Supporting meaningful civic engagement for improved accountability by leveraging digital technologies (Ref: ISAF-II) 2019-2023
This is the end of project Evaluation for CARE’s Implementation of Social Accountability Framework (ISAF) Project. Phase two of the ISAF was implemented in five target provinces (Ratank Kiri, Mondul Kiri, Koh Kong Kratie, and Stung Treng) over 50 months (2019-2024). ISAF II aimed to reduce poverty through democratic, inclusive, and equitable local governance and more accessible and equitable public service delivery. ISAF II worked with local Non-governmental Organisation (LNGOs) that were provided grants through the project and citizens of the five targeted provinces who received improved services (commune, health centres and primary schools).
Objective of the Evaluation
The overall objective of the end of project evaluation is to provide a full assessment of the intended goals and objectives of the action including the treatment of key evaluation questions and using the six Organisation for Economic Co-operation and Development / Development Assistance Committee (OECD DAC) criteria; relevance, coherence, effectiveness, efficiency, impact, and sustainability. The evaluation also aims to capture best practices, challenges, and lessons learned during the project intervention, and provide clear recommendations for CARE, the National Committee for Sub-national Democratic Development (NCDD), European Union (EU), World Bank and other relevant Development Partners and stakeholders for future interventions. The evaluation will measure the impact and progress against the project’s logical framework. The evaluation will assess all three sectors (commune administration, health centres, and school services) in all five selected provinces under CARE’s mandate.
End of project respondents were chosen from key project participants: citizens, youth (aged 15 to 30 years old), local authorities/services providers (commune and district levels, healthcare centres and primary schools) and Community Accountability Facilitators (CAFs). Midterm Supporting Meaningful Engagement for Improved Accountability by Leveraging Digital Technologies (Implementing Social Accountability Framework II)
The Implementation of the Social Accountability Framework (ISAF) in Cambodia aims to empower citizens, strengthen partnerships between sub-national administrations (SNAs) and citizens, and leverage enhanced accountability of SNAs to improve local service delivery. The ISAF was introduced as a platform for coordinated action by The Government of Cambodia and Civil Society Organisations to operationalize the Strategic Plan on Social Accountability for Sub-National Democratic Development adopted by the Royal Government of Cambodia (RGC) on July 2013. The Strategic Plan and ISAF are important elements of the RGC’s broader democratic development agenda, as implemented through the second (2015-2017) and third (2018-2020) 3-Year Implementation Plans (IP3). This agenda, in turn, implemented in the context of the RGC’s national development vision, as outlined in the fourth Rectangular Strategy (2018 – 2023), which calls for the development of social accountability mechanisms in pursuing overarching national goals of growth, employment, equity and efficiency.
The overall objective of the midterm assessment is to assess the contemporary situation of impact groups (including women, youth, ethnic minorities and people with disability), their knowledge, degree of satisfaction with public services (including administration, health, education and waste management) and level of dialogue with local government in the old districts and the new districts at the middle point of the project to compare with the Logical Framework indicators from the start of the action.

POST-PROJECT LEAD IMPACT ASSESSMENT “INTEGRATING SOCIAL ACCOUNTABILITY INTO DEVELOPMENT EDUCATION
The project "Integrating Social Accountability in Education for Development" (LEAD) is a social accountability project understood as the continuous process of improving collaborative relationships, compliance with commitments made, and accountability between institutional actors and citizens in order to contribute to participatory governance in the education system. The LEAD project ran from October 1, 2014 to September 30, 2018. It was funded by the World Bank's Global Partnership for Social Accountability (GPSA). It aimed to improve the performance of the education system not only within schools but also at the provincial (DPMEN1) and regional (AREF2) levels. During this period, the project was piloted in 50 schools between the region of Marrakech- Safi (Province of Al Haouz) and Casablanca- Settat (Prefecture of Sidi Bernoussi). Read More...
Promoting Human Rights and Inclusion of Roma Women and Youth Final Evaluation
The following report represents the external evaluation conducted on the implemented EuropeAid/EIDHR project: Promoting Human Rights and Inclusion of Roma Women and Youth.
The project lasted 21 months, and has been implemented by CARE Deutschland e.V. / CARE International Balkans, office in Sarajevo. The project aimed at the promotion and protection of civil, political, social, economic, and cultural rights of the Roma minority by strengthening Roma civil society organizations and democracy activists in BIH. More specifically, the objective of the respective project was to protect and enhance the social, cultural, and economic rights of Roma women and youth and increase their influence in decision making processes.
The project has been implemented with co-applicants’ organizations Romani Ćej- Romska djevojka from Prnjavor and Roma association Jačanje - Zuralipe- from Vitez, and with the participation of local stakeholders like municipal departments responsible for social issues as well as economic departments from Vitez, Travnik, Donji Vakuf, Prnjavor, Modriča and Vukosavlje municipalities. The action has derived from the rich experience of CARE in working with grass root organizations, CSOs, and local stakeholders to promote political, social, and economic rights of the Roma minority with a clear focus on women’s and youth’s empowerment. CARE has been active in implementing Roma inclusion and capacity building projects since 2005.
The objectives of the external evaluation process are to: evaluate the achievement of the overall impact, evaluate if all partners worked toward the aims and objectives of the project.

Post Project Sustainability Study Report: Berchi- Claiming Rights – Promoting Gender Equality: Women’s Empowerment and male engagement for gender transformation in post conflict and chronically food-insecure setting of Ethiopia” (2013-2015)
The project Berchi – “Be Strong!” in Amharic, fully named “Claiming Rights - Promoting Gender Equality: Women’s empowerment and male engagement for gender transformation in post-conflict and chronically food-insecure settings of Ethiopia” was an Austrian Development Agency (ADA)- and CARE Austria-funded project and was implemented during the period of 2013 to 2015. Its strategic objective was to empower chronically food insecure women so that they can achieve sustainable livelihood security in the Ebinat and Simada districts of South Gondar Zone within the Amhara Region of Ethiopia.
The purpose and scope of the study is to assess the impact and sustainability of these outcomes after the project has ended. These results are compared with outcomes from the end line evaluation. IMPACT OF COV1D-19 ON WOMEN AND GIRLS IN ETHIOPIA
By August 9, 2021, Ethiopia had reported more than 284,000 COVID-19 cases and 4,426 deaths. Since COVID-19 was first reported in Ethiopia in March of 2021, the impacts of the pandemic, the measures taken to curb COVID-19, and additional political, economic, and environmental crises have severely impacted the population.
Women and girls bear different burdens in this crisis, and emergency responses often overlook the differences in impacts and needs for women, girls, men, and boys in humanitarian responses. To that end, this research— with funding from the EUTF (European Union Emergency Trust Fund) provides insight into the impact of COV1D-19 on women and girls in Ethiopia. This insight informs recommendations and guide EUTF partners and other relevant stakeholders in the areas of EUTF interventions. With this objective in mind, four woredas (administrative districts), one refugee camp, and one Industrial Park (IP) were considered as sample areas. These are Sekota Zuria and Gazgibla woredas in Wag Hemra zone of Amhara region; Moyale and Miyo woredas in Borena Zone of Oromia region, Asayita Refugee Camp in Afar region, and Bole-Lemi Industrial Park in Addis Ababa.
This research surveyed 372 women and girls in April 2021. The quantitative surveys covered adult women and girls over the age of 15. It also provides insights into the differences between refugees, Internally Displaced People (IDPs), refugees, and migrants. Every Voice Counts Programme
In 2020 after COVID 19 restrictions were relaxed, a CSC Meeting in October 2020 was organized at District Mirpurkhas and Umerkot with community and government departments to discuss gender related issues and to review and develop action plans regarding the inclusiveness of communities in government level decision making. It also worked on getting the District Gender Forums activated in Districts Mirpurkhas and Umerkot for effective district public authorities and community representatives, participation included local government, district administration, police, health and education department endorsed that they will continue this forum with the support of Social Welfare Department and other civil society organizations. The civil society organization showed their interest to continue Gender Forum activities in Mirpurkhas and Umerkot against Child Marriages and Domestic Violence.
Two trainings of Union Council Secretaries of both Districts have been conducted during this reporting month, on the Sindh Child Marriage Restraint Act 2013, the mandate of the local government department and the role of the union council secretaries to register marriages, births, nikkahs and nikkah registrar and pundits as per the laws. More than 90 union council secretaries of both district actively participated in the trainings. Endline Evaluation: Every Voice Counts Somalia
Overall, we have found that the EVC program has made progress toward its goal of making governance processes in fragile settings more inclusive and effective. Using a mixed methods approach consisting of extensive desk review and qualitative and quantitative data collection, we evaluated the effectiveness, impact, efficiency, relevance, and sustainability of the EVC program in relation to the project. Community members (both male and female youth and adults) in Puntland and South West State were given telephonic perceptions surveys in order to understand how their perceptions of the role of women and youth in governance, awareness of their rights, and transparency and accountability of authorities had changed over the course of the project. Respondents were also asked open ended questions to gain a deeper understanding of how the EVC project contributed to the outcomes outlined in the theory of change. Remote KIIs with local authorities, first and second tier CSO members, CARE Somalia and Nederland project staff, Ministry Officials in Puntland and South West State, and other CARE partner organizations (RNW media and the Hague Academy for Inclusive Governance) were also conducted.
