CARE Guatemala Food Security Rapid Assessment 2022

EVALUACIÓN RÁPIDA DE INSEGURIDAD ALIMENTARIA SAN BARTOLOMÉ JOCOTENANGO, QUICHÉ

Rural families in Guatemala face one of the most severe food shortage seasons, mainly due to the high cost of meeting their basic needs, the effects of international conflicts and COVID-19 prevention measures, low hiring of temporary labor, the slow recovery of the impact of storms Eta and Iota, and the rainy season 2022 that has started with rains above normal, causing water saturation in the soil, which affects subsistence agriculture. This is worst for families who live in the dry corridor.

In this context, the Municipal Coordinator for the Disaster Reduction –COMRED- and the Municipal Directorate of Comprehensive Disaster Risk Management -IMGIRD of the municipality of San Bartolomé Jocotenango, department of Quiché, with the technical support of CARE Guatemala and TECHO, surveyed 163 households in 33 rural communities to know the availability and access to food, the economic situation, gender roles and strategies of survival that families are implementing. This report shares the results of the analysis of the data collected in July 2022

• 42% of households do not have any remaining grain from the previous harvest, and a further 33% only have remaining grain reserves for further 3 months or less.
• Women earn 56% less than men. On average, men earn $143 per month, and women earn $62.
• 21% have gone into debt to be able to buy food
• 38% are reducing the size of their meals; 22% of people are eating less (or have stopped eating) to make sure their children can eat
• 31% are now skipping at least one meal per day
• 3.7% have spent entire days without eating
• 2% have sold their land to buy food
• In 45% if the households, at least one member has migrated outside the community to find jobs elsewhere.
• Women and young girls are doing 94% of the work preparing food, cleaning, and taking care of family members. Read More...

EVALUATION REPORT FOR THE YOUTH EMPOWERMENT PROJECT IN ZIMBABWE

This study is a final evaluation for the Youth Empowerment Project (YEP), a three year project implemented by CARE International in Zimbabwe (CARE), in partnership with various implementing partners in 11 districts of Masvingo, Manicaland, Matabeleland South and Harare provinces. The implementing partners in the project were Caritas Masvingo and the Diocese of Mutare Community Care Programme (DOMCCP). Empretec was identified as the technical partner, while VIRL Rural and Social Services and CBZ Bank Limited were the financial partners. Other partners included Simukai Outreach Chipinge Children's Hope in Chipinge, United Church of Christ in Zimbabwe (UCCZ) in Chipinge and Family AIDS Caring Trust (FACT) in Chiredzi, who are vocational training institutions roped in to conduct Internal Savings and Lending (ISALs) training. Government Ministries, which include the Ministry of Youths, Indigenisation and Economic Empowerment (MYIEE), the Ministry of Small and Medium Enterprises and Cooperative Development (Ministry of SMEs), and the Ministry of Women Affairs, Gender and Community Development were also involved in the project. The project was aimed at ensuring that there is increased economic and social participation of male and female youths in Zimbabwe. It focused on the development of youth skills, including technical, business management and interpersonal skills and also facilitated community dialogues to ensure that families and communities support youths to participate in economic activities. mSTAR/Bangladesh, working with the Agriculture Extension Support Activity (AESA) led by Dhaka Ahsania Mission (DAM), conducted pre- and postassessments in Faridpur district to understand the impact that a micro-credit product (called A-Card) delivered to smallholder farmers through Bank Asia’s agent banking had on participating farmers, associated ag-input retailers, and other relevant stakeholders, as well as to understand what further action can be taken to improve uptake of these services.
This report includes findings from the pre- and post-assessment surveys, beginning with farmers and retailers’ demographic information, including age, sex and education; as well as their mobile phone ownership, access and usage patterns. It also examines the knowledge and perceptions that stakeholders have of digital financial services (DFS), in addition to their perceived benefits from A-Card, associated challenges, and opportunities to scale up. In addition, this report includes some findings from a separate survey conducted solely by AESA. It concludes with recommendations based on the findings and feedback from stakeholders. Global Partnership for Social Accountability- Strengthening Social Accountability in Education Baseline Survey

The purpose of this report is to present findings from baseline survey that was done concerning indicators for the Strengthening Social Accountability in the Education Sector in Malawi (SSAES). The baseline was done to provide the benchmark against the project’s key indicators for the purposes of monitoring, evaluation and learning.
The SSAES is a 3-year World Bank funded project being implemented by CARE Malawi, in partnership with the Civil Society Education Coalition (CSEC). The project is funded through the Global Partnership for Social Accountability (GPSA), a World Bank facility that supports civil society and governments to work together to solve critical governance challenges in developing countries. The SSAES project will be achieved through two key objectives, namely: - i) increased level of efficiency, transparency and accountability in the procurement processes; and ii) decreased teacher absenteeism. The project has a crosscutting component of Advocacy, Knowledge Management and Learning. The project is covering a total of 90 schools in six districts of Mzuzu City, Kasungu, Dedza, Balaka, Mwanza, and Mulanje.

The baseline was a cross sectional study using both qualitative and quantitative research methods. Primary data was done using five data collection tools: School questionnaire, household questionnaire, Focus Group Discussions (FGD), Key Informants Interviews (KII) and Observational methods. Data was collected from 6 project districts. A total of 360 household questionnaires, 46 school questionnaires, 15 Focus Group Discussions and 18 Key Informant Interviews were administered. LINK UP Final Project Evaluation

This report focuses on the potential of linkages between formal financial services and savings groups to create change for the savings groups, banks, and households. One of the projects that is involved in this work in LINK Up, a project supported by CARE, Access Africa and the Bill and Melinda Gates Foundation. LINK Up is a 3.5 year project working with savings groups in Tanzania and Kenya.
We use multiple datasets to explore trends over time that can answer the three guiding learning questions embedded in the LINK Up project.
(1) What is the impact of access to formal financial services on savings groups?
(2)What does the account performance look like for these groups and how does this affect the associated banks’ business models.
(3) What value do the people involved derive from gaining access to formal financial services?

SERVE Rwanda Value Chain Analysis 1 – Agricultural value chain analysis for SERVE

As of November 2023, agriculture employs 48 percent of the total labor force in Rwanda (NISR, 2024). Within this sector, the gender gap in productivity persists, with female-man-aged farms 11.7 percent less productive that male farms. The SERVE project identified four key factors behind this productivity gap: namely; poor business practices, difficulties in accessing agricultural lending, heavy reliance on informal sector lending, and cultural and social norms preventing women and youth from entering and succeeding in the agriculture sector. Addressing these challenges, the SERVE project, aligned with the Mastercard Foundation Young Africa Works strategy, is led by CARE International in collaboration with partners such as DUHAMIC-ADRI, PFTH, AMIR, and Urwego Bank. Over five years, SERVE aims to establish a resilient, sustainable, and gender-equitable entrepreneurial environment in the agricultural sector across ten districts in Rwanda.
With a focus on fostering inclusive growth for youth-led agricultural Micro and Small Enterprises (MSEs), SERVE aims to enhance productivity, access to finance, entrepreneurship, and market linkages in selected value chains. Simultaneously, the project aims to influence policies and social norms to reduce barriers and enhance equity, particularly for female youth. Collaborating with government ministries, civil society organizations, and the private sector, SERVE leverages strategic alliances to develop tailored financial products, bridge the gendered digital divide, and connect female youth with mentors and potential buyers.
Targeting approximately 45,500 female youth, including refugees and those with disabilities, SERVE emphasizes strengthening existing employment opportunities and generating new ones within the agricultural sector for individuals aged 18 to 35. Entry points include existing Village Savings and Loans Associations (VSLAs) and Farmer Groups (FG), primarily comprising young people, as well as exploring youth cooperatives and collective agribusi-nesses outside the VSLA network.
The aim of this report is to provide a comprehensive market analysis of the targeted value chains of tomatoes, chili, green beans, and poultry, as well as four additional potential value chains. This includes evaluating the current status of gender mainstreaming, and climate adaptation and mitigation efforts across all nodes of the prioritized value chains, as well as a critical examination of existing and projected agricultural financing and environmental policies and climate adaptation plans for National Determined Contributions to be able to set a strategic transformational plan for the prioritized value chains. The report provides information on existing opportunities and constraints across the targeted value chains and about current advantages and challenges within the chosen value chains. Mainstreaming of Social Accountability in The Emergency Labor Intensive Investment Project: Evaluation Study

Social accountability is one of the forms of accountability resulting from the activities of citizens and civil society organizations (CSOs) to hold government agencies accountable. The World Bank was the first to use the term “social accountability” (SA) to describe a set of procedures and mechanisms that enable citizens, civil society, and mass media to hold the government and public sector officials accountable. The term also represents the procedures adopted by the government, CSOs, mass media, and other social stakeholders to promote or facilitate such efforts. Therefore, SA is a form of social participation that transforms communities from being service receivers to a key partner throughout all stages, including needs assessment, pre-planning of activities, monitoring of service delivery, up to evaluation and improvement.

Social accountability aims at enabling stakeholders to access the best services. As such, it relies on mechanisms for giving voice and participation. Over the past decade there were many examples that revealed that citizens could express their viewpoints and actively participate in urging the public sector to be more responsive and accountable.
