Women, Youth and Resilience Project Final Evaluation Outcome Harvesting: Understanding Changes in livelihoods, Gender Based Violence (GBV) and Government Accountability for Gender Equality.
The project was implemented by CARE International in Austria, Care International in Uganda, and two local partners, the Community Empowerment for Rural Development (CEFORD) and THRIVEGulu between 2021 and 2024 and is being followed up by a similar five-year project called the Gender Equality and Resilience Project (GEAR) to be implemented in Uganda and Rwanda. This is important to note as the findings from this final evaluation have implications for the programming of GEAR.
The main objective of this final evaluation is to assess effectiveness, impact and sustainability of the WAYREP project. It offers an understanding of the extent to which WAYREP achieved its stated objectives and it answers the five evaluation questions set out in the Evaluation Matrix (see Annex 2). The evaluation results will inform the programming of GEAR, WAYREP’s follow on program in Uganda and Rwanda.
The project successfully met its planned objectives, expected results, and indicators, demonstrated through the results below.
1.1: Enhanced Sustainable and Dignified Livelihood for Women and Youth
Over the five years, WAYREP significantly increased the average weekly income (49.6%) and by the end of the project, income gains surpassed the national average (Finding A). The increase in income was closely tied to an increase in confidence and self-reliance. While various groups of beneficiaries (e.g., refugees, youth, older beneficiaries, GBV survivors) experienced increases in their confidence, it was young women who experienced more significant gains in their self-confidence. These wins stemmed from their membership to savings groups and their newfound ability to earn an income (Finding H).
Although income gains were seen across beneficiary groups, gender and youth disparities were observed; men reported higher average earnings across Income Generating Activities (IGAs) compared to women

(Finding C) and younger beneficiaries in the 15-19 age group reported heightened engagement in income generation activities, compared to beneficiaries in the 20-30 age bracket (Finding B). While young people appear to have experienced more significant wins in participation, their average weekly income was lower than older beneficiaries (Finding D). Younger adults (20-30) were also less likely to develop business plans compared to older participants (31-45) (Finding E).
Specific differences were observed in Omugo Settlement in terms of income earning opportunities. Overall, in Omugo Settlement beneficiaries participated less in savings groups (Finding F) and were able to save less money compared to their peers in Arua City, Gulu City and Omugo Sub County. This is important, as the lower savings values have the risk of limiting refugees' ability to access capital to grow their businesses (Finding I). That said, South Sudanese refugees in Omugo settlement experienced unique wins from their increased economic status and improved their relationships with the host community. This is significant as it highlights the project's positive impact on social cohesion, particularly in locations where relationships between the refugee and host community relationships were strained (Finding F).
The final evaluation found that financial management practices and savings habits improved across all four locations. While most savings groups still preferred traditional savings systems that included a locked box kept in a member’s house, in Gulu and Arua City savers were experimenting with mobile savings that offered increased security, flexibility and accountability (Finding G). This points to the potential for greater exploration of mobile savings systems in GEAR, WAYREP’s follow on program, especially in locations which have already started to adopt this practice.
1.2: Evidence of WAYREP Achieving Reduced Acceptance for Gender Based Violence in Communities
The final evaluation found a decrease in experience of GBV from 28% at baseline (2021) to 20.7% at endline (2024) and a similar rejection of intimate partner violence (IPV), from 71.6% at baseline, to 77.1% at endline (Finding J). The project's strong focus on economic empowerment (Section 1.1 above) had a positive effect on the confidence and self-resilience of women and young (Finding H) which intern contributed to a positive shift in social norms and facilitated a reduction in the acceptability of violence (Finding K).
1.3: Evidence of WAYREP Providing Enhanced Support to GBV Survivors
The increase in GBV reporting (Finding L) suggests that survivors felt more comfortable coming forward, due to the project's efforts to raise awareness and improve survivors access to support. Beneficiaries reported there was now more support available for survivors of violence (Finding L) and improved access to mechanisms for expressing dissatisfaction with inappropriate treatment by local authorities or service providers (Finding M). The findings suggest that the project empowered survivors to seek help and enabled them to hold service providers to account (Finding L, M).
1.4: Evidence of WAYREP Achieving Increased Accountability by the Government of Uganda to Implement Relevant Frameworks for Women and Girls’ Protection and Rights
Women and girls across all four locations reported increased capacity to advocate for their rights (Finding N). The project had a strong contribution to this result and motivated and supported the Government of Ugandan (GoU) and key religious and cultural leaders to implement or strengthen frameworks to protect women's and girls' rights (Finding O). GENDER AND POWER ANALYSIS REPORT APRIL 2024 OYO STATE AFIJIO AND IREPO LGA
In partnership with Diageo, CARE Nigeria is implementing a Small Holder Farmers Community Engagement Pilot Project in Oyo state. This project builds on an existing sorghum value chain strengthening project funded by Diageo through Zowasel – A private corporation which leverages technology and data science to improve productivity, sustainability and profitability across agricultural value chains. In this partnership, CARE’s mandate focuses on empowering women farmers in southwest Nigeria with leadership skills while working to even the playing field to allow women participate more in sorghum production, increasing the overall productivity and addressing gender inequality and violence.
To achieve this goal, CARE carried out a gender and power analysis (GAP) in AFIJIO and IREPO Local Government Areas in Oyo state. This analysis aimed to inform CARE on women participation in farming (specifically the sorghum value chain) and the gendered barriers faced by female farmers in the sorghum value chain. With this information, CARE will tailor transformative actions that will seek to address such barriers by challenging them at their roots.
Findings from the GAP analysis indicates that most agricultural lands are owned by men. From women’s perspective, lack of education and skills are the main reasons why they are unable to participate in farming as much as men do, but men thought this happens solely for lack of capital.
Generally, men showed to have higher gender biases than women. In decision making regarding farming, compared to women, men are 3 times more likely to enforce gender biases against women. People with low education (primary school certificate or no formal education) are 2 times more likely to enforce gender biases compared to their educated counterparts and more women than men have no formal education.
Both men and women, educated and uneducated counterparts unanimously upheld gender biases that confined women and girls to the burden on unpaid care work in households while accepting men and boys as entrepreneurs and providers. Gender biases in decision making as well as in household responsibilities, transcend age, religion and social status.
Men and persons older than 36 years are more likely to learn about agriculture support programs.
Landowners are 3 times more likely to learn about agriculture support programs and only 10% of women in Nigeria own lands against 50% of their male counterparts.

Worker Wellbeing Project in Bangladesh, Indonesia and Vietnam Endline Evaluation
This endline evaluation was conducted to assess change and impact resulting from the Worker Wellbeing Project in Bangladesh, Indonesia and Vietnam. It was carried out independently by Rapid Asia to conduct an endline evaluation of the Worker Well-Being Project to provide a final report to the donor, capture details on impact and analyse lessons learned to be applied to future programming. The purpose of the Worker Wellbeing Project is to improve wellbeing for garment workers through access to dignified working conditions, legal and social protections and gender-equitable relationships. Findings from the evaluation will also be used to learn from and develop the Dignified Work portfolio and promote women's economic justice worldwide.
This evaluation sought to identify the extent to which the project achieved meaningful change in women workers’ lives both at home, community and in the workplace through the activities in each country by identifying outcomes from project activities and outputs to understand linkages between those outcomes and the projects outputs.
Key Findings
The EKATA engagement model
The EKATA model proved to be highly successful in greatly enacting change for women garment workers in the factories and at home. Women workers consistently highlighted the usefulness of the training had on their daily lives. Through the training, the women learnt how to reclaim those voices and negotiate at work for better conditions.
Engagement with men
Recognising the crucial role that men play in delivering gender-transformative impac by engaging them as stakeholders proved to be successful. Men were found to be receptive in recognising gender as a social construct, which then formed the basis for understanding the value of women and why domestic responsibilities should be shared and that sexual harassment of women is unacceptable.
Duty bearers’ responsiveness
Garment factory management staff believed they could see not only the benefit of the project but also an improvement in the conditions of the women workers, which they recognised as having a positive impact on their business. Employers appeared to welcome women garment workers raising their concerns, mainly due to the workers' improved communication skills.
Outcomes and their relation to activities

It was found however, that such training alone would not be enough to deliver true impact. Evidence demonstrated that establishing committees from where women can launch collective demands was a significant trigger to exercising women’s rights.

Bougainvillae Cocoa Families Support Project (BECOMES) Baseline
CARE PNG launched BECOMES project funded by the Government of Australia and the Government of New Zealand under the Commodity Support Facility (CSF). The project is for four years starting from July 2016 to June 2020, which aims to “improve the economic and social wellbeing of younger and older women and men in cocoa farming families in the Autonomous Region of Bougainville (ARB)”. In order to achieve its goal, the project will implement the following three objectives: 1. Smallholder families have improved social and technical capacities to manage their cocoa farming 2. Nepal Second Phase COVID-19 RGA
Nepal is currently undergoing the devastating effects of the second wave of COVID-19 pandemic. With the unprecedented surge in COVID-19 infections, the government of Nepal imposed prohibitory orders since April 29 in Kathmandu valley. Similarly, District Administration Offices (DAOs) in 75 out of 77 districts in the country have enforced prohibitory orders to break the chain of COVID-19 spread.1 As the country is reeling under the weight of increasing infections and death rates with fragile health infrastructure, there has been less attention to and evidence on gender and socio-economic impacts of the crisis on the most vulnerable and marginalized populations.
Global evidence from the previous year suggests that the pandemic led to disruption of social, political and economic systems and deepening of pre-existing gender and social inequalities. UN study 2020 highlights that the distribution of effect of any disaster or emergency correlates with the access to resources, capabilities, and opportunities which systematically make certain groups more vulnerable to the impact of emergencies, in particular women and girls.2 Women and girls in Nepal are particularly vulnerable to the immediate and long-term health and socio-economic impacts of the pandemic because of the pervasive inequalities in gender norms and structures.
The RGA conducted by CARE Nepal in partnership with Ministry of Women, Children and Senior Citizens (MoWCSC), UNWOMEN and Save the Children Women 2020 had shown that women’s unpaid care work and unequal division of labor were exacerbated because of closure of schools, public spaces, and care services. In addition, men’s loss of jobs and income and use of savings on gambling and alcohol had led to increased household conflict and women’s vulnerability to domestic violence. The study also revealed that 83 per cent of respondents lost their jobs; the hardest hit among them being women working as daily wage workers. The pandemic had also aggravated intimate partners and gender based violence for women and girls especially from marginalized groups such as Dalits, gender and sexual minorities (LGBTIQ++), women with disabilities, and adolescent girls. Evaluación Final del Proyecto BMZ- Madre de Dios “Fortalecimiento de comunidades y organizaciones indígenas de la región de Madre de Dios para el desarrollo local sostenible, defensa y abogacía de sus derechos”
Específicamente, este proyecto busca que “las comunidades indígenas de la RCA diseñen procesos locales de desarrollo de manera independiente y sostenible; y que las organizaciones indígenas apoyan y defienden los derechos e intereses de la población indígena de Madre de Dios activamente ante agentes y tomadores de decisión políticos y sociales a nivel local, regional y nacional”. Para esto el proyecto planificó actividades alrededor de 4 componentes (resultados):

POWER Ex-Post Evaluation Final Report
Description of the document: Promoting Opportunities for Women’s Economic Empowerment in Rural Africa (POWER Africa) aimed to increase the financial inclusion of direct beneficiaries and their households in Ethiopia, Rwanda, Cote d’Ivoire and Burundi through forming savings groups, providing financial education, and linking mature groups to formal financial institutions. In Burundi, CARE worked in partnership with the local NGO, Great Lakes Inkinga Development, to target adolescent girls; the hardest hit by a combination of poverty, conflict, violence, societal disintegration, and sexual exploitation. The evaluation focuses on the program’s contribution to the empowerment of adolescent girls in Burundi with a particular focus on assessing the contribution of program activities to supporting adolescent girls develop income-generating activities. POWER Africa adapted their approach to ensure the intervention and engagement strategies were tailored to working with adolescent girls in Burundi. POWER Africa accomplished this through sensitization sessions to gain community acceptance of the program, by adapting the VSLA training schedule, by changing meeting times, and by responding to challenges encountered by girls during implementation. Positive outcomes reported by CARE related to business success were also supported by interviews conducted in the field. However, the extent to which participation resulted in adolescent girls establishing one or more IGA varies and CARE monitoring data shows that at least 1 in 5 girls did not establish IGAs. It was confirmed that key factors that contribute to IGA success, as identified by CARE, still hold. Girls without support are less able to establish IGAs and have relatively less successful IGAs. However, they are not necessary conditions. For example, the four girls that did not have continuous family support attributed overcoming their difficulties to being a member of the VSLA. Findings that girls who are in school reported higher incomes, that girls with community support are more able to invest in livestock, and that girls with access to land have more IGA opportunities, still hold. POWER Africa’s identification that male control of female-owned assets, loss of assets upon marriage, household responsibilities and constraints on mobility are key constraints for adolescent girls to benefit from IGA opportunities, still holds. During program implementation, many girls encountered barriers as a result of their newfound economic independence. The program actively sought to address these constraints with some success, however there is evidence to suggest a number of challenges remain. This is to be expected as social norms can take time to change. Lastly, regarding sustainability, the field research supported the idea that some of the IGAs created by the girls as a result of POWER Africa VSLA membership are sustainable as all of the girls said they still have their IGAs and plan to continue them in the future. All of the girls also planned to continue their membership of the VSLAs. El proyecto Ella Alimenta al Mundo busca facilitar las condiciones para que mujeres productoras estén empoderadas y cuenten con medios de vida más seguros y resilientes para la seguridad alimentaria y nutricional de ellas y su comunidad. Tiene como objetivo fortalecer el papel de las mujeres productoras a pequeña escala en cadenas de valor seleccionadas y mejorar los vínculos con los actores del mercado, incluida potencialmente la cadena de suministro de PepsiCo, para garantizar ingresos sostenibles y estables.
El presente documento corresponde al estudio de línea base que presenta los resultados en relación con la situación inicial y el contexto que viven las familias participantes del proyecto en los municipios de Pasto, Ipiales, Pupiales y Gualmatán del departamento de Nariño.
El análisis se orienta a dar a conocer las condiciones actuales con relación al empoderamiento económico de las mujeres, inclusión financiera, cadenas de valor inclusivas, procesos de comercialización justos y procesos productivos sostenibles, desarrollo de resiliencia y desarrollo de las asociaciones. De igual manera enfatiza en conocer las necesidades de capacitación en agricultura adaptativa, vinculación con el mercado, gestión financiera, prácticas de nutrición; de tal manera que sea posible fortalecer capacidades de la comunidad, especialmente mujeres para crear recursos propios y mejorar los vínculos con otros actores del mercado.
Brinda un análisis desde el enfoque de género que parte de la comprensión de cómo las relaciones de género influyen en todos los aspectos de una comunidad, tanto en el ámbito productivo como social. La distribución de tareas de las mujeres y de los hombres de un grupo social específico permiten comprender la dinámica de las relaciones de género, el apoyo mutuo, el intercambio, las cargas de trabajo con relación a otras labores, como son las tareas de cuidado y sostenimiento de la vida en el hogar.
La recolección, sistematización y análisis de la información fue realizada por el equipo consultor Tierra que Anda entre los meses de septiembre a noviembre de 2023.

Lafiyayyan Yara (Healthy Child) – Reducing Infections Disease Among Children Under Five (RIDCU) Bade LGA, Yobe State
The Lafiyayyan Yara (Healthy Child): Reducing Infectious Disease among Children under Five (RIDCU-5) project was a 27-month private donor funded project implemented from October 2021 through December 2023. The project strengthened health systems in Bade Local Government Area (LGA) of Yobe state by providing required equipment and medication for health facilities, increasing capacity of health personnel to use approved diagnostic methods, and engaging the community to improve uptake of health services.
The primary objective of the evaluation was to assess the project's performance and document its achievements, challenges, and best practices to guide future similar programming; and provide recommendations to CARE Nigeria and its partners to make informed decisions and enhance the effectiveness and efficiency of future initiatives.
Effectiveness
Evidence from the desk review showed that the project made remarkable progress towards reducing mortality in under-5 children through a community-based health systems strengthening approach that ensures that communities receive a core package of services. The major factors that influenced the effectiveness and achievement of the project results were the use of community structures (community health volunteers, model mothers, and community-based surveillance focal points), capacity building, the referral system and the Social Analysis and Action (SAA) approach through community dialogues, supportive supervision, routine monitoring visits and facility health promotion session. The SAA approach also helped to shift practices related to family planning, immunization and poor health seeking behavior, as evidenced from the qualitative findings.
Efficiency
In both the design and implementation of the project activities, CARE International RIDCU5 team ensured that the project was efficient. The project design allowed the RIDCU5 project to train and work with community members as volunteers and adequately build their capacity and work collaboratively with local partners and relevant stakeholders. The use of community structures and local partners made the project implementation cost effective and created the opportunity for sustainability.

The project’s design engaged community volunteers1 to serve as model mothers, community-based surveillance focal points, feedback and accountability volunteers, and community health volunteers, has enabled the project to increase community mobilization through a cost-effective approach. Through the community referral system, and health promotion sessions, many women were reached through the activities of the community volunteers.
Impact
Findings showed that the objectives and activities of the CARE RIDCU5 project were relevant in addressing the humanitarian needs of Bade Local Government communities. The weekly dialogue session with model mothers helped to address social norms and practices that negatively impact maternal and child health and the strengthened detection and referral of infectious disease (acute respiratory illness, malaria, diarrhea, and measles) through community-based surveillance (CBS) that included door-to-door visits and referrals for care. Also, health promotion sessions and supportive supervision in the 22 health facilities of the implementation contributed to quality of services. The project was able to respond largely to the needs of the target groups, including Community Health Workers (licensed and volunteers); children under five and their caregivers; pregnant and postpartum women and adolescent girls through support to strengthen referral systems, community engagement approaches to improve health behaviors and accountability of the health system as well as capacity building and provision of supplies and equipment to improve health service delivery.
Sustainability
The involvement of community volunteers assisted in the community ownership of the project. At present, community volunteers and community leaders, who benefited from the training conducted by CARE International, are engaged in community mobilization and awareness creation among community members on various aspects of the project. Respondents reported that that through the knowledge gained from CARE international, they were able to strengthen their cooperation among each other.
