WASH Knowledge Attitudes and Practices (KAP) Baseline
CARE Knowledge, Attitude and Practice (KAP) Base-line Survey Report is part of the Global Affairs Canada 2017-2019 Project on WASH. CARE’s proposed three-year WASH program will provide critical water, sanitation and hygiene (WASH) services to IDPs and host communities in Duhok and Ninawa governorates; improve overall WASH services for women, men, boys and girls; and reduce tensions between the host community and IDPs.
In collaboration with local authorities and communities, CARE and its partners will undertake WASH activities including repair and maintenance of latrines and water supply systems, water quality testing, improved waste management and establishment or support to existing WASH Committees and authorities to operate, repair and manage WASH facilities. The proposed activities will complement CARE’s existing GAC-funded WASH programs, and expand our reach within Duhok and into Ninawa. The Impact of COVID-19 on Gender Equality and Food Security in the Arab region with a focus on the Sudan and Iraq
This rapid gender analysis (RGA) explores the impact of the COVID-19 pandemic on gender equality and food security in the Arab region. It is a joint collaboration between the Food and Agriculture Organization of the United Nations (FAO), the World Food Programme (WFP) and CARE International (CARE). This collaboration recognizes the need to expand the evidence base on gender-differentiated impacts of crises for informed recovery and response planning, while highlighting the imperative of collecting sex- and age-disaggregated data (SADD) more consistently.
This initiative was an innovative pilot project between FAO, WFP and CARE. The aim of the collaboration was to foster multilevel partnerships and strengthen gender analysis for the food security sector in crisis contexts. The initiative brought together technical experts in food security, nutrition and livelihoods across the agencies involved, as well as gender specialists to explore, develop and test tools, methods and approaches. The regional focus of the study identified key themes, challenges and norms across multiple contexts in the Arab region, while highlighting specific findings for Iraq and the Sudan. While sources have varying regional definitions for the Arab region, for the purpose of this review, the denomination includes the countries under the FAO Near East and North Africa region, the WFP Middle East and North Africa region, and the CARi Middle East and North Africa (MENA) region. Qualitative Assessment of the Effectiveness of Gender Transformative Programming on Changing Gender and Social Norms and Women’s Empowerment
The “Win-Win for Gender, Agriculture and Nutrition: Testing a Gender-Transformative Approach from Asia in Africa” is a project aimed at establishing a comparison between a gender-transformative model to achieve gender equality (the “EKATA” model), and a gender-mainstreamed approach in the agriculture sector (“Gender-Light model”), in which basic activities around gender are integrated into a program whose principle focus and measures of success are women’s economic empowerment through agriculture and micro-enterprise development.
The qualitative research is using in-depth interviews and Focus Group Discussions(FGDs) of a subset of women and their spouses who are participating in the program. For the in-depth interviews, 30 people (22 women and their spouses) were selected and are followed every year to document different pathways to empowerment. They were randomly selected from a strata of all women interviewed at baseline to reflect different social economic and marital status. Cost-efficiency analysis Conditional Cash for Education and Protection
This case study summarizes an analysis conducted by CARE using the Dioptra tool to generate cost-efficiency estimates for Conditional Cash for Education and Protection in Jordan. The analysis revealed that:
● Conditional Cash for Education and Protection cost $1,474 per child on average, across nine projects within the program portfolio.
● Tweaking the transfer size and frequency can affect cost-efficiency by more than 30 percent. It can free up funds to reach at least 40 percent more children with conditional cash, or allow existing recipient households to benefit from other economic resilience interventions.
● Providing awareness sessions on the importance of education is a small cost component of conditional cash that could be cost-effective.
● Different interventions are required for different groups of children. At minimum, the children receiving conditional cash should be differentiated by age: young (6-11) and old (12-16).
● Providing conditional cash for the full school year of at least 10 months is believed to be more effective and protective for children in need.
● Despite its effectiveness, cash incentives are unlikely to be a sustainable intervention to ensure children’s school attendance. It could benefit from other supporting interventions that address social barriers preventing children from attending school.
● Based on further assessments on different approaches and best practices, the program team intends to test a gradual reduction in transfer amounts for 10 months per year over 3 years, differentiated by age group, including livelihoods support for all recipient households, and referrals to Emergency Cash Assistance for highly vulnerable households.

Increasing Mitigation, Productivity and Adaptation through Crop-Recovery Techniques (IMPACT) II Project: Endline Summary Report
In the 2015 / 2016 season, Malawi experienced severe floods and droughts that occurred as a result of El Nino weather conditions. The Malawi Vulnerability Assessment Committee (MVAC) -composed of the Government, UN agencies and NGOs- forecasted that a minimum of 6.5 million people, or 39 percent of the country's projected population of 16.8 million, would not be able to meet their annual food requirements during the 2016/2017 consumption period. Nsanje, Phalombe and Mulanje are some of the districts that were hit hardest. CARE Malawi implemented the IMPACT project from August 2016 through July 2017 to help the people from the three districts recover their agricultural-based livelihoods. After closure, USAID’s OFDA provided a new grant of US$1,125,519 for IMPACT to run from August 2017 to July 2018 in a bid to consolidate the gains achieved in the first phase and reach additional households affected by continued dry spells and the Fall Armyworms. CARE subcontracted ADRA (Adventist Development and Relief Agency), an international NGO with experience and presence on the ground, to implement activities of the second phase in Phalombe and Mulanje (as they had in Phase I). This evaluation aimed to assess the design, performance and impact of the second phase. It used mixed methods to collect quantitative and qualitative data from 476 beneficiary households, 14 key persons and 8 fo¬cus group discussions with lead farmers, women and men, local committees and non-beneficiaries. Regional project FAIR III “ For Active Inclusion & Rights of Roma Women in the Western Balkans III”
This intervention builds on extensive CARE’s expertise and experience in facilitating process related to women’s empowerment and gender equality across the globe and in the Balkan region. It also intends to scale up approaches and models that have proven successful over the last six years of the FAIR projects’ implementation (FAIR and FAIR II). The project seeks to empower Roma women and girls to be free and able to exercise their rights to live a healthy, dignified life free from violence, inequality and discrimination with support from their partners, families and communities in Bosnia and Herzegovina, Serbia and Montenegro. This will be accomplished through four output level results that need to be met for the longer-term changes to happen, they are inter-connected and mutually reinforcing since only in that way the outcome can be accomplished.
The first one (Output 1) refers to the enhanced capacities of Roma CSOs, youth and key community actors to practice and promote gender equitable, healthy and non-violent lifestyle with help of tested models and approaches. Under the second expected result (Output 2) Improved access to and provision of services for Roma, Egyptian (RE) women and girls (in particular on SRMH, GBV and Education) will be ensured through strengthening of the Roma CSOs and the existing participatory accountability community mechanisms. Output 3will enable three national-level Roma women networks to be active and contribute to the effective functioning of the regional Roma Women Balkans Network and its enhanced efforts towards Post 2020 EU Roma Integration Agenda. In the last expected result (Output 4), Roma women and girls, CSOs and Networks are part of the regional and global social movement initiatives promoting and advocating for gender equality and (minority) women’s rights. The project will directly target 26,150 people in total –aiming at 85% Roma and over 60% women and girls. Data collection under this project will be disaggregated by sex, age and ethnicity, whenever possible. Over20,000 people are expected to be reached in the three target countries through a series of promotional activities. Final Beneficiaries will include about 78,000 people in the 3 target countries based on the assumption that each target group person will reach out to at least 3 persons in his/her direct environment. The baseline assessment for the “Supporting meaningful civic engagement for improved accountability by leveraging digital technologies” project was conducted to develop values for baseline indicators and provide evidence with regards to the degree of satisfaction and level of dialogue target beneficiary groups have with public service providers. Data from this baseline assessment will enable comparisons between start, during the course of the project and at the end of project.
