Overall, Forcier’s research showed CARE to have maintained a healthy program implementation during the first half of the Every Voice Counts (EVC) program, resulting in gains within the domains of the EVC program’s theory of change. More specifically, CARE’s programmatic efforts between 2016-2018 focused entirely on Domains 1-3 relating to the empowerment of women and youth, capable civil society organizations (CSOs), and responsive public authorities and power holders. Evaluation of the Integrated Shelter and Protection Improvements Programme for Syrian Refugees and Host Communities in Tripoli, Lebanon

Since 2015, Care International in Lebanon (CIL) and its local partner Akkarouna, have provided shelter, water and sanitation, and protection assistance to vulnerable Syrian refugees and Lebanese host community members in Tripoli and Beirut as part of its Integrated Shelter and Protection Improvements programme for Syrian Refugees and Host Communities (the ‘programme’). The programme is on going – with phase IV continuing from September 2018 to September 2019 – and is funded by the US Government’s Bureau of Population, Refugees, and Migration (PRM).
The aim of this evaluation is to ‘provide guidance to CARE Lebanon and its partners in order to learn from experiences, strengthen capacities and identify opportunities for increased integration of sectoral approaches as a pathway towards greater effectiveness and sustainability’. There are two objectives to the evaluation, firstly an assessment of Phase III of the programme (completed from September 2017 to August 2018); secondly a contribution analysis evaluation of Phases I, II, and III of the programme (from 2015 to 2018) in order to develop a theory of change. Fieldwork to collect primary data- interviews, focus groups and direct observation- was carried out in September 2018. Abdiboru Project Improving Adolescent Reproductive Health and Nutrition through Structural Solutions: Midterm Report

The Abdiboru project aims at improving the life’s of very young adolescent girls’ (10-14 years of age) specifically their sexual and reproductive health and nutrition through structural solution in West Hararghe zone, Oromia, Ethiopia.
The different combination of interventions are implemented by CARE Ethiopia: Arm 1(the Double-combination arm) combines individual and structural/government level interventions; Arm 2 (the Triple-combination arm) combines interventions at individual, structural/ government level, and community levels; and Arm 3 (the delayed intervention arm) serves as a control arm until it receives the better of Arm 1 or Arm 2 intervention in the final year of the project.
This midterm assessment was designed to gather evidence on the progress and lessons learned in the first half of the project life. This assessment pulled data from various sources that are part of the monitoring and evaluation system of the project, including mini-qualitative assessment, baseline qualitative and quantitative studies, sectoral office data, monitoring data, lite qualitative study and the mid-term assessment study. Right to Food Nepal Midterm

This report presents the results of the midterm review of the Right to Food (RtF) project implemented by CARE Nepal from 2013 to 2017. The review aimed at assessing the project’s performance against its impact goal and domains of change and to make operational recommendations for the second phase of the project. Outcome mapping was also used as a methodological framework for this Mid Term Review. Data collection tools included focus groups, interviews, reflection workshops and collection of most significant change stories. Northern Upland Promoting Climate Resilience Midterm Review

Climate change is increasingly felt by farmers in Phongsaly, the northernmost province of Lao PDR, who depend on weather for maintaining their livelihoods and ecosystems. A more unpredictable length, start and end of the rainy and dry seasons, stronger winds and storms, longer droughts but at the same time increased intensity of rainfall resulting in floods and localized landslides, and erratic temperature patterns with more severe cold and hot spells all heavily impact on livelihoods, people and natural resources. At the same time, farmers are positively as well as negatively influenced by other socio-economic influences such as infrastructure development, international and local market pressures, modernization of agriculture, hydropower expansion and increased connectivity.
Within this dynamic resilience context, CARE, CCL and SAEDA in partnership with local authorities are implementing the „Northern Uplands Promoting Climate Resilience’ (NU PCR) project, in 3 districts of Phongsaly province. Through targeted support on climate risk analysis and planning, gender-responsive livelihood and disaster risk reduction interventions, and research and documentation for advocacy and scaling, the project aims to improve the resilience of communities in 30 villages, directly reaching 1,500 farming households and indirectly more than 78,000 women and men. The project started in 2014 and will be implemented until March 2018.
The NU PCR project has commissioned a mid-term review to assess relevance, effectiveness and efficiency of the project strategies towards achieving the overall objective to date, assess how the project is integrating gender and how this can be enhanced to transform unequal gender relations. The review applied a participatory and strengths- based approach and used a variety of tools such as desk review, key informant interviews, reflection exercises and knowledge, attitude and practice mapping. El presente documento hace un recorrido evaluativo de las acciones emprendidas por el proyecto “Adaptación al cambio climático de poblaciones andinas mediante el manejo, conservación y restauración de páramos” ACCRE durante sus 20 meses de implementación. En este recorrido se plantean los objetivos y el enfoque metodológico, se hace una breve descripción del proyecto para conocer su contexto, se explican los avances en los cuatro criterios de evaluación previamente definidos (pertinencia, eficiencia, eficacia; en cuanto a la sostenibilidad, se tendrá mayores insumos al finalizar el proyecto); posteriormente, se hace un FODA del proyecto hasta la fecha de cierre, para luego hacer conclusiones sobre la evaluación del proyecto. Enquête communautaire sur la contraception et les soins après avortement

CARE, en collaboration avec RAISE, avait commencé à appuyer le ministère de la Santé Publique (MSP) de la République Démocratique du Congo (RDC) pour fournir des services contraceptifs au sein de la zone de santé de Kasongo dans la province du Maniema en 2009. Le programme SAFPAC, L'appui facilitant l’accès à la planification familiale et soins post avortement en situations d’urgence, appuie 19 structures sanitaires dans les zones de santé de Kayna, Lubero, Butembo et Kasongo (Provinces du Nord Kivu et du Maniema) couvrant une population d’à-peu-près 320.000 personnes entre 2011 et 2015. Actuellement, le programme couvre 48 structures sanitaires au sein des zones de santé de Lubero, Kayna et Butembo en province du Nord Kivu, servant une population de 915.538 personnes.

Pour promouvoir la capacité des femmes et adolescentes de prendre conscience de leurs droits d'accès aux services de santé de la reproduction de haute qualité dans cet environnement complexe, la stratégie de CARE porte sur quatre grands domaines d'intervention: 1) formation clinique basée sur les compétences complétée par des suivis et coaching des prestataires ; 2) pourvoie et appui à la chaine d’approvisionnement en contraceptifs et consommables médicaux ; 3) supervision basée sur les données en partenariat avec les autorités sanitaires locales ; 4) engagement des communautés à appuyer l’accès des femmes aux services de santé de la reproduction. Le programme CARE met l’accent sur une gouvernance par la communauté et se focalise sur les adolescents. Ces importantes approches transversales sont reflétées dans ce travail de santé de la reproduction par le biais d’une intensification de la mobilisation sociale visant les adultes et les adolescents pour faciliter l’accès à la contraception des adolescents, une représentation des communautés dans la gouvernance de la santé au niveau des structures sanitaires et des zones de santé, et les apports au niveau des parlements de jeunes focalisés vers les activités des adolescents là où c’est faisable et approprié comme par exemple parmi les déplacés aux environs de Goma dans le Nord Kivu.

En 2016 RAISE et CARE ont conduit une enquête communautaire pour évaluer le niveau des connaissances, les attitudes et comportements de femmes en ce qui concerne la contraception et les soins après avortement dans les zones de rayonnements des structures sanitaires appuyés par CARE au sein des zones de santé Lubero et Kayna dans le Nord Kivu. WASH support to IDPs & host communities in Duhok & Ninawa 2017-19

The project started in January 2017 to assist the IDP and host community vulnerable families in the areas of 4 IDP camps (Mamrashan, Essyan, Sheikhan, and Chamishko), and host community collectives (Ardawan, Ba’adre, Kalakchi, Mahate and Ayas) of Duhok Governorate and emergency response in November 2017 in West Mosul of Ninawa Governorate in three neighbourhoods named Al-Mansour, Al-Jawsaq and Wadi Al-Hajar. The project is being implemented through local partners Harikar and REACH; working through partners is a key modality of CARE’s country strategy to strengthen the capacity of local NGOs. This approach, through a previous Global Affairs Canada WASH project and the current one, had a significant impact in achieving the GAC aim of supporting vulnerable and conflict-affected people in the Kurdistan Region of Iraq. The ongoing WASH intervention aims to provide to 55,572 IDPs, host communities (27,318 women & 28,434 men) with access to water supply, safe sanitary facilities and increased awareness on safe hygiene practices in a dignified, gender-sensitive and culturally appropriate manner. Le programme MAnU est mis en oeuvre dans un contexte social dominé par l’insécurité dans les nombreux villageset entitésdes territoires de la RDC oùceprogramme est exécuté. Durant la période évaluée du programmeMAnU, les conflits armés sontencore récurrents dans certains villages des territoires de Rutshuru, de Masisi et d’Uvira.
La promotion des droits de la femme fait face à des défis d’ordre culturels dans les communautés locales jusqu’au somment de l’Etat. Par exemple, l’équipe MAnU de Kinshasa, a rapporté le propos négatif d’un ministrepar rapport à la vulgarisation du code de la famille et la resolution 1325.1Au niveau local, certains gardiens de coutume résistent aux changements de certaines normes sociales qu’ils considèrent comme une valeur coutumière. El presenta texto constituye el Informe final de consultoría Estudio cualitativo de percepción de niños, niñas y adolescentes en el marco del Proyecto Niñas Con Oportunidades (NCO).
Es necesario aclarar que, aunque el título del Estudio mencione únicamente a niños, niñas y adolescentes, el pedido expreso de CARE Perú fue que se recogiera la percepción acerca del proyecto y de sus diversos ejes también entre docentes, padres de familia y directivos de las Instituciones educativas (IIEE) seleccionadas para el caso.
En esa ruta, el documento presenta los resultados del estudio diferenciando a cada uno de los actores (o usuarios) y toda la información que sustenta su análisis y sus hallazgos, tanto de orden narrativo (grupos focales y entrevistas) como de orden visual (dibujos y tarjetas significativas).
