Supporting Meaningful Civic Engagement for Improved Accountability by Leveraging Digital Technologies Baseline Assessment
The baseline assessment for the “Supporting meaningful civic engagement for improved accountability by leveraging digital technologies” project was conducted to develop values for baseline indicators and provide evidence with regards to the degree of satisfaction and level of dialogue target beneficiary groups have with public service providers. Data from this baseline assessment will enable comparisons between start, during the course of the project and at the end of project. Donor for this project is the European Union via European Instrument for Democracy and Human Rights (EIDHR).
The overall objective for this Action is to develop effective, accountable and transparent institutions at all levels and ensure public access to information and fundamental freedoms. The overall objectives will be achieved through activities, which empower young ethnic minority community citizens to demand the government for more participatory, transparent, responsive and accountability in leveraging digital technologies. Real-Time Evaluation Asia-Pacific Regional COVID-19 Task Force
The Asia-Pacific Regional COVID-19 task force (RTF) was set-up in April 2020 as part of CARE’s global corporate emergency protocols. The intention of the RTF was to coordinate support across the CARE membership to contribute to effective pandemic response actions at the country level, as well as appropriate support and guidance for staff at all levels.
The official remit of the RTF that was agreed upon by the membership was to support: 1) COVID-19 humanitarian response; 2) clear, consolidated and contextualized programming guidance for COs, CMPs, affiliates and candidates; 3) communications for brand coherence & higher influence; d) information management; 4) COVID-19 specific regional advocacy; 5) consolidating program and response learning; 6) making resources on COVID programming available for external partners; 7) coordinating technical support; 8) linking to the global task team.
Now, six months into the response, the RTF has established a real-time evaluation to draw out learnings and understand how effective a role it has played in reaching its stated objectives. This RTE is intended to be a light, “good enough” review of the AP COVID-19 Task Force’s (henceforth referred to as RTF) performance since its inception.
The expectation is that learning from this evaluation will inform decision-making around possible continuation of the RTF, and also shed light on any adaptations to the remit, configuration or ways of working of the grouping that are required. Read More...

Learning Women’s Participation in the Cotton Value Chain
The present gender analysis study of the Cotton Value Chain (CVC) was undertaken by CARE India as part of its ongoing three-year project to strengthen CVC in the Vidarbha region of Maharashtra state. The project, operating in the Jalgaon Jamod block of the Buldhana district in Maharashtra, aims to improve the productive engagement of resource-constrained women in resilient and sustainable cotton-based farming. It seeks to empower women smallholders from marginal communities and increase their productivity, income, and living standard to build a strong and sustainable CVC. COVID-19 impact on Vietnamese apparel and footwear workers: Workers’ Perspective
In April 2020, the Public Private Partnerships Cooperation Group for sustainable apparel and footwear sector in Vietnam, consisting of over 40 members from the Ministries of Industry and Trade Natural Resources and Environment, Labor, Invalids and Social Affairs and VITAS, LEFASO, brands, development partners and domestic and international NGOs, conducted a comprehensive assessment of the impact of COVID-19 on the apparel and footwear sector. The aim of the assessment was to seek solutions from policy perspectives, social security, sustainable economic development, environmental protection and the role of stakeholders in the supply chain to mitigate impacts of the pandemic. One of the key components of the assessment is this analysis of the impact of COVID-19 on AFS workers’ lives conducted by CARE and sponsored by TARGET and the National Federation of Christian Trade Unions in
the Netherlands (CNV). This report also references findings from the qualitative research conducted by the Center for Development and Integration (CDI).

This is a report of the findings of the Indonesia Country study which is one of three country studies being prepared as an input to Evaluation of the PFR II programme. For ease of comparison and to facilitate the preparation of the overall report, this country report is structured according to the seven generic Evaluation Questions (and associated Judgement criteria and indicators) that inform this evaluation. In line with PFR 2 programme design, the overall objective of the Indonesia programme is to localise global agendas and commitments aimed at disaster management, climate change adaptation and working with an eco-system approach. SOMALI RELIEF AND RECOVERY PROGRAM (SSRP) Final Evaluation
The Somalia Relief and Recovery Project-SRRP main goal was to address the most urgent and basic needs of drought affected communities in Bari, Galgaduud, Lower Juba, Mudug, Sanaag, Hiraan, and Sool regions that have been severely affected by the recurrent drought crisis. In particular, the project aimed to improve access to safe water and hygiene to drought-affected communities, provide temporary employment opportunities, and delivered treatment services for acutely malnourished children and pregnant and lactating women, provide basic health services, and protection services. Joint Action for Nutrition Outcome (JANO) Project Annual Evaluation
Second year evaluation. Joint Action for Nutrition Outcome (JANO) project aims at reducing malnutrition and addressing nutritional needs of pregnant and lactating women including adolescents. JANO also focuses on capacity building of multiple levels of government bodies, especially enhancing capacities of Nutrition Committees (NC) at the upazila and district levels in terms of developing nutritional plans, budget and effective supervision. Funded by the European Union (EU) and implemented by CARE, Plan International, including Eco Social Development Organization (ESDO). JANO collaborated with the Government of Bangladesh (GoB) in implementing the National Plan of Action for Nutrition (NPAN)-2) at the local, regional, and national levels selected all 65 unions of the seven most vulnerable upazilas of Rangpur and Nilphamari (with a stunting rate of 42.1%) were selected for this project.
