ProJeunes Final Evaluation Prévenir les mariages précoces et forcés au Bénin
Prévenir les mariages précoces et forcés au Bénin (PROJEUNES) est un projet de 3 millions de dollars canadiens destiné à lutter contre les mariages précoces et forcés d'enfants au Bénin, dans 20 villages aux départements de l'Alibori et du Borgou. PROJEUNES est un partenariat entre CARE, Youth Coalition for Sexual and Reproductive Rights et le gouvernement du Bénin (Ministère de la Santé, Ministère des Affaires sociales et de la Microfinance et Ministère des enseignements secondaire, technique et de la formation professionnelle). Le projet est un partenariat de trois ans, d'avril 2018 à mars 2021, financé par le gouvernement du Canada. Ce rapport présente les progrès réalisés pour l’atteinte des résultats ultime, intermédiaires et immédiats du projet. FROM THE GROUND UP: GENDER AND CONFLICT ANALYSIS IN YEMEN
Gender relations in Yemen are shaped by diverse religious, cultural, social and political traditions. Due to deep-rooted socio-cultural and economic inequalities at home and in their wider community, conflicts affect men, women, girls, and boys differently. Men and boys make up the vast majority of direct victims of armed conflict, forced recruitment and arbitrary detention, while women and girls – who in normal times bear the burden of running the households and are exposed to different forms of gender-based violence (GBV) – become more vulnerable during emergencies.
The thematic scope of the assessment covered four gender-specific domains, including a) gender roles and relations, b) capacities and vulnerabilities, c) participation in decision making (at community and intra-household levels), and d) access to services and assistance. The report concludes with guidance on how to implement humanitarian response and longer-term programming in a way that better supports women’s and men’s, boys’ and girls’ different needs. Nepal COVID-19 Rapid Gender Analysis
Since the onset of the global Coronavirus Pandemic, the Ministry of Women, Children and Senior Citizens (MoWCSC) identified the need to highlight the gender and intersectional impacts of the COVID-19 crisis. A Rapid Gender Analysis (RGA) was conducted to understand the gender differential impact of COVID-19 on vulnerable and excluded groups. The RGA was also conducted to comprehend how existing gender and social inequalities have been exacerbated by the pandemic in the community and in quarantine situations in Nepal.
The RGA was jointly conducted under the leadership of MoWCSC along with UN WOMEN, Save the Children, with CARE Nepal being the technical management lead. Emergency Assistance and Safe Spaces for Crisis Affected People in Jordan
After the outbreak of the Syrian conflict in 2011, millions of Syrians fled to neighboring countries in search of refuge. Over 668,123 fled to Jordan, of which 8 in 10 are living outside of refugee camps. Since 2011, CARE Jordan has taken a leading role in responding to the needs of this population, conducting annual assessments of the Syrian urban refugee population in Jordan to tailor programming to refugees’ most pressing needs. Building upon these findings, CARE Jordan launched the Emergency Assistance and Safe Spaces for Crisis Affected People in Jordan project with funding from the Australian Government’s Department of Immigration and Border protection (DIBP) between July 2016 and July 2018. CARE Jordan partnered with local CBOs to implement the project, which has an overall goal of enhancing socio-economic wellbeing and quality of life for the refugee and host population in Jordan. Specifically, the project aimed to: (1) increase access to sustainability livelihoods for Syrian refugee and host community women; (2) improve the psycho-social coping mechanisms of vulnerable individuals; (3) increase the access of Syrian refugees and vulnerable Jordanian host populations to emergency cash assistance; and (4) increase the access of Syrian refugees and vulnerable host populations to information, case management and protection support. Somali Girls Education Promotion Project Transition (SOMGEP-T) Baseline
CARE International launched SOMGEP and, following its successful completion, continued its programming through Somali Girls’ Education Promotion Project – Transition (SOMGEP-T). The project, which began on May 1 2017 and is expected to close on October 31 2021, builds on evidence from SOMGEP and seeks to further address barriers and challenges Somali girls face related to attendance and learning outcomes. At proposal stage, the project was expected to reach a total of 27,146 marginalised girls; calculations based on up to date enrolment data indicate that the project is estimated to reach 27,722 in-school girls across 148 primary schools and 53 secondary schools in Somaliland, Puntland, and Galmudug, as well as 5,140 out-of-school girls in the same locations.
SOMGEP-T aims to bring about sustainable improvements to the learning and transition outcomes of marginalised Somali girls. To address barriers and the causes of marginalisation, the SOMGEP-T Theory of Change (ToC) focuses on four key outputs: (1) Improved access to post-primary options, (2) Supportive school practices and conditions for marginalised girls, (3) Positive shifts on gender and social norms at community and individual girl level, and (4) Enhanced MoEs’ capacity to deliver quality and relevant formal and informal education. Outputs are expected to contribute to the achievement of the project’s four intermediate outcomes of attendance, retention, improved quality of teaching, and life skills development, which will in turn contribute to the long-term goals of improving learning outcomes, boosting transition rates, and ensuring the sustainability of changes brought about by the project.
The SOMGEP-T evaluation uses a mixed-methods, quasi-experimental design, involving a longitudinal panel of girls with a non-randomly assigned comparison group. 5 Game Changing Initiatives for Transformative Agricultural Extension
The USAID Agricultural Extension Support Activity (AESA) project is a key part of Bangladesh-centered Feed the Future (FtF) initiative addresses this challenge. Implemented by the Dhaka Ahsania Mission (DAM) with technical partners CARE Bangladesh and mPower Social Enterprises Ltd., the goal of the project which started at late 2012 is to strengthen the existing extension system in southwest and central Bangladesh to sustainably improve food security and nutrition for smallholder farmers. This translates to the enhancement of access to and utilization of agricultural extension services by smallholder farmers – both women and men. Key interventions under this project works to build capacities and creating support to a demand-driven extension system, synergized by the use of ICT. Geographically distributed in the central and southwest Bangladesh, the project operates in 12 districts, covering 26 upazilas, under Jessore, Khulna and Barisal regions as primary intervention areas.

Rapid Gender Analysis on Power and Participation: Women Lead in Emergencies Northern Shan State, Myanmar
As of December 2022, there are 1.4 million internally displaced people (IDP) in Myanmar.4 Over 40,000 people remain in neighboring countries like Bangladesh, Thailand, and India since the takeover. More than 18,058 civilian properties, including houses, churches, monasteries, and schools are estimated to have been destroyed during hostilities, although figures are difficult to verify. The level of destruction of civilian properties, particularly homes, combined with the seemingly never-ending fighting will very likely prolong the displacement of the IDPs and would further deteriorate their already fragile living conditions. The current volatile security situation and its associated restrictions, such as bureaucratic processes, systematic blocks on access approvals, continue to hamper humanitarian access and delay the delivery of assistance.
The purpose of this Rapid Gender Analysis on Power & Participation (RGA-P) is to build a better understanding as to whether and how women are able to participate in the community and in decision making spaces in the Northern Shan State of Myanmar and what changes may have occurred as a result of the conflict and women’s participation and leadership. The research was conducted through primary and secondary data collection in July 2022 in three villages in the Lashio Township of the Northern Shan State, Myanmar.
Summary of the findings
The main factors that were found to restrict women’s access and opportunity to participate in public decision making and leadership roles were related to
➢ Social norms and expectations of the role women are expected to play/hold in society and the views that female characteristics are not fit for leadership roles.
➢ The expectation that women are responsible for all of the household chores, childcare and care for elderly.
➢ Restrictions on women’s movement (controlled by husbands and elder family members) also impedes women’s rights to engage in spaces outside of the home.

A-Card Pilot Initiative Impact Assessment
mSTAR/Bangladesh, working with the Agriculture Extension Support Activity (AESA) led by Dhaka Ahsania Mission (DAM), conducted pre- and postassessments in Faridpur district to understand the impact that a micro-credit product (called A-Card) delivered to smallholder farmers through Bank Asia’s agent banking had on participating farmers, associated ag-input retailers, and other relevant stakeholders, as well as to understand what further action can be taken to improve uptake of these services.
This report includes findings from the pre- and post-assessment surveys, beginning with farmers and retailers’ demographic information, including age, sex and education; as well as their mobile phone ownership, access and usage patterns. It also examines the knowledge and perceptions that stakeholders have of digital financial services (DFS), in addition to their perceived benefits from A-Card, associated challenges, and opportunities to scale up.
