Village Savings and Loan Associations as Economic Drivers

Exploring impacts of Village Savings and Loan Association (VSLA) at micro level to understand their potential to contribute to the Tanzanian economy

Savings-led microfinance innovation aims to improve access to financial services in remote areas, especially among women. CARE International has been the leading innovator in the field and has initiated Village Savings and Loan Association (VSLA) programmes across Tanzania. CARE aims to increase members in Tanzania to 8 million by 2025 with the vison to help improve the national economy. CARE thus commissioned SFTZ to carry out a study that investigates the potential of VSLA contributions to local and national economies.

METHODS. The study was implemented in six villages in Mufindi district, Iringa region; four of which were assigned as treatment and two as control. Treatment villages had 9 to 15 NGO-facilitated VSLAs, and control villages had only two comparable VSLAs.

RESULTS. Analysis of the data at the village level did not provide evidence that VSLA initiatives have contributed to large-scale economic growth except for one risk mitigation sub-indicator. A number of issues hindered the village-level comparison: First, microfinance savings groups were also present in control villages. Secondly, the penetration of savings groups within all treatment villages was low (below 30%, except for one village).

However, at the household level, VSLA membership showed significant impacts on a number of micro-level measures of economic growth. VSLA households had higher household savings, drew on VSLA savings to overcome negative impacts of household shocks, attained greater food security and more diverse diets, achieved better agricultural and business outcomes, and enjoyed greater economic status. Although these differences cannot be directly attributed to the VSLA programme without before-and-after comparisons with a meaningful control group, the positive household impacts suggest that a VSLA programme scaled to a high density within each village could have a positive impact

Nutrition at the Center Endline Report Zambia

From 2013 to 2017 CARE International in Zambia implemented the Nutrition at the Center (N@C) Project in 22 health facilities of Lundazi and Chadiza Districts of Eastern Zambia (15 in Lundazi and 7 in Chadiza district). The impact indicator of the N@C Project was pegged at improving the nutritional status of women (15-49 years) and children whose age was below 3 years old with a focus on reducing stunting generally. During the 4 years of project implementation, a number of activities were successfully implemented; as a result, CARE Zambia decided to institute an endline evaluation whose focus was to assess achievements on several nutrition and general indicators including infant and young child feeding (IYCF), maternal health and nutrition, food security, women empowerment, water, sanitation and hygiene (WASH), and program participation. The current evaluation also aimed at determining perceived or actual weaknesses and strengths of the N@C project as well as document lessons learned to inform future nutrition programming.
Data was collected from 41 health facilities out of the 46 targeted in Chadiza and Lundazi districts. A structured household questionnaire was used to collect data from women who had children below the age of 3 years in both intervention and non-intervention areas. Of the targeted 1266 women, 1195 were successfully interviewed representing a response rate of 94.4 percent. Four focus group discussions and 12 key informant interviews were also conducted. KEYSTONE PARTNER SURVEY 2023 CARE International

In 2023, CARE expressed its interest in conducting a Keystone Partnership Survey to understand how 304 local partners assessed their experience of working with CARE in an international development partnership. This report provides credible perceptual data from a partner perspective on how well CARE performs its role in the partnership.
Keystone’s partnership survey enables INGOs to benchmark their performance ratings against the experiences and perceptions of over 8,000 local partners of more than 90 INGOs (listed below in Table 1) that have taken the
survey.
Thematically, the survey explores the most important operational dimensions to international development partnerships – learning, monitoring & reporting, communications, financial support, and non-financial support.
CARE’s technical competence is further assessed through a series of questions about its sector-specific knowledge, leadership reputation, and value adding abilities. Overall relationship dynamics are captured through questions
about how well CARE learns and adapts, how CARE compares to other international partners, and the extent to which the local partner would recommend working with the CARE.
The report presents overall results for each survey question in a single graphic chart. For rating questions, Keystone employs Net Promoter Analysis (see Annex 6), allowing it to compare and benchmark CARE’s current responses against a benchmark drawn from Keystone’s global cohort of social change organizations.
Respondents indicated their region of work, budget size, type of organization, the type of work they do, and whether they were women-led. This enables us to analyse the data by these respondent characteristics without compromising anonymity. Where organizations of a particular characteristic (e.g., location or size of budget) vary from the average, we do not present it in a separate chart, but highlight these variations in the text accompanying
