BASELINE SURVEY AND GENDER ANALYSIS FOR “STAND UP, SPEAK OUT: BREAKING THE SILENCE AROUND GENDER BASED VIOLENCE AMONG ETHNIC MINORITY COMMUNITIES IN NORTHERN VIETNAM”
CARE Vietnam (CVN) in coordination with stakeholders is implementing the Project titled Stand Up, Speak Out: Breaking the silence around gender based violence among ethnic minority communities in Northern Vietnam, which is a part CARE’s Remote Ethnic Minority Women’s Program. In CVN’s programming, Gender based violence (GBV) is considered as one of the three focus thematic areas. Within the REMW Program, GBV will be addressed through three dimensions: a) Protection (legal protection, literacy, reform), b) Prevention and Response (engaging with initiatives of others, promoting access to services), and c) expanding the scope of the national agenda to focus on GBV. ”Stand Up, Speak Out” project (SUSO) aims to promote all of the three dimensions for addressing GBV: Protection (legal protection, literacy, reform), through Prevention and Response (engaging with initiatives of others, promoting access to services) and through expanding the scope of the national agenda to focus on GBV.
Proposed actions will challenge the harmful gender norms that accept and normalize GBV in ethnic minority communities, by taking a multi-level, multi-sectoral approach. The project will tackle the taboo nature of GBV by increasing the awareness and understanding about GBV among ethnic minority community members, authorities and service providers. It will work with service providers to improve the support services available for ethnic minority survivors of GBV. At the policy level the project will strengthen implementation of the National Action Plan on GBV through the development of tools and processes that align with the National Action Plan’s priorities and by undertaking advocacy in partnership with an alliance of Vietnamese civil society organisations (CSOs). The project will use a rights based approach to tackle intersectional discrimination by targeting ethnic minority groups in remote and rural areas and being sensitive to GBV survivors with disabilities.

Utilizing Cash and Voucher Assistance within Gender-based Violence Case Management to Support Crisis-Affected Populations in Ecuador: Learning Brief (Arabic)
With support from Sweden’s Ministry for Foreign Affairs, Women's Refugee Commission and CARE partnered to advance the Call to Action Roadmap by strengthening the capacity of GBV and CVA service providers in Ecuador to leverage CVA within case management services in the prevention of and response to GBV for crisis-affected populations.
This project, which spanned September to December 2019, serves as an opportunity to model comprehensive GBV case management in the face of high rates of GBV and to influence how humanitarian and development sectors and their practitioners respond to GBV in Ecuador. CVA has not yet been systematically leveraged to meet the needs of GBV survivors and those at risk (GBV clients). Previous work by CARE has focused on GBV prevention and mitigation in support of local government, women’s rights organizations, and civil society strengthening local policies and frameworks; these efforts will be complemented by this project’s focus on GBV response.

Utilisation de Transferts Monétaires dans le Cadre des Services de Gestion de Cas de Violences Basées sur le Genre pour Soutenir les Populations Touchées par des Crises en Équateur: Synthèse
Avec le soutien du ministère des Affaires étrangères suédois, la Commission des femmes pour les réfugiés et CARE se sont associées pour faire progresser la Feuille de route de l’appel à l’action en renforçant les capacités de prise en charge des VBG et des transferts monétaires des prestataires de services en Équateur, de façon à optimiser les transferts monétaires dans le cadre des services de gestion des cas en vue d’assurer la prévention et la lutte contre les violences basées sur le genre au sein des populations touchées par la crise.
Ce projet s’est déroulé de septembre à décembre 2019. Il permet de démontrer, de manière exhaustive, la prise en charge des violences basées sur le genre dans un contexte présentant des taux élevés de VBG. Il permet également d’influencer la manière dont les acteurs humanitaires et les professionnels des secteurs du développement luttent contre les VBG en Équateur. Les transferts monétaires n’ont pas encore été systématiquement mis à profit pour répondre aux besoins des survivants de VBG et des personnes exposées aux risques de VBG (les bénéficiaires des services liés à la VBG). Empleo de Asistencia en Efectivo y Vales en la Gestión de Casos de Violencia Basada en Género para Brindar Apoyo a las Poblaciones Afectadas por Crisis en el Ecuador: Resumen informativo
Con el respaldo del Ministerio de Asuntos Exteriores de Suecia, la Comisión de Mujeres Refugiadas y CARE se asociaron para impulsar la Hoja de Ruta del Llamado a la Acción mediante el refuerzo de la capacidad de los proveedores de servicios relacionados con la violencia basada en género y la asistencia en efectivo y vales en el Ecuador a fin de aprovechar la AEV en los servicios de gestión de casos para prevenir y dar respuesta a la VBG en las poblaciones afectadas por crisis.
El proyecto, que se implementó entre septiembre y diciembre de 2019, supone un modelo de gestión integral de casos de VBG en un contexto que registra tasas elevadas de esta forma de violencia y constituyó una oportunidad de influir en la respuesta que los sectores humanitarios y del desarrollo, incluidos sus profesionales, dan a la VBG en el Ecuador. La AEV aún no se ha aprovechado de forma sistemática para cubrir las necesidades de sobrevivientes de VBG y de personas en riesgo de sufrirla (usuarios afectados por la VBG). Las acciones anteriores de CARE se han centrado en la prevención y mitigación de la VBG y para ello han respaldado a gobiernos locales, organizaciones de defensa de los derechos de la mujer y a la sociedad civil en su refuerzo de las políticas y marcos locales. ENHANCING THE FOOD SECURITY AND LIVELIHOODS COPING MECHANISMS FOR CONFLICT AFFECTED COMMUNITIES IN IMOTONG STATE
CARE South Sudan has been operating in the former Eastern Equatoria State (now Imotong State) since 2015. Since fiscal year to 2017 to 2018, CARE South Sudan, received funds from SDC to support improve the resilience capacity of food insecure and conflict affected communities of Torit County and Pageri Administrative Area of Imotong State, South Sudan. The project was aimed to improve the food security, livelihoods, gender relations at household level and peaceful coexistence among 2,900 households (approximately 17,400 individuals). Network Engage Transform Project
Chrysalis an affiliate of CARE International and implements the NET (Network, Engage, Transform) project under the European Instrument for Democracy and Human Rights (EIDHR), which is a is a thematic funding instrument for EU external action aiming to support projects in human rights, fundamental freedoms and democracy. The objective of the project is to promote women’s voice and meaningful political representation to prevent and address sexual and gender based violence in 6 Divisional Secretary Divisions (DSDs) in Kilinochchi and Mullaitivu Districts in the North of Sri Lanka.
The project targeted 420 women leaders from 60 Women’s Rural Development Societies and Women’s Affairs Societies (WRDS/WAS), 6 Gender-based Violence Forums and other networks, including 60 State officials working for the benefit of 60,000 women spread over 6 Divisional Secretariat Division (DSDs) in Mullaitivu and Kilinochchi. Gender Equity and Women’s Empowerment: The Journey So far; The Experience of the ENSURE Program
The ENSURE Food Security Program is a USAID-funded, five-year intervention designed to profoundly and sustainably impact 215,000 vulnerable and food- insecure Zimbabweans in Manicaland and Masvingo Provinces. The program is a shared commitment by four partners and one service provider—World Vision, CARE, SNV, SAFIRE and ICRISAT—who work together to mainstream gender equity and natural resource management in the three key areas of maternal and child nutrition and health, agricultural production and marketing, and community resilience.
The success of ENSURE can be portrayed through the accounts of thousands of women and men whose lives have been changed through its various programme interventions. Tangible gender transformative changes can be noticed on several dimensions: joint household decision making; reduced violence against women; increased women’s leadership in community leadership; men assisting women with household chores and childcare; women’s ownership of high value productive assets; and increased access and control over income.
