Applying Behavioral Science to Humanitarian Cash & Voucher Assistance for Better Outcomes for Women in MENA

Ideas42 and CARE International conducted research in three of CARE’s countries of presence—Iraq, Jordan, and Turkey—to develop a thorough understanding of the contexts in which women recipients in these settings receive, make decisions on, and use CVA to support themselves and their households. In the pages that follow, we aim to share behavioral insights that shed new light on the many challenges facing women when using CVA in humanitarian settings in the Middle East and North Africa (MENA) region. In summary, some of the key design principles that can increase the impact of CVA for women include minimizing the mental burdens placed on women throughout the transfer process, priming women to affirm positive identities at key times, making the full range of what CVA can be used for visible, and framing CVA in ways that encourages planning and careful consideration of spending priorities.

Though the guidance is best used during project assessment and design, it can be adapted to different phases in the project cycle. Users are encouraged to ensure that a wider range of specialists participate in discussions seeking to incorporate the guidance—including CVA Monitoring, Evaluation, Accountability and Learning (MEAL) teams, and sector specialists or technical leads. It can also be used as a point of reflection for evaluation or after-action reviews. In addition, the involvement of program support staff and senior management will be valuable to ensure that the points are actionable and properly resourced. Overall, we hope that this guidance at the least starts a wider conversation on applied behavioral science in the humanitarian space and encourages humanitarian organizations to work to implement behaviorally-informed programs with CVA. Strengthening Productive Safety Net Program (PSNP) Institutions and Resilience II (SPIR II) Gender Analysis

Ethiopia’s current estimated population is around 123 million; out of which, approximately 50% are women, and 41% are under the age of 15 (The World Bank). Despite Government's efforts to close the gender gap, women and girls still do not have the same opportunities as men and boys. For instance, in Ethiopia girls and women aged 10 and above spend about 19.3% of their time on unpaid care and domestic work in comparison to only 6.6% spent by men (UN Women). This situation limits their ability to enter and remain in the labor force, which in turn hinders economic growth and development.

World Vision (WV), CARE Ethiopia, IFPRI, and ORDA Ethiopia are jointly implementing Strengthening Productive Safety Net Program (PSNP) Institutions and Resilience II (SPIR II) – a five- year program funded by the USAID. SPIR II's goal is aligned with the Government of Ethiopia’s Productive Safety Net Program 5 (PSNP 5), that aims to address the pervasive issues of food and nutrition insecurity in Ethiopia’s Amhara, Oromia, and Tigray regions. SPIR II targets 531,788 PSNP clients in nine, eight and fours woredas in the Amhara, Oromia and Tigray, respectively.

In March 2023, SPIR II conducted a Gender Analysis (GA) to identify gender and social inequalities that could negatively affect the achievement of SPIR II project objectives and to ensure that the design and interventions to increase women’s empowerment, equity for women, men, boys and girls, and other vulnerable groups (including the elderly, PWDs1, IDPs2) do not exacerbate existing power or abusive gender relations. Provision of lifesaving and sustainable WASH services for Vulnerable Populations in South Darfur and South Kordofan states, and emergency WASH services to Tigray refugees in Gedarif State Baseline

This baseline survey was conducted internally by CARE staff, led by the MEAL coordinator. The main objective is to collect information on the project's indicators and to provide baseline data generated for the intervention areas in South Darfur and South Kordofan States. The baseline data was collected in SD using both quantitative and qualitative methods. In SK, the project used endline data from the recently ended ECHO project as a baseline, as that dataset covers the same areas and same indicators. The data collection and consultation involved 253 individuals (118 females, 135 males). 123 people were consulted in SD (34 females, 89 males) while 130 were consulted in SK (84 females, 46 males).
All consulted households have no water inside houses, and they have to go to collect water from external sources. The distance to water sources varies between communities, and takes considerable time they spend fetching water. Most of households confirmed they collect more than 5 Jerri Cans of water per day, but this is not available all year. This water is not only for human consumption and use; they use it also for animal consumption and irrigating trees.
There are many problems in water sources affecting participants' access to safe water. The top rated problems are the high cost of water, continuous breakdown of water points, congested water sources, and far distance to the sources.

A-Card Preliminary Assessment Report

For smallholder farmers (SHFs) with limited savings and assets, agricultural spending is largely facilitated through two credit models, the micro-finance and bank models. The banking system while enabling access to credit at low interest rates of 9-10% average, has failed to reach 80% of SHFs; as SHFs lack collateral and have limited understanding of various procedural complexities. Micro-credit Programs (MCPs) due to high interest rates of between 25-31%, smaller loan sizes and inflexible and short repayment periods have also failed to address needs of SHFs. Furthermore, since both formal (bank) and informal (MCP) credit is extensively cash-based, there is a tendency for its use in nonfarming activities, negatively impacting agricultural productivity and profitability.

To address these challenges, A-Card was designed to digitalize and re-engineer Micro-Finance to enable formal financial Inclusion of smallholder farmers (SHFs). A-Card model was designed by Mr. Bidyuth Mahalder, Chief of Party of the AESA Project and USAID reserves its IP rights. It was piloted in three USAID’s Feed the Future districts of Bangladesh by three implementing partners-Dhaka Ahsania Mission, Care and mPower. A-Card is a debit card specially designed for SHFs, which facilitates financial access to credit for digital purchase of farm inputs at low interest rate (10%), no collateral requirement and flexible payback period (6 month tenure).

This evaluation was conducted in October-November 2017 on A-Card holders who took and repaid their loans before May 2017 in order to assess the product’s impact on productivity and profitability. The evaluation also involved one to one interviews with 200 SHFs, key informant interviews with 5 input retailers and 2 MFI agents who were all part of A-Card to assess the overall impact beyond productivity and profitability and recommendations for A-Card. VSLA By the Numbers: A Comprehensive Analysis of the Impact and ROI of VSLAs

Village Savings and Loans Associations (VSLAs) have been a foundational programmatic approach at CARE since 1991. Since then, CARE has helped over 13.7 million people join savings groups. The savings group model has been adopted and adapted by a variety of organizations globally. Through this report, we will examine the social and financial effects and returns of savings groups as well as how groups affected members’ resilience to COVID-19. The results gave an overview of the financial return on investment (ROI), group economic outcomes, savings groups costs, and individual and household effects for savings groups both inside and outside of CARE.

In order to calculate a return on investment, the financial benefit for a typical participant over three years was considered as well as the financial benefits for a replicated VSLA for two years related to the cost that the donor/implementer spends to set up and oversee the VSLA for its first cycle. Using internal CARE data such as budgets, evaluation, and impact reports, the average ROI of costs to establish a saving group was between 7:1 and 20:1. For every $1 invested by CARE, there is evidence for the savings of a typical VSLA participant to increase between $7 and $20. For the average VSLA participant, median income increased by $9.35 (+/- $0.55 USD) within the first year of joining the group for each $1 USD invested. Additionally, average income increased by $18.85 (+/-$1.15 USD) within five years of each $1 USD invested. Using industry data and internal CARE data, this analysis showed that for every $250 USD invested three net new children attended school.

The financial effect of a VSLA appears to outlast the formal lifecycle of the group. Evaluation of VSLAs as they phased out found that the return on savings (ROS) was 50% (+/-10%) during the supported formal lifecycle of the group and decreased to around 35% (+/-19%) after the VSLA is phased out. However, the positive outcomes and impact of participating in VSLAs continue even after project phase out. Members continue saving and getting benefits. Share value even increase for 57% (+/-13%) of groups in the available data.

Baseline Study of the Resilience Food Security Activities (RFSAs) in Niger

This report is a baseline study of three Resilience Food Security Activities (RFSAs) funded by the United States Agency for International Development (USAID) Bureau for Humanitarian Assistance (legacy Office of Food for Peace [FFP] in Niger. Part of the Resilience in the Sahel-Enhanced (RISE) initiative, the RFSAs in Niger are: Girma in the Zinder region, implemented by Catholic Relief Services; Hamzari in the Maradi region, implemented by CARE; and Wadata in the Zinder region, implemented by Save the Children. The RFSAs aim to address critical challenges in food security, nutrition, and poverty, and to improve the resilience of households and communities. The baseline study included a representative population-based survey (PBS) of 2,325 households (775 households per RFSA area). Data collection was scheduled for May–April 2020 but due to the COVID-19 pandemic fieldwork was suspended until local regulations and conditions indicated that face-to-face interviewing could safely resume with COVID-19 mitigation procedures in place. The survey was conducted in September 2020 and ended at the start of the harvest period in October 2020. The sample was selected using a multi-stage clustered sampling design to provide a statistically representative sample of the three RFSA areas. The questionnaire was streamlined from the standard FFP questionnaire for a non-permissive environment. Estimates of impact-level indicators pertaining to poverty and anthropometry were expected to be derived from the RISE II baseline survey, scheduled to take place a few months after the RFSA baseline survey.
