ProJeunes Final Evaluation Prévenir les mariages précoces et forcés au Bénin
Prévenir les mariages précoces et forcés au Bénin (PROJEUNES) est un projet de 3 millions de dollars canadiens destiné à lutter contre les mariages précoces et forcés d'enfants au Bénin, dans 20 villages aux départements de l'Alibori et du Borgou. PROJEUNES est un partenariat entre CARE, Youth Coalition for Sexual and Reproductive Rights et le gouvernement du Bénin (Ministère de la Santé, Ministère des Affaires sociales et de la Microfinance et Ministère des enseignements secondaire, technique et de la formation professionnelle). Le projet est un partenariat de trois ans, d'avril 2018 à mars 2021, financé par le gouvernement du Canada. Ce rapport présente les progrès réalisés pour l’atteinte des résultats ultime, intermédiaires et immédiats du projet. El proyecto se ejecutó en un contexto simultáneo de crisis económica y sanitaria provocada por el COVID 19, y de reforma de la Ley de Movilidad Humana propuesta por el gobierno ecuatoriano hacia finales del 2020 y aprobada en febrero de 2021. Sports for Change (S4C) Baseline
Sports for change (S4C) projects aims at leveraging sports activities (Karate and Soccer) to contribute to addressing female disempowerment, gender based violence that is common in schools. The project seeks to raise awareness in schools and communities around schools targeting both learners aged 12-17 and key gatekeepers that interface with the girl including teachers, parents and religious leaders. By the end of the project in 2021, the project hopes to have built a critical mass of youth’s advocates that will keep the momentum of advocating for girl on issues of GBV and gender equality. The project also hopes to cause a shift in society’s attitude towards girls’ empowerment and sexual gender based violence. The project commenced in 2018 is expected to wrap up in 2021. COOPERER III Relèvement et renforcement Financier des populations vulnérables affectées par la COVID 19 RAPPORT DE L’ÉTUDE DE BASE
CARE International au Cameroun a obtenu à travers CARE France un soutien financier du Centre de Crise et de Soutien (CDCS) du Ministère français de l'Europe et des Affaires Etrangères, pour implémenter le projet : « Relèvement et renforcement Financier des populations vulnérables affectées par la Covid-19 », en abrégé « COOPERER III » ou encore « ResCOV-19 », sur le corridor Kaélé-Touloum-Yagoua dans la région de l’Extrême-Nord du Cameroun, sur la période du 1er Avril 2021 au 31 Mars 2022. S’inscrivant dans la continuité de ses actions entrepris à travers les projets COOPERER I et COOPERER II dans ces localités (Kaélé, Touloum et Yagoua), CARE se propose de poursuivre le soutien de la résilience économique et de protéger les moyens de subsistance des femmes et des jeunes touchés directement ou indirectement par la Covid-19, en valorisant les acquis des précédents projets.
L’action de CARE Cameroun dans ces Communes est de : « Contribuer à l’accès aux services sociaux de base en matière d’accès à l’eau et aux opportunités économiques des femmes et des jeunes touchés par la pandémie de la COVID-19 dans la Région de l’Extrême-Nord du Cameroun, Axe Kaélé-Touloum-Yagoua ». De manière spécifique il sera question de : (1) Renforcer et sensibiliser le personnel des communes et les communautés sur la protection Covid et la gouvernance autour des infrastructures sociales de base (point d’eau, hygiène), dans les communes de Kaélé, Touloum et de Yagoua, (2) Améliorer l’accès des femmes et les jeunes dans les zones Kaélé, Touloum et Yagoua, aux opportunités économiques via une approche de sensibilisation et développement économique.
Le présent document est le résultat et les analyses des données de la collecte des données e l’étude menées du 07 au 14 Avril 2021 dans les Communes de Kaélé, Touloum et Yagoua auprès de 407 personnes dont 64% de femmes :
▪ 02 membres de l’exécutif municipale ;
▪ 04 Responsables des districts de santé et formation sanitaires ;
▪ 323 (dont 248 femmes), anciens membres d’AVEC issus des projets COOPERER I et COOPERER II ;
▪ 39 (dont 04 femmes) membres des Comités de gestions des forages ;
▪ 05 leaders traditionnels et d’opinion dans les localités cibles des projets COOPERER I et II ;
▪ 32 membres Micro-assurance communal des forages,
▪ 02 Représentantes des réseaux des associations féminines
Cette étude a été conduite pour établir un référentiel des indicateurs du projet COOPERER III et pour servir de base de calcul, en vue d’apprécier toute évolution ou variante pour chaque indicateur à la fin du projet.
Les principales recommandations issues de cette étude vont dans le sens de :
▪ Poursuivre la sensibilisation des CGPE sur l’importance de leur adhésion à la micro-assurance ;
▪ Organiser un recyclage/formation des membres des CGPE et de la micro-assurance sur leurs rôles et responsabilités ;
▪ Accompagner les bureaux de micro-assurance à l’élaboration des statuts et règlements intérieurs (pour celles qui n’en disposent pas) ;
▪ Définir clairement les responsabilités des communes vis-à-vis de la micro-assurances des forages ;
▪ Faire un plaidoyer auprès de l’exécutif municipal pour qu’ils apportent un appui au fonctionnement de la micro-assurance notamment en ce qui concerne l’acquisition d’un bureau ;
▪ Renforcer la dynamique associative à travers la redynamisation/création des réseaux d’AVEC fortes et interconnectées ;
▪ Poursuivre le processus d’autonomisation des femmes via le renforcement des capacités en matière de leadership, d’entrepreneuriat y compris le pouvoir de négociation.

Women, Youth and Resilience Project Final Evaluation Outcome Harvesting: Understanding Changes in livelihoods, Gender Based Violence (GBV) and Government Accountability for Gender Equality.
The project was implemented by CARE International in Austria, Care International in Uganda, and two local partners, the Community Empowerment for Rural Development (CEFORD) and THRIVEGulu between 2021 and 2024 and is being followed up by a similar five-year project called the Gender Equality and Resilience Project (GEAR) to be implemented in Uganda and Rwanda. This is important to note as the findings from this final evaluation have implications for the programming of GEAR.
The main objective of this final evaluation is to assess effectiveness, impact and sustainability of the WAYREP project. It offers an understanding of the extent to which WAYREP achieved its stated objectives and it answers the five evaluation questions set out in the Evaluation Matrix (see Annex 2). The evaluation results will inform the programming of GEAR, WAYREP’s follow on program in Uganda and Rwanda.
The project successfully met its planned objectives, expected results, and indicators, demonstrated through the results below.
1.1: Enhanced Sustainable and Dignified Livelihood for Women and Youth
Over the five years, WAYREP significantly increased the average weekly income (49.6%) and by the end of the project, income gains surpassed the national average (Finding A). The increase in income was closely tied to an increase in confidence and self-reliance. While various groups of beneficiaries (e.g., refugees, youth, older beneficiaries, GBV survivors) experienced increases in their confidence, it was young women who experienced more significant gains in their self-confidence. These wins stemmed from their membership to savings groups and their newfound ability to earn an income (Finding H).
Although income gains were seen across beneficiary groups, gender and youth disparities were observed; men reported higher average earnings across Income Generating Activities (IGAs) compared to women

(Finding C) and younger beneficiaries in the 15-19 age group reported heightened engagement in income generation activities, compared to beneficiaries in the 20-30 age bracket (Finding B). While young people appear to have experienced more significant wins in participation, their average weekly income was lower than older beneficiaries (Finding D). Younger adults (20-30) were also less likely to develop business plans compared to older participants (31-45) (Finding E).
Specific differences were observed in Omugo Settlement in terms of income earning opportunities. Overall, in Omugo Settlement beneficiaries participated less in savings groups (Finding F) and were able to save less money compared to their peers in Arua City, Gulu City and Omugo Sub County. This is important, as the lower savings values have the risk of limiting refugees' ability to access capital to grow their businesses (Finding I). That said, South Sudanese refugees in Omugo settlement experienced unique wins from their increased economic status and improved their relationships with the host community. This is significant as it highlights the project's positive impact on social cohesion, particularly in locations where relationships between the refugee and host community relationships were strained (Finding F).
The final evaluation found that financial management practices and savings habits improved across all four locations. While most savings groups still preferred traditional savings systems that included a locked box kept in a member’s house, in Gulu and Arua City savers were experimenting with mobile savings that offered increased security, flexibility and accountability (Finding G). This points to the potential for greater exploration of mobile savings systems in GEAR, WAYREP’s follow on program, especially in locations which have already started to adopt this practice.
1.2: Evidence of WAYREP Achieving Reduced Acceptance for Gender Based Violence in Communities
The final evaluation found a decrease in experience of GBV from 28% at baseline (2021) to 20.7% at endline (2024) and a similar rejection of intimate partner violence (IPV), from 71.6% at baseline, to 77.1% at endline (Finding J). The project's strong focus on economic empowerment (Section 1.1 above) had a positive effect on the confidence and self-resilience of women and young (Finding H) which intern contributed to a positive shift in social norms and facilitated a reduction in the acceptability of violence (Finding K).
1.3: Evidence of WAYREP Providing Enhanced Support to GBV Survivors
The increase in GBV reporting (Finding L) suggests that survivors felt more comfortable coming forward, due to the project's efforts to raise awareness and improve survivors access to support. Beneficiaries reported there was now more support available for survivors of violence (Finding L) and improved access to mechanisms for expressing dissatisfaction with inappropriate treatment by local authorities or service providers (Finding M). The findings suggest that the project empowered survivors to seek help and enabled them to hold service providers to account (Finding L, M).
1.4: Evidence of WAYREP Achieving Increased Accountability by the Government of Uganda to Implement Relevant Frameworks for Women and Girls’ Protection and Rights
Women and girls across all four locations reported increased capacity to advocate for their rights (Finding N). The project had a strong contribution to this result and motivated and supported the Government of Ugandan (GoU) and key religious and cultural leaders to implement or strengthen frameworks to protect women's and girls' rights (Finding O). CARE Rapid Gender Analysis – North-west Syria: SACRIFICING THE FUTURE TO SURVIVE THE PRESENT
The war in Syria has fueled one of the world’s most complex protracted humanitarian crises. The combination of mounting insecurity, economic decline, environmental stressors and the Covid-19 pandemic has had a catastrophic impact. After 11 years of conflict, north-west Syria, which is home to more than 4.6 million people, continues to experience recurring waves of violence and forced displacement and disruptions in the provision of humanitarian assistance. Idleb governorate recorded the highest death rate as a result of the conflict countrywide in 2021, accounting for more than 19% of the national toll, followed by neighboring Aleppo with 18%.
More than 90% of Syrians live below the poverty line, compared with 10% before the start of the conflict, and as of the end of 2021, 60% of the population were food insecure, a 57% increase on the figure for 2019. The agricultural sector continues to decline, and average food prices have risen by more 97% in a year.
The situation in the north-west is even more acute. Food prices have gone up by more than 120%, further increasing households’ dependency on humanitarian aid.5 The ongoing food crisis is expected to significantly amplify stressors on the most vulnerable, particularly the region’s 2.8 million internally displaced people (IDPs), as well as female-headed households, widows, women in general and children.
All participants in this rapid gender analysis (RGA), including adolescents, identified food, livelihood and health support as their main needs. Mid-term Review: Women, Peace, and Security in Yemen
The civil war in Yemen has led to the greatest humanitarian emergency in the world, disproportionately impacting women and girls. The crisis has further deepened gender inequalities and women’s vulnerabilities to violence and harassment. Further amplifying the situation are poor policy implementation, a shrinking civic space - particularly for women’s organisations - and a retreat in recent hard won gains around women’s voices and leadership within peacebuilding processes.
Despite these realities, the context in Yemen offers significant opportunities for advancing the Women, Peace, and Security (WPS) agenda. Recognizing this need and opportunity, SOS Foundation for Development (short: SOS Foundation), CARE Yemen, RNW Media, and two implementing partners (Manasati30 and Generation without Qat), as part of an international consortium led by CARE Nederland, have been implementing the WPS3 in Yemen since 2021. Rapid Gender Analysis Sofala – Beira
On the 23rd of January 2021 Tropical Cyclone Eloise made its landfall, in central Mozambique.. Over 441,686 people were affected, with 43,327 persons being displaced (the Instituto Nacional de Gestão Reduçãodo Risco de Desastres (INGD).) The storm also destroyed farmland, infrastructure and thousands of homes. Most of the areas hit by Cyclone Eloise were the same areas affected by Cyclone Idai less than two years ago and hit by tropical storm Chalane on 30 December 2020. CARE conducted a Rapid Gender Analysis from the 12th to the 18th of February in three of the affected districts in Sofala Province, Beira (with the focus on Inhamizua, IFAPA accommodation center, and Chipangara) Nhamatanda (with focus on Tica, and Jhon Segredo Accommodation center), and Buzi (with focus on Guara-Guara), at the transit centers, resettlement sites, and catchment areas. About 56 364 houses were totally or partially destroyed, others flooded, forcing some families to shelter with host families. Others families had been evacuated from flooded areas and were staying in crowded temporary accommodation. The Democratic Republic of the Congo (DRC) has one of the lowest COVID-19 vaccination rates in the world, with just 0.87% of people in DRC having received even one dose. While the country has received 8.2 million doses of COVID-19 vaccine, it has managed to administer 528,000 of them—just under 11% of vaccines available. In April of 2021, DRC became one of the first countries to return 1.3 million COVID-19 doses to COVAX because they could not deliver them to people before the vaccines expired.
The challenges that risked more than a million doses expiring are still in play for most of the country. In both January and February 2022, 114,705 vaccines expired in country because there was not enough investment in systems and health workers to deliver vaccines. To reach 70% of the population—62.7 million people—DRC will need to drastically scale up and accelerate COVID-19 vaccination.
CARE is working with 4 vaccination sites—2 in Butembo and 2 in Goma—to support with community mobilization in partnership with local leaders, health center operations, and training. With joint action and communication plans developed with chiefs, religious leaders, and local authorities, and additional equipment to protect health workers, those sites had vaccinated 1,132 people. In those 4 sites, we have also conducted several rounds of research and problem-solving using community dialogues between health workers and clients using the Community Scorecard, as well as the Social Analysis and Action tools, which provides the insights for this case study. The team has also supported local vaccination teams with IT infrastructure, personnel costs, and creating locally adapted COVID-19 communications plans.
