Utilizing Cash and Voucher Assistance within Gender-based Violence Case Management to Support Crisis-Affected Populations in Ecuador: Learning Brief (Arabic)

With support from Sweden’s Ministry for Foreign Affairs, Women's Refugee Commission and CARE partnered to advance the Call to Action Roadmap by strengthening the capacity of GBV and CVA service providers in Ecuador to leverage CVA within case management services in the prevention of and response to GBV for crisis-affected populations.

This project, which spanned September to December 2019, serves as an opportunity to model comprehensive GBV case management in the face of high rates of GBV and to influence how humanitarian and development sectors and their practitioners respond to GBV in Ecuador. CVA has not yet been systematically leveraged to meet the needs of GBV survivors and those at risk (GBV clients). Previous work by CARE has focused on GBV prevention and mitigation in support of local government, women’s rights organizations, and civil society strengthening local policies and frameworks; these efforts will be complemented by this project’s focus on GBV response.

Empleo de Asistencia en Efectivo y Vales en la Gestión de Casos de Violencia Basada en Género para Brindar Apoyo a las Poblaciones Afectadas por Crisis en el Ecuador: Resumen informativo

Con el respaldo del Ministerio de Asuntos Exteriores de Suecia, la Comisión de Mujeres Refugiadas y CARE se asociaron para impulsar la Hoja de Ruta del Llamado a la Acción mediante el refuerzo de la capacidad de los proveedores de servicios relacionados con la violencia basada en género y la asistencia en efectivo y vales en el Ecuador a fin de aprovechar la AEV en los servicios de gestión de casos para prevenir y dar respuesta a la VBG en las poblaciones afectadas por crisis.

El proyecto, que se implementó entre septiembre y diciembre de 2019, supone un modelo de gestión integral de casos de VBG en un contexto que registra tasas elevadas de esta forma de violencia y constituyó una oportunidad de influir en la respuesta que los sectores humanitarios y del desarrollo, incluidos sus profesionales, dan a la VBG en el Ecuador. La AEV aún no se ha aprovechado de forma sistemática para cubrir las necesidades de sobrevivientes de VBG y de personas en riesgo de sufrirla (usuarios afectados por la VBG). Las acciones anteriores de CARE se han centrado en la prevención y mitigación de la VBG y para ello han respaldado a gobiernos locales, organizaciones de defensa de los derechos de la mujer y a la sociedad civil en su refuerzo de las políticas y marcos locales. Este proyecto se centra en la respuesta a la VBG y con ello complementará las acciones anteriores de CARE.

Mujeres con Voz fue implementado entre febrero 2017 y enero de 2019. Este documento recoge sus logros, a partir de una descripción del contexto local y de los cambios ocurridos; identifica sus aportes estratégicos, y analiza el impacto y sostenibilidad de las acciones implementadas durante su ejecución.

Como en todo balance, las cifras no reflejan en sus resultados la profundidad de las acciones y las vidas que fueron tocadas y transformadas en su trayecto; quizá las palabras hagan suponer lo que el trabajo exhaustivo en la cotidianidad del proyecto procuró para que esa realidad de violencia concluya, y la sociedad se encamine a otros tiempos de equidad y no

Final Evaluation of Jordanian Community Development Support Program

This evaluation assessed the Jordanian Community Development and Support Program (JCDSP), which aimed to enhance the socio-economic well-being and quality of life for Jordanian host community members, especially for Jordanian women and young women and men (ultimate outcome). The Program was delivered by CARE Canada and CARE International in Jordan in two phases. Phase 1 spanned three years, from 2014 to 2017, and lent assistance to meet the most critical needs of vulnerable populations from communities in Irbid, Mafraq, Zarqa, and East Amman. Its objective was to augment and supplement overwhelmed government services brought on by the large scale migration of Syrian refugees within these four target communities. The Program’s second phase, lasting 18 months (April 2018 to September 2019), responded to the longer term challenges and opportunities as more and more of the Syrian refugees made the decision to permanently settle in these communities. Under this phase, the Program shifted focus from humanitarian assistance to women’s economic empowerment, social cohesion and safety net enhancements. Accordingly, under this second phase, only two out of the three intermediate outcomes were maintained. As part of the shut-down process of the Program, CARE Canada and CARE International commissioned this summative evaluation to look at the success and challenges derived from this process. Through the collection of primarily qualitative data and augmented with data collected by the Program, this evaluation: 1. Assessed the degree to which the program has achieved its outcome results (impact) and the relative relevance, efficiency, effectiveness and sustainability of program activities to generate these outcome results as per the Program’s theory of change; and 2. Provide insight, analysis and recommendations to CARE Jordan, and the CARE federation regarding the strengths and challenges of the programming to inform and improve future programming. Read More...

Zambia Prevention, Care & Treatment Partnership Project II Mid-Term

ZPCT II is a five-year, $124 million contract supporting Human Immunodeficiency Virus/Acquired Immunodeficiency Syndrome (HIV/AIDS) service delivery in six of Zambia’s ten provinces (Central, Copperbelt, Luapula, Muchinga, Northern, and North Western). To date, $82 million has been obligated into the award, spanning nine program areas. The five main objectives of ZPCT II are the following:
1. Expanding existing HIV/AIDS services and scaling up new services, as part of a comprehensive package that emphasizes prevention, strengthening the health system, and supporting the priorities of the Ministry of Health (MOH) and the National HIV/ AIDS/Sexually Transmitted Infection (STI)/ Tuberculosis (TB) Council (NAC).
2. Increasing the involvement and participation of partners and stakeholders to provide a comprehensive HIV/AIDS service package that emphasizes prevention, strengthens the health system, and supports the priorities of the MOH and the NAC.
3. Increasing the capacity of the Provincial Medical Offices (PMOs) and District Medical Offices (DMOs) to perform technical and program management functions.
4. Building and managing public-private partnerships (PPPs) to expand and strengthen HIV/AIDS service delivery, emphasizing prevention, in private sector health facilities.

Ghana’s Strengthening Accountability Mechanisms (GSAM) Project Third Quarterly Report

The Third Quarter of the USAID-funded Ghana’s Strengthening Accountability Mechanisms (GSAM) project spanned the period April-June, 2017. CARE, IBIS and ISODEC supported 26 CSO partners to complete a number of citizen monitoring and dissemination activities started in previous quarters in the 50 SA districts and to commence another round of citizen monitoring of capital projects. As at the end of June, 88 capital projects had been selected from the 2016/2017 Annual Action Plans (AAPs) in 43 of the 50 social accountability (SA) districts for citizen monitoring, majority of which are education (42%) and health-related (36%) projects. “FUTURE FOR YOU(TH): YOUNG PEOPLE AS LEADERS OF LIFE SKILLS EDUCATION IN THE BALKANS”

The final evaluation of the “Future for You(th): Young people as Leaders of Life Skills Education in the Balkans” was conducted between December 2023 and March 2024. This end-term evaluation has addressed the full period of the project implementation (March 2021 – February 2024). Its scope covered all four target countries (Bosnia and Herzegovina, Serbia, Kosovo and Albania) and main project beneficiaries (partner organizations, institutional representatives, teachers, youth, parents, movement leaders, etc.).
The evaluation process employed a mixed-methods approach with a non-experimental design. Its purpose was to assess the intervention's impact on advancing gender equality, examining shifts in cultural norms, behaviors and attitudes, and power dynamics, along with changes in participation, access to resources, and policy adjustments. It also aimed to summarize the main findings, conclusions and recommendations to inform the project's design and implementation phase.
The evaluation process was based on OECD-DAC evaluation criteria, but the priority was given to relevance, effectiveness, (immediate) impact and sustainability of the intervention. The rest of the criteria were not prioritized considering the given time frame, budget and purpose of the evaluation.
The project evaluation has embedded gender-responsive approaches and human rights frameworks from its inception. This approach was instrumental in establishing a holistic evaluation framework, with the aim of ensuring that these aspects were not treated as peripheral concerns but rather integral components of the project's core objectives and activities.
The data collection process comprised a desk review of relevant documents, semi-structured interviews with key informants, focus groups involving young individuals, and validation sessions to confirm clarity and authenticate key findings with project partners and other stakeholders. Data triangulation involved consolidating various methods and sources, thereby enhancing credibility through cross-referencing information from diverse origins.
Key limitations in the evaluation included a lack of representation from policymakers in some countries, restricted involvement of young individuals not engaged in BMCs and limited participation of young law offenders and professionals from youth at risk centers in the evaluation process. Related findings from the informants were cross-referenced with other information extracted from reviewed documents to mitigate potential bias.

Young men and women who participated in a greater number of project activities, including workshops or events related to campaigns, demonstrated more gender-equal attitudes towards gender roles and norms, violence, gender equality. All young people have increased their knowledge in sexual and reproductive health. Parents of BMC members have confirmed that the BMC program serves as a vehicle for continuous and holistic personal growth of their children, positively impacting diverse aspects of their lives.
School staff and professionals from juvenile correctional centers have gained qualitative content and the necessary competencies to effectively present crucial topics to youth in a non-formal manner that aligns with the needs of young people.
BMCs have progressed to comprehensive resource centers, providing safe spaces where young individuals can openly discuss their most sensitive concerns and receive professional referrals to address their diverse needs.
The project has managed to reach out to a remarkable number of people. The partners organized campaigns at the local level, resulting in the implementation of 35 school-based initiatives that reached 9,356 young individuals, and conducted 68 community-based campaigns, engaging with 20,218 citizens spanning across youth and adults alike, significantly increasing awareness on promoting peaceful masculinities, gender equality, and addressing hate speech and intolerance within the targeted demographics.
Despite challenges, such as navigating political instability, the project demonstrated resilience and effectiveness, significantly influencing community attitudes on social issues. Integrating Local Knowledge in Humanitarian and Development Programming: Perspectives of Global Women Leaders

This report examines local knowledge integration in the context of global development and humanitarian aid work. It builds upon a recently published report by the U.S. Agency for International Development (USAID) called "Integrating Local Knowledge in Development Programming". That report sought to “share knowledge of how development donors and implementing organizations leverage local knowledge to inform programming.”2 This study aims to extend the original methods to better understand grassroots actors’ own interpretations of local knowledge and its integration into programming in their communities. It examines the perspectives of 29 grassroots leaders from women-led organizations around the world, looking deeply at the ways in which they conceptualize local knowledge and local knowledge stakeholders, their approaches to designing their own projects based on local knowledge, and their experiences sharing knowledge with international actors and donors. This builds the broader evidence base on integrating local knowledge to incorporate the perspectives of grassroots actors into the same conversation as the original study.
Key takeaways from this research span two broad categories – how local leaders conceptualize local knowledge and what the effective use of local knowledge in practice looks like to them. Within these categories, interviewees explored the many challenges they face in identifying and sharing knowledge; their various approaches to designing projects based on local knowledge; some of the tensions they often find themselves balancing; unique ways of measuring the contribution of such knowledge to the success of an intervention; and experiences with and strategies for sharing their knowledge with non-local actors.
In terms of how women leaders tend to conceptualize local knowledge, the research reveals three distinct but interconnected definitions of the term: 1) knowing what a community is like; 2) knowing what a community needs and where the solutions lie; and 3) having a profound connection with the community. The first definition indicates knowing a community well enough to understand the dynamics within it. The second goes a bit further to say that local knowledge means knowing both the specific needs present in a community as well as the relevant solutions for addressing them. As one respondent told us, “Contextual expertise is having experience in a certain context and being able to solve problems based on it.” And the third conceptualization indicates having a deeply rooted connection with the community or the grassroots. Some described this as “having your heart” in the community. Key to this third definition appears to be both consistency and the ability to perceive change over time. Interviewees said that local knowledge depends on people having gone through different “contexts, histories, processes, and experiences” together, and having learned from them collectively. Therefore, it is difficult, if not impossible, for international actors to acquire the same level of investment in communities that is quasi-synonymous with local knowledge unless they have lived, worked, and built relationships within them long enough to meet this consistency standard. RECOVERY, REINTEGRATION & RESILIENCE (R3) CONSORTIUM AFGHANISTAN

The R3 consortium in Afghanistan was born in October 2020 and designed to run until March 2024. Its objective was to address the needs of the population in a context of significant displacement and chronic fragility, bridging the gap between short-term humanitarian response in the early months of displacement, and longer-term sustainability and development. The three dimensions of resilience are thus deliberately included in the title of the Consortium itself: Recovery (absorptive); Resilience (adaptive) and Reintegration (transformative). R3 programming was implemented by a consortium of NGOs led by the Norwegian Refugee Council (NRC) with the participation of Action Against Hunger (AAH), CARE, and World Vision International (WV).
