Women and Girls Safe Spaces in Rohingya Camps

As the Rohingya Response of Bangladesh nears the two-year mark, the response has evolved from immediate emergency life-saving provisions to other supports (protection, health, nutrition etc). One aspect of this crisis is that majority are women and children (52% women & girls, 55% children under 18)(Rohingya Response Gender Analysis, Lulia, Mita et al, 2018) . Thus, responses specific to needs of women and girls are of crucial importance. At the heart of this are Women and Girls’ Safe Space (WGSS) locally called shantikhana (Center of Peace). As UNFPA defines:
“A safe space is a formal or informal place where women and girls feel physically and emotionally safe. The term ‘safe,’ in the present context, refers to the absence of trauma, excessive stress, violence (or fear of violence), or abuse. It is a space where women and girls, being the intended beneficiaries, feel comfortable and enjoy the freedom to express themselves without the fear of judgment or harm.”

Standing Up for Girls: Girls from Arab States Share the Stories of Their Lives

Protecting girls and supporting fulfilment of their rights and potential lies at the heart of the mandate of the United Nations Population Fund’s Arab States Regional Office (UNFPA-ASRO) and CARE’s regional office for the Middle East and North Africa (MENA). Both UNFPA and CARE regional offices have embarked on this report with the aim of identifying, documenting and disseminating the impact of programmes that have targeted adolescent girls and that have successfully resulted in delaying child marriage, preventing teenage pregnancies and combating FGM in Egypt, Jordan, Lebanon, the Occupied Palestinian Territories (OPT), Iraq, and Sudan. More specifically, the report zooms in on the daily lives of girls that have been positively impacted by approaches and practices in reducing GBV and in improving their access to SRH awareness and the accompanying services they need. The report captures the stories told by girls themselves, by their mothers, by community leaders and by aid workers on the risks and unmet needs in refugee and host communities and on how holistic, inclusive and evidence-based programming has mitigated the risks and met these needs. Women, Migration and Development: Investing in the future

On the 17th and 18th of July 2014, the International Conference on Women, Migration and Development: Investing In The Future was convened by CARE
International and hosted at the Overseas Development Institute in London. The objectives of the conference were to: 1) highlight the challenges faced by vulnerable migrant workers, especially women, 2) advocate, based on CARE and others’ experiences, for strategies, policy and practical responses which need to be taken to protect migrant workers’ well-being, particularly with respect to safe mobility and access to healthcare, 3) recognize women migrants’ contribution as economic actors and advocate for policies and planning processes that ensure their protection, 4) advocate for recognition of the role of migration as a key development enabler in the post-2015 development agenda. CARE and ODI presented the findings from their five year EMPHASIS (Enhancing Mobile Populations’ Access to HIV and AIDS Services, Information and Support) programme in South Asia. EMPHASIS, a project which started as a HIV and health intervention, was successful in surfacing and addressing other aspects such as safety and dignity of migrants, economic empowerment, financial inclusion and safe remittances, access to education for migrants’ children, and women’s empowerment. The conference was a response to the call at the May 2014 Stockholm Global Forum for Migration and Development both for civil society/government cooperation around regional systemic approaches to migration and for urgently needed programmatic data and evidence on migration. Mawe Tatu English Summary of Endline Evaluation

This summary presents key findings of the endline study contucted to evaluate the effectiveness of the "Mawe Tatu" (M3) program in North and South Kivu Provinces of the Democratic Republic of Congo. The M3 project was implemented to improve the household economy of vulnerable groups, to reduce gender-based violence through improving equity in gender relations; and to improve sexual and reproductive health among women, men, and youth.
Guiding questions included:
1. Did the household economy, and the socio-economic situation of women improve as a result of the introduction of VSLAs?
2. Did men get successfully engaged to support women’s economic autonomy, to reduce gender-based violence, and to support women in their decisions about their sexual and reproductive health?
3. Were young women and men empowered to take healthy decisions for their sexual and reproductive life?

Development Initiative for Northern Uganda (DINU) End of Project Report

The Development Initiative for Northern Uganda (DINU) was a 38-month project implemented between January 2020 and February 2023, with an aim to improve food security, maternal and child nutrition, and household incomes for smallholder farmers in 11 districts of Kitgum, Katakwi, Kaabong, Karenga, Kotido, Moroto, Napak, Nabilatuk, Nakapiriprit, Amudat, and Abim. The project was implemented by a consortium led by CARE Denmark, alongside partners such as Catholic Relief Services (CRS), Gulu Agricultural Development Company (GADC), Dynamic Agro-Pastoral Development Organization (DADO), and Soroti Rural Development Agency (SORUDA). The project had three major outcomes: increased production of diversified food by both men and women smallholder farmers, enhanced market accessibility for these farmers, and improved nutrition and Family Planning services through gender-responsive community-based approaches.

The Project employed an Inclusive Market Development-Based approach, emphasizing economic gender equality, women empowerment, youth engagement, and community-based nutrition, while also focusing on the value chain. This strategy involved multi-stakeholder engagement and synergizing with existing government and development partner initiatives like DADO, CRS, and SORUDA. By implementing this approach, the project provided smallholder farmers with opportunities to enhance their incomes through the cultivation of high-value crops, such as sesame, cotton, soybean, and iron-rich beans. Additionally, measures were taken to ensure sustainability, including integrating activities into the government's PDM approach, building capacity among extension staff, and linking VSLA/SILC/YSLA/PMGs groups to financial institutions and agro input service providers.
A crucial aspect of the project was empowering women and youth, often marginalized in agriculture and rural development. Women were trained in Climate-Smart Agriculture and offered access to markets and finance through VSLA/SILC groups. Furthermore, Role Model Men were involved in raising awareness on gender-responsive actions, family planning, and women empowerment within smallholder farmers' households, fostering attitudinal changes towards gender equality and encouraging women to play an active role in agricultural production.

To achieve success, the project effectively engaged both public and private extension workers, disseminating information on Climate-Smart Agriculture practices to smallholder farmers and boosting production and income. Additionally, collaboration with Tillage Service Providers promoted entrepreneurship among youth and reduced manual labor burdens for smallholder farmers.

Rural Economic Sustainability Initiative (RESI)

The Rural Economic Sustainability Initiative (RESI) aimed to support inclusive and sustainable rural economic development in four target municipalities in Kosovo: Prishtinë/Priština, Novo Brdo/Novobrdë, Kamenicë/a and Ranil(l)ug. It was financed by Austrian Development Cooperation (ADC) and the Municipality of Prishtinë/Priština and implemented by CARE International in Kosovo.
The approach utilised built on a very successful previous project and featured grants to MSME in agriculture, capacity development of municipality agriculture departments and a special focus on empowerment of women and socio-economically vulnerable groups.
The final evaluation of the RESI took place between 6th October and 11th November 2019. The evaluation aimed to make an independent assessment of the outputs, outcomes and impact of the project towards the end of its 36 month cycle. Bersama Menuju Keadilan (BUKA) or Towards Fairness Together SELF-EVALUATION REPORT

Bersama Menuju Keadilan (BUKA) or Towards Fairness Together is a Yayasan Care Peduli (CARE) project which was implemented in West Java from July 2018 to October 2020.1 The project was implemented in Sukabumi and Bandung districts and was implemented by CARE and the Trade Union Rights Center (TURC). The project partnered with 7 trade unions in 21 factories across the two districts.
The goal of the project was to improve working conditions in garment factories in West Java through evidence-based negotiation and collective bargaining between unions and factory management using publicly available data. The project aimed to improve the capabilities of women garment workers and their unions to collect, analyse and use publicly available data in negotiation and collective bargaining with factories, resulting in particular in more gender-responsive Collective Bargaining Agreements (CBA). The project was designed on the assumption that publicly-available data could be used as the basis for evidence-based negotiation and bargaining between unions and factories, and that this form of evidence-based bargaining based on public data would lead to more successful bargaining and improved working conditions. The project also aimed to ensure that the evidence-base, data and lessons learned from the project became accessible to the wider labour movement and civil society in Indonesia.
An emphasis on gender justice was mainstreamed within the project objective, outcomes and activities. Women constitute the majority of the garment sector workforce in Indonesia and they are disproportionately impacted by worker’s rights abuses and face differential impacts on the basis of their gender. Women are also inadequately represented within union leadership and in collective bargaining, resulting in their voices and experiences not being reflected in the outcomes of bargaining. The project prioritised building the capabilities of women union members in particular on data and bargaining skills, encouraging the presence of women within negotiation and bargaining teams, developing a peer network of women leaders, strengthening union understanding and identification of the disproportionate and differentiated impacts of poor working conditions on women, and supporting the agreement of CBAs which are more responsive to those realities. Strengthening Rural Development Models in Georgia (ENPARD II) Midterm Evaluation

Strengthening Rural Development Models in Georgia seeks to build on the success found by Mercy Corps, CARE and People in Need as they introduced the LEADER model for rural development to the municipalities of Borjomi, Lagodekhi and Kazbegi. In addition to continuing to implement this community-led local development approach, they were tasked with providing more national-level support for other Georgian LEADER implementations with the support of ELARD, a Europe-based not for profit organisation.

A series of interviews and focus groups held with beneficiaries, implementing agencies and other stakeholders provided a very positive picture of the impact being delivered by the LEADER model in these three municipalities, particularly in terms of increased engagement with local governance, community cohesion and economic participation.

Results further suggested that the growing presence LEADER in Georgia’s rural municipalities was positively moving Georgian rural governance in the direction envisioned by the Georgian Government and the Delegation of the European Union, that is, towards a state of alignment with the European Common Agricultural Policy.

The main difficulty identified is that Georgian Government policy looking forward appears to be wavering with regards to its commitment to the LEADER model, despite the levels of investment provided by the EU. Read More...

Integrating Local Knowledge in Humanitarian and Development Programming: Perspectives of Global Women Leaders

This report examines local knowledge integration in the context of global development and humanitarian aid work. It builds upon a recently published report by the U.S. Agency for International Development (USAID) called "Integrating Local Knowledge in Development Programming". That report sought to “share knowledge of how development donors and implementing organizations leverage local knowledge to inform programming.”2 This study aims to extend the original methods to better understand grassroots actors’ own interpretations of local knowledge and its integration into programming in their communities. It examines the perspectives of 29 grassroots leaders from women-led organizations around the world, looking deeply at the ways in which they conceptualize local knowledge and local knowledge stakeholders, their approaches to designing their own projects based on local knowledge, and their experiences sharing knowledge with international actors and donors. This builds the broader evidence base on integrating local knowledge to incorporate the perspectives of grassroots actors into the same conversation as the original study.
Key takeaways from this research span two broad categories – how local leaders conceptualize local knowledge and what the effective use of local knowledge in practice looks like to them. Within these categories, interviewees explored the many challenges they face in identifying and sharing knowledge; their various approaches to designing projects based on local knowledge; some of the tensions they often find themselves balancing; unique ways of measuring the contribution of such knowledge to the success of an intervention; and experiences with and strategies for sharing their knowledge with non-local actors.
In terms of how women leaders tend to conceptualize local knowledge, the research reveals three distinct but interconnected definitions of the term: 1) knowing what a community is like; 2) knowing what a community needs and where the solutions lie; and 3) having a profound connection with the community. The first definition indicates knowing a community well enough to understand the dynamics within it. The second goes a bit further to say that local knowledge means knowing both the specific needs present in a community as well as the relevant solutions for addressing them. As one respondent told us, “Contextual expertise is having experience in a certain context and being able to solve problems based on it.” And the third conceptualization indicates having a deeply rooted connection with the community or the grassroots. Some described this as “having your heart” in the community. Key to this third definition appears to be both consistency and the ability to perceive change over time. Interviewees said that local knowledge depends on people having gone through different “contexts, histories, processes, and experiences” together, and having learned from them collectively. Therefore, it is difficult, if not impossible, for international actors to acquire the same level of investment in communities that is quasi-synonymous with local knowledge unless they have lived, worked, and built relationships within them long enough to meet this consistency standard.
