A decade of results in Social Transformation for Pastoralist Women and Girls

CARE Ethiopia has spent the last 25 years working to better understand the lives of pastoralist communities in Ethiopia and how best to work alongside them for sustainable development. In the past decade alone, CARE Ethiopia has undertaken several analyses - studies, evaluations and assessments - that have provided valuable insight into how best to support pastoralists (women, men, girls and boys) to build a sustained quality of life. Pastoralists in Ethiopia are found in seven regions including Afar, Somali, SNNP, Oromia, Diredawa, Benshangul Gumuz and Gambella Regional States.

CARE has been at the forefront of encouraging a change in thinking in Ethiopia acknowledging that pastoralism should be regarded as a viable and economically effective livestock production system, and increasing awareness that widespread policies and practices are needed to reverse historical marginalization and address the now disproportionate levels of poverty and vulnerability faced by many pastoralist communities. YOUTH EMPLOYABILITY IN THE INFORMAL SECTOR (YEIS) PROJECT: End of Project Evaluation Report

This report presents the findings of the End of Project (EOP) Evaluation of the YEIS Project. The purpose of the EOP Evaluation was to ascertain the extent to which the project achieved its objectives and results. The Evaluation focused on the following aspects: (i) relevance, (ii) effectiveness (iii) impact (iv) efficiency (v) innovation, (vi) scalability and reliability, (vii) sustainability, (viii) project lessons learned and best practices, (ix) sensitivity to gender, women’s rights and inclusion of persons with disabilities, (x) project’s implementation architecture.

The overall objective of the YEIS project was to contribute to the elimination of poverty of youth between (16-30 years) dependent on the informal sector in Rwanda with a specific geographical coverage of seven districts namely; Nyarugenge, Kicukiro in Kigali City, Rulindo, Gakenke in the Northern Province, Nyabihu, Rubavu and Ngororero in the Western Province. Promoting Financial Inclusion for Smallholder Farmers Project (PROFIFA) Baseline

This report documents the findings of baseline survey for Promoting Financial Inclusion of Smallholder Farmers Project (PROFIFA). This baseline survey was conducted by Strategic Development and Research Group (StratDever Ltd), on behalf of CARE International Rwanda in the period of October to December to 2017. The overall objective of the evaluation was to measure the initial level of impact and outcome indicators before the intervention of the PROFIFA project, set benchmark indicators and draw recommendations for better performance.
PROFIFA is a three year project funded by the Access to Finance Rwanda (AFR) and Implemented by CARE International in partnership with DUHAMIC ADRI. The project aims to promote financial inclusion for 120,000 Small Holder Farmers (men, women and youth) organized into 4,000 farmer groups and involved in maize, livestock and horticulture value chains in 8 Districts of Rwanda such us Nyamagabe, Huye (Sothern province), Rulindo, Gakenke, Gicumbi (Northern province), Rwamagana, Kayonza and Gatsibo (Eastern province). Baseline Survey for Supporting and Enhancing Resilient and Viable Employment Opportunities (SERVE) Project

The Supporting and Enhancing Resilient and Viable Employment Opportunities (SERVE) project seeks to ensure a resilient, sustainable, gender equitable and inclusive entrepreneurial environment that increases dignified and fulfilling work opportunities for predominantly female youth (PFY) in agricultural value chains in ten districts namely Rulindo and Gakenke in Northern Province; Kayonza, Rwamagana, Ngoma, and Kirehe in Eastern Province; Nyamagabe, and Huye in Southern Province; and Nyabihu and Rubavu in Western Province by 2027.

CARE Rwanda commissioned a baseline survey whose objective was to carry out a complementary survey among the total population of 14,569 targeted Individuals/ MSEs profiled at the start of the baseline and set baseline values along which the project will be assessed.

The survey adopted a mixed methods methodology and employed quantitative and qualitative methods of data collection which included: Literature Review, 374 Household Surveys of Micro and Small Enterprises (MSEs) owners, twelve (12) Key Informant Interviews (KIIs) with officials of implementing partner organisations and fifteen (15) Focus Group Discussions (FGDs) with MSE owners in the ten districts. Recipe for Response: What We Know About the Next Global Food Crisis, and How to Fight it

The genesis of the present hunger crisis goes back farther than February 2022 and is due to a combination of global and localized factors. Globally, climate change has compromised agricultural livelihoods and led to displacement, especially in regions like the Horn of Africa and Central America’s Dry Corridor, where famers struggle to produce yields that meet the needs of local markets. The global economic fallouts associated with COVID-19, and inadequate social safety nets, have led to record unemployment and growing poverty—especially for women and women-led households (UN Women 2021)—so that even where food is available, high prices put basic items out of reach for many. Armed conflict is also driving food insecurity, for example by making it difficult for farmers to cultivate their lands, or damaging or disrupting vital agricultural infrastructure—such as transportation, storage and distribution sites—and reducing access to markets and assistance.
Women and girls are disproportionately impacted by food insecurity and related shocks. Gender norms and roles mean that women are often responsible for their households’ food security, including shopping for and preparing food, yet they might also be the ones to eat “last and least” in their household. Women are also more likely to be excluded from decision-making when it comes
to addressing hunger in their communities (CARE 2020). These types of gendered imbalances hurt entire communities: in a 2021 assessment in Sudan, CARE found that 82% of people living in female-headed households reported recently skipping a meal, compared with 56% of people living in male-headed households.
