Post Distribution Monitoring/Evaluation finale du projet « COVID-19 : Prévention, protection et relèvement économique »
Les premiers cas de COVID-19 ont été enregistrés au Cameroun en début mars 2020. Au 18 avril 2020 le Cameroun est le 2e pays le plus touché en Afrique subsaharienne et le premier pays de la CEMAC avec 7860 cas confirmés au 08 juin 20201. Afin de limiter la propagation du virus COVID19, le gouvernement a mis en place des mesures de prévention strictes, dont la suspension des
vols commerciaux, la fermeture des frontières, la fermeture des écoles, la fermeture dès 18h des bars, restaurants et lieux de loisirs, l’interdiction de rassemblements de plus de 50 personnes, ou encore l’obligation du port du masque en public à partir du 13 avril 2020.
Pour apporter sa contribution à cet effort de solidarité, CARE International au Cameroun, a mis en œuvre le « Projet COVID-19 : Prévention, protection et relèvement économique » dans le District de santé de Biyem-Assi (Yaoundé) de juin à septembre 2020 en ciblant spécifiquement 150 femmes et filles IDPs et TS. Mis en œuvre en collaboration avec Horizons Femmes, ce projet a fait l’objet d’une évaluation finale interne afin de mesurer et apprécier les changements (éventuels) dus à l’intervention du projet sur les bénéficiaires par rapport à la période concernée.
En ce qui concerne la qualité de l’intervention, l’évaluation établit : (i) la pertinence du projet qui est aligné sur les besoins prioritaires des cibles, les objectifs de développement durable et les politiques nationales, y compris les stratégies de réponse face au COVID-19 ; (ii) une efficacité et une efficience satisfaisantes, les activités réalisées ayant permis d’atteindre les objectifs visés à des coûts et des délais raisonnables ; (iii) une pérennité envisagée, malgré la courte durée du projet, notamment par la continuité de certaines activités dans le cadre du projet CHAMP ; une prise en compte du genre acceptable, ce qui a permis d’adresser les besoins différenciés à chaque groupe ciblé par le projet.
Les recommandations formulées vont dans le sens de : (i) élargir l’intervention dans d’autres zones accueillant la même cible ; (ii) clarifier au lancement du projet les différents niveaux de diffusion de l’information ainsi que le type d’information à communiquer ; (iii) déployer le transfert monétaire inconditionnel dans davantage de projets du programme de redressement et relèvement post-crise ; (iv) accompagner les bénéficiaires ayant développé/redynamisé des AGR à la maturation de leurs activités ; (v) penser à une composante qui permettent aux IDPs qui le souhaitent de retourner vers leurs localités d’origine dans la mesure ou la situation sécuritaire évoluerait dans le sens de l’apaisement ; (vi) revoir la stratégie de sensibilisation sur la Hotline en insistant sur la signification du terme « Hotline » ou trouvant une appellation plus accrocheuse ; (vii) conserver la dynamique du code unique et l’implication des bénéficiaires dans les différentes étapes du projet pour une meilleure redevabilité. Multi-Purpose Cash Assistance (MPCA) Post-Distribution Monitoring Report
CARE implement an emergency funding funded by Humanitarian Response in Afghanistan ERPF –CARE International to respond to urgent humanitarian crisis including drought, displacement, conflict and COVID through provision of MPCA and NFI. CARE distributed cash to 522 households of which 75% were female-headed, in Kabul and in Kandahar. The activity directly assisted around 3660 people in the two provinces of Kabul and Kandahar. The distribution was done directly to the registered beneficiaries from CARE’s team female and male staff. The distribution went on smoothly without any interruptions.
CARE conducted a need assessment prior to provide cash assistance in the target areas to identify most vulnerable female headed households and disabled male headed household for this assistance.

Every Voice Counts Programme
In 2020 after COVID 19 restrictions were relaxed, a CSC Meeting in October 2020 was organized at District Mirpurkhas and Umerkot with community and government departments to discuss gender related issues and to review and develop action plans regarding the inclusiveness of communities in government level decision making. It also worked on getting the District Gender Forums activated in Districts Mirpurkhas and Umerkot for effective district public authorities and community representatives, participation included local government, district administration, police, health and education department endorsed that they will continue this forum with the support of Social Welfare Department and other civil society organizations. The civil society organization showed their interest to continue Gender Forum activities in Mirpurkhas and Umerkot against Child Marriages and Domestic Violence.
Two trainings of Union Council Secretaries of both Districts have been conducted during this reporting month, on the Sindh Child Marriage Restraint Act 2013, the mandate of the local government department and the role of the union council secretaries to register marriages, births, nikkahs and nikkah registrar and pundits as per the laws. More than 90 union council secretaries of both district actively participated in the trainings. Flood Emergency Response – Umerkot, Sindh 2020
Flood Emergency Response Umerkot, Sindh, a three months’ project with an overall objective to provide emergency lifesaving food and NFI assistance to flood effected population in district Umerkot. The overall approach of the ERF project was to address the immediate, underlying and basic needs of households through a combination of activities i.e. food commodities, NFI and water.

Post Distribution Monitoring study in selected union councils of district Pishin with the beneficiaries of food package & hygiene kit during COVID-19
CARE international in Pakistan conducted post distribution monitoring study in selected union councils of district Pishin with the beneficiaries of food package& hygiene kit. The study was conducted to get beneficiary’s feedback on utilization of food package & hygiene kit, distribution process, beneficiaries’ selection criteria, relevance, satisfaction about quality and quantity of kit items, feedback and complaint response mechanism, and COVID-19 information/risk communication.
CIP provided support to the vulnerable community of district Pishin, who were affected due to lock down and spread of COVID-19 pandemic. The support was focused to provide immediate needs such as food package and hygiene kits to reduce the financial burden on the selected beneficiaries and to increase their resilience to prevent COVID-19.
PDM Study was conducted with beneficiaries of eleven (11) villages of Union Council (UC) Bostan, UC Walma, UC Ghaizh. Total 60 recipients of food package & hygiene kit were interviewed considering 5% as a sample out of the total distribution. [20 pages] Read More...

Strengthening government sector health system and providing immediate emergency response to curtail outbreak of COVID-19 across Pakistan in Punjab, Sindh, Baluchistan and Khyber Pakhtunkhwa provinces
CARE international in Pakistan implementing project “Strengthening government sector health system and providing immediate emergency response to curtail outbreak of COVID-19 across Pakistan in Punjab, Sindh, Baluchistan and Khyber Pakhtunkhwa provinces” in five district of Pakistan. The project aimed to Reduction of the primary and secondary impacts of COVID-19 through access to WASH facilities and health for 1,235,394 vulnerable people in 14 districts across Pakistan (Sindh, Punjab, Khyber Pakhtunkhwa and Baluchistan provinces). Another objective of the project was to improve access of soap to meet hygienic needs of community households. The project response was targeted to provide emergency food security assistance such as Goat package, Poultry Packages, Kitchen Gardening and Mott grass packages and hygiene kits to reduce the financial burden on the selected beneficiaries as well as also help to accomplish the daily needs from provided packages which lead to increase their resilience to prevent COVID-19.
