Women’s Economic Empowerment in Protracted Crisis: Syrian Refugee Women in Southeastern Turkey

As Syrian refugee crisis entered its ninth year, the protracted nature of the crisis has become more prominent, with the need of better integration of humanitarian response and development goals. Livelihoods activities with their long-term focus play an important role in humanitarian development nexus. This research is conducted to review and discuss best practices and potential risks for women’s economic empowerment (WEE) projects in protracted crisis in general, and in southeastern Turkey context in particular. The following report should be of interest to any humanitarian organization that conducts livelihoods projects for Syrian refugees in SET region, and that shares the commitment to achieve a more gender-equal society.
In general, women face additional social obstacles to reach economic resources, which span from unpaid care work to gender norms regarding women’s being provider. Majority of Syrian women in Turkey are not actively seeking employment because of their childcare responsibilities, not getting permission to work from either their husband or extended family, care of disable and elderly in the household, and housework. Designing a livelihoods program without considering these additional obstacles women face means that the program is not equally approachable for all genders. Hence, women are the ones left behind as they are the less employable. CARE Bangladesh has conducted the mobile based 1st Rapid Analysis in April’20 to understand COVID-19 impacts on lives and livelihoods of female factory workers. That study reveals, 25% doesn’t know protection measures, 35% feels uncertain about salary, 35% faced food shortage, 28% were getting fear to loose job and 91% were suffering from anxiety. 2nd Rapid Analysis is a follow-up survey on the same target group keeping the same objective, looking into more deep-dive issues. Economic Strengthening for a Sustainable Return to Kosovo Midterm Report

Provision to the improvement of living conditions of IDPs and returnees from readmission process in Serbia and support to the sustainable return to Kosovo/Economic Strengthening for a Sustainable Return to Kosovo

The project “Economic Strengthening for a Sustainable Return to Kosovo”, being implemented over a period of 24 months, from July 11, 2018 to July 11, 2020. It is funded by the Delegation of the European Union to the Republic of Serbia and implemented in Serbia, specifically South Serbia, Pcinja District, the City of Vranje, and municipalities Vladicin Han, Surdulica, Bosilegrad, Trgoviste, Bujanovac and Presevo, by CARE and local CSO Nexus as a project partner, and municipality of Vranje, as the supporting project partner.

The overall goal of the project is to enable IDPs and returnees from the readmission process to exercise their full rights, supported by enabling migration policies and processes in Republic of Serbia. This wider impact is planned to be achieved through reaching the specific objective - to support the sustainable process of return to Kosovo, for IDPs and readmissions - persons returned to Republic of Serbia according to the Readmission Agreement in the process of reintegration. The Action was envisaged to provide actions to support a sustainable return of beneficiaries interested to move their households and businesses to Kosovo*. As the narrative interim report demonstrated, there were some alterations in the setup of the project as a result of external political circumstances, which influenced these activities.

Digital Subwallets and Household Dialogues

This document reports the results of a women's financial inclusion intervention in rural Uganda from 2017 to 2019. Two innovations were tested among adult females: (1) a mobile banking service with digital subwallet folders labelled for women and (2) the same service coupled with a course of seven household counselling sessions aimed at equalizing the influence of women and men in the context of family money management.

The theory of change underpinning the project recognized that women's power over their own money, as well as their participation in household decision-making were very limited. Providing married women with greater autonomy and voice in household decision-making, it was proposed, would facilitate achievement of their own financial goals especially those believed to alleviate poverty, such as keeping children in school. The mobile banking service was meant to provide privacy and autonomy, while achieving voice was expected to occur as the result of the couples counselling sessions, which emphasized transparency, sharing, and collaboration. Importantly, the theory of change recognized that women's experience of empowerment takes place in the context of a struggle against disempowerment and often entails group solidarity.

The research was multimethod: a randomized controlled trial (RCT), administration of two scientifically validated psychological scales, bank data on the accounts, two exhaustive surveys, and 100 semi-structured interviews. Durable Solutions for Returnees and IDPs in Somalia (DSRIS) Project Final Report

The Durable Solutions for Refugees and IDPs in Somalia (DSRIS) was a three-year that was implemented in Somalia between 10 January 2017 to 9 January 2020 under the consortium of CARE International (Lead agency), Save the Children (SCI), Agency for Technical Cooperation and Development (ACTED), IMPACT Initiatives and Save Somali Women and Children (SSWC). The project was funded by the European Union (EU). The aim of the project was to contribute to the integration of internally displaced persons, returnees and refugees in Somalia by improving access to basic quality services such as education, health, hygiene and sanitation, Child Protection and Gender-Based Violence (GBV) intervention. Additionally, the project aimed at enhancing relevant and sustainable livelihood opportunities for youth at risk of illegal migrations, radicalization, as well as other vulnerable displaced people, returnees and host communities to enhance integration and social cohesion. The project was being implemented in Puntland, Bari, and Mudug (Bossaso and Galkacyo north districts), Galmudug, Mudug, and Galgaduud (Dhusamareb, Adaado, and Galkacyo south). TVET and Higher Education for Boosting Road Infrastructure Development and Growth of Energy Services (THE BRIDGES) Project Final Report

CARE Somalia/Somaliland was funded by the European Union (EU) to improve the technical skills of the youth in roads and energy service sectors. The Technical and Vocational Education Training (TVET) and Higher Education for Boosting Road Infrastructure Development and Growth of Energy Services (THE BRIDGES) project aim to support the Government of Somalia/Somaliland plans to enhance inclusive economic growth and reduce poverty. The project aims to assist in the development of high-quality skills both for gainful employment and sustainable economic development. To meet labor demands in road infrastructure and energy sectors, the project further aims to strengthen TVET and Higher Education (HE) to offer high-quality solutions responsive to the changing market situations in the selected priority sectors of the economy. Given the increasingly dynamic employment market in Somalia/Somaliland, there is a need for high-quality competency-based skills development. The BRIDGES project sought to enhance the development of national and local capacities of TVET, and Higher Education linked to the road infrastructure and energy sector services. PROGRAMME DE RENFORCEMENT DES CAPACITES D’ACTIONS DES FEMMES

Leaders de l’agrobusiness en milieu rural dans la plupart des pays et représentant entre 70 et 80% de la main d’œuvre, les femmes se lancent dans diverses activités de production et sur les marchés de commercialisation des produits en s’efforçant de surmonter les inégalités de genre pour obtenir des succès durables. Mais leur situation est toujours défavorable par rapport à celle des hommes. Des données publiées en 2O15 par les Nations Unies sur cette situation montrent qu’elle est due entre autres à des pratiques discriminatoires à l’encontre des femmes . Or, l’amélioration des conditions de vie des ménages dépend en général de la contribution de chaque composante de la société, c’est à dire des hommes et des femmes.
Les femmes du Bénin à l’instar d’autres n’échappent pas à cet état des choses. En effet, elles ne sont pas toujours intégrées dans les prises de décisions à divers niveaux (ménage, communauté, etc.) en raison des stéréotypes et considérations qui les réduisent à l’obéissance voire à la soumission aux hommes. Depuis quelques décennies, des mutations s’opèrent et des efforts sont faits pour favoriser leur participation active dans la gestion des affaires de la cité et leur conférer l’autonomisation nécessaire à la cohésion sociale. Malgré ces efforts et les engagements pris par les Etats relativement aux ODD en faveur des femmes, leur accès aux ressources productives reste marginal et leur participation aux espaces de dialogue social encore très insignifiante.
