Strengthening Resilience and Inclusive Governance (STRENPO) Mid-term Review
The Strengthening Resilience and Inclusive Governance Program (STRENPO) is a 4-year programme in the nexus between humanitarian and development work, managed by CARE International in Uganda, in partnership with four Ugandan civil society organisations. The programme commenced in April 2018 for the years 2018-2021.
The overall objective of STRENPO is: Women and youth in vulnerable, natural resource-dependent communities, including refugee settlements, are resilient to shocks and stresses arising from natural resources degradation, climate change, and conflict & displacement.
The overall impression generated from the documents review and the consultations in Uganda is that programme implementation is largely on track compared with work plans; this includes individual partner projects carried out by three ‘old’ partner organisations and RICE-WN as the new partner in the programme. Interventions are well-managed and the STRENPO team in CARE as well as staff in the partner organisations appear dedicated to the implementation of the programme in general and to their particular contribution.
A baseline survey was undertaken in late 2018 and is assessed as a well-planned and executed activity. The study focused on measuring resilience and the result was a sophisticated framework of criteria for categorising indicators of capacity to anticipate and respond appropriately to climate changes. Important information also came out from the Gender Sensitive Climate Vulnerability and Capacity Analysis (G-CVCA) that were undertaken by mid-2019.
- It is therefore recommended to introduce a more diversified approach to the interventions that targets impact groups directly, building on findings from the baseline survey and the G-CVCAs.
- It is recommended that STRENPO continues a strong follow-up to the CAAPs in order to facilitate funding of activities of priority to the involved communities and relevant to the programme’s objectives.
- It is therefore recommended that STRENPO during the coming two years increases the focus on using potential avenues for best practices replication and other catalytic effects.
- It is recommended that the STRENPO partners together selects a handful of the outlined ‘strategic actions’ for further development and specification.
- It is recommended that some of the capacity gaps that have key relevance for the programme are selected, so that it can be decided what type and how much support to the capacity development interventions the programme is able to offer.
- It is recommended that STRENPO in early 2020 reviews its potentials for engaging in stronger partnerships with the private sector, using a market driven analytical approach to determine appropriate interventions and relevant value chain and private sector actors to engage with.
- It is recommended that the STRENPO team engages in a discussion with CARE Danmark to further clarify their understanding and expectations regarding the programme’s inclusion of innovative climate change prevention solutions and a transformative approach to resilience.
- It is recommended that STRENPO undertakes a quick review of its results framework, with the intention to reduce the number of indicators, but also to allow a breakdown on some indicators into refugees and hosts. The revision should also aim at reducing and/or combining the qualitative indicators and progress markers. It is furthermore recommended to review and revise the phrasing of result areas and the Theory of Change, taking note of the suggestions made during the MTR workshop.

BASELINE SURVEY REPORT FOR ACCESS PROTECTION EMPOWERMENT ACCOUNTABILITY AND LEADERSHIP (APEAL) PROJECT
APEAL Project Overview: APEAL project was designed to deliver a comprehensive, evidence-based and people-centred Protection & Gender-Based Violence (GBV) sector response for recent and newly-arrived refugees from DRC settling in Western Uganda. The one year project is implementing a harmonized intervention package of targeted protection and GBV life-saving assistance with a particular focus on extremely vulnerable individuals.

Final Evaluation of the Project Building resilience among refugees and their Jordanian hosts
From the period 1/09/2017- 31/08/2019, CARE International in Jordan implemented a project titled “Building resilience among refugees and their Jordanian hosts” and the project aimed at supporting vulnerable Syrian refugees and Jordanians to enhance resilience and protection, especially from gender-based violence (GBV), through improved access for men and women to dignified, sustainable livelihoods in the Syria crisis highly-impacted areas of Amman, Zarqa and the Azraq refugee camp, while promoting social cohesion between Syrians and vulnerable Jordanians through joint programming and the provision of dignified solutions for long-term urgent cash needs.
Findings
• An effective project design and proposal document which included all components of a proposal document and it is considered to be a strong basis for an effective implementation process.
• Availability of planning documents to include detailed work plans, log frames, need analysis.
• Availability of M&E system.
• Conformity with donor regulations and standards.
• The implemented project responded to a number of strategies to include the Jordan Response plan and CARE International annual plans and strategies.
Conclusions:
According to literature and desk review we conclude the following;

WASH support to IDPs & host communities in Dohuk & Ninewa
CARE, REACH and Harikar solicited support from GAC to support their WASH intervention in four IDP camps (Chamishko, Essyan, Mamrashan and Sheikhan) and in host community collectives (Ardawan, Ba’adre, Kalakchi, Mahate and Ayas) in Dohuk and Ninewa from January 2017 to December 2019. The project also had an emergency response component in November 2017 in three neighbourhoods of West Mosul (Al-Mansour, Al-Jawsaq and Wadi Al-Hajar). The purpose of the final evaluation is to assess the post intervention situation in the targeted areas against baseline indicators. Furthermore, the study looked at the effectiveness and efficiency of the intervention to reach the expected outcomes. The study also considered criteria such as coverage and appropriateness to evaluate the quality of the intervention. Finally, the evaluation looked at some of the impacts of the intervention.
The final evaluation concludes that CARE, REACH and Harikar reached most of the expected targets during the project implementation. The evaluation team is confident that with the intervention of CARE, REACH and Harikar men, women, boys and girls have improved access to safe water supply (Outcome 100) and to safe sanitation facilities (Outcome 200) in the IDPs camps and also to some extent in the host communities. The evaluation team can also report that IDPs have had improved access to hygiene supplies in 2017 and 2018 thanks to the hygiene voucher system set up by CARE, REACH and Harikar (Outcome 300). Men, women, boys and girls also have improved access to information about hygiene as well as gender and protection both in the IDP camps and host communities (Outcome 300 and 500). The evaluation team collected mixed results however concerning the increased capacity of community actors, local NGOs & local authorities to provide timely WASH assistance to vulnerable IDPs and host communities that meet the differing needs of women & girls (Outcome 400). Due to the volatility of the context and the limited financial capacities of local authorities, the intervention failed to identify a strong exit strategy where local authorities would take over the services provided by CARE, Harikar and REACH with the support of GAC. Utilizing Cash and Voucher Assistance within Gender-based Violence Case Management to Support Crisis-Affected Populations in Ecuador: Learning Brief (Arabic)
With support from Sweden’s Ministry for Foreign Affairs, Women's Refugee Commission and CARE partnered to advance the Call to Action Roadmap by strengthening the capacity of GBV and CVA service providers in Ecuador to leverage CVA within case management services in the prevention of and response to GBV for crisis-affected populations.
This project, which spanned September to December 2019, serves as an opportunity to model comprehensive GBV case management in the face of high rates of GBV and to influence how humanitarian and development sectors and their practitioners respond to GBV in Ecuador. CVA has not yet been systematically leveraged to meet the needs of GBV survivors and those at risk (GBV clients). Previous work by CARE has focused on GBV prevention and mitigation in support of local government, women’s rights organizations, and civil society strengthening local policies and frameworks; these efforts will be complemented by this project’s focus on GBV response.

Utilisation de Transferts Monétaires dans le Cadre des Services de Gestion de Cas de Violences Basées sur le Genre pour Soutenir les Populations Touchées par des Crises en Équateur: Synthèse
Avec le soutien du ministère des Affaires étrangères suédois, la Commission des femmes pour les réfugiés et CARE se sont associées pour faire progresser la Feuille de route de l’appel à l’action en renforçant les capacités de prise en charge des VBG et des transferts monétaires des prestataires de services en Équateur, de façon à optimiser les transferts monétaires dans le cadre des services de gestion des cas en vue d’assurer la prévention et la lutte contre les violences basées sur le genre au sein des populations touchées par la crise.
Ce projet s’est déroulé de septembre à décembre 2019. Il permet de démontrer, de manière exhaustive, la prise en charge des violences basées sur le genre dans un contexte présentant des taux élevés de VBG. Il permet également d’influencer la manière dont les acteurs humanitaires et les professionnels des secteurs du développement luttent contre les VBG en Équateur. Empleo de Asistencia en Efectivo y Vales en la Gestión de Casos de Violencia Basada en Género para Brindar Apoyo a las Poblaciones Afectadas por Crisis en el Ecuador: Resumen informativo
Con el respaldo del Ministerio de Asuntos Exteriores de Suecia, la Comisión de Mujeres Refugiadas y CARE se asociaron para impulsar la Hoja de Ruta del Llamado a la Acción mediante el refuerzo de la capacidad de los proveedores de servicios relacionados con la violencia basada en género y la asistencia en efectivo y vales en el Ecuador a fin de aprovechar la AEV en los servicios de gestión de casos para prevenir y dar respuesta a la VBG en las poblaciones afectadas por crisis.
El proyecto, que se implementó entre septiembre y diciembre de 2019, supone un modelo de gestión integral de casos de VBG en un contexto que registra tasas elevadas de esta forma de violencia y constituyó una oportunidad de influir en la respuesta que los sectores humanitarios y del desarrollo, incluidos sus profesionales, dan a la VBG en el Ecuador. La AEV aún no se ha aprovechado de forma sistemática para cubrir las necesidades de sobrevivientes de VBG y de personas en riesgo de sufrirla (usuarios afectados por la VBG). Final Evaluation of Jordanian Community Development Support Program
This evaluation assessed the Jordanian Community Development and Support Program (JCDSP), which aimed to enhance the socio-economic well-being and quality of life for Jordanian host community members, especially for Jordanian women and young women and men (ultimate outcome). The Program was delivered by CARE Canada and CARE International in Jordan in two phases. Phase 1 spanned three years, from 2014 to 2017, and lent assistance to meet the most critical needs of vulnerable populations from communities in Irbid, Mafraq, Zarqa, and East Amman. Its objective was to augment and supplement overwhelmed government services brought on by the large scale migration of Syrian refugees within these four target communities. The Program’s second phase, lasting 18 months (April 2018 to September 2019), responded to the longer term challenges and opportunities as more and more of the Syrian refugees made the decision to permanently settle in these communities. Under this phase, the Program shifted focus from humanitarian assistance to women’s economic empowerment, social cohesion and safety net enhancements. Accordingly, under this second phase, only two out of the three intermediate outcomes were maintained. As part of the shut-down process of the Program, CARE Canada and CARE International commissioned this summative evaluation to look at the success and challenges derived from this process. Through the collection of primarily qualitative data and augmented with data collected by the Program, this evaluation: 1. Assessed the degree to which the program has achieved its outcome results (impact) and the relative relevance, efficiency, effectiveness and sustainability of program activities to generate these outcome results as per the Program’s theory of change; and 2. Provide insight, analysis and recommendations to CARE Jordan, and the CARE federation regarding the strengths and challenges of the programming to inform and improve future programming. Read More...

This is a baseline survey report for the "Improving Sanitation, Hygiene, Renovation of Sewage System" project, funded by the Ministry of Foreign Affairs of the Czech Republic.
There are two priority issues to be addressed by this project: a) significant health risks posed by accumulation of solid waste in key arteries of West Mosul (Cree stream), precluding the effective flow of gray water towards the river as well as damaged pipes which serve to remove black water from residential areas (Al-Thawra neighborhood), and b) limited civic engagement and ownership of residential environment, resulting in poor communal hygiene practices and a high burden on local authorities, which are operating under severely reduced capacity to address needs.
