CARE Mali Harande FY20 Participants Based Survey PaBS Annual Report

Harande program, implemented the annual monitoring survey through the M&E Unit and Program team supported by the CARE USA Regional M&E Advisor. The methodology is based on the Participants Based Survey (PaBS survey) guidelines expressed in Feed the Future PABS guideline1. It has been conducted using the latest BHA participants-based survey methodology guidance. All fourteen (14) annual survey indicators have been computed using weighting procedures. Except for, gross margin, value of incremental and yield indicators that used more complex formulas, standard errors and confidence intervals have been established for the remaining indicators. FY20 Data collection has been made during the period of July 15 - 29, 2020 and methodology comply with the PaBS FtF guideline as recommended by BHA. The PaBS have been implemented in the following four (4) communes: Dourou, Dandoli, Douentza and Koubewel Koundia, and a total of 48 villages have been reached through these communes for data collection.

A total of 1,733 participants have been sampled for this PaBS. Within them 11% refused the survey and 72% were female. That bring the total participant who responded to the survey in all the frames without double counting to 1,529. Participants who overlap between frames during the survey were counted once. It appears that 28% of participants were youth. Out of a total of 1,529 interviewed respondents 1,265 come from households and 18% of them were household heads. Impact Evaluation of the Strengthen PSNP4 Institutions and Resilience (SPIR) Development Food Security Activity (DFSA) Baseline

World Vision, CARE and ORDA designed the SPIR DFSA to support delivery of PSNP4 while also developing and delivering multisectoral programming across the four project purposes in order to enhance livelihoods, increase resilience to shocks, and improve food security and nutrition for PSNP4 clients. The SPIR project will use community-level programming, training of government staff involved in public service delivery at the woreda (district) and kebele (subdistrict) level, and targeted livelihood transfers to support and strengthen PSNP4. Resource transfers received by SPIR participants will come primarily from transfers received from the PSNP4, as well as one-time livelihood transfers provided to the poorest PNSP clients to support livelihoods and promote graduation. Most other benefits of the SPIR project appear in the form of improved public service delivery and trainings to promote learning and support for community-level groups. For learning purposes, the SPIR impact evaluation combines major core components and innovative new activities under Purpose 1 on livelihoods and Purpose 2 on nutrition, along with selected activities under Purpose 3 on gender and youth and Purpose 4 on climate resilience, into a study design of overlapping interventions to learn what combination of activities has the greatest impact and is most cost-effective at improving SPIR outcomes [128 pages].

A Social Impact Analysis of CARE’s ‘Enhancing Women’s Voice to STOP Sexual Harassment ’ Project

The Enhancing Women’s Voice to Stop Sexual Harassment project (STOP), an initiative of CARE Australia, has been working since 2017 to prevent and address the under-reported problem of sexual harassment in mainland Southeast Asia’s garment sector. At the time of writing, STOP is the only initiative that addresses this issue on a multi-country scale within the sub-region. Operating across a pool of garment factories in four Mekong countries—Cambodia, Lao PDR, Myanmar and Vietnam—STOP aims to enhance women’s voice and economic rights at both the national and factory levels. Based on a socio-ecological model of violence prevention, CARE Country Offices (COs) are working with participating factories to create workplaces where female workers feel safe and experience less SH through the implementation of standardised SH reporting mechanisms and rigorous training programs. Supported by CARE Regional staff, each CARE CO engages with relevant country, regional and international stakeholders to strengthen the national regulatory environment to promote laws, policies and mechanisms to address SH in the workplace.

In 2018, CARE Australia commissioned a consortium of researchers from UNSW Sydney and UNSW Canberra to undertake an independent evaluation the STOP project and provide a separate Social Impact Assessment (SIA) focused on Cambodia STOP as the particular case study. The SIA is intended to complement the findings of the Final Evaluation (FE) of the STOP, as implemented in the other three project sites. The SIA and the Final Evaluation should be read as two parts of a single whole. The UNSW team drew upon a range of evaluative sources including factory surveys, focus group discussions and key informant interviews with factory workers, middle management and government officials. A conceptual framework is also advanced in order to better capture the nuances of social impact and gender transformation, and to provide a rigorous basis on which to evaluate STOP’s development and implementation in Cambodia. LÍNEA DE BASE DEL PROYECTO “ALMA LLANERA”

El presente documento constituye el Informe Final del “Estudio de Línea de Base del Proyecto Alma Llanera” desarrollado por el equipo de consultores, entre los meses de enero y febrero del año 2020, de acuerdo a los términos de referencia de CARE. El levantamiento de la línea de base tiene como propósito brindar el estado de situación de los indicadores del Marco Lógico (ML), así como servir de instrumento para la medición posterior de los resultados y el impacto del proyecto.

La Línea de Base se elaboró en función a los tres ejes establecidos en el proyecto (acceso a la protección, servicios de salud mental y medios de vida). Entre los principales resultados encontrados luego del análisis de la información recogida, resaltan los siguientes:

a) Respecto del acceso a la protección, se evidencia la preocupación que perciben las personas migrantes y refugiadas venezolanas respecto de las condiciones de seguridad en el entorno donde viven y laboran.
b) Con relación al acceso a los servicios de salud mental, se ha encontrado que en el proceso de migración hacia Perú y el consecuente cambio y choque de expectativas, se generaron situaciones de estrés y depresión que se manifestaron de forma más severa durante la primera fase de adaptación a la comunidad de acogida.
c) El análisis sobre los medios de vida nos muestra, que las mujeres con empleo (formal o informal) y con emprendimientos (autoempleos), representan el 67.5% de la población total de mujeres encuestadas. Read More...

End line Survey Report: Meeting Basic Needs livelihood, Enhancing Access to WASH and Improving Reproductive Health Services in Yemen, 2018-2020

CARE Yemen has been implementing the “Meeting basic needs livelihood, Enhancing Access to WASH and Improving Reproductive Health Services in Yemen” project from 01 April 2018 to 31 March 2020. The project aimed to address the WASH, Health and food security needs of the most vulnerable and conflict affected communities living in the targeted areas. The key results of the project were: (1) increased capacity for vulnerable and conflict affected households, especially women, to meet livelihoods and basic needs; (2) improved access to safe water, sanitation and hygiene services for vulnerable households in conflict affected areas; (3) increased equitable access to Sexual Reproductive Health and Right (SRHR) services for targeted communities. LIVELIHOOD BASELINE ASSESSMENT REPORT SINJAR DISTRICT

CARE Iraq with support from the Australian Department of Home Affairs’ (DHA) will contribute to CARE’s work on enabling internally displaced people (IDPs), returnees and host communities, particularly the vulnerable youth, ISIL survivors and female headed households (FHHs) in Sinjar Mountain and Sinjar Town, Ninewa governorate of Iraq, to rebuild their lives through a sustainable livelihood program.

The purpose of this baseline was to provide an information base on which to monitor and assess an activity’s progress and effectiveness during implementation and after the implementation. The objective of the baseline was to:
- To consolidate information in relation to livelihood indicators, gender inequality and information on existing protection risks;
- To identify the major risk factors influencing the vulnerability of the population within the Livelihood system and their coping strategies.
- To identify what is the structure of the market system, and how has it been impacted by the conflict (how is the current situation compared to the pre-conflict one)? How do target groups engage in the system?
- What are the opportunities and inefficiencies in the current market system enabling or hindering the ability of target groups to sustain their livelihoods?
- To streamline activities according to the context based on findings from the baseline.
- To identify the specific livelihood needs of the IDPs, returnees and host communities in Sinjar district
- To assess the availability of livelihood opportunities in assessed areas.
- To identify gaps and propose interventions to improve the level of access to income generating activities

STRENGTHENING RESILIENCE AND PROMOTING INCLUSIVE GOVERNANCE PROGRAM (STRENPO): Experiences of advocacy and action for climate change resilience

Care International in Uganda presents to you experiences and lessons learnt while implementing Strengthening Resilience and Promoting Inclusive Governance for Women and Youth in Vulnerable Communities Project (STRENPO). At Care we are using the nexus of humanitarian and long-term development to build resilience that bridges humanitarian action and sustainable development. Our approach to increasing resilience operates in synergy with gender transformation and inclusive governance.

We also show the models used to empower citizens such as engaging duty bearers, building civil society organizational capacity to engage with the duty bearers and claim citizens’ rights and provide information to citizens, build organization legitimacy and support multi-stakeholder platforms for engagement and informing policy processes. Supporting Partnerships and Resilience of Communities (SPARC) in Northern Rakhine State End-of-Project Evaluation

The Supporting Partnerships and Resilience of Communities (SPARC) project, with funding from the Australian Government Department of Foreign Affairs and Trade (DFAT), was implemented in Maungdaw District, northern Rakhine State between December 2011- December 2019.

SPARC’s goal is to contribute to the sustainable reduction of poverty in communities through improving the social and economic position of poor, vulnerable households, and to strengthen household and community capacity to sustain such improvements. To achieve this goal, CARE implements integrated livelihood activities that improve food security and economic opportunities, including community forestry, crop productivity intensification, facilitating access to education and introducing financial services through Village Savings and Loans Associations (VSLA).

An end-of-project evaluation was recently commissioned ‘to determine if SPARC achieved its end of project outcomes of sustainable reduction of poverty in poor, vulnerable communities and strengthened household and community capacity to sustain such improvements’.

The evaluation used a mixed method approach combining a literature review and quantitative data sets drawn primarily from the project monitoring system, together with qualitative data, collected using participatory approaches such as focus group discussions (FGD), key informant interviews (KII), and Stories of Change Interviews (SoCs). Baseline Study Report KHUSHAAL PROJECT 2019

CARE India in partnership with Alstom Foundation is implementing socio-developmental projects in 7 villages of District Madhepura, Bihar. Project Khushhaal is one among the many initiatives being undertaken in the identified villages. It aims to enhance the capabilities of women and girls (age 12 years and above) and youth in the age group of 18-35 years for resilient livelihoods and improved health outcomes through a participatory process.

The project aims to empower 1500 individuals (women and girls) from these 7 villages (Tuniyahi Uttarwadi, Tuniyahi Dakshinwadi, LakshmiRampur Chakla Uttarwadi, LakshmiRampur Chakla Dakshinwadi, Ganeshsthan, Shreepur Utarwadi and Shreepur Dakshinwadi) with better health and hygiene practices and have better preparedness for gainful employment opportunities

2. Health and Hygiene related situation in young Girls, Pregnant and Lactating women

Final Evaluation of the Project Building resilience among refugees and their Jordanian hosts

From the period 1/09/2017- 31/08/2019, CARE International in Jordan implemented a project titled “Building resilience among refugees and their Jordanian hosts” and the project aimed at supporting vulnerable Syrian refugees and Jordanians to enhance resilience and protection, especially from gender-based violence (GBV), through improved access for men and women to dignified, sustainable livelihoods in the Syria crisis highly-impacted areas of Amman, Zarqa and the Azraq refugee camp, while promoting social cohesion between Syrians and vulnerable Jordanians through joint programming and the provision of dignified solutions for long-term urgent cash needs.

Findings
• An effective project design and proposal document which included all components of a proposal document and it is considered to be a strong basis for an effective implementation process.
• Availability of planning documents to include detailed work plans, log frames, need analysis.
• Availability of M&E system.
• Conformity with donor regulations and standards.
• The implemented project responded to a number of strategies to include the Jordan Response plan and CARE International annual plans and strategies.

Conclusions:
According to literature and desk review we conclude the following;
• Project’s provided documents in design and planning phases in addition to the implemented M&E process supported to accelerate the effectiveness of project operations and implementations and this is evident through the desk review and interviews with consortium partners who acknowledge this aspect.
• It is evident that the project was designed to respond to national strategies like the Jordan Response Plan 2018-2020.
