities, in spite of some of them being delayed due to COVID19 pandemic, was realized until the end of the project cycle. The estimated number of beneficiaries that was to be covered with this Action was reached, while the number of beneficiaries of in-kind grants was surpassed. As was planned all project activities were based on the needs of direct beneficiaries, matching those needs to available resources, supporting and nurturing communication and cooperation between all relevant stakeholders. Enhancing Social Protection by Empowering CSOs in Bosnia and Herzegovina

This report is the summary of the findings and recommendations by the team of the evaluators (Zlatko Sarić and Mirna Dabić Davidović) within the evaluation of the project “Enhancing Social Protection by Empowering CSOs in Bosnia and Herzegovina. “The main purpose of the evaluation is to capture findings of the process and make recommendations for potential future programmatic engagement in similar actions. The evaluation was carried out in the period October-December 2020.
The project implementation period is from May 2018 until December 2020 and it was carried out in different geographical areas across Bosnia and Herzegovina. Udaan II Nepal Final Evaluation

Udaan II “Catching the Missed Opportunity”, funded by the OPEC Fund for International Development, was one of the most important initiatives under the LEAD program of CARE Nepal. The LEAD program envisions education and economic prosperity as an instrument to women and girls’ empowerment, through transforming harmful social norms, building life skills and advocating related policy reforms. Under the LEAD Program, the Udaan initiative provided an intensive, 11-month high-quality condensed curriculum for adolescent girls (Dalit, Muslim and other marginalized groups) aged 9-14 of Kapilvastu District, who were unable to either start or complete primary school. The program also helped them to get enrolled in community schools, named “mother school”, where Udaan graduates continued their higher study. Working together with nine formal mother schools of Krishannagar and Maharajgunj Municipalities of the Kapilvastu district, as well as with the girls and their parents, the Udaan II project focused on addressing the economic factors affecting girls’ families, and the harmful social norms acting as barriers to girls’ education. This helped to create an enabling and safe learning environment for girls, and provided opportunities for livelihood and vocational skill development. The Project was implemented over two years and 10 months (January 2018 to October 2020) by Care Nepal in Krishannagar Rural Municipality, Kapilvastu Municipality and Maharajgunj Rural Municipality of Kapilvastu district in cooperation with local partner Siddhartha Social Development Centre (SSDC).

Restoring Water Supply System and improved Sanitation and Hygiene Practices in West Mosul, Iraq – Phase III Endline

With funding support from the Ministry of Foreign Affairs, Government of Czech Republic (MoFA Czech), CARE implemented a six-months project aimed at restoring water supply system and improved sanitation and hygiene practices in West Mosul, Iraq. The project is implemented in West Mosul in Al-Zanjili, Al-Ghazlani, Rajam Hadeed and Al-Jadeed neighbourhoods targeting IDPs, host communities and returnees with 47,500 direct beneficiaries. Through the approval of a modification in October 2020 the scope of work was expanded on both the environmental sanitation and water rehabilitation components of the project, increasing the project target population by an additional 25,000 beneficiaries, making the total number of the beneficiaries 72,500.
The endline evaluation seeks to analyze the endline values for key water, hygiene and sanitation project indicators planned in the proposal and to assess the impact and effectiveness the project, relevance and sustainability. The study used a mixed methodology, including a quantitative survey on 560 respondents in Al-Ghazlani (271) and Al-Zanjili neighbourhoods (289), and qualitative interviews with key informants from the neighbourhoods and the stakeholders from the government [27 pages]. Promoting Healthier Lifestyles among Youth in Bosnia and Herzegovina by Challenging Gender Stereotypes – Young Men Initiative Project II (YMI) External Evaluation

Young Men Initiative – “Promoting Healthier Lifestyles among Youth in Bosnia and Herzegovina (BiH) by Challenging Gender Stereotypes II project’s overall goal is to increase the uptake of healthy, nonviolent and gender equitable lifestyles among young men and women in Bosnia and Herzegovina. Young Men Initiative II (YMI II) project builds upon CARE´s comprehensive and programmatic effort to fight interpersonal and gender based violence (GBV) as well as to improve gender equality in Bosnia and Herzegovina and address preventative issues related to youth extremism and violence. This project aims at scaling up and mainstreaming earlier achievements related to the implementation of the Gender Transformative Life Skills program, or short Program Y, via targeted advocacy and a close cooperation with relevant stakeholder through the support of movement/coalition building through the development of new alliances that engage parents and citizens in supporting gender equality focused life skills education program. Through a comprehensive analysis both of the project documentation and the information provided the individual interviews with over 20 project participants, this evaluation drew a set of conclusions, both from the perspective of best practices and key challenges, which consequently led to a set of recommendations for CARE International Balkans on how to continue making this important social change [31 pages]. COCOA SUSTAINABILITY INITIATIVE II (CSI II)

CARE International et Cargill WA ont noué un partenariat stratégique pour la mise en oeuvre de projets de développement en faveur des producteurs de cacao et de leurs communautés. A cet effet, depuis 2010, CARE bénéficie du soutien financier de Cargill. Dans la continuité de ce partenariat, en Septembre 2017, General Mills a conclu un partenariat avec CARE, pour la mise en oeuvre du projet Cocoa Sustainability Initiative II (CSI II) et cela, jusqu’en fin Août 2020. En guise de préparation de la clôture du projet, CARE a commandité une évaluation finale, conduite par une Consultante, appuyée par une équipe technique de CARE Côte d’Ivoire, pour mesurer les progrès réalisés en rapport avec les objectifs et résultats cibles. Endline Evaluation: Every Voice Counts Somalia

Overall, we have found that the EVC program has made progress toward its goal of making governance processes in fragile settings more inclusive and effective. Using a mixed methods approach consisting of extensive desk review and qualitative and quantitative data collection, we evaluated the effectiveness, impact, efficiency, relevance, and sustainability of the EVC program in relation to the project. Community members (both male and female youth and adults) in Puntland and South West State were given telephonic perceptions surveys in order to understand how their perceptions of the role of women and youth in governance, awareness of their rights, and transparency and accountability of authorities had changed over the course of the project. Respondents were also asked open ended questions to gain a deeper understanding of how the EVC project contributed to the outcomes outlined in the theory of change. Remote KIIs with local authorities, first and second tier CSO members, CARE Somalia and Nederland project staff, Ministry Officials in Puntland and South West State, and other CARE partner organizations (RNW media and the Hague Academy for Inclusive Governance) were also conducted. Overall, we found that progress has been made in relation to all of the outcomes outlined in the ToC, particularly with regard to the outcomes under Domain 2: Capable Civil Society Organizations and Domain 4: Effective Spaces for Dialogue and Negotiation. [97 pages] Read More...

Galdogob and Bursalah Stabilization and Economic Development Initiative

Through the project activities mainly VSLAs, vocational training and infrastructure projects, beneficiaries in the project location of Galdogob and Bursallah have realized improved access to financial services (savings and loans) as well as improved livelihood opportunities especially for vulnerable groups in the community mainly the youth and female members of the community.

Through successfully facilitating dialogue between communities from Galdogob and Bursalah, conducting reconciliations dialogues between clan/tribes, conducting forums for women empowerment and participation in decision-making, engaging youth in peer-to-peer dialogues and peer networks, conducting dialogues between the community and the Puntland Government and conducting talk shows and engaging the media, the project has realized increased collaboration between community members and government in local development and conflict management and also enhanced trust between community and government.

In addition, enhanced civic education-conflict management skills of community members have equipped the community with the necessary skills to address conflicts between clans in Galdogob and Bursalah while installation of solar street lights Galdogob/ Bursalah and construction and equipping of Galdogob police station were identified as important connectors between community members as well as between community members and the government through ensuring common use of resources and improving governance outcomes such as safety and security, trust and access to services. A Social Impact Analysis of CARE’s ‘Enhancing Women’s Voice to STOP Sexual Harassment ’ Project

The Enhancing Women’s Voice to Stop Sexual Harassment project (STOP), an initiative of CARE Australia, has been working since 2017 to prevent and address the under-reported problem of sexual harassment in mainland Southeast Asia’s garment sector. At the time of writing, STOP is the only initiative that addresses this issue on a multi-country scale within the sub-region. Operating across a pool of garment factories in four Mekong countries—Cambodia, Lao PDR, Myanmar and Vietnam—STOP aims to enhance women’s voice and economic rights at both the national and factory levels. Based on a socio-ecological model of violence prevention, CARE Country Offices (COs) are working with participating factories to create workplaces where female workers feel safe and experience less SH through the implementation of standardised SH reporting mechanisms and rigorous training programs. Supported by CARE Regional staff, each CARE CO engages with relevant country, regional and international stakeholders to strengthen the national regulatory environment to promote laws, policies and mechanisms to address SH in the workplace.

In 2018, CARE Australia commissioned a consortium of researchers from UNSW Sydney and UNSW Canberra to undertake an independent evaluation the STOP project and provide a separate Social Impact Assessment (SIA) focused on Cambodia STOP as the particular case study. The SIA is intended to complement the findings of the Final Evaluation (FE) of the STOP, as implemented in the other three project sites. The SIA and the Final Evaluation should be read as two parts of a single whole. The UNSW team drew upon a range of evaluative sources including factory surveys, focus group discussions and key informant interviews with factory workers, middle management and government officials. A conceptual framework is also advanced in order to better capture the nuances of social impact and gender transformation, and to provide a rigorous basis on which to evaluate STOP’s development and implementation in Cambodia.
