Pakistan Multi-sector Integrated Emergency Response – Phase 2

Care Pakistan, Thardeep Rural Development Programme (TRDP) and Fast Rural Development Programme (FRDP) jointly implemented DEC funded project titled, “Multi-Sector Integrated Emergency Response project to support the recovery of flood-affected people in Districts Dadu and Badin, Sindh province. The primary goal of the project was to deliver a comprehensive range of services to recover the needs of individuals affected by the floods. This initiative aimed to enhance the affected population's resilience and aid in their recovery from the aftermath of the floods. The following five project outcomes were designed to deliver an integrated response to the needs generated by the damages caused by the floods in terms of 1) Water, Sanitation and Hygiene (WASH), 2) Education, 3) Protection, 4) Livelihood and 5) MPCA:

Increased access to clean drinking water for flood affected communities in target areas and provide better facilities for vulnerable groups.

Improved learning environment for children enrolled in schools in flood affected target area

Increased protection services to communities

Increased livelihood support to communities

Awareness raising and capacity building regarding the DRR.
CARE Pakistan intended to conduct endline evaluation of the project and contracted a consultancy firm, CDMSD to assess performance of the project on Organization for Economic Co-operation and Development (OECD) and Development Assistance Committee (DAC) OECD-DAC criteria (Relevance, Effectiveness, Efficiency, Impact and Sustainability) and document its achievements, challenges, best practices, and the learning aspects for all stakeholders, with the aim of informing future similar programming. Further to assess the project strategies and interventions on and their quality criteria with specific focus on DNH, participation, inclusion and accountability strategies of the project.
The consultant employed a mixed approach comprised of qualitative and quantitative data to collect primary data and desk review for secondary data collection. 404 households were interviewed through sample beneficiary survey beside 10 FGDs with men and women and 16 Key Informant Interview conducted with project staff and relevant stakeholders. Mastercard Impact Fund and CARE Global Partnership: Ignite Program Endline Results Report

From December 2019 through May 2023, the Ignite project, supported by the Mastercard Center for Inclusive Growth, was implemented by CARE in Vietnam, Pakistan and Peru where there are large segments of unserved micro and small enterprises ready for investment. The project was intended to increase financial security and resilience and grow the businesses of underserved micro-entrepreneurs, specifically those MSEs with between 2-10 employees, who have been in business for 2+ years. To achieve the above goal, the Ignite program envisioned a series of interventions to achieve intermediate outcomes, including improved ability to intentionally serve this segment from FSPs, business growth, financial sustainability, financial product performance, job creation and retention, financial resilience and enhanced digital literacy.
Impact level indicators include increase in household income and financial resilience. Both of the impact indicators have shown positive movements illustrating that the project has created a positive change. There are different degrees of change in different countries.
Percentage of strivers who reported an increase in household income showed impact across all three countries.
• Vietnam almost doubled the total number of households who increased income between baseline and endline (44% at baseline; 87% at endline), an increase of 43 percentage points.
• In Pakistan the number went up by 16 times (3% at baseline; 51% at endline).
• In Peru a total of 33% of the households reported an increase in their household income at the end of the project.
Percentage of strivers’ financial resilience also showed improvement.
• Vietnam recorded 43 percentage points improvement between baseline and endline (67% at baseline; 96% at endline).
• Peru showed 26 percentage points growth between baseline and endline (42% at baseline; 53% at endline).

Unlocking the Potential of Women-led Micro & Small Enterprises: Lessons from the IGNITE project in Pakistan, Peru, and Vietnam

Micro and small enterprises (MSEs) are the economic backbone of most economies worldwide, increasing employment and reinvesting in local communities. In emerging markets, there are 365-445 million micro, small, and medium enterprises. However, 80% of women-owned small businesses with credit needs are either unserved or underserved, representing a $1.7 trillion USD financing gap.

CARE’s Ignite program, launched in partnership with the Mastercard Center for Inclusive Growth, focused on supporting micro and small enterprises, especially those led by women, in Pakistan, Peru, and Vietnam
between 2020 and 2023.

Ignite took a market-based approach to service delivery that was sustainable and scalable by working with over 35 local partners across the three countries, 11 of which were core service delivery partners. These partnerships opened up much-needed access to financial and digital resources, while building entrepreneurs’ business capacity and networks.

Ignite set out to reach 3.9 million entrepreneurs in three years with $5.26 million USD in grant funding from Mastercard. The program exceeded initial goals, reaching more than nine million entrepreneurs, and unlocking access to $154.9 million USD in loans. More than 150,000 entrepreneurs were deeply supported with loans, critical support services, and training.

The commercial value in supporting women-led MSEs is irrefutable. Global data continues to show this and,
together with Ignite financial service provider partners, CARE has proved it. Despite this, gender bias continues to permeate throughout financial institutions the world over. CARE is calling on all financial service providers to read the proof in this report that women are better financial clients, to support the drive for 100% financial inclusion for women, and to invest in reaching this goal. Social Norms are the rules that govern behavior. Gender norms are social norms defining acceptable and appropriate actions for women and men in a given group or society. They are embedded in formal and informal institutions, nested in the mind, and produced and reproduced through social interaction. They play a role in shaping women's and men’s (often unequal) access to resources and freedoms, thus affecting their voice, power, and sense of self. START Fund Distributions In Pakistan

The activities of the START Fund were designed in lieu of the communities' needs identified by the existing field staff monitoring flood situation and working in Muzaffargarh. As part of the activities, medical supplies were given to target beneficiaries and hygiene promotion sessions were conducted to inform the communities of the risk and prevention measures from COVID-19, and water borne diseases
CARE International in Pakistan conducted post distribution monitoring study with 10 participants (90% female and 10% male) in UC Rang Pur of District Muzaffargarh. Every Voice Counts Programme

In 2020 after COVID 19 restrictions were relaxed, a CSC Meeting in October 2020 was organized at District Mirpurkhas and Umerkot with community and government departments to discuss gender related issues and to review and develop action plans regarding the inclusiveness of communities in government level decision making. It also worked on getting the District Gender Forums activated in Districts Mirpurkhas and Umerkot for effective district public authorities and community representatives, participation included local government, district administration, police, health and education department endorsed that they will continue this forum with the support of Social Welfare Department and other civil society organizations. The civil society organization showed their interest to continue Gender Forum activities in Mirpurkhas and Umerkot against Child Marriages and Domestic Violence.

Two trainings of Union Council Secretaries of both Districts have been conducted during this reporting month, on the Sindh Child Marriage Restraint Act 2013, the mandate of the local government department and the role of the union council secretaries to register marriages, births, nikkahs and nikkah registrar and pundits as per the laws. More than 90 union council secretaries of both district actively participated in the trainings. Flood Emergency Response – Umerkot, Sindh 2020

Flood Emergency Response Umerkot, Sindh, a three months’ project with an overall objective to provide emergency lifesaving food and NFI assistance to flood effected population in district Umerkot. The overall approach of the ERF project was to address the immediate, underlying and basic needs of households through a combination of activities i.e. food commodities, NFI and water.

Post Distribution Monitoring study in selected union councils of district Pishin with the beneficiaries of food package & hygiene kit during COVID-19

CARE international in Pakistan conducted post distribution monitoring study in selected union councils of district Pishin with the beneficiaries of food package& hygiene kit. The study was conducted to get beneficiary’s feedback on utilization of food package & hygiene kit, distribution process, beneficiaries’ selection criteria, relevance, satisfaction about quality and quantity of kit items, feedback and complaint response mechanism, and COVID-19 information/risk communication.
CIP provided support to the vulnerable community of district Pishin, who were affected due to lock down and spread of COVID-19 pandemic. The support was focused to provide immediate needs such as food package and hygiene kits to reduce the financial burden on the selected beneficiaries and to increase their resilience to prevent COVID-19.
