Building Resilience of the Urban Poor Baseline Report

CARE Bangladesh, with the support from C&A Foundation, has been implementing a project titled ‘Building Resilience of the Urban Poor (BRUP)’ through CARE’s partner organization- Village Education Resource Center (VERC) in two wards (Tongi and Konabari) of Gazipur City Corporation. The overall goal of the project is to achieve enhanced resilience of targeted urban communities and targeted institutions to prepare for, mitigate, respond to, and recover from shocks and stresses. NIRAPAD (Network for Information, Response And Preparedness Activities on Disaster) has been commissioned to conduct the baseline study and to develop a Monitoring and Evaluation (M&E) framework for the project. Urban Community Health Workers in Afghanistan

Building strong relationships and trust between community health workers and the communities they serve prior to public health emergencies can help ensure continuity of health seeking behaviors during times of crisis. When health services dropped during COVID-19 lockdowns, women community health workers increased services 25%.

Health-seeking significantly decreased during COVID-19 lockdown due to fear of contracting the virus, and
many of the health posts in CHWs homes were shut down at this time. In contrast, CARE-supported urban CHWs,
particularly in Kabul and Balkh, were able to continue service provision in their homes due to the strong trust
they had built with the communities they served and their recognized leadership among community members
and as part of the health system. The relationship between CHWs and local communities was complemented by
CARE’s efforts to quickly provide CHWs with personal protective equipment and build capacity on WHO
protocols for COVID-19 screening, detection, and referral of cases as well as risk communication and
community engagement. During COVID-19 lockdown, the CHWs also continued provision of SRH, GBV services,
and referrals to midwives at community-based health centers run by CARE. In addition to maintaining service

Rapid Gender Analysis Philippines: Metro Manila

The NCR Rapid Gender Assessment (NCR RGA) summarises the gendered impact of the pandemic by putting into perspective the experiences of women, men, girls, and boys from different urban poor communities in Metro Manila. It recognizes the distinct situation created by urban poverty alongside the COVID-19 crisis. The NCR RGA contributes to surfacing knowledge by providing
a space for dialogue and recognising the value of stories to understanding the COVID-19 situation.
The NCR RGA was an inter-agency initiative coordinated by CARE, with participating INGOs Oxfam Pilipinas, Plan International,
Asmae; local organizations ACCORD Inc., ChildHope, Kanlungan sa Er-ma Ministry Inc.; and individual volunteers from DFAT. Agencies served as, or recruited, locally-based interviewers with backgrounds in community organizing or social work. RGA and Kobo orientations, toolkit training and simulation, and regular debriefings were facilitated virtually by CARE to support interviewers in data collection. Building Resilience Among the Crisis Affected in Jordan

The Building Resilience among the Crisis Affected in Jordan project falls under CARE Jordan’s Urban
Protection Program that aims to provide labor market linkages and improved access to vulnerable Syrian
refugees and host community Jordanians in targeted urban areas in Jordan. The expected outcomes of
the project include:
1. Improved access to the labor market for the most vulnerable refugees.
2. Increased access for refugees and host communities to market linkages and economic
resilience.
3. Expanded opportunities for dignified employment for refugees in new sectors.
One of the two outcome indicators was achieved for the project. Outcome 1 indicator achieved a total
of 24.2% average-for which the target was 20%- for those who reported improved access to the labor
marker and when disaggregated by sex, males reported a slightly higher access at 26.1% while females

A Decade of Results in Social Transformation for Urban Female Youth

In Ethiopia, ensuring that both women and girls participate in and provide leadership through the urbanization process
is key and can only be accomplished by removing economic and socio- cultural barriers. Evidence from a series of
independent studies funded by USAID, the World Bank and the UNDP in 2017-2018 clearly show that urbanization and
industrialization processes in Ethiopia must be gender responsive in order to deliver sustainable outcomes.
CARE Ethiopia would challenge this and state that it must be gender transformative. For CARE Ethiopia this means
ensuring that: urban girls and women are empowered to equally access economic and social opportunities and
services; institutions become more responsive to the specific and contextual needs and priorities of urban girls and
women and with a focus to understand the heterogeneity of women and girls and their specific vulnerabilities, and that
socio-cultural norms and practices should promote gender equality. CARE Ethiopia’s Theory of Change for resource poor
urban females (see Figure 2), moves beyond individual self-improvement, towards transforming the power dynamics

RAPPORT D’EVALUATION INITIALE DU PROJET « PROGRAMME INTEGRE D’ASSAINISSEMENT D’ANTANANARIVO (PIAA} – Volet Mission D’Actions de proximité via des ONGs»

CARE, à travers le Programme Intégré d’Assainissement d’Antananarivo (PIAA), met en oeuvre le projet «Volet Mission D'Action de proximité via des ONGs» dans 12 fokontany au niveau des quartiers vulnérables de la Commune Urbaine d’Antananarivo pendant 3 ans.
L’intervention consistera à:
1. Appuyer et sensibiliser les communautés locales pour le bon fonctionnement et l'entretien des infrastructures d'assainissement et principalement ceux réalisés dans le cadre du PIAA. Ces actions font référence en Particulier au problème de dépôt des déchets solides dans les canaux de drainage des quartiers qui pénalisent leur hydraulicité;
2. Sensibiliser la population locale en matière d'hygiène et de santé Publique, contribuant à réduire les risques sanitaires liées à la gestion des eaux usées ;
3. Proposer des activités liées à 1a réduction des risques et catastrophes, utiles pour réagir efficacement lors des évènements d'inondations.
L’objectif visent la pérennisation des acquis dans le cadre du PIAA (investissements, renforcement de capacités, améliorations obtenues en matière d’assainissement), en contribuant à l’intensification des prises de responsabilité des structures communautaires et des collectivités, ainsi qu’à la prise de conscience citoyenne des individus, face aux problèmes d’inondation et de gestion des eaux usées au sein de 12 fokontany au niveau des quartiers vulnérables de la Commune Urbaine d’Antananarivo.
En ce début du projet, CARE procédera à une évaluation initiale qui sera dirigée par un évaluateur externe et utilisera des méthodes qualitatives et quantitatives afin d'établir les points de référence par rapport auxquels les progrès de tous les indicateurs seront mesurés.
