EVALUATION REPORT FOR THE YOUTH EMPOWERMENT PROJECT IN ZIMBABWE
This study is a final evaluation for the Youth Empowerment Project (YEP), a three year project implemented by CARE International in Zimbabwe (CARE), in partnership with various implementing partners in 11 districts of Masvingo, Manicaland, Matabeleland South and Harare provinces. The implementing partners in the project were Caritas Masvingo and the Diocese of Mutare Community Care Programme (DOMCCP). Empretec was identified as the technical partner, while VIRL Rural and Social Services and CBZ Bank Limited were the financial partners. Other partners included Simukai Outreach Chipinge Children's Hope in Chipinge, United Church of Christ in Zimbabwe (UCCZ) in Chipinge and Family AIDS Caring Trust (FACT) in Chiredzi, who are vocational training institutions roped in to conduct Internal Savings and Lending (ISALs) training. Government Ministries, which include the Ministry of Youths, Indigenisation and Economic Empowerment (MYIEE), the Ministry of Small and Medium Enterprises and Cooperative Development (Ministry of SMEs), and the Ministry of Women Affairs, Gender and Community Development were also involved in the project. The project was aimed at ensuring that there is increased economic and social participation of male and female youths in Zimbabwe. It focused on the development of youth skills, including technical, business management and interpersonal skills and also facilitated community dialogues to ensure that families and communities support youths to participate in economic activities. A-Card Pilot Initiative Impact Assessment
mSTAR/Bangladesh, working with the Agriculture Extension Support Activity (AESA) led by Dhaka Ahsania Mission (DAM), conducted pre- and postassessments in Faridpur district to understand the impact that a micro-credit product (called A-Card) delivered to smallholder farmers through Bank Asia’s agent banking had on participating farmers, associated ag-input retailers, and other relevant stakeholders, as well as to understand what further action can be taken to improve uptake of these services.
This report includes findings from the pre- and post-assessment surveys, beginning with farmers and retailers’ demographic information, including age, sex and education; as well as their mobile phone ownership, access and usage patterns. It also examines the knowledge and perceptions that stakeholders have of digital financial services (DFS), in addition to their perceived benefits from A-Card, associated challenges, and opportunities to scale up. In addition, this report includes some findings from a separate survey conducted solely by AESA. It concludes with recommendations based on the findings and feedback from stakeholders. Global Partnership for Social Accountability- Strengthening Social Accountability in Education Baseline Survey
The purpose of this report is to present findings from baseline survey that was done concerning indicators for the Strengthening Social Accountability in the Education Sector in Malawi (SSAES). The baseline was done to provide the benchmark against the project’s key indicators for the purposes of monitoring, evaluation and learning.
The SSAES is a 3-year World Bank funded project being implemented by CARE Malawi, in partnership with the Civil Society Education Coalition (CSEC). The project is funded through the Global Partnership for Social Accountability (GPSA), a World Bank facility that supports civil society and governments to work together to solve critical governance challenges in developing countries. The SSAES project will be achieved through two key objectives, namely: - i) increased level of efficiency, transparency and accountability in the procurement processes; and ii) decreased teacher absenteeism. The project has a crosscutting component of Advocacy, Knowledge Management and Learning. The project is covering a total of 90 schools in six districts of Mzuzu City, Kasungu, Dedza, Balaka, Mwanza, and Mulanje.
The baseline was a cross sectional study using both qualitative and quantitative research methods. Primary data was done using five data collection tools: School questionnaire, household questionnaire, Focus Group Discussions (FGD), Key Informants Interviews (KII) and Observational methods. LINK UP Final Project Evaluation
This report focuses on the potential of linkages between formal financial services and savings groups to create change for the savings groups, banks, and households. One of the projects that is involved in this work in LINK Up, a project supported by CARE, Access Africa and the Bill and Melinda Gates Foundation. LINK Up is a 3.5 year project working with savings groups in Tanzania and Kenya.
We use multiple datasets to explore trends over time that can answer the three guiding learning questions embedded in the LINK Up project.
(1) What is the impact of access to formal financial services on savings groups?
(2)What does the account performance look like for these groups and how does this affect the associated banks’ business models.

Mawe Tatu II
Mawe Tatu is a Swahili concept that translates to three pebbles. This name was chosen to illustrate the physics of dropping three pebbles into a pond to represent interventions related to women, men and youth as main components of society. As the pebbles fall, they have the immediate effect of moving the water. Each pebble also creates ripples that propagate and interact with those of other pebbles, in space and time. It is a metaphor that expresses, respectively, the short- and medium-term effects of the project as well as the long-term impact that will result in synergistic effects of Mawe Tatu's interventions. Like Mawe Tatu I, the programme works with women and youth and men to improve the socio-economic status of women and youth and their powers to influence decisions at the household and community levels.
The overall objective of this evaluation is to measure the progress and results of the programme based on the Theory of Change, to draw lessons (lessons learned) for future programmes.
To achieve this, the evaluation team used the mixed methodological approach (quantitative and qualitative) to collect data from programme participants, key informants and Mawe Tatu II programme documentation. A range of techniques were associated with this approach including: the document review to understand the logic of the Programme, focus group discussions with the participants of the Programme in the 8 health zones of the evaluated programme (Rutshuru excluded because of the context of the war between the M23 and the FARDC), a household survey which facilitated reaching several households in 9 health zones as well as 2 health zones and two control health zones. In addition, semi-structured interviews with key informants were conducted enriched by direct observations to identify different attitudes related to the evaluation questions.
Overall, this evaluation indicates that the Mawe Tatu II programme has had significant successes in terms of its 3 trajectories linked to the first Outcome, related to access (and control) to capital, knowledge, skills and entrepreneurial mindset, and the commitment of men, and other successes at the level of its other two trajectories (market access and sexual and reproductive health) as we have also noticed in the database of harvested Outcomes shared with us in the Mawe Tatu II programme documentation at the beginning of this final evaluation.
Programme participants testify that thanks to the training and awareness-raising activities in the VSLAs to which they have joined, they have made savings through which they access capital to launch their small to large businesses. Some women and young members of the few VSLAs have accessed loans in some MFIs although for MFIs and banks in general, the services do not yet offer financial services adapted to women and young entrepreneurs who are members of VSLAs and remain indifferent to cooperate and carry out business with VSLAs because they continue to find them less reliable because they lack collateral to give to taking credit. At the same time, mistrust of formal financial institutions, caused by the failures that entrepreneurs have witnessed in the past, has also created a barrier, which was not fully addressed during the programme, in the effective use of services and products. Over the course of this program, LINK Up partners have opened 13,165 group savings accounts and have served approximately 322,000 members, 81% of which were women.

Supporting meaningful civic engagement for improved accountability by leveraging digital technologies (Ref: ISAF-II) 2019-2023
This is the end of project Evaluation for CARE’s Implementation of Social Accountability Framework (ISAF) Project. Phase two of the ISAF was implemented in five target provinces (Ratank Kiri, Mondul Kiri, Koh Kong Kratie, and Stung Treng) over 50 months (2019-2024). ISAF II aimed to reduce poverty through democratic, inclusive, and equitable local governance and more accessible and equitable public service delivery. ISAF II worked with local Non-governmental Organisation (LNGOs) that were provided grants through the project and citizens of the five targeted provinces who received improved services (commune, health centres and primary schools).
Objective of the Evaluation
The overall objective of the end of project evaluation is to provide a full assessment of the intended goals and objectives of the action including the treatment of key evaluation questions and using the six Organisation for Economic Co-operation and Development / Development Assistance Committee (OECD DAC) criteria; relevance, coherence, effectiveness, efficiency, impact, and sustainability. The evaluation also aims to capture best practices, challenges, and lessons learned during the project intervention, and provide clear recommendations for CARE, the National Committee for Sub-national Democratic Development (NCDD), European Union (EU), World Bank and other relevant Development Partners and stakeholders for future interventions. The evaluation will measure the impact and progress against the project’s logical framework. The evaluation will assess all three sectors (commune administration, health centres, and school services) in all five selected provinces under CARE’s mandate.
End of project respondents were chosen from key project participants: citizens, youth (aged 15 to 30 years old), local authorities/services providers (commune and district levels, healthcare centres and primary schools) and Community Accountability Facilitators (CAFs).
