COMMUNICATION FOR EDUCATION AND IMPROVED SCHOOL GOVERNANCE

The present report describes an internal assessment of the impact of the Communication for Education Project (C4E) implemented by CARE in Ratanak Kiri and Mondulkiri Provinces. Under the project, a communication for development campaign was designed by CARE, in collaboration with UNICEF, MoEYS/PED and local government counterparts, to promote better awareness and positive attitudinal changes toward values of education to increase community demand for good quality education among parents, caregivers and community members. The campaign also sought to strengthen perceptions of stakeholders’ role in supporting inclusive learning environments for all children at school. The communication channels used by the campaign included sound recordings (e.g., radio, public announcements, etc.), posters, social media, and other forms of communication. In technical terms, the project focuses on the role of what are known as District-based Training and Monitoring Teams (DTMT1) and School Support Committees (SSCs) and their mandate to promote strengthened demand for inclusive quality education among community members and other stakeholders. Members of the School Support Committees (SSCs) led the campaign to improve attitudes and behaviors as these relate to education. Endline Integrated Emergency Response Impevi Settlement Uganda

The end line evaluation was conducted in all the intervention areas where the ADA project was implemented. Respondents were sampled from the ten villages of Zone 3 of Imvepi settlement in Arua District. Data collection was conducted between 10th to 14th December 2018 starting with a two-day training for enumerators.
The evaluation relied on data collected by CARE International MEAL Team. This was quantitative and qualitative data. For Quantitative data, Semi-structured interviews were conducted at the household level using Handheld Tablets, programmed with Kobo tool.
The objective was to assess self-reported access to shelter, reported or perceived protection from GBV and sexual exploitation and to measure coverage in access to Livelihood interventions.
Data was collected from 304 refugees and 79 host community members. For the usability of data and a gendered comparison across life stages, the report only presents findings from the refugee’s population. Dutch Relief Alliance Horn of Africa Joint Response in Ethiopia and Somalia/Somaliland

This evaluation assesses the impact of the Dutch Relief Alliance’s (DRA) multi-sectoral Horn of Africa (HoA) joint response implemented in Somaliland and Ethiopia from April to December 2018. The five project components, i.e. Food security and livelihood (FSL); Livestock and agriculture; Water, sanitation and hygiene (WASH); Health; and Nutrition, were assessed against a set of key evaluation criteria including relevance, efficiency, effectiveness, sustainability, impact, localization, accountability, gender mainstreaming, and coordination.
In addition to an in-depth desk review of the DRA HoA joint response documentation to examine quantifiable targets and progress, the evaluation was conducted through qualitative and quantitative data collection in four different project locations in four different regions. In order to provide variety of geography, context, implementing partners, and project components, Bulale (Jarar), Kabri Dahar (Korahe), Ainabo (Sool), and Lughaya (Awdal) were selected. A total of 29 key informant interviews and eight focus group discussions targeting 72 beneficiaries were conducted. A quantitative
household survey collected data from 428 beneficiaries across all four locations.
Based on findings in this report, the DRA’s greatest strength lies in its coordination and flexibility between implementing partners and ability to adapt to changing local contexts. This was seen across multiple project locations when dealing with insecurity in the Somali region of Ethiopia and Sanaag region of Somaliland or changing project activities in Awdal region after the cyclone in May severely impacted the local situation. Partners also felt the CARE focal point was extremely communicative and responsive and that decisions could be approved at higher levels within a few hours, which was particularly relevant for an emergency response program when response time is crucial. effective in incorporating localization measures into their program designs as well. While many of the partners have had established field offices in the target locations for many years, in some cases program activities were implemented through local NGOs who have an in-depth understand of the local context and well-established relationship with the communities they work in.

Cash support for vulnerable families affected by the Mosul Crisis

Recent crises and armed conflict resulted in destruction of productive assets, poverty, diminished livelihoods and incomes and dysfunctional infrastructure, particularly in West Mosul that was the epicenter of the IS conflict. With an overall objective to reduce vulnerability and strengthen the resilience of conflict affected households in Iraq, unconditional cash assistance was applied by the German Foreign Funding Office (GFFO) supported project to meet the beneficiary’s needs running from 15th January through 31st December 2018. The project reached a total of 1,075 families (6,403 individuals) through 6 rounds of un-conditional, multi-purpose cash transfers delivered to residents of Al-Shifaa, Al-Iqtsadein and 17 Al-Tammuz Neighborhoods in West Mosul.
In coordination with the local government in West Mosul, the Cash Working Group (CWG) and development actors in Mosul, CARE conducted a Rapid Needs Assessment (RNA) in Al-Iqtsadein and Al- Shifaa neighborhood on 12th March 2018. Following the project extension and budget top-up later in August 2018, the project expanded to now cover vulnerable families in 17 Al-Tamuz neighborhood in West Mosul. The neighborhood had unmet needs with no other humanitarian agency implementing cash projects. Using the socio-economic vulnerability criteria developed by the CWG (see Annex 1), CARE conducted a vulnerability assessment from 12-18th March 2018, interviewing 666 households. Gaining Recovery: Improvement of Maternal and Child health in Return Areas of North Iraq

In 2016, Federal Ministry for Economic Cooperation and Development-Germany (BMZ) has provided funding to CARE-Iraq to implement the project titling "Gaining Recovery: Improvement of Maternal and Child health in Return Areas of North Iraq". The aim of this project was to enhance the opportunities of SRMH and child health care for the people of North Iraq specifically the returnees in Zummar, Bardiya, Rabiya and Qasir Serij areas of Ninewa Governorate of Iraq.
The overall goal of the project was "Contributing to Sustainable Development Goad (SDG) 3 – Ensure healthy lives and promote well-being for all at all ages, as well as Goal 3.1 – Reduction of maternal mortality ratio and goal 3.7 – ensure universal access to sexual and reproductive health-care services".
The project objective was "Improvement of maternal and child health in Northern Iraq". CARE-Iraq involved its partner, Harikar, for implementation of activities related to improving mother and child health through multi-dimensional approach. EMERGENCY ASSISTANCE FOR CONFLICT-AFFECTED AND VULNERABLE COMMUNITIES Yemen

CARE Yemen has been implementing an OFDA-supported “Emergency assistance for conflict-affected and vulnerable communities” project in four districts (As Sudah, As Sawd, Jabal Yazid, and Maswar) of Arman Governorate and two districts (Mabyan and Ash Shagadirah) of Hajjah Governorate, Yemen. The goal of the project is to improve the basic living conditions, and facilitate early recovery and resilience of internally displaced persons and host communities affected by conflict in Yemen. This project seeks to meet the critical WASH and basic living needs of the most vulnerable households living in the targeted districts so that lives are saved, suffering is alleviated, and human dignity is maintained. The specific objectives of the project are: reduce morbidity from WASH-related diseases of vulnerable IDPs and host communities; enable the most vulnerable IDPs and host communities to meet their basic and immediate needs, and increase their asset base; and improve the food security and nutritional status of the most vulnerable host communities.
In order to measure the changes in key outcomes of the project through comparing with the benchmark values, an end-line survey was conducted with 729 beneficiary households living in the six project operational districts of the Amran and Hajjah Governorates in January 2019. Protection et Appui Alimentaire aux enfants et a leurs meres affectes par la crise de Diffa

Depuis 2013, CARE1 intervient dans la région de Diffa, zone située à l’extrême Est du Niger et en proie à l’insurrection boko haram. Cette intervention répond à un appel de l’Etat du Niger et s’inscrit dans la réponse humanitaire globale face à une situation née au Nord Nigeria mais qui frappe toute la région du Lac Tchad. Le conflit a mis à terre l’économie
locale. Il a entraîné un flux important de réfugiés et retournés du Nigeria dans Diffa, particulièrement dans le sud-est. En juillet 2018, la DREC/M/R2 estimait à 249 813 personnes la population de déplacés, réfugiés, retournés et demandeurs d’asile. L’initiative ACCES, a été mise en oeuvre dans les départements du Borgou et l’Ouémé du 1er septembre 2011 au 31 décembre 2016. ACCESS Evaluation 2017

The ACCES Initiative is a project cofinanced by the European Union, CARE France, the Mairie of Paris, and ten communes in the Ouémé and Borgou departments of Benin. The primary promotor and implementer of the project was CARE International Benin/Togo and the targeted communes were Kalalé, N’Dali, Nikki, Pèrèrè, Tchaourou, Adjarra, Adjohoun, Akpro-Missérété, Bonou, Dangbo. The project lasted five years,with the goal of significantly improving access to infrastructure and services related to water, sanitation, and hygiene for 80 villages, 32 schools, and 10 health centers in ten rural communities of Benin. This was done through the construction and/or rehabilitation of water pumps and the extension of gravity schemes, the installation of incinerators in health centers, and the installation of latrines, trashcans, and urinals in primary schools. Additionally, trainings in management of the new installations were given to local actors and committees to foster self-reliance and local management, and Community Led Total Sanitation was used by facilitators to build demand for sanitation and to decrease or eliminate the practice of open defecation. Women For Change Cohort 1 and 2

Le présent document est le fruit de la consultation relative à l’évaluation finale du projet Women For Change à Guéyo (Cohorte 1). Ce projet, intervenant dans un contexte où les femmes dans les communauté de la Côte d’Ivoire sont confrontées à des disparités basées sur des croyances sociales et des structures de pouvoir qui sous-estiment leur valeur dans la société et dans ce cas précis, leur contribution à l’agriculture, vise à autonomiser les femmes productrices de cacao et les femmes vivant dans les ménages de cacaoculteurs pour qu'elles participent davantage au développement
communautaire et à la prise de décision sur la gestion des entreprises et des moyens de subsistance des cacaoculteurs à travers 3 piliers : (i) Accès au leadership et à la formation sur les compétences de vie courante (lifeskills) ; (ii) L’engagement des hommes et des garçons, engagement pour l'égalité des sexes, y compris le dialogue des couples ; (iii) L'apprentissage et la recherche pour démontrer le lien entre la productivité et l’autonomisation des femmes.
L’objectif de l’évaluation finale est de démontrer de façon significative l'impact du programme qui devra conserver la spécificité du contexte et des significations culturelles du changement de comportement des femmes et des hommes. Read More...
