DEC Supported Emergency Response Project in Amran and Abyan Governorates, Yemen

Under the Yemen Crisis Appeal and with the support from Disasters Emergency Committee, CARE Yemen has been implementing two emergency response projects in Abyan and Amran Governorates of Yemen with the aim of responding to the WASH, food insecurity and Cholera/Acute Watery Diarrhea (AWD) Crisis. This report provides the findings of the evaluation of the two phases of the DEC funded emergency response projects in Sawyer districts of Amran Governorate, Yemen.
The overall purpose of this evaluation was to ensure accountability and identify lessons learned and best practices so as to feed into and inform the decision making process of the project stakeholders, including the donor, beneficiaries, and government counterparts. In addition, the evaluation aimed to objectively assess the relevance, efficiency, effectiveness, and sustainability of the project in light of its objectives and provide recommendations for future programming. Furthermore, the evaluation assessed how the project ensured accountability to affected groups, considering the commitments of the Core Humanitarian Standards, and how the project ensured quality of implementation vis-à-vis emergency response standards such as SPHERE. SOCIAL ENTREPRENEURSHIP: A STEP TOWARDS INDEPENDENCE (SESTI)

This is the 34 page final evaluation of "Social Entrepreneurship: a Step towards Independence. SESTI Project" by CARE International in cooperation with partners organizations Centre for Roma Initiatives (CRI) from Niksic and Bona Fide from Pljevlja started implementation of the project. This project was funded by the EU through the IPA 2014 Civil Society Facility Montenegro Programme.
The focus of this project is support to the Montenegro civil society organizations in the struggle to achieve sustainability of their core operations and achieve independence of their fundamental programs from the donors’ funding. To raise stability and independence of the civil society sector, the project recognised economic empowerment of NGOs and, more particularly, NGO engagement in social entrepreneurship, as one of the best “tools”, which will help them maintain their full mandate to represent the citizens in achievement of their rights. Northern Uganda Women Empowerment Program (NUWEP)

On July 2010 the Engaging Men Initiative started implementation in 10 CARE country offices. These COs used different mechanisms to implement the initiative. In some COs the initiative was integrated into ongoing Norad-supported Women Empowerment Programs (WEPs). Others implemented the initiative across the entire WEP portfolio of the CO, while in few COs men’s engagement supplemented smaller women empowerment projects. While the experience of working with men long existed in CARE, there has not been a deliberate attempt to target and mobilize men as allies to pursue CARE’s women’s empowerment agenda. There neither is the understanding/proper documentation of which strategies work best in this regards, or what the potential consequences of engaging men would be. The purpose with this reporting therefore is mainly to support the learning that is taking place within COs in the implementation of the Engaging Men Initiative through creating opportunity for critical reflection as well as the documentation of the key results. COSACA 1 Final Evaluation

The COSACA consortium composed of Save the Children, Concern, Oxfam and Care International implemented with DFID funding from 1st of October 2013 to 30th of September 2016, but extended to 30th of November 2016, a project called - Floods Emergency Response and from 15th of December 2015 to 30th of October 2016, extending until 30th of November 2016 a Preparedness and Drought Response Project. The consortium was set up with the aim of making intervention modalities efficient and effective in emergency response issues regarding prevention and mitigation of the impact of natural disasters in the country.
This report presents the results of the level of project implementation in the two components: drought and floods. The purpose of the evaluation is to examine the effectiveness, efficiency, relevance, impact and sustainability of the activities implemented by COSACA, so that, on the basis of best practices and lessons learned, recommendations should stand out that will serve as a model for other consortia in Mozambique, in other African countries, and on the other hand, to improve future strategies for coordination and management of the consortium, as well as to propose better ways to implement future successful activities. PCTFI Malawi: FY15 to FY17 Performance Monitoring and Evaluation Plan

The redesigned PCTFI Malawi project takes a holistic approach to adolescent girls’ empowerment with interventions in education and SRH underpinned by cross-cutting activities in gender, participatory governance and capacity building and buoyed by a proactive learning agenda to influence policy at all levels through advocacy. Its goal is to empower adolescent girls in rural Kasungu to claim and exercise their rights to good quality education and sexual and reproductive information and services.
The project strategy leverages six years of PCTFI implementation in Malawi, best practices, lessons learned and proven approaches and tools for the CARE world; and opportunities for collaboration at all levels to map out the pathways to achieving the impact goal. GARMENT WORKER NEEDS ASSESSMENT DURING COVID19

The COVID19 pandemic has severely impacted the garment industry in Cambodia. As of July 2020, over 400 factories have temporarily or permanently closed down and over 150,000 workers are out of work.1 The garment industry employs approximately 750,000 workers in Cambodia, 89% of whom are women.
CARE’s Rapid Gender Analysis demonstrates the disproportionate impact that COVID19 has had on women in Cambodia and around the world. A lot of attention has been placed on the garment industry, but there is little detailed information available from the workers themselves on the impact of the pandemic and what support they need.
The objectives of this needs assessment are to:
• Better understand the needs of women garment workers during the COVID19 pandemic
• Develop evidence-based recommendations for CARE and civil society partners, workers’ organizations,
employers, brands and government stakeholders in Cambodia on how to best address the needs of women

Mid-term Performance Evaluation of the “Continuum of Prevention, Care and Treatment (CoPCT) of HIV/AIDS with Most at-Risk Populations in Cameroon (CHAMP)” Project

The USAID/West Africa, Cameroon field office requested a mid-term performance evaluation in 2017 to determine which approaches are best contributing towards the USAID-funded “Continuum of Prevention, Care and Treatment (CoPCT) of HIV/AIDS with Most at-Risk Populations in Cameroon (CHAMP)” program’s purpose to “improve the Government’s and civil society technical capacity to implement evidence-based prevention, care and treatment services to key populations (KPs) in Cameroon,” and the extent to which this program purpose will likely be achieved at the end of the program in 2019. This Executive Summary presents highlights of the evaluation findings and summarized recommendations, followed by the full report which includes further detail.
Review of findings from this mid-term evaluation show that the USAID and PEPFAR-supported CHAMP program has made significant strides in expanding services to key populations in Cameroon over the life of the project to date, despite significant challenges and violence directed towards KPs. While CHAMP’s predecessor program, the USAID HIV/AIDS Prevention Program (HAPP), focused on the provision of prevention services from 2009-2013, CHAMP has since 2014 expanded services across the full cascade from HIV/AIDS prevention to treatment and retention. While HAPP had a relatively small budget under $1 million a year, CHAMP is an $18.5 million program over 5 years, with concurrent scale-up of key populations reached with prevention, testing, linkage to, and retention in treatment in Yaoundé, Douala, and Bamenda city clusters. The Global Fund and PEPFAR are the major donors for KPs in Cameroon and have worked closely to align and harmonize efforts and monitoring approaches, including a joint PEPFAR/Global Fund KP cascade assessment in 2016 that was organized through the LINKAGES project working through CHAMP.
Particularly notable advancements are the introduction of enhanced peer education and mobilization (EPEM) models for outreach and extensive microplanning used to identify new individuals and new networks beyond traditional peer to peer contacts for intensified case finding, and key populations living with HIV (KPLHIV) receive extensive support from peer navigators, counselors and linkage and retention agents in both community-based drop-in-centers (DICs) and in linked referral health facilities providing ART initiation and tertiary care. The drop-in center “one-stop shop” model now has added community based ART dispensation at the DIC, and there has been systematic engagement, collaborative training
and partnership between CHAMP and the Government of the Republic of Cameroon, other PEPFAR agencies including CDC and DOD, and the Global Fund, to reinforce the provision of improved quality services to KPs and to build capacity and coverage and data within the national program. Prevention efforts led by CHAMP and the Global Fund have contributed to a documented decline in HIV prevalence among female sex workers in Cameroon in recent years. Applying Behavioral Science to Humanitarian Cash & Voucher Assistance for Better Outcomes for Women in MENA

Ideas42 and CARE International conducted research in three of CARE’s countries of presence—Iraq, Jordan, and Turkey—to develop a thorough understanding of the contexts in which women recipients in these settings receive, make decisions on, and use CVA to support themselves and their households. In the pages that follow, we aim to share behavioral insights that shed new light on the many challenges facing women when using CVA in humanitarian settings in the Middle East and North Africa (MENA) region. In summary, some of the key design principles that can increase the impact of CVA for women include minimizing the mental burdens placed on women throughout the transfer process, priming women to affirm positive identities at key times, making the full range of what CVA can be used for visible, and framing CVA in ways that encourages planning and careful consideration of spending priorities.

Though the guidance is best used during project assessment and design, it can be adapted to different phases in the project cycle. Users are encouraged to ensure that a wider range of specialists participate in discussions seeking to incorporate the guidance—including CVA Monitoring, Evaluation, Accountability and Learning (MEAL) teams, and sector specialists or technical leads. It can also be used as a point of reflection for evaluation or after-action reviews. In addition, the involvement of program support staff and senior management will be valuable to ensure that the points are actionable and properly resourced. Overall, we hope that this guidance at the least starts a wider conversation on applied behavioral science in the humanitarian space and encourages humanitarian organizations to work to implement behaviorally-informed programs with CVA. Supporting meaningful civic engagement for improved accountability by leveraging digital technologies (Ref: ISAF-II) 2019-2023

This is the end of project Evaluation for CARE’s Implementation of Social Accountability Framework (ISAF) Project. Phase two of the ISAF was implemented in five target provinces (Ratank Kiri, Mondul Kiri, Koh Kong Kratie, and Stung Treng) over 50 months (2019-2024). ISAF II aimed to reduce poverty through democratic, inclusive, and equitable local governance and more accessible and equitable public service delivery. ISAF II worked with local Non-governmental Organisation (LNGOs) that were provided grants through the project and citizens of the five targeted provinces who received improved services (commune, health centres and primary schools).
Objective of the Evaluation
The overall objective of the end of project evaluation is to provide a full assessment of the intended goals and objectives of the action including the treatment of key evaluation questions and using the six Organisation for Economic Co-operation and Development / Development Assistance Committee (OECD DAC) criteria; relevance, coherence, effectiveness, efficiency, impact, and sustainability. The evaluation also aims to capture best practices, challenges, and lessons learned during the project intervention, and provide clear recommendations for CARE, the National Committee for Sub-national Democratic Development (NCDD), European Union (EU), World Bank and other relevant Development Partners and stakeholders for future interventions. The evaluation will measure the impact and progress against the project’s logical framework. The evaluation will assess all three sectors (commune administration, health centres, and school services) in all five selected provinces under CARE’s mandate.
End of project respondents were chosen from key project participants: citizens, youth (aged 15 to 30 years old), local authorities/services providers (commune and district levels, healthcare centres and primary schools) and Community Accountability Facilitators (CAFs). Final Evaluation Multi-stakeholder Model for Ending Gender-Based Violence Project Kayah

The “Multi-Stakeholder Model for Ending Gender-based Violence (GBV)” project in Kayah State involves collaborating with a range of stakeholders to put in place a model designed to prevent and respond to GBV in Kayah state. This new phase of the project, started in 2018, intervened in 92 villages belonging to three townships: Loikaw, Demoso and Phruso, with a total target population of 56.863. The methodology employed a mixed-methods approach, with qualitative data collection through KIIs and FGDs and quantitative data, in the form of household surveys.

The overall objectives of the end of project evaluation are:
• To determine the project’s achievements of its objectives and outcomes.
